ASEAN Natural Disaster Mitigation and Education Journal (ANDMEJ) is a journal designed to publish papers originating from Original Scientific Research, case studies, literature reviews, and book reviews. This journal will collect research results from researchers, academics, professionals, practitioners to share scientific papers related to education and natural disaster mitigation programs. Abstract

Background: Flooding is a disaster that continues to be faced by Indonesia. Every year, floods inevitably occur. From year to year, the number of floods continues to increase. This is why we conducted a study on residents’ knowledge regarding flood prevention in their environment. Methods: This research aims to evaluate the knowledge of Tomang residents about flood prevention methods using a qualitative approach, employing semi-structured interviews and observation techniques. Findings: Through this process, the research findings show that the people of Tomang possess varying levels of knowledge regarding flood prevention. Most residents are already aware of the importance of maintaining drainage systems and managing waste, although they face various challenges in fully implementing these preventive measures. Conclusion: The results of this study indicate that more intensive education and outreach, along with greater involvement and active participation of the community in flood prevention programs, can help prevent flood disasters in the area. Based on these findings, we hope that this information can serve as a foundation for flood prevention and risk reduction at the local level. Novelty/Originality of this article: The novelty/originality of this article lies in evaluating Tomang residents’ knowledge of flood prevention using a qualitative approach, revealing implementation gaps despite their relatively good awareness.

Abstract

Background: Breastfeeding is essential for protecting infant and maternal health and fosters public health benefits, especially in disaster scenarios where health services are compromised. It crucially helps prevent infection, malnutrition, and infant mortality, yet rates remain low among vulnerable populations in emergencies. The aim of this study is to explore the enabling and inhibiting factors influencing breastfeeding practices during disasters while also assessing how structural, socio-economic, and cultural determinants shape these practices. Methods: A systematic literature review was conducted in this study. A systematic search was conducted using Google Scholar, PubMed, and Scopus for full-text articles published between 2019 and 2025. Keywords such as “breastfeeding and mitigation” and “breastfeeding and disasters” were used. We selected ten studies using either qualitative or quantitative methods for analysis after removing duplicate and ineligible articles (including reviews and opinion articles). Findings: Successful breastfeeding during disasters relies on understanding its benefits, community support, adherence to cultural practices, and mental health services for mothers. Barriers include a lack of awareness about breastfeeding support, unclear protocols for formula distribution, economic pressures, disrupted healthcare, and psychological stress. Quantitative studies indicate a decrease in exclusive breastfeeding rates, while qualitative research highlights the importance of coordinated support from multiple stakeholders. Conclusion: To protect and promote breastfeeding during emergencies, it is crucial to establish clear institutional guidelines and regulations on formula donations, enhance mental health support for mothers, and strengthen nutrition education and community outreach. Novelty/Originality of this article: This review uniquely integrates global evidence from 2019 to 2025 across various disaster contexts, offering practical insights for developing an effective and cost-efficient emergency response framework for breastfeeding support.

Abstract

Background: Climate change has increasingly been recognized not only as an environmental crisis but also as a significant threat to human mental health. One emerging psychological response to this condition is eco-anxiety, which reflects persistent worry, fear, and emotional distress related to environmental degradation and climate uncertainty. In Indonesia, where climate-related disasters and ecological vulnerability are highly prevalent, discussions on eco-anxiety remain fragmented and underexplored within mental health discourse. This study aims to critically review existing literature on eco-anxiety and examine how the climate crisis affects mental health from both global and Indonesian perspectives. Methods: This study employed a qualitative literature review approach by systematically collecting and analyzing scientific publications from national and international databases, including SINTA, Scopus, and PubMed Central. Relevant peer-reviewed journal articles and selected disaster reports were reviewed using thematic analysis to identify key patterns, relationships, and research gaps related to eco-anxiety and mental health. Findings: The review indicates that eco-anxiety is closely associated with psychological distress such as anxiety, stress, and reduced mental well-being, particularly among younger populations and communities exposed to climate risks. Social context, media exposure, and collective experiences were found to intensify eco-anxiety, while adaptive coping mechanisms and social support play important roles in mental resilience. However, empirical research in Indonesia remains limited, with a lack of culturally adaptive measurement tools and integrated policy responses. Conclusion: Eco-anxiety represents a multidimensional mental health challenge that requires greater attention within climate adaptation and public health strategies. Integrating environmental perspectives into mental health services is essential to strengthen psychological resilience amid ongoing climate change. Novelty/Originality of this article: This article contributes a comprehensive and contextualized synthesis of eco-anxiety literature by highlighting research gaps, social dimensions, and policy implications within the Indonesian context, offering an integrative perspective that connects environmental psychology, mental health, and climate change.

Abstract

Background: Urban flooding has emerged as a chronic environmental challenge in Malang City, contradicting its geomorphological advantage as a highland region. This persistent phenomenon is fundamentally driven by rapid urbanization within the Bango Sub-watershed, where the massive conversion of permeable landscapes into impervious surfaces has severely disrupted the local hydrological balance. Understanding the complex interplay between physical landscape alterations and social demographic pressures is essential for formulating effective disaster mitigation strategies. Methods: This study employs a comprehensive quantitative spatial approach, integrating Geographic Information Systems (GIS) with the Soil Conservation Service Curve Number (SCS-CN) method to model surface runoff volumes and map flood hazards. Land use classification was conducted using Support Vector Machine algorithms on high-resolution satellite imagery to ensure precision. Uniquely, this research incorporates a social dimension through the calculation of the Settlement Carrying Capacity (DDPm) index to assess the sustainability of population density relative to the availability of safe land. Findings: The analysis demonstrates a significant positive correlation between the expansion of built-up areas and the magnitude of flood hazards. Areas dominated by commercial buildings and dense settlements exhibit extreme Curve Number values, identifying Blimbing and Lowokwaru Districts as critical runoff generators. The study reveals a severe carrying capacity deficit in the city center, where population pressure forces settlements to expand into disaster-prone river border zones, creating "hotspots" that combine high physical hazard with acute social vulnerability. Conclusion: It is concluded that the escalation of flood risk in the Bango Sub-watershed is an anthropogenic consequence of spatial planning mismanagement, rather than mere natural meteorological variability. Sustainable mitigation demands a paradigm shift from purely structural engineering to rigorous land use management, emphasizing the enforcement of river regulations and runoff retention policies. Novelty/Originality of Article: This article offers a novel methodological framework by synthesizing hydrological modeling with settlement carrying capacity assessment. Unlike traditional studies that isolate physical risks, this research explicitly links runoff dynamics with demographic pressures, providing a holistic perspective on how social demand for housing drives land conversion and amplifies disaster vulnerability in rapidly developing urban watersheds.

Abstract

Background: The construction industry in Indonesia, particularly in the city of Yogyakarta, is experiencing rapid development along with the increasing demand for educational infrastructure. In projects that involve challenging topographical conditions, the selection of an appropriate earth retaining structure method becomes a critical technical and managerial decision. This study aims to compare the cost and time efficiency between two widely used methods in retaining wall construction, namely the conventional masonry retaining wall method and the shotcrete method, in the Universitas AMIKOM Yogyakarta development project. Methods: The analysis focuses on direct and indirect costs, project duration, productivity, and critical path determination using the Critical Path Method (CPM). Data were obtained from project planning documents, detailed engineering drawings, Bill of Quantities (BoQ), and scheduling data developed using Microsoft Project. Findings: The results of the analysis indicate that the shotcrete method provides significant advantages in terms of time efficiency, with a project duration of approximately 358 working days, which is 42 days faster than the retaining wall method requiring around 400 working days. However, from the cost perspective, the shotcrete method results in higher total expenses, amounting to Rp15.526 billion compared to Rp15.187 billion for the retaining wall method, or approximately 2.24 percent more expensive. Additional analysis of indirect costs shows that the longer duration of the retaining wall method increases monthly overhead expenses, while the shotcrete method requires higher technical and equipment costs. Conclusion: Therefore, the retaining wall method is considered more economical, whereas the shotcrete method is superior when project acceleration is prioritized. The findings of this study provide practical guidance for project managers and decision makers in selecting the most appropriate method based on project objectives, budget limitations, and time constraints. Novelty/Originality of this article: This study uniquely combines cost, time, productivity, and CPM analysis to provide an integrated evaluation of masonry and shotcrete retaining wall methods, offering practical decision-making guidance for complex construction projects.

Abstract

Background: The Baduy people have life values and a way of survival by adhering to customary laws that are inherited from generation to generation. This study examines the environmental conservation practices of the Baduy indigenous community as a form of disaster mitigation and food self-sufficiency based on local wisdom, highlighting their ecological resilience and sustainable resource management practices. Methods: Using a qualitative ethnographic approach, data were collected through indepth interviews, field observation, and literature review, to explore local wisdom practices and their implications for sustainability outcomes. Findings: In this study, disaster mitigation refers to systematic efforts to reduce disaster risks through both structural and non-structural approaches. Within indigenous contexts, mitigation is embedded in cultural practices, spatial arrangements, and ecological ethicts that function preventively rather than reactively. Thus, mitigation in the Baduy context is operationalized through land-use restrictions, settlement zoning based on topography, and sustainable agricultural systems. These practices are reinforced through customary knowledge passed down across generations, which guides community behavior in managing environmental risks. The integration of ecological awareness and traditional norms strengthens community resilience and ensures long-term sustainability of natural resources while minimizing vulnerability to disasters such as floods, landslides, and environmental degradation in daily life. Conclusion: These findings provide practical implications for policymakers, especially in integrating indigenous land-use systems into regional spatial planning and strengthening local food resilience strategies amid global environmental change. Novelty/Originality of this article: Importantly, this study highlights that the Baduy model offers transferable principles for community-based disaster risk education, particularly in land-use zoning, ecological ethics, and localized food systems.

Abstract

Background: The increasing scale and complexity of disasters have intensified the need for effective coordination among multiple actors in humanitarian response systems. In Indonesia, the growing use of cash-based assistance has introduced additional coordination challenges, particularly within the Humanitarian Cluster Coordination framework. While existing studies highlight issues such as fragmented coordination and unclear roles, limited attention has been given to how coordination dynamics are formed in practice. This study aims to examine how coordination dynamics are shaped within the Cash Working Group (CWG) during the 2022 Cianjur earthquake response. Methods: This study employs a qualitative case study approach, based on in-depth interviews with 26 informants from government and non-governmental organizations, supported by document analysis. Data were analyzed thematically and interpreted using a coordination framework focusing on accountability, predictability, and common understanding. Findings: The findings show that coordination within the CWG evolves from informal communication toward more structured mechanisms, including formal meetings, joint decision-making, and operational guidelines. The intensity of coordination is found to be contingent upon contextual factors, particularly the scale of the disaster and the relative capacities of actors involved. Conclusion: Coordination in humanitarian cluster systems is adaptive and shaped by the interaction between formal structures and operational realities. Novelty/Originality of this article: This study provides empirical insights into the dynamic and hybrid nature of coordination in cash-based assistance within disaster response contexts.

Abstract

Background: Climate change poses significant challenges to agricultural livelihoods in coastal Bangladesh, particularly for marginal farmers who are highly vulnerable to cyclones, salinity intrusion, irregular rainfall, and rising temperatures. This study assessed the effectiveness of climatic information services (CIS) in minimizing agricultural loss and damage among marginal farmers in Srirampur Union of Dumki Upazila, Patuakhali District, Bangladesh. Methods: A mixed-method approach was adopted using both primary and secondary data. Primary data were collected through structured questionnaire interviews with 100 marginal farmers selected through purposive sampling, while secondary data were obtained from relevant literature and published sources. Findings: The findings reveal that all respondents observed changes in weather patterns, only 12% were aware of climate change, and only 14% were aware of climatic information services. The study further found that 40% of respondents considered CIS inaccessible, while 60% reported that climatic information was unclear and difficult to understand. Only 8% of farmers fully relied on climatic information for farming decisions, and 32% reported changing farming practices based on climatic information. Furthermore, 95% of respondents experienced crop failure or yield losses due to climatic factors, while 53% perceived climatic information services as ineffective in minimizing loss and damage. The study identified major barriers to the effective utilization of CIS, including low awareness, poor digital access, lack of institutional support, inadequate training, and limited confidence in the reliability of climatic information. Conclusion: Based on these findings, the study recommends improving awareness programs, strengthening digital and institutional support systems, enhancing climate education, and developing farmer-friendly climatic information delivery mechanisms. Novelty/Originality of this article: This study provides empirical evidence that, despite widespread exposure to climate-related hazards, the utilization and perceived effectiveness of climatic information services among marginal farmers in Coastal Bangladesh remain low because of limited awareness, poor accessibility, inadequate institutional support, and low digital connectivity. The findings identify critical barriers that should be addressed to improve climate information delivery and strengthen farmers' adaptive capacity and resilience.

Abstract

Background: Climate-induced disasters are testing the institutional limits of law enforcement agencies in sub-Saharan Africa, yet police forces remain peripheral to formal disaster risk governance. Cyclone Idai (March 2019) devastated the Chimanimani District of Zimbabwe, exposing critical gaps in the translation of national climate and disaster policies into ground-level action. This study examines the operational experience of the Zimbabwe Republic Police (ZRP) during the cyclone response, probing the disconnect between formal policy mandates and actual field performance. Methods: A qualitative case study design was used, grounded in semi-structured open-ended questionnaires administered to 15 purposively selected informants, including ZRP officers, government stakeholders, community leaders, and non-governmental organizations. Thematic analysis following Braun and Clarke’s six-stage framework was applied, with triangulation against key national policy documents, including Zimbabwe’s National Climate Change Response Strategy (2017), the National Disaster Risk Management Policy (2013), and the Civil Protection Act [Chapter 10:06]. Findings: All 15 participants (100%) reported that infrastructure collapse, destroyed roads, and bridges were an overriding constraint on police mobility, while 73% cited a total communication network failure. ZRP officers performed broad humanitarian roles, including search and rescue (86.6%), retrieval of the deceased (46.6%), and security of relief supplies (53.3%), operated with severe resource deficits and without climate-specific training. Communities praised the personal dedication of officers while directing frustration squarely at institutional and governance failures. Policy frameworks existed in name but had not been operationalized into routine training, equipment procurement, or coordinated pre-disaster planning. Conclusion: A deep policy-practice disconnect defines Zimbabwe’s disaster response architecture. Effective climate resilience requires the ZRP to be repositioned from reactive responders to proactive participants in national disaster governance, supported by decentralized authority, dedicated funding, and mandatory disaster training. The study proposes a Disaster Adaptive Response (DAR) model to guide this transition. Novelty/Originality of this article: This is the first empirical study to center police institutional capacity within Zimbabwe’s climate disaster governance, advancing the DAR model as an anticipatory framework for law enforcement-led disaster response in low-resource contexts.

Abstract

Background: Bantul Regency, Special Region of Yogyakarta, Indonesia, consistently experiences flood disasters with increasing frequency and economic losses, from IDR 1.2 billion in 2015 to IDR 7.1 billion in 2025, a nearly 500% increase. Despite possessing Disaster Risk Assessment (KRB) and Disaster Management Plan (RPB) documents compiled in accordance with national standards, the existing approach still treats flood risk homogeneously without differentiating between typologies with fundamentally different mechanisms and mitigation needs. Methods: This research employs a mixed-methods approach integrating GIS-based spatial analysis, document content analysis, and key informant interviews. Flood typology classification followed the framework of Bello et al. (2024), while risk component analysis applied the H×V/C formula per BNPB (2021) methodology. Spatial mapping used ArcGIS 10.3 with KRB DIY 2022 data, DIBI BNPB historical records, and BIG 2023 land cover data. Findings: Two fundamentally distinct flood typologies were identified riiver flooding concentrated in downstream Progo and Opak DAS areas, characterized by high hazard, medium-high vulnerability, and medium capacity; and urban flooding concentrated in Yogyakarta's urban buffer zones, characterized by medium-high hazard, high vulnerability from population and asset concentration, and medium infrastructure capacity. Both typologies produce high overall risk but with significantly different component profiles. The current KRB document does not explicitly classify flood typology and remains dominated by administrative boundary analysis rather than hydrological watershed units. Conclusion: Flood risk in Bantul Regency is not homogeneous. Typological differentiation carries concrete and distinct operational implications for each planning instrument. KRB methodology must be reoriented toward DAS hydrology-based analytical units with explicit typology classification as a prerequisite for effective and adaptive disaster management planning. Novelty/Originality of this article: This research introduces typology-based flood risk analysis as the fundamental unit of analysis in disaster management planning evaluation in Indonesia, integrating spatial GIS analysis with watershed hydrology approaches a methodological innovation not previously applied systematically in KRB evaluation at the district level.
