Abstract

This paper intends to investigate the financial planning policy based on university national standards in UIN Raden Mas Said Surakarta this study implements qualitative—data collected from documents related to planning based on university national standards in UIN Raden Mas Said Surakarta. The result shows that planning policy based on university national standards in UIN Raden Mas Said based are financial planning by involving quality assurance institutions and internal surveillance institutions. The University quality assurance body is the institution responsible for accreditation of the university and department. University internal surveillance is the institution that is responsible for conducting and controlling the financial budgeting. All of them collaborate with the financial planning body in UIN Raden Mas Said Surakarta

Abstract

This article describes the issue of implementation of Islamic boarding school -based education that needs to be supported by adequate facilities and infrastructure, one of which is the student dormitory building of UIN K.H. Abdurrahman Wahid Pekalongan, as the only State Islamic Religious College in the former residency of Pekalongan. This article aims to analyze the urgency of the Ma’had Al-Jami’ah student dormitory development program for the implementation of Islamic boarding school-based education at UIN K.H. Abdurrahman Wahid Pekalongan and to examine various opportunities to realize this based on existing conditions. This article uses a qualitative research method, with a descriptive exploratory approach. Data were obtained from various literary sources that are considered credible and from Ma’had Al-Jami’ah UIN K.H. Abdurrahman Wahid Pekalongan related to the student dormitory development program. Then to analyze the data that has been collected, the authors use content analysis techniques. Based on the study conducted, it was found that the student dormitory building at the State Islamic Religious College has two main functions. First, as a proper place to live for students. Second, as a place for Islamic boarding school-based education in higher education by Ma’had Al-Jami’ah. The aims, objectives and benefits of building the Ma’had Al-Jami’ah student dormitory are very important and strategic for UIN K.H. Abdurrahman Wahid Pekalongan as mapped by Ma’had Al-Jami’ah in the 2022 Ma’had Al Jami’ah Special Dormitory Development Proposal. The most visible obstacle at this time is more on the budget side to fund this strategic project.

Abstract

This article describes the background to the uneven access and quality of madrasah education, with the condition of the existence of only 5% of public madrasas while most of the rest are private madrasas. This condition reflects the high role of the community in the implementation of madrasa education and the still not optimal management of madrasas by the government. The emergence of a madrasa nationalization policy with the hope that state madrasas could become reference madrasas or model madrasas for other madrasas in their vicinity. The author's goal in compiling this policy paper is to describe the extent to which the madrasah nationalization policy is needed and how the nationalization policy strategy is carried out. In order to ensure that this manuscript is able to answer the above objectives, the authors use a descriptive analysis approach. The madrasa nationalization policy carried out has a significant urgency in improving the quality of madrasah education and has been proven empirically from various studies. In addition, the madrasa nationalization policy also has several benefits. Madrasa nationalization policies can be carried out in tandem with the establishment of madrasas which are organized by the Government or the community with reference to the Regulation of the Minister of Religion Number 90 of 2013 concerning Implementation of Madrasa Education.

Abstract

This article describe about professional zakat is one of zakat mal and is a very potential of zakat in building of economy. The implementation of professional zakat payment by civil servant of ministry of Islamic Religion of Sidenreng Rappang is still not optimal, as known it about 25.66%. The purpose of this study was to determine the perception index of professional zakat payments for civil servants at the Ministry of Religion of Sidrap Regency and to formulate strengthening policies for professional zakat management. This research method uses a descriptive quantitative approach. The data was obtained using a questionnaire and the data was processed with the help of the SPPS for Windows application version 22.0, namely by processing descriptive analysis data. The research instrument was made based on a Likert scale which was made based on indicators of perception variables namely Attitudes, Motives, Interests, Past Experiences and Expectations which were developed by themselves. The number of respondents was 137 people. The questionnaire was distributed through the help of Google form. The results showed that the index of perceptions of zakat payments for the civil servant profession of the Ministry of Religion of Sidrap Regency was known to be 69.197% or included in the high category. These findings form the basis for strengthening the professional zakat payment policy for civil servants at the Ministry of Religion of Sidenreng Rappang Regency.

Abstract

This article describes the importance of the Electronic-Based Government System (SPBE) digital platform for government organizations and in educational institutions, especially for religion-based education (madrasah). Information and communication technologies are needed to make education more accessible while raising teaching standards. Information and communication technology is intended as a system that uses ICT technology so that all stakeholders can carry out their respective tasks easily and quickly. The purpose of this research is to plan madrasah education in support of SPBE. The research methodology used in this study was to use library research. The results of this study show that the Education Management Information System (SIMP) in madrasas is very helpful in being able to increase user access to open data in a timely manner without relying on any third-party components of the current information system. An education management information system (SIMP) combines Human Resources and Information Technology tools to collect, organize, store, and provide ready-to-use access to information for use in making decisions about education programs and policies. Information such as student data, student grades, and so on is provided by an Islamic education management information system (madrasah) to assist in management, planning and monitoring processes within an organization, in addition to supporting the electronic-based government system (SPBE) program. Therefore, the cooperation of various parties is needed, such as: the government, parties engaged in education, as well as technology and information experts to implement Management Information Systems in the field of madrasah education.

Abstract

This article aims at providing an overview of how the Pilgrimage can be developed into an Environmentally -Friendly Hajj Pilgrimage (HRL) and has the potential to participate massively in reducing the impact of climate change. Several literature studies are presented as an attempt to prove the importance of the theological relationship between God, humans and the environment. The Ministry of Religion of North Sumatra Province is expected to be able to initiate the HRL movement and inovates the implementation of the Hajj to be more meaningful to Islam, Iman, and Ihsan. SWOT analysis is carried out by determining internal and external factors which are summarized from several literature reviews. To confirm the causal relationship between factors, another analysis was carried out using the Causal Loop Diagram approach. From the results of the analysis it was found that the most possible strategy for the Regional Office of the Ministry of Religion of North Sumatra Province to initiate HRL.   Keywords: HRL, SWOT, CLD

Abstract

This article describes that individual internet penetration in Indonesia has continued to increase during 2017–2021 to reach 62.10 percent in 2021. One indicator of information and communication technology development is the level of internet utilization. In general, this study aims to analyze opportunities for internet utilization in respondents with madrasah and Islamic boarding school education compared to public schools in West Sumatra. This can describe the successful implementation of ICT subjects for madrasah and Islamic boarding school students compared to general school students. Policy recommendations related to increasing digital skills in madrasah and Islamic boarding school students are based on the results of logistic regression statistical analysis on BPS September 2021 Susenas (National Socioeconomic Survey) data on 7,287 respondents in the West Sumatra region. The results of the descriptive analysis show that only 60 percent of respondents in West Sumatra use the internet. Statistically, all independent variables (region classification, age, gender, and education) have a significant effect on the opportunity to use the internet. Urban respondents have the opportunity to use the internet 2.69 times higher than respondents in rural areas. The opportunity for respondents who are teenagers (≤ 24 years old) to use the internet is 6.69 times higher than those who are adults. The opportunity for male respondents to use the internet is 1.27 times higher than that of women. Opportunities for respondents with educational background in madrasas and Islamic boarding schools to utilize the internet are 1.76 times higher than respondents with education in public schools.

Abstract

This policy paper describes that in the digital era, digital transformation has become crucial for enhancing public performance and services. The Lampung Provincial Ministry of Religion (Kanwil Kemenag Lampung) needs to adapt by utilizing digital technology to improve efficiency, effectiveness, and service quality. This policy paper aims to formulate a comprehensive digital transformation strategy for Kanwil Kemenag Lampung to improve public performance and services. This policy paper employs a qualitative research method with literature studies, interviews, and observations. Data is analyzed descriptively to generate a contextual and applicable digital transformation strategy. The analysis results indicate five main pillars of digital transformation for Kanwil Kemenag Lampung: (1) Digital Infrastructure Development: Building a robust and integrated digital infrastructure to support public services; (2) Digital Application Development: Creating innovative digital applications to enhance internal process efficiency and public services; (3) Human Resource Capacity Enhancement: Improving the capacity of Kanwil Kemenag Lampung's human resources in using digital technology; (4) Data Governance Strengthening: Building effective data governance to ensure data security, integrity, and accessibility; and (5) Work Culture Change: Cultivating an adaptive, innovative, and public service-oriented work culture. The conclusion is that digital transformation of Kanwil Kemenag Lampung through the five main pillars can significantly improve public performance and services. Implementing this strategy will assist Kanwil Kemenag Lampung in providing faster, easier, more transparent, and accountable services to the public.

Abstract

Marriage registration services are a mandate carried out by the Ministry of Religious Affairs, particularly through the Office of Religious Affairs (KUA). For each marriage event, in addition to being recorded in the marriage certificate, it is also provided in the form of a book submitted after the marriage ceremony. In 2018, the Ministry of Religious Affairs issued the Marriage Card as a complement to the marriage book, considering it would facilitate the mobility of couples as authentic proof of marital status. In practice, approximately 2 million marriage cards are distributed each year, with budget assumptions for the procurement of card printing machines amounting to IDR 118.9 billion, which would be fulfilled in at least nine years. The annual printing cost is IDR 21.9 billion, with maintenance costs of IDR 2.9 billion per year. The objective of this policy paper is to evaluate the efficiency of budget utilization related to the issuance of physical marriage cards, with a focus on annual distribution, printing costs, and maintenance. Additionally, this policy paper employs a quantitative method to reveal the importance of careful budget management in supporting quality and accountable public services. The research concludes that the issuance of physical marriage cards is inefficient from a budgetary perspective and could result in a massive financial burden. Furthermore, the policy paper recommends an alternative solution through the utilization of digital cards, adapting to the technological needs of the tech-savvy millennial generation.

Abstract

This article describes planning and budgeting as a small part of the cycle of state financial management in Indonesia. IAIN Madura as a government agency and part of the State Islamic Religious College (PTKIN) under the Ministry of Religion of the Republic of Indonesia continuously strives to improve the quality of state financial management amid the dynamics of the nation's economy through the planning and budgeting process. The purpose of this study is to determine the stages of planning and budgeting at IAIN Madura and to analyze it from the point of view of state finances. The research method uses a descriptive qualitative approach. Data collection through observation and in-depth interviews with interested parties. The data used are planning and budgeting documents in the form of strategic plan documents, work plans, and DIPA, RKA-K/L. The results showed that IAIN Madura in the process of planning and budgeting had followed the rules and regulations that were in force.
