Abstract

Basically, as a public servant, the government must be responsible and capable of providing the best for the community in order to maintain public trust in the government. As a public service provider, the government is obliged to provide good public services to fulfill the rights of citizens. This study analyzes the Quality of Public Services in Buahbatu District, Bandung City, based on Bandung Mayor Regulation Number 64 of 2019 concerning Guidelines for the Implementation of Service Standards. The research method uses a qualitative approach with data collection through interviews, field observations, and document studies. This study identifies service quality, influencing factors, and efforts to overcome obstacles, using a service quality theory that includes efficiency, responsiveness, and non-partisanship. The results indicate that Buahbatu Subdistrict has improved efficiency through service standards and an official website, with varying service times. Responsiveness is good, with uncomplicated procedures and friendly service, although there are complaints about requirements. Services are provided fairly, but procedures for reporting unfairness are not yet fully known to the public. Influencing factors include access to technology and socialization of suggestion facilities. Efforts to address service quality barriers in Buahbatu Subdistrict, Bandung City, include improving transparency and accessibility of information by providing more detailed and easily understandable guidelines, and Buahbatu Subdistrict can implement an online queuing system that allows residents to obtain a queue number via the website before visiting the Subdistrict Office.

Abstract

This study aims to evaluate the Family Hope Program (PKH) policy in Cilengkrang Village, Cilengkrang Subdistrict, Bandung Regency. The evaluation is based on several dimensions, namely effectiveness, equity, and consistency, which are still not optimal. The method used in this study is a qualitative method with data collection techniques through interviews, observations, and documentation studies. The results of the study indicate that there are several factors hindering the implementation of PKH in Cilengkrang Village. These obstacles include inaccurate data validation, inappropriate targeting of program participants, and the accumulation of aid funds in participants' accounts that are not immediately used. To overcome these obstacles, several improvement efforts were made. These efforts include aligning program data with participants' personal data to ensure accuracy, re-verifying the eligibility of program participants, and withdrawing all assistance funds from participants' accounts without exception to ensure that the assistance is utilized effectively.

Abstract

This study examines the presidential model of government implemented in Indonesia, focusing on its advantages and disadvantages in the context of politics and administration. The Indonesian presidential model, in which the president serves as both head of state and head of government, has advantages such as executive stability, clear separation of powers, and strong leadership. However, this model also faces challenges such as the risk of inter-institutional conflict, concentration of power in the president, and lack of parliamentary accountability. To address these shortcomings, this study evaluates several alternative models of government: the British parliamentary model, the Soviet model, and the traditional model. The British parliamentary model offers advantages such as flexibility in the formation and dissolution of government, as well as direct accountability to parliament, although it has the potential for political instability. The Soviet model, with its centralization of power, can increase decision-making efficiency but risks authoritarianism. The traditional model emphasizes local cultural values and is accepted at the community level, but faces challenges in adapting to the modern context. The results of this study indicate that the British parliamentary model is the most suitable alternative to address the shortcomings of Indonesia's presidential system. This model offers a balance between stability and accountability, and allows for better adaptation to the political and social dynamics in Indonesia. The implementation of the parliamentary model can improve government accountability and flexibility, thereby improving effectiveness and responsiveness to the needs of the community. Thus, the adoption of the parliamentary model can be a strategic step to improve governance in Indonesia.

Abstract

The problem of organic waste management in Bandung City, which accounts for 60% of the 1,600 tons of daily waste, requires innovative solutions through cross-sectoral collaboration. This study analyzes the implementation of the collaborative penthahelix model in a maggotization program using Black Soldier Fly (BSF) larvae in RW 14, Cipadung Village, Bandung City. Using qualitative methods including in-depth interviews, observations, and literature reviews, this study analyzes the dynamics of interaction among the five penthahelix factors: academia, business, community, government, and media. The results show that the maggot program successfully processed 80% of daily organic waste and benefited 65% of RW 14 residents. Academics played a role in education and technical assistance, the government provided regulations and facilities, the community actively optimized the integrated program, and the media played a role in publicity. However, the business sector has not yet optimized the economic value of maggot products. The study concludes that the collaborative pentahelix model in maggotization shows significant potential for sustainable organic waste management, but requires strengthening the role of the business sector to create sustainable community self-reliance.

Abstract

This study analyzes the pattern of the relationship between the change of education minister and changes in the national curriculum in Indonesia over the last 10-15 years. The purpose of this study is to analyze the pattern of the relationship between the change of education minister and changes in the national education curriculum in Indonesia, identify the impact of frequent curriculum changes due to political dynamics, and explore other driving factors of curriculum changes based on literature review. Through a qualitative approach with a literature review method, this research examines the "change of minister change of curriculum" phenomenon that has become a unique characteristic of the Indonesian education system. The results show that the change of education minister is consistently followed by the initiation of curriculum changes, starting from KTSP 2006, Curriculum 2013, to Merdeka Curriculum 2022. The impacts of these frequent curriculum changes include implementation confusion at the school level, the burden of repeated teacher adaptation and the instability of the education system as a whole. Factors influencing curriculum changes include political considerations, the results of international evaluations such as PISA, the demands of the times and the personal vision of the new minister. This study recommends the need for long-term policy consistency and in-depth evaluation before making curriculum changes.

Abstract

The Free Nutritious Meals Policy is a key initiative on the part of the central government to support the fulfillment of nutritional quality and education for students. The objective of this study is to assess the extent of the challenges encountered in implementing the Free Nutritious Meals (MBG) policy at State Junior High School 5 Cileunyi, Bandung Regency, employing the policy implementation model developed by Van Meter and Van Horn. The present study employs a case study method with a descriptive qualitative approach, utilizing interviews, participatory observation, and document analysis as primary data sources from various stakeholders, including the school principal, teachers, students, and parents. The findings of this study suggest that the implementation of the Free Nutritious Meals policy is confronted with numerous challenges, including the absence of technical guidelines, inadequate human resources, and inadequate coordination among institutions. Teachers are performing an increasing number of tasks without adequate training, and their high workloads are beginning to affect the quality of the teaching and learning process. The exchange of information among institutions is characterized by inefficiency and a tendency towards unilateral communication. Despite the optimistic outlook of the implementers, the operational pressures they face have the potential to diminish their long-term motivation. The Free Nutritious Meals policy has been shown to have positive effects on student attendance and breakfast habits; however, its impact on family spending remains to be seen. The findings of this study suggest the necessity for enhancements in the implementation system, augmented communication, training for implementers, and routine evaluations to ensure the policy operates at its optimal capacity. This study underscores the importance of local adaptation in the implementation of public policies based on real needs.

Abstract

The motor vehicle tax amnesty initiative implemented in West Java during the governorship of Dedi Mulyadi constitutes a form of public policy intervention aimed at fostering taxpayer compliance by eliminating administrative sanctions and tax arrears. From the perspective of public policy and democracy, this policy gives rise to debates between short-term fiscal effectiveness and long-term implications for social justice, accountability, and potential moral hazard. The present study employs a dual methodological approach, integrating the tenets of tax compliance theory and the principles of fiscal justice within the context of a democratic system. The findings indicate that the efficacy of tax bleaching is not exclusively determined by fiscal incentives; rather, it is also contingent on the consistency of law enforcement, policy transparency, and public participation in the formulation process. Consequently, such policies should be regarded as a component of a democratic governance design that demands equal treatment for all citizens before the law and state fiscal policy. The ramifications of this policy underscore the significance of institutional reform, thereby ensuring that tax incentives do not serve merely as a fiscal expedient, but rather evolve into a catalyst for fostering public trust within the ambit of a just and participatory democratic state.

Abstract

This study examines the political communication strategies implemented by Sherly Tjoanda in building her image as a female candidate in the North Maluku gubernatorial election, in a region historically and culturally dominated by male and Muslim leaders. The purpose of this study is to identify and analyze the communication strategies used by Sherly in shaping her political image, and to understand how she overcomes cultural and gender challenges in the local political context. This study uses a qualitative method with a case study approach, through in-depth interviews, observations, and analysis of campaign documents. The results of the study show that Sherly Tjoanda succeeded in building a progressive, communicative, and inclusive political image through three main strategies: (1) personal and inspirational narratives that emphasize Sherly's personal story as a strong woman committed to community empowerment, (2) utilization of social media as a tool to reach young and female voters, and (3) a community and collaborative approach that directly involves the community. This study concludes that effective political communication can play an important role in shaping a candidate's image, especially in the context of regional head elections that are influenced by cultural and gender factors.

Abstract

The system of government is the fundamental structure in state administration that determines the direction of power management, the relationship between state institutions, and the form of interaction between the government and the people. Constitutionally, Indonesia adheres to a presidential system of government as stated in the 1945 Constitution. However, in practice, this system has undergone adjustments and influences from the parliamentary system, resulting in a unique and distinctive model of governance. This study aims to analyze the characteristics of the presidential system in Indonesia, evaluate its strengths and weaknesses, and examine the dynamics of transformation and adaptation of the system within the socio-political context of Indonesia. This research uses a descriptive qualitative approach based on literature review by analyzing academic literature, scientific journals, constitutional documents, as well as historical and legislative studies. The findings indicate that Indonesia’s presidential system offers strengths such as executive stability, strong legitimacy from voters, policy consistency, and clear separation of powers. However, it also has weaknesses including the potential for power concentration, difficulty in leadership transition, deadlocks between the executive and legislative branches, and lack of flexibility during crises. In practice, Indonesia's presidential system has undergone hybridization through the adoption of parliamentary elements, especially in the legislative oversight mechanisms over the president. Therefore, the presidential system in Indonesia cannot be understood as a rigid model, but rather as an evolving and adaptive system that aligns with the needs of democracy and national political realities. This study recommends the strengthening of checks and balances mechanisms as well as institutional reforms to ensure a more effective, democratic, and accountable system of governance.

Abstract

The implementation of the Non-Cash Food Assistance Program (BPNT) in Karangmulya Village, Kadungora District, Garut Regency, still faces several challenges that hinder its overall effectiveness. One major problem is the lack of coordination between implementing officers and Beneficiary Families (KPM), which leads to an increase in the number of recipients each year without proper verification. Furthermore, some officers do not fully understand their responsibilities in managing the program, resulting in frequent errors in targeting assistance. This study aims to analyze how BPNT is implemented at the village level. This study uses a descriptive qualitative approach with George C. Edward III's implementation theory (in Subarsono, 2011: 90–92) as its analytical tool, focusing on four indicators: communication, resources, disposition, and bureaucratic structure. Data were collected through observation, interviews with relevant stakeholders, and documentation. The findings indicate that implementation in Karangmulya Village is not optimal and remains inconsistent with the established policy objectives. Many residents still do not know how to access or benefit from this program. Therefore, systematic and widespread community outreach is urgently needed. Through consistent outreach and interagency coordination, the village government can gradually improve program understanding, targeting accuracy, and overall service delivery.
