Abstract

This policy paper discusses policies in the preservation of local languages in Indonesia from the threat of extinction due to various factors, such as migration, speaker attitudes, and the dominance of national and international languages because local languages have an important role in cultural identity and community knowledge systems. This paper aims to discuss the importance of policies that support the preservation of local languages through the potential application of digital technology while increasing people's religious understanding, using a qualitative method of policy review with a SWOT analysis approach, as well as a scoring-based evaluation. The results show that although the policy of digitizing translations of the Holy Scriptures can expand public access to regional language-based religious literacy, there are still some weaknesses that need to be overcome, namely (1) limited digital infrastructure in remote areas, (2) differences in the vision and priorities of various institutions in the collaboration process, (3) resistance from less prepared institutions, (4) maintaining the quality of digitization implementation and (5) sustainable funding. Therefore, this paper recommends several improvements, including:(1) Identification of local languages that require digitization and available resources. (2) Development of digital platforms, so that they are richer and more powerful. (3) Improve digital literacy by organizing training, socialization in local communities to facilitate technology adoption; (4) Integrate programs with national policies (5) Provide offline solutions to overcome internet network limitations.

Abstract

This policy paper outlines that academic and managerial supervision of education is a crucial component in improving the quality of Islamic education in both madrasahs and public schools. This article reviews the strategic management applied by Madrasah Supervisors and Islamic Religious Education Supervisors in Riau Islands Province to enhance the quality of Islamic education. The focus is on the policy approach, implementation, and evaluation of Minister of Religious Affairs Regulation (PMA) Number 31 of 2013 concerning Islamic education supervisors. The method used in this discussion is descriptive qualitative, with data collection through policy document analysis and interviews with relevant stakeholders. The goal is to identify how supervision strategies are formulated, implemented, and evaluated to achieve higher educational quality standards. The analysis results indicate that while PMA Number 31 of 2013 has become an important foundation, its implementation faces several challenges. The implementation of academic supervision in madrasahs and public schools has not been carried out well according to existing regulations. This finding suggests that the academic supervision function, which aims to improve the quality of learning, has not been optimally implemented. An analysis using a strategic management theoretical framework reveals that a primary cause is the lack of training to enhance supervisors' competence in academic supervision. As a result, there are recommendations for increasing the capacity and competence of Madrasah Supervisors and Islamic Religious Education (PAI) Supervisors. All of these efforts aim to optimize the role of supervisors in improving the quality of Islamic education in Riau Islands Province.

Abstract

This policy paper elaborates on the urgency and effectiveness of the Kampung Zakat program as an effort to empower the community's economy sustainably in Akle Village, Oesalaen Village, East Nusa Tenggara. Through a participatory and local wisdom-based approach, this program targets the education, health, and economic sectors, which serve as the fulcrum for the development of the local community's civilization. This analysis employs the ACTORS theory approach, emphasizing the importance of Authority, Confidence, Trust, Ownership, Resources, and Support in the empowerment process. The writing of this article uses a qualitative method with a descriptive-analytical approach through a case study. Primary data was collected through in-depth interviews with religious leaders, program beneficiaries, and representatives from the National Zakat Board (BAZNAS) of East Nusa Tenggara Province. Meanwhile, secondary data was obtained from documentation studies, Kampung Zakat program reports, and statistical data related to the socio-economic conditions of the Oesalaen Village community. Findings indicate that the success of Kampung Zakat is significantly influenced by the quality of ZIS (Zakat, Infaq, Sadaqah) governance that is oriented towards sustainability and empowerment based on local potential. Therefore, adaptive policy and regulatory strategies, multi-stakeholder support, and the strengthening of zakat literacy are needed so that this program can provide a transformational impact on the long-term welfare of the community.

Abstract

The Ministry of Education, Culture, Research, and Technology has a policy called Analyzing Curriculum Management in Facing the Implementation of the Independent Learning Curriculum that intends to maximize the management of the currently employed curriculum. The purpose of this study is to examine curriculum management in light of the adoption of the Independent Learning Curriculum. Teachers and school principals implement the Independent Learning curriculum through the use of a case study approach in the research methodology. The data for this study was gathered through observation, documentation, and interviews and followed by analysis through the gathering, processing, presenting, and drawing of data. The results are rather empirical. According to this study, teachers are perfectly prepared to apply the curriculum for autonomous learning. The lack of knowledge of the independent learning curriculum between instructors and parents is a barrier that teachers face while implementing curriculum management in order to face the implementation of the curriculum. Additionally, the infrastructure and amenities are insufficient.

Abstract

This policy article examines the phenomenon of unregistered marriages in Indonesia as a reflection of the state's failure to safeguard the civil rights of women and children. Marriages conducted without official registration—such as religious or customary marriages—pose serious consequences for legal protection, particularly for vulnerable groups. Women are deprived of rights to alimony, protection in divorce, and legal recognition, while children risk being denied birth certificates, limiting their access to education, healthcare, and social assistance. This issue is exacerbated by unequal access to civil registration services in remote areas, low legal literacy, and the dominance of religious and customary norms that often override national law. This paper uses approach using qualitative methods based a descriptive-analytical on literature review, analyzing statutory regulations, institutional reports, and academic publications. Content analysis and the USG framework (Urgency, Seriousness, Growth) are applied to assess the magnitude and developmental risks of the issue. The analysis is grounded in Gramsci’s Hegemony Theory, Legal Pluralism, and Structural Inequality Theory, which reveal a legal gap between formal norms and social practices that leave women and children legally and socially vulnerable. The findings indicate that regulatory reform of marriage registration emerges as the most strategic and effective policy option. In conclusion, the state must take an active role by reforming legal frameworks, expanding access to registration services, integrating local norms, and promoting legal education to ensure equal and just protection for all citizens.

Abstract

This policy paper examines the policy of School Operational Assistance Fund (BOS) management as an effort to improve the quality of education in Elementary Madrasahs (MI) in West Kalimantan Province. The main focus is on the analysis of policy implementation, impacts on the quality of education, and challenges and solutions in managing these funds. This paper uses a qualitative method with a descriptive analysis approach, where the author collects data through document studies and in-depth interviews with related parties (madrasah principals, teachers, BOS fund managers, and officials at the Regional Office of the Ministry of Religious Affairs of West Kalimantan Province), and field observations in several state and private MIs. The collected data is analyzed using triangulation to gain a comprehensive understanding of the effectiveness of BOS Fund management. The results of the study show that BOS Funds make a significant contribution to improving the quality of MI education, especially in terms of facilities and infrastructure, teacher professional development, and learning activities. However, there are still several problems that need to be followed up with productive policies, such as limited human resource capacity and potential deviations from the use of BOS funds. Therefore, it is necessary to increase supervision, training, and utilization of technology to ensure more transparent and accountable management of BOS Funds to realize quality MI education in West Kalimantan.

Abstract

This policy paper describes that universities have strategic role as research centers and academic studies, research results often do not have real impact on the needs of society, industry, and government. This phenomenon also occurs at State Islamic University (UIN) Raden Mas Said Surakarta, where the research conducted has not been fully utilized to answer local development issues. This study aims to formulate policy strategy to increase usefulness of research in line with the needs of society, industry, and government. Theoretically, results serve as academic reference, while practically they are used as the basis for research development planning policies that have a direct impact on solving real problems. The study used qualitative approach with primary data from Focus Group Discussion (FGD) with 30 UIN stakeholders and secondary data from relevant sources. The analysis was conducted with Analytical Hierarchy Process (AHP) scale 1-9 and descriptive, tested for validity through source triangulation, then analyzed with hybrid filtering approach: data-driven, rule-based, and expert judgment. This study recommends that Rector formulate competency-based HR development policies, build cross-sector research partnerships, formulate research selection policies based on theoretical and practical benefits, establish local big data and AI systems, and establish MoUs with stakeholders to ensure the urgency and relevance of research.

Abstract

Abstract This article analyzes the persistence of child marriage in Southeast Sulawesi, highlighting the gap between legal commitments and on-the-ground realities, and identifying the absence of comprehensive programs from religious institutions in changing conservative views as a crucial root cause. This condition, exacerbated by literal religious justifications and marriage dispensation loopholes, seriously threatens children's fundamental rights and hinders sustainable development efforts. This study employs a descriptive-analytical qualitative approach, based on extensive literature review and document analysis. The primary problem was identified using USG (Urgency, Seriousness, Growth) analysis. Furthermore, root cause identification utilized the Fishbone Theory, and policy alternative selection was guided by William N. Dunn's Policy Analysis Theory. The analysis results show that the dominance of conservative views, without progressive intervention from religious institutions, reinforces child marriage practices, worsened by dispensation loopholes and limited capacity of religious counselors. The discussion links these findings with Social Cognitive Theory, Theory of Planned Behavior, Policy Implementation Gap Theory, and Legal and Social Conflict Theory, emphasizing the urgency of religious moderation (moderasi beragama), maqasid syariah, and a Whole-of-Government approach. In conclusion, the core issue lies in the sub-optimal role of the Ministry of Religious Affairs as a religious authority in shifting societal perspectives. The most relevant policy recommendation is the issuance of a Ministerial Regulation (PMA) to mainstream child marriage prevention as a Key Performance Indicator (KPI) for all Ministry of Religious Affairs units, supported by strengthening counselor capacity and multi-stakeholder collaboration, to ensure equitable legal protection for children.

Abstract

This Policy Paper analyzes the public service policy strategies at Kankemenag Kota Denpasar in its efforts to maintain its status as WBBM. The background of this policy paper is the urgency of maintaining the recognized quality of public services, considering internal and external challenges that can affect the consistency of WBBM standards. Although the designation has been achieved, issues regarding the sub-optimal nature of some public service aspects still frequently arise, indicating a gap between existing policies and their implementation on the ground, as well as the competency needs of human resources. This article employs a qualitative method with a descriptive-analytical approach. Primary data were obtained through in-depth interviews with leaders, service implementing staff, and representatives of the community service users. Meanwhile, secondary data were collected from internal documents related to service policies, performance reports, and applicable regulations. Data analysis was conducted thematically to identify patterns, challenges, and best practices in maintaining WBBM service standards. The article findings indicate that despite strong commitment and various policies being implemented, the lack of clear standardization for employee competency development through systematic training needs analysis (TNA) is one of the main obstacles. Adaptive and responsive human resource quality is a crucial pillar in maintaining the WBBM designation. Therefore, as a policy recommendation, this study proposes the issuance of a PMA or a KMA that explicitly mandates and standardizes the implementation of TNA across all work units within the Ministry of Religious Affairs, including Kankemenag Denpasar.

Abstract

This policy paper describes that elementary education institutions (SD) in Wonosobo are facing an urgent crisis related to the availability of Catholic Religious Teachers with State Civil Apparatus (ASN) status, which requires immediate policy intervention. This article specifically identifies a significant gap between the real needs and the number of ASN teachers available. This condition directly threatens the quality of education and hinders the fulfillment of children's rights to receive proper religious instruction. Through a policy analysis approach, this article examines the national education and personnel regulatory framework. It compares data from related agencies such as the Ministry of Religious Affairs, the Ministry of Empowerment of State Apparatus and Bureaucratic Reform (KemenPAN-RB), and the Wonosobo Regency Education Office. The main focus of the analysis is on the root of the fundamental problem, namely the inadequacy of ASN formation and allocation, the limited quota of formations set by KemenPAN-RB, and the role of the Ministry of Religious Affairs which is still limited in the ASN appointment process. The writing methodology used is qualitative with a descriptive analysis approach, which not only describes the problem but also formulates concrete solutions. The results of the analysis show that the resolution of this problem, both in the short and long term, is highly dependent on the implementation of cross-sectoral coordinated affirmative policies. In conclusion, Wonosobo Regency is now facing a serious emergency in fulfilling the ASN Catholic Religious Teachers for Elementary Schools.
