Abstract

Smoking, as a personal right, poses challenges in balancing individual freedom with the rights of others not to be exposed to cigarette smoke. The health impacts of smoking, including lung disease, reproductive dysfunction, pregnancy disorders, strokes, and heart attacks, are widely known. The government implemented a smoke-free area policy, but Cingcin Village experienced implementation obstacles such as a lack of socialization, warnings, inconsistent attitudes, and bureaucratic ambiguity. In the context of Edwards III's theory (in Subianto 2020) factors such as communication, resources, disposition, and bureaucracy play an important role in policy implementation. Therefore, using qualitative methods, researchers chose this theory to study the implementation of the No Smoking Zone (KTR) policy in Cingcin Village. Cingcin Village has implemented the No Smoking Zone (KTR) policy, although the implementation is still not perfect. The most prominent obstacle is the lack of funds to support facilities for the No Smoking Zone (KTR) policy and the lack of socialization and understanding from Cingcin Village officials themselves. An effective solution is to increase socialization through special programs and media such as videos. It is hoped that this can increase understanding of the No-Smoking Zone rules in Cingcin Village.

Abstract

This study aims to understand how the quality of public services in the field of population administration in South Margahayu Village, Margahayu District, Bandung Regency. This research was motivated by various obstacles that are still faced in an effort to improve the quality of public services in the village. The methods used in this research include interviews, documentation, and direct observation. The data obtained was analyzed through a process of reduction, presentation, and conclusion drawing. To ensure the accuracy of the data, the source triangulation method was used by verifying information from different parties and at different times. The selection of informants was based on certain criteria, involving service providers and people who use the service. The results showed that public services at the South Margahayu Village Office have not fully met the five dimensions of service quality. Some aspects that need to be improved include providing better facilities, increasing employee discipline and reliability, and improving employee attitudes in handling community complaints.

Abstract

E-governance planning plays a crucial role as a strategic step in the modernization of public services. This study uses a descriptive qualitative approach using interviews, observations, and document analysis to examine the development of E-Governance in Bandung City. The findings reveal that e-governance implementation focuses on improving data security, institutional arrangements, and information technology management. The government uses robust physical and software security measures, including security codes and penetration testing, to protect data. The city's SPBE index has improved steadily each year since the implementation of the e-government system. Institutional arrangements have been strengthened through central government legitimacy, clear regulations, and oversight by the Department of Administrative and Bureaucratic Reform (PANRB). Despite these advances, challenges remain, including gaps in digital access, interagency coordination, integrated data management, and low ICT literacy. This study concludes that effective e-governance planning requires increased inter-agency collaboration, integrated data systems, and improved human resource capacity to achieve efficient, transparent, and accountable public services.

Abstract

E-governance has emerged as a strategic approach to address governance challenges in Indonesia by enhancing transparency, efficiency, accountability, and public participation. This study explores the implementation of e-governance in Indonesia, emphasizing its role in building public trust and transforming traditional governance into a digital system. Using a qualitative approach with literature study as the primary method, the research analyzes various initiatives, including Smart City programs and digital applications like JAKI and Open Data Jakarta. These efforts have demonstrated significant potential in improving public services and fostering government transparency.The study identifies several key components critical to successful e-governance, such as robust ICT infrastructure, supportive policies, and active public involvement. Despite notable progress, challenges persist, including digital divides, limited ICT access in remote areas, insufficient integration of governance systems, and low digital literacy among civil servants and the public. Issues of data security and privacy further underscore the need for a comprehensive strategy. Case studies, particularly in Jakarta, highlight effective implementations and innovations under various leaderships that significantly improved governance and public trust. However, sustaining these improvements requires addressing systemic barriers, fostering cross-sector collaboration, enhancing human resource capabilities, and promoting digital literacy. This study concludes that while e-governance has transformative potential, its success in Indonesia depends on overcoming infrastructural and cultural challenges. With continuous improvement and collaboration, e-governance can lead to a more transparent, responsive, and accountable government, reinforcing public trust and participation in the democratic process.

Abstract

Digital transformation in governance has become a global trend that disrupts various aspects of life, includinggovernment management. Social media has emerged as a crucial innovation tool in this transformation,enabling direct interaction between the government and the public, as well as the rapid and widespreaddissemination of information. This study aims to explore how social media is utilized to support governmenttransformation in the digital era. We employed a literature review method to analyze and synthesizeinformation from various credible sources. Our findings indicate that social media plays a significant role inenhancing transparency, public participation, and communication between the government and society.Additionally, social media can be used as a tool to improve the efficiency and effectiveness of governmentservices. However, this research also identifies several challenges associated with the use of social media ingovernance, such as the risk of misinformation, data misuse, and ineffective communication management.Therefore, appropriate strategies are needed to optimize the use of social media as an integral part of digitaltransformation in governance. By understanding the role of social media in this context, it is hoped that morestrategic and effective models for utilizing social media can be developed to enhance government performanceand strengthen relationships with the public. This study also aims to contribute to the development of theoriesand practices related to digital transformation in governance.

Abstract

This study aims to examine the concept of public sphere according to Hannah Arendt. The study of public sphere uses a content analysis approach to Hannah Arendt's thoughts and works. This analysis is based on qualitative data content analysis, namely data sourced from written works, both direct works and works about her. The research strategy used is a narrative content analysis strategy, using in-depth interviews with figures who understand the thoughts being studied. The results of the study found that the concept of public sphere according to Hannah Arendt was built by a unique element, namely Vita Acktiva. Through this concept, humans are defined as creatures who are always active. Both mental and sensory activities. Whether it is inner action or real action. Human life that only thinks, wants and considers is included in mental actions or inner actions of humans. While the life of human activity working, creating and speaking is included in real action. An action or behavior that is able to build a world together with fellow humans.

Abstract

Indonesia is a maritime country scattered by islands; and archipelagos. Rich in cultural diversity ranging from ethnicity, tribe, race, and language. There are 17499 islands spread from Sabang to Merauke, hundreds of regional languages, ​​and many customs of various regions. This study aims to reveal the existence of a typical coastal culture of the islands, namely the culture of processed raw squid fish. The habit of consuming processed raw fish is certainly familiar to both traditional and modern communities. Consumption of raw fish has been widely found in various places in the world in Asia, Japan there is sashimi, in Europe, namely Spain there is Ceviche de Calamares, in Korea there is Sannakji, and in Thailand, there is Larb Pla Muk. The approach used in this study is a descriptive-qualitative study with a special case regarding culinary in Mensanak Village, Kitang Bidare District, Lingga Regency, Riau Islands Province. This village with a small community inherits coastal culture, and fishermen as the main livelihood of the local community in the Riau Islands region. The results of this study found that there is a habit of consuming raw fish made from squid mixed with natural spices and processed in a traditional way, they call it belawa, which is processed raw squid.

Abstract

The concept of public sphere according to Hannah Arendt is a sphere built by distinctive elements, namely from human and social conditions, namely Vita Acktiva. Through this formulation, humans are defined as creatures who are always active. Both mental activities and sensory activities. Whether it is inner action or real action. Human life that thinks, wants and considers is included in mental actions or inner actions of humans. While the life of human activity working, creating and speaking is included in real actions or speech. An action or behavior that is able to build a world together with fellow humans. The results of this community service activity are that participants understand the values ​​contained in public sphere. The conclusion of this community service activity shows an increase in knowledge and attitudes of educational participants about public sphere. All participants are enthusiastic about following the activity material from the beginning to the end and are actively discussing intensively in following the entire educational process.

Abstract

This article about the analysis of reality construction theory on the news of the revision of the 2024 broadcasting bill aims to explain and provide new thoughts on the suitability between the concept of reality construction and the news of the revision of the broadcasting bill in the digital era. How the function and role of the media in overseeing the process of the bill, so as to achieve goals to a wider public audience. Because social media has been widely used by the public to access all information on social media. The writing method uses a qualitative method that focuses on the theory of reality construction on the news of the broadcasting bill draft. The result of this research is that there is a news construction that is not just an objective report about a fact, but is the result of a social construction process.

Abstract

This research discusses the populist communication practices of presidential and vice presidential candidates in the 2024 elections on social media, focusing on the issues of community centrality, anti-elitism, and exclusionism. Populist communication, as a form of political persuasive communication, is known to be effective in attracting attention and mobilizing political support in various countries. Overall, the findings of this study show that the populist communication patterns carried out by the presidential and vice presidential candidates for the 2024 elections emphasize issues that are central to society. Interestingly, the issue of exclusionism, which involves the separation of groups, was not used by any of the presidential and vice-presidential pairs in their campaigns on social media. The emphasis on inclusivity is considered a strategy to maintain unity and support the spirit of diversity in Indonesia. However, some presidential and vice-presidential pairs utilized the issue of anti-elitism as a tool to increase their popularity and electability.
