Abstract

This study examines the institutional implementation of zakat by BAZNAS (Indonesia’s National Zakat Agency) as a strategic instrument for poverty alleviation. It explores the striking disparity between the projected national zakat potential—estimated at IDR 327 trillion annually—and its relatively low realization rate, which remains within the 4–20% range. The central research inquiry posed is: To what extent is the institutional governance of zakat under BAZNAS effective in addressing entrenched structural poverty in Indonesia? Diverging from prior research predominantly reliant on secondary data, this study presents original empirical evidence derived from in-depth interviews with high-ranking officials at BAZNAS headquarters. This research integrates Islamic Social Welfare Theory and Institutional Theory into a comprehensive evaluative framework. Utilizing a qualitative-descriptive methodology, data were gathered through documentary analysis and semi-structured interviews, and analyzed using the Miles and Huberman model—comprising data reduction, data display, and conclusion drawing. The findings reveal persistent obstacles in zakat mobilization, including non-compulsory regulatory frameworks, limited public literacy on zakat, and underdeveloped institutional capacities at the regional level. Despite BAZNAS’s efforts to establish transparent systems and integrate digital innovations, structural barriers continue to impede optimization. Productive zakat programs demonstrate potential; however, longitudinal data tracing the transformation of zakat beneficiaries (mustahik) into donors (muzakki) remain scarce. This research affirms the pivotal—yet underutilized—role of zakat as an Islamic fiscal instrument in national poverty eradication strategies. It proposes several policy recommendations: tax incentives for zakat contributors, institutional capacity-building at the regional level, national-scale digital system integration, and widespread public literacy campaigns. These insights underscore the potential of zakat to align with and accelerate the realization of Sustainable Development Goal 1: No Poverty.

Abstract

In the digital age, social media has become a powerful instrument in shaping public opinion, including religious perspectives among college students. The proliferation of religious content across platforms such as Instagram, TikTok, YouTube, and Facebook presents both opportunities and challenges for fostering religious moderation. This study aims to examine how social media influences students’ attitudes toward religious moderation, with a particular focus on core values such as justice ('adl), balance (tawazun), and tolerance (tasamuh). The research adopts a qualitative literature review method, analyzing scholarly articles, books, and official publications published within the last five years that discuss the relationship between social media, youth behavior, and religious moderation. The findings indicate that social media plays a dual role. On one hand, it serves as a platform for promoting inclusive and moderate religious messages, often through visually engaging and relatable content. On the other hand, the same platforms may also disseminate radical ideologies, hate speech, and intolerant narratives, particularly when users lack digital literacy and critical thinking skills. The study highlights the importance of equipping students with the ability to critically evaluate religious content on social media and to distinguish between authentic moderation messages and manipulative, extremist discourse. In conclusion, this study underscores the necessity of integrating religious moderation into digital literacy education within higher education institutions. Collaborative efforts between educators, religious leaders, and content creators are essential in ensuring that digital spaces are dominated by constructive and peaceful religious narratives. The role of students as digital natives and future agents of change makes their involvement in this discourse both timely and essential.

Abstract

This study investigates the religious, intellectual, and social dimensions of Islamic unity by examining the contributions of two influential figures: Ayatollah Khomeini, a Twelver Shia leader of the Iranian Islamic Revolution, and Nurcholish Madjid, a Sunni reformist intellectual from Indonesia. Employing Charles Tilly’s 1984 theoretical framework, the research conducts an integrative analysis to identify convergences and divergences in their thought, emphasizing shared values and ideological distinctions. Findings reveal that both scholars advocate for moderation in interfaith and intra-faith engagement, affirming the Qur'an as a foundational text despite interpretive differences. They acknowledge sectarian divisions as historically contingent, often shaped by political forces, yet maintain that Sunni and Shia traditions stem from common Islamic principles. Their perspectives underscore the necessity of unity within the Muslim ummah, particularly in resisting external efforts to exacerbate internal divisions. In conclusion, Khomeini and Madjid exemplify distinct yet complementary approaches to fostering Islamic cohesion. Their shared emphasis on unity, despite theological and cultural differences, offers a valuable paradigm for contemporary discourse. This research affirms the significance of inclusive and integrative thought in promoting solidarity across the global Muslim community.

Abstract

The convergence between religious compliance and scientific safety protocols has become increasingly important in developing halal-certified cosmetics. This study investigates the integration of Halalan Thayyiban principles rooted in Islamic law and modern regulatory standards within Indonesia’s herbal and cosmetic industries. The objective is to develop a regulatory-scientific model that aligns the requirements of halal certification (HAS 23000, UU 33/2014) with quality assurance protocols (ISO 22716, PerBPOM 16/2024). Using a normative-qualitative approach, the study analyzes regulatory documents, certification procedures, and safety test standards. Key elements of the halal certification process are examined, including the SIHALAL platform, halal-critical ingredient mapping, and the documentation framework. Parallel to this, thayyib criteria are addressed through microbiological and chemical safety evaluations, product stability assessments, and patch testing protocols aligned with international benchmarks. Findings reveal strong compatibility between halal and thayyib systems, enabling the development of an integrated compliance model. The proposed framework incorporates regulatory checkpoints, supplier documentation, GMP alignment, and technological innovations such as RFID and blockchain for traceability. The study also identifies institutional roles, implementation challenges particularly among SMEs and strategic support mechanisms to enhance certification readiness. The integrated Halalan Thayyiban framework offers a dual benefit: it ensures syariah compliance while upholding modern safety standards, thus improving consumer trust and market positioning. These findings contribute to the discourse on regulatory harmonization and provide practical guidance for producers, auditors, and policymakers.

Abstract

The rapid adoption of artificial intelligence (AI) has intensified global efforts to establish ethical and legal governance. While frameworks such as the EU AI Act, NIST AI Risk Management Framework (RMF), UNESCO Recommendation on AI Ethics, and OECD AI Principles provide foundational guidelines, they often lack culturally grounded ethical perspectives. This study proposes integrating Maqāṣid al-Sharīʿah—the higher objectives of Islamic law—as a complementary ethical layer within global AI governance. Using a comparative conceptual mapping approach, the research analyzes the alignment between Maqāṣid principles and global standards through policy reviews, AI ethics literature, and Islamic jurisprudence. Findings reveal strong thematic compatibility between Maqāṣid domains (protection of religion, life, intellect, lineage, and property) and principles emphasized by UNESCO and the OECD, including shared opposition to biometric surveillance and social scoring. A governance model is introduced by overlaying Maqāṣid criteria onto the NIST RMF structure (GOVERN, MAP, MEASURE, MANAGE), offering a culturally coherent implementation strategy. Integrating Maqāṣid al-Sharīʿah enhances normative legitimacy in Muslim-majority contexts and promotes a pluralistic, ethically resilient AI policy landscape, demonstrating that religious ethics can enrich international standards for responsible AI.
