Abstract

This policy paper examines the issue of increased post-religious holiday waste generation in Bali Province, which causes negative environmental and social impacts, focusing on low public awareness and behavior in responsible waste management. The root cause is identified as the scarcity of effective, contextual, and integrated education and socialization regarding specific holiday waste management, particularly due to the insufficient involvement of religious counselors and community leaders in campaigning for waste management aligned with spiritual and ecological values. The approach employed in developing this policy paper involves a qualitative analysis of secondary data, including policy documents, regulations, and academic articles, complemented by the Urgency, Seriousness, Growth (USG) method for problem prioritization and William N. Dunn's criteria for policy alternative selection. The analysis indicates that a policy alternative involving the issuance of a Circular Letter by the Head of the Bali Provincial Office of the Ministry of Religious Affairs—concerning Guidelines for Ecotheology Implementation in Environmental Governance & Waste Management at Places of Worship—emerged as the strategic choice, achieving the highest evaluation score. It is therefore recommended that the Head of the Bali Provincial Office of the Ministry of Religious Affairs issues this Circular Letter to encourage and guide managers of places of worship in establishing internal waste management units, providing adequate waste sorting facilities, integrating ecotheological messages into religious sermons, processing organic waste independently or collaboratively, and periodically reporting their waste management efforts, as part of implementing the Ministry's Ecotheology priority program and supporting the Bali Clean Waste Movement.

Abstract

This policy paper reviews the role of religious counselors in preventing and combating drug abuse in Gianyar Regency. The writing method used is qualitative with a descriptive analysis approach to relevant literature, policy documents, and case studies illustrating best practices in engaging religious figures. The findings indicate that religious counselors have significant potential as agents of change by strengthening moral and spiritual values, providing religious-based education on the dangers of narcotics, and facilitating cross-sector collaboration.   The analysis reveals that while the existence of Gianyar Regency Regional Regulation No. 1 of 2023 on P4GN (Prevention, Eradication, Misuse, and Illicit Trafficking of Narcotics) and Bali Governor Regulation No. 2 of 2018 provides a strong policy foundation, their implementation at the community level remains suboptimal. Based on an analysis of effectiveness, efficiency, and long-term impact (Dunn, 1999), it was found that the Formation of Technical Guidelines for Strengthening the Role of Religious Counselors in the P4GN Program by the Regional Office of the Ministry of Religious Affairs (Kanwil Kemenag) of Bali Province is the most promising policy alternative. The primary recommendation is for the Kanwil Kemenag Bali Province to immediately issue these technical guidelines, followed by comprehensive training for religious counselors. This will enable them to become effective agents of change in educating the community and reducing stigma, thereby supporting sustainable drug prevention and rehabilitation efforts in Gianyar.

Abstract

This policy paper analyzes the phenomenon of the normalization of isbat nikah (marriage legalization through court confirmation) in Aceh, which has shifted from its intended role as an ultimum remedium to a dominant legalization procedure for unregistered marriages. This trend has created a significant gap in legal certainty for families and the accuracy of population data, further exacerbated by the prevalence of nikah siri (unregistered marriages), and poses a high level of urgency due to its impact on the rights of women and children. Employing a qualitative approach, this paper examines relevant regulations, literature studies, and evaluates policy alternatives using William N. Dunn's scoring method. The analysis reveals that Aceh Governor Regulation No. 25 of 2017 institutionalized isbat nikah as the primary route for marriage legalization, thereby contributing to its normalization and worsening the low rate of marriage registration. The root causes include misalignment between national and regional legal norms, the absence of comprehensive preventive programs against nikah siri, and weak coordination and integrity in population administrative data. The normalization of isbat nikah significantly undermines both the protection of citizens' rights and the reliability of demographic data. Accordingly, this paper recommends the implementation of a comprehensive national policy to tighten the interpretation and procedures of isbat nikah. The recommendation emphasizes reaffirming isbat nikah as an ultima ratio mechanism, with stricter evidentiary requirements, and addressing Aceh's unique context to ensure legal certainty and the protection of citizens’ fundamental rights

Abstract

This policy paper describes that cash waqf is one of the strategic Islamic philanthropic instruments in supporting social and economic development. However, its implementation among civil servants (ASN) in the Ministry of Religious Affairs of Central Kalimantan Province still faces various obstacles. The ideal condition expecting active participation from ASN in the cash waqf movement has not been realized due to low waqf literacy, lack of integration with digital systems, and the absence of technical policies at the regional level. This study aims to analyze policy strategies that can promote the structured and sustainable implementation of cash waqf among ASN. A qualitative approach with a case study design was used. Data were collected through document studies, focused interviews, and literature review. The analysis applied the theoretical frameworks of Public Participation (Cohen & Uphoff), Change Agent (Rogers), and Substantive Rationality (Weber) to explore the roles of actors, the change process, and the socio-religious motivations of ASN. The findings indicate that the absence of integrated waqf literacy in ASN development, the lack of internal change figures, and weak institutionalization are the main challenges. The conclusion of this study emphasizes the need for affirmative policy at the regional level. The main recommendation is the issuance of a Circular Letter by the Head of the Regional Office of the Ministry of Religious Affairs of Central Kalimantan that mandates the integration of cash waqf literacy into the ASN development system, in order to foster productive, structured, and sustainable participation.

Abstract

This policy paper describes the issues at the Ministry of Religious Affairs Office in West Jakarta City, namely the Failure of Internal Waste Management and the Absence of Standard Operating Procedures (SOP). The purpose of writing this policy paper is to explain the waste management strategy at the Ministry of Religious Affairs Office in West Jakarta City to support the success of the Minister of Religious Affairs’ Priority Program for 2025 – 2029, specifically the second point, which is Strengthening Ecotheology. Using a qualitative method approach, this policy paper emphasizes descriptive analysis methods. Broadly speaking, the analysis results show that the main causes affecting waste management at the Ministry of Religious Affairs Office in West Jakarta City, based on the Fishbone Diagram, consist of four dimensions: resources, organization, internal factors, and external/regulations. The appropriate and urgent policy alternative that reflects effectiveness, efficiency, and suitability in supporting waste management at the Ministry of Religious Affairs Office in West Jakarta City is the Preparation and Implementation of Waste Management SOP. Therefore, the author concludes that this policy plays a significant role and needs to be implemented immediately. Based on the analysis results, the author recommends that the Head of the Ministry of Religious Affairs Office in West Jakarta City prepare and implement the Waste Management SOP.

Abstract

This Policy Paper outlines the role of Christian Religious Counselors from the Ministry of Religious Affairs Office in West Seram Regency in guiding spirituality and Christian values within their assigned areas. The study identifies significant challenges they face, including weak inter-agency coordination, minimal synergy with other institutions and religious organizations (ormas), and subpar counseling materials coupled with inadequate counselor skills. The study aims to analyze the effectiveness of these Christian Religious Counselors in their work areas, investigate the problems encountered, and formulate comprehensive policy recommendations to boost their effectiveness. This paper uses a descriptive qualitative method with a case study approach to dissect the identified core issues. Findings indicate that weak inter-agency coordination is the most pressing problem among the challenges. Overall, the study confirms that the counselors' effectiveness remains suboptimal due to a combination of issues across coordination, synergy, materials, and skills. The recommended policy for the Ministry of Religious Affairs Office in West Seram Regency is to propose a Draft Regional Regulation (Raperda) on Strengthening the Role of Religious Counselors. This legal instrument will legitimize and institutionalize cross-agency collaboration and local government support for counseling duties. Its goal is to ensure that religious development, especially counseling, has strong legal backing and comprehensive support in West Seram Regency.

Abstract

This policy paper discusses strategies for enhancing the role of community service at STAIN Majene in local economic empowerment in Majene Regency, West Sulawesi. The background of this study is the low effectiveness of community service caused by the lack of strategic collaboration between STAIN Majene and local economic stakeholders, the absence of specific institutional structures, and the lack of formal operational procedures. This study uses a qualitative method with an evidence-based policy approach to descriptive analysis. Data were collected through literature studies, official document analysis, field observations, and informal interviews with business actors and community leaders. Primary and secondary data were then analyzed using the public policy evaluation framework according to William N. Dunn, which includes six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and precision. The analysis results show that the establishment of a special external partnership unit under P3M is the most strategic policy alternative, with the potential to drive institutional transformation and strengthen cross-sector collaboration in economic empowerment programs. This policy paper recommends the establishment of such a unit with support from internal regulations, functional organizational structure, digital information systems, and integration into the campus strategic plan. These findings contribute theoretically to the development of a collaborative service model based on Islamic values and local needs, and practically offer an adaptive and inclusive institutional model for PTKIN in underdeveloped regions. With this strategy, STAIN Majene has the opportunity to become a pioneer in transformative, impactful, and sustainable community service practices.

Abstract

This study was prompted by initial findings from a community satisfaction survey, which indicated low service effectiveness as a crucial issue at the One-Stop Integrated Service (PTSP) office of the Ministry of Religious Affairs in Bengkulu City. The office still relies on a face-to-face system with limited waiting areas and special facilities. This study employs a qualitative methodology with analytical descriptive elements, where primary data was obtained from survey results, participant observation, documents, and archives. Secondary data was gathered from relevant laws and regulations, articles, journals, books, and reports concerning PTSP. The results show that although staff performance is excellent (Community Satisfaction Index score of 87.50), facilities (score of 68.33), processes (score of 70.20), and information environment (score of 72.00) remain low. The discussion reinforces that the inadequate physical conditions are due to suboptimal fund allocation, stemming from a lack of policy prioritization for infrastructure support. The conclusion emphasizes the need for significant transformation as existing policies are insufficient. Therefore, full digitalization of PTSP is recommended as the best policy alternative for revitalization, with a recommendation to the Ministry of Religious Affairs of Indonesia to create regulations for an accelerated revitalization and full digitalization program, committing to adequate fund allocation.

Abstract

This policy paper describes that the transformation of the State Islamic Institute (IAIN) Parepare into a Public Service Agency (BLU) is a response to national policy aimed at enhancing fiscal independence and service efficiency in religious higher education institutions. However, current conditions reveal that 78.2% of the institution’s budget still relies on state funding (APBN), with limited asset utilization and inadequate human resource capacity in BLU-based financial management. This gap highlights the urgency of a systematic analysis of the challenges and strategic directions in the transition process. This policy study adopts a qualitative approach with a case study design, using document analysis, semi-structured interviews, and descriptive-interpretive analysis. The findings identify four core issues: low non-tax revenue (PNBP), weak performance-based management culture, underutilization of assets, and insufficiently trained financial personnel. Through the USG analysis and the application of the Resource-Based View (RBV), New Public Management (NPM), and revenue diversification frameworks, the establishment of Campus Business Units (UBK) emerges as the most effective and efficient policy alternative. The study concludes that financial autonomy can only be achieved through structured asset governance, incentives for competent personnel, and supportive internal regulations. The key recommendation is for the Rector to issue a regulation mandating the establishment of UBKs at the faculty level to optimize the economic value of institutional assets, particularly buildings and laboratories.

Abstract

This policy paper examines the strategic role of the Budi Luhur Sharia Producer Cooperative for Civil Servants within the Tapanuli Selatan Regency Ministry of Religious Affairs Office in local economic development. The methodology employed is qualitative, with a descriptive analysis approach, gathering and interpreting information from various relevant literature, internal cooperative documents, and observing operational practices. The study's findings indicate that this cooperative effectively empowers its members through sharia-compliant financing, diversification of productive enterprises (e.g., in the agricultural and services sectors), and provision of market access. The cooperative's presence not only enhances the individual economic well-being of its members through increased income and access to basic necessities but also significantly contributes to strengthening the local community's economy in Tapanuli Selatan by promoting sharia-based economic activities. Furthermore, this cooperative serves as a social safety net and a pillar of solidarity among civil servants. For future role optimization, it is recommended that the Budi Luhur Sharia Producer Cooperative develop innovative sharia products and services, expand strategic partnerships with external parties, and adopt digital technology for management and marketing efficiency, thereby continuously serving as a driving force for sustainable and equitable economic development. Challenges faced include limited capital and adapting to market dynamics. However, with appropriate strategies and support from various stakeholders, the Budi Luhur Sharia Producer Cooperative for Civil Servants has significant potential to continue playing an active role in advancing the regional economy.
