Abstract

The development of civil servants’ (ASN) competencies is a fundamental pillar for supporting bureaucratic reform and improving the quality of public services. This study aims to analyze strategies for optimizing competency development services for ASN at the Research and Development and Training Agency of the Ministry of Religious Affairs, emphasizing the role of strategic management, ASN motivation, and technology integration. Employing a qualitative approach through a systematic literature review, this study examines academic articles, policy reports, and official statistical data from the last five years, reinforced by SWOT analysis and data triangulation. Theoretical perspectives of strategic management and change management serve as analytical frameworks to understand the interrelation among variables. The findings reveal that the application of strategic management through needs-based planning and evaluation instruments such as the Balanced Scorecard enhances training effectiveness; intrinsic motivation of ASN has a stronger influence than extrinsic incentives in fostering participation; and the use of e-learning technologies increases training access and participation up to 90%, although challenges of digital literacy remain. Moreover, the rise in ASN participation in training is strongly linked to policy reforms that mandate competency development as part of bureaucratic transformation. This study recommends an integrative strategy that synergizes strategic management, motivation, and digital technology to support systemic transformation of ASN competency development services. Academically, future research should include quantitative studies to empirically test variable relationships, comparative analyses across government institutions, and the development of an integrative theoretical framework combining change management, work motivation, and digital learning theories. These findings are expected to contribute to the academic literature while serving as practical guidance for policymakers in accelerating competency-based bureaucratic reform. Keywords: competency development; strategic management; motivation; e-learning; bureaucratic reform

Abstract

Keberhasilan pendidikan tidak hanya terjadi melalui tatanan pendidikan, tetapi juga diperlukan peningkatan kinerja lembaga pendidikan dalam melakukan pelaksanaan pendidikan. Sumber daya manusia merupakan proses yang dilakukan oleh seorang pimpinan (kepala sekolah) kepada bawahan (tenaga pendidik dan kependidikan) untuk mencapai tujuan lembaga pendidikan. Metode penelitian menggunakan kualitatif deskriptif, dengan pengumpulan data yang dilakukan menggunakan teknik observasi dan wawancara. Untuk analisis data melalui tiga tahapan, yaitu reduksi data, sajian data, penarikan simpulan dan verifikasi. Hasil penelitian menunjukkan bahwa inovasi pengembangan sumber daya manusia dalam meningkatkan kualitas kinerja institusi berdasarkan tinjauan terkini dan implikasi praktis ialah pentingnya kolaborasi antara staf pengajar, staf manajemen, dan pihak berkepentingan eksternal juga ditemukan sebagai kunci keberhasilan. Rekrutmen yang cermat, pengembangan karyawan yang terfokus, kepemimpinan yang visioner, sistem manajemen kinerja yang terstruktur, dan integrasi teknologi membentuk suatu kesatuan strategis. Kolaborasi antara berbagai pemangku kepentingan juga menjadi kunci untuk keberlanjutan dan keberhasilan kualitas kinerja lembaga pendidikan. Dengan melakukan hal tersebut sehingga dapat mengelola sumber daya manusia yang lebih efisien, merespon perubahan dengan cepat, dan menciptakan budaya organisasi yang dinamis.Success in education is not only achieved through the educational system but also requires the improved performance of educational institutions in implementing education. Human resource development is a process carried out by a leader (school principal) towards subordinates (educators and education staff) to achieve the goals of the educational institution. The research method used is descriptive qualitative, with data collection conducted using observation and interview techniques. Data analysis involves three stages: data reduction, data presentation, and drawing conclusions and verification. The research results show that human resource development innovation in improving the quality of institutional performance, based on recent reviews and practical implications, highlights the importance of collaboration among teaching staff, management staff, and external stakeholders as a key to success. Careful recruitment, focused employee development, visionary leadership, structured performance management systems, and technology integration form a strategic unity. Collaboration among various stakeholders is also crucial for the sustainability and success of the educational institution's performance quality. By doing so, it can manage human resources more efficiently, respond quickly to changes, and create a dynamic organizational culture.

Abstract

The research aims to analyze the management paradigm of Islamic education and the dynamics of contemporary education in the era of the kurikulum merdeka so that it can transform and have attitudes and behavior that can compete, be creative, and innovative while still referring to Islamic education. The research method uses qualitative research, with the type of research being a case study. Data was obtained through surveys and observations, which were then described naturally by researchers. Data analysis was carried out using inductive data analysis. Data analysis was carried out through 3 stages: data reduction, data presentation, and data conclusion. Research findings show that Islamic schools embody a new paradigm for successful Islamic education management. With merdeka belajar, learning is accessible and unbound, which moves students to develop their full potential to achieve intellectual, moral, and other skills. Independence is given to students with direction and guidance from the teacher. Freedom to learn from an Islamic perspective is an internal process that moves students to use all their natural, cognitive, affective, and psychomotor potential independently to become human beings who have various intellectual capabilities, skills, and morals, carrying out the mission of rahmatan lil a'lamin to worship Allah SWT.
