Abstract

This research analyzes the level of influence Debt to Equity Ratio (DER) and Dividend Payout Ratio (DPR) against Price to Book Value (PBV) at PT. Elnusa Tbk during the 2012-2022 period. The aim of this research is to determine the extent to which capital structure and dividend policy influence the market value of companies, especially companies that operate according to sharia principles listed on the Jakarta Islamic Index. Through multiple linear regression analysis, the research results show that DER and DPR do not have a significant effect on PBV, either individually or simultaneously. These two variables contribute 14.4% to PBV, which shows that other factors have a more dominant influence in determining the company's PBV value. These findings show that decisions related to capital structure and dividends at PT. Elnusa Tbk does not directly influence the company's market value, so other factors need to be considered in the company's financial strategy.

Abstract

Law is a reflection of the system of cultural values in society so there is a merger between law and culture known as legal culture. A country may use not only one legal system known as legal pluralism. According to Griffiths, there are two types of legal pluralism, namely strong legal pluralism and weak legal pluralism. In Indonesia, there are three legal systems, namely civil law, customary law, and Islamic law, all of which are mutually sustainable. The case that befalls the Ahmadiyah group is an example of how the application of these three legal systems in Indonesia on the one hand its existence is guaranteed by the constitution but on the other hand there are other laws that reject the existence of this Ahmadiyah group. This research aims to analyze the existence of Ahmadiyah group in Indonesia from the aspect of legal culture and legal pluralism. This research uses qualitative methods and data collection using literature study techniques by reviewing literature sources related to the research. The finding of this research is the discrimination against the Ahmadiyah group because they are considered heretical. Therefore, it is important to realize legal pluralism well in Indonesia based on three applicable legal systems and efforts are needed to strengthen an inclusive and tolerant legal culture through human rights education, interfaith dialogue, and strict legal protection.

Abstract

This study aims to determine the extent to which the quality of public services implemented by the Buniwangi Village Government towards the local community. This research used a qualitative approach, with data collection techniques through in-depth interviews with the people of Buniwangi Village as the main informants. This method was chosen to obtain a more detailed and in-depth picture of the community's perceptions and experiences of the services provided. Based on the results of the research, it is known that in general the quality of public services implemented by the Buniwangi Village Government has been running quite well. This is reflected in the level of community satisfaction in several aspects of services such as population administration, social assistance, and village information services. However, there are still a number of obstacles, such as services that are not evenly distributed throughout the village area and less than optimal performance in certain service areas. Therefore, efforts are needed to improve and equalize the quality of services so that the entire community can benefit maximally from the public services that are organized.

Abstract

The handling of problematic students in schools has become an important issue in the world of education, especially when the policies taken cause controversy. One policy that has attracted a lot of public attention is sending troubled students to military barracks as a form of character building and discipline. This policy has sparked debate in the community because it involves approaches, educational values, and long-term impacts on the psychological development of students. This research also aims to analyze the implementation of the policy from various perspectives, including local government, school, parents, students and psychology education experts. The method used is qualitative with a case study approach. Data were collected through documentation studies and secondary interview analysis. The results showed that the policy of sending troubled students to military barracks reaped pros and cons, although it received support from several parties because it was considered to form discipline and character, many parties considered the militaristic approach was not in accordance with the principles of humanistic education and had the potential to cause psychological impacts and violations of human rights. This research concludes that in an effort to foster troubled students, the approach should pay attention to the balance between discipline and empathy, and prioritize pedagogical principles and the protection of children's rights. Therefore, a more participatory, evidence-based policy formulation is needed and involves the active role of all parties to create a fair and effective education system in dealing with deviant behavior in the school environment. Abstract

This study aims to evaluate the effectiveness of the halal certification subsidy policy on the awareness of MSMEs in West Java. Using a qualitative approach and a case study method in Sukabumi Regency, this research explores MSME actors' experiences and perceptions of the policy's implementation. The findings reveal that awareness tends to be administrative rather than ideological due to low halal literacy, limited assistance, and uneven information distribution. Analysis based on policy implementation theory shows that policy success is strongly influenced by implementation structure, problem complexity, and non-statutory factors such as local support. This study concludes that reformulating the implementation strategy through educational, participatory approaches and equitable resource distribution is essential to enhance MSMEs' substantial awareness and participation in halal policy sustainably.

Abstract

Occupational accidents and work-related illnesses remain a serious challenge in Indonesia, including in the philanthropic sector such as Dompet Dhuafa Jakarta, which plays a vital role in social services. This study aims to analyze the level of worker awareness regarding occupational health and safety (OHS) guarantees and to identify factors influencing the implementation of the Occupational Health and Safety Management System (SMK3) within the organization. A descriptive qualitative method was employed, using in-depth interviews, observations, and document reviews. The findings indicate that Dompet Dhuafa Jakarta has demonstrated initial commitment to OHS implementation through training, emergency response simulations, and collaboration with the Social Security Administration Agency (BPJS Ketenagakerjaan). However, the implementation still faces several challenges, including unintegrated policies, limite d internal supervision, insufficient human resources, and the absence of a systematic evaluation framework. This research recommends strengthening all elements of SMK3, enhancing OHS human resource capacity, and developing a technology-based reporting and risk monitoring system. These findings are expected to provide strategic guidance for Dompet Dhuafa and other philanthropic institutions in establishing safe, healthy, and sustainable work environments.

Abstract

This study is a literature study with descriptive qualitative research type with literature review that seeks to describe examine the structural and implementation challenges in integrating zakat and income tax within a fiscal incentive framework in Indonesia. Although zakat is legally recognized as a deductible from taxable income, its application remains suboptimal. This is evidenced by Indonesia’s low tax ratio and zakat revenues that capture only a small fraction of their potential. The literature reveals that while income tax incentives could theoretically increase zakat collection, they may also reduce overall tax revenue if not properly designed and implemented. The findings emphasize the urgent need for fiscal reform that promotes systemic integration, digital reporting mechanisms, fiscal literacy, and institutional synergy to achieve both social justice and economic welfare.

Abstract

This study aims to explore the development trends and research collaboration patterns in the field of Environmental Management Systems (EMS) using a bibliometric analysis approach. EMS plays a crucial role in supporting sustainable environmental governance and has gained increasing attention in the global academic community over the past decade. The study uses quantitative methods through bibliometric analysis with data obtained from the Dimensions database, focusing on publications from 2021 to mid-2025. A total of 236 relevant publications were analyzed using VOSviewer software to map publication trends, country and institutional collaboration networks, co-authorship patterns, and keyword co-occurrences. The results reveal a significant increase in EMS-related research publications starting from 2021, peaking in 2024. Indonesia emerged as a central actor in EMS research networks, both in terms of publication volume and collaboration strength. Institutions such as the Bandung Institute of Technology and Padjadjaran University were identified as major contributors. Furthermore, the analysis of co-occurring keywords indicates a shift in research focus from structural and technical aspects of EMS towards issues related to policy, implementation challenges, and the role of technology. This study concludes that EMS has evolved into a dynamic and multidisciplinary research area with growing global interest. The strengthening of collaborative networks among researchers, institutions, and countries is pivotal in enhancing the quality and impact of EMS-related research. These findings offer strategic insights for academics, practitioners, and policymakers to optimize research networks and support more effective and sustainable EMS implementations.

Abstract

This research is motivated by the allegation that the policy implementation of the Direct Cash Assistance  in Pasir Jati Village is still not optimal, one of the problems that occurs is the lack of information and socialization to the community. This study aims to analyze the implementation of the Direct Cash Assistance policy in Pasir Jati Village, Ujung Berung Subdistrict, Bandung City. This research uses the theory of Edward III with indicators: communication, resources, disposition and bureaucracy. The research method used is descriptive qualitative, with data collection techniques through observation, interviews, and documentation. The results showed that the implementation of Direct Cash Assistance  in Pasir Jati Village has been running quite well, but still faces various obstacles, such as lack of coordination between agencies, inaccurate targeting of recipients, and lack of adequate human resources. To overcome these obstacles, the research suggests improving communication and coordination between related parties and increasing the capacity of human resources at the kelurahan level.

Abstract

This research analyzes the implementation of stunting reduction acceleration policy in Cilengkrang Village, Bandung Regency, using Edward III's theory of communication, resources, disposition, bureaucratic structure. A qualitative approach was applied, with data from the Village Head, KPM, Village Midwife, Community Facilitator, parents of stunted children, and pregnant women. The results showed significant progress in stunting prevention efforts in this village. Communication is well implemented through various channels such as Posyandu, stunting meetings, WhatsApp groups, classes for pregnant women and toddlers, and door-to-door visits. In terms of resources, both human (KPM, midwives, health workers) and material (village fund allocation, provincial assistance, equalization funds, and KPM operations), have been optimally utilized. Disposition shows high commitment from the village head and stakeholders. They actively lead and monitor the program, and are proactive in mentoring and data reporting. This commitment has rubbed off on the community, encouraging them to pay more attention to child and infant nutrition. However, the bureaucratic structure needs improvement. KPM tends to report only midwife data; inaccuracies in this data can lead to misidentification of cases. Intensive coordination between KPM and midwives is needed. Overall, Cilengkrang Village has shown strong dedication in tackling stunting. This success is driven by effective communication, optimal resources, and positive disposition. To achieve Zero Stunting, strengthening coordination and data accuracy in the bureaucratic structure is crucial.
