Abstract

This article aims to analyze the integration of religious moderation values within Indonesia’s national education curriculum, both in general education institutions under the Ministry of Education and Culture and in religious institutions under the Ministry of Religious Affairs. This study is motivated by the need to strengthen moderate religious character in response to the rising threat of radicalism and intolerance in educational environments. Employing a qualitative method through a descriptive-analytical approach of curriculum policy documents and institutional practices, this article finds that the Merdeka Curriculum and its projects—Pancasila Student Profile (P5) and the Rahmatan lil ‘Alamin Student Profile (PPRA)—have incorporated religious moderation values. These include tolerance, civility, balance, and openness to diversity. The findings show that although the curriculum accommodates these values, challenges remain in its implementation, particularly regarding teacher competence, teaching resources, and the influence of digital information. Therefore, the article recommends strengthening teacher training, regulating digital religious content, and fostering synergy between government, schools, and communities to embed inclusive and moderate religious values in the curriculum. Keywords: Religious Moderation; National Curriculum; Character Education; Pancasila Student Profile; Islamic Education

Abstract

This study aims to examine the effectiveness of nuclear training in enhancing participants’ competencies and its relationship with the licensing examination pass rate. The research involved 98 civil servants who attended various nuclear training programs conducted by DPK BRIN in 2024. A quantitative approach was employed, utilizing a paired sample t-test to assess differences between pre- and post-test scores, Spearman correlation to analyze the relationship between training improvement and remedial examinations, and binary logistic regression to evaluate the effects of age, gender, and educational background on licensing success. The results indicate a significant improvement in participants’ competencies after training and a significant negative correlation between training achievement and the frequency of remedial licensing exams. Age was found to significantly influence licensing success, while gender and educational background had no substantial effect. The study concludes that nuclear training is effective in improving competencies and facilitating licensing exam success, with practical implications for curriculum design, blended learning strategies, and human resource development policies in the nuclear sector. Keywords: nuclear training; effectiveness; competency; licensing examination

Abstract

The development of civil servants’ (ASN) competencies is a fundamental pillar for supporting bureaucratic reform and improving the quality of public services. This study aims to analyze strategies for optimizing competency development services for ASN at the Research and Development and Training Agency of the Ministry of Religious Affairs, emphasizing the role of strategic management, ASN motivation, and technology integration. Employing a qualitative approach through a systematic literature review, this study examines academic articles, policy reports, and official statistical data from the last five years, reinforced by SWOT analysis and data triangulation. Theoretical perspectives of strategic management and change management serve as analytical frameworks to understand the interrelation among variables. The findings reveal that the application of strategic management through needs-based planning and evaluation instruments such as the Balanced Scorecard enhances training effectiveness; intrinsic motivation of ASN has a stronger influence than extrinsic incentives in fostering participation; and the use of e-learning technologies increases training access and participation up to 90%, although challenges of digital literacy remain. Moreover, the rise in ASN participation in training is strongly linked to policy reforms that mandate competency development as part of bureaucratic transformation. This study recommends an integrative strategy that synergizes strategic management, motivation, and digital technology to support systemic transformation of ASN competency development services. Academically, future research should include quantitative studies to empirically test variable relationships, comparative analyses across government institutions, and the development of an integrative theoretical framework combining change management, work motivation, and digital learning theories. These findings are expected to contribute to the academic literature while serving as practical guidance for policymakers in accelerating competency-based bureaucratic reform. Keywords: competency development; strategic management; motivation; e-learning; bureaucratic reform

Abstract

This study aims to analyze gender issues in community development by highlighting the role and participation of women in Indonesia. Gender inequality remains a serious barrier to inclusive development, particularly in terms of access to education, employment, health services, and political representation. The research employs a descriptive mixed methods approach, combining document analysis and secondary quantitative data. Qualitative data were obtained from policy documents and reports published by the Ministry of Women’s Empowerment and Child Protection, the Central Bureau of Statistics, and international organizations. Meanwhile, quantitative data, including the Gender Development Index (GDI), Gender Empowerment Index (GEI), and indicators of women’s participation in various development sectors, were utilized to illustrate the factual conditions. The analysis is grounded in the theoretical framework of gender and development, which emphasizes equal access and opportunities as prerequisites for sustainable development. The findings reveal that although there has been progress in women’s participation, structural gaps remain significant, particularly those shaped by cultural norms and gender stereotypes. Gender mainstreaming policies have been introduced, yet their implementation at the local level remains limited. This study concludes that gender mainstreaming should be regarded as a key strategy for community development in Indonesia. Future research is recommended to examine best practices of gender mainstreaming at the local level and to conduct comparative studies across regions to identify effective patterns. Thus, this study contributes to strengthening the discourse on gender equality while providing empirical foundations for the formulation of more inclusive development policies. Keywords: gender equality; community development; women’s participation; gender mainstreaming; Indonesia
