Abstract

Regional autonomy in a climate of democratization of governance in the regions, with the initialmomentum of the birth of decentralized policies through Law Number 22 of 1999 concerningRegional Government which was later changed to Law Number 32 of 2004, most recently with LawNumber 23 of 2014, which had also undergone a change, the essence of which was to strengthenthe Autonomous Region. In supporting (the implementation of regional autonomy, among otherthings, adequate budget support is needed. Therefore, regional autonomy needs to be supported byregional fiscal independence. One approach used in the review of regional fiscal independence is toassess the implementation of fiscal decentralization in local governments. Fiscal decentralizationis the delegation of responsibility and authority over central expenditures and revenues to local governments. This fiscal decentralization aims to enable local governments to exercise governmentauthority, among others, with the assistance of funds from the center (balancing funds). The resultsof the review on fiscal independence show that there are 88.07% of local governments which arenot yet independent (443 of 503 local governments) and there are 93.04% of local governmentswhose status has not changed/stagnant (468 of 503 local governments).The results of the review ofthe implementation of fiscal decentralization in 4 samples of local governments show a very goodcategory, this is i shows that funds from the central government (balancing funds) are well absorbedand create dependence of local governments on these balancing funds in managing their regions.The results of the study conclude that there are several alternative strategies that can be carriedout in an effort to reduce the deficit of fiscal independence and in order to increase PAD includingintensifying and extensifying regional taxes / levies, building infrastructure that invites objectsof taxes / levies, increasing the capacity of human resources for managing PAD and performingaccurate calculations. to the potential of the region, increasing community participation to supportthe increase in PAD by using short videos / infographics, increasing and encouraging investmentand supervision from local governments in every activity carried out.

Abstract

Population administration service innovation is an action that is currently being implemented bythe Government through the Ministry of Home Affairs, one of which is the GISA (Gerakan IndonesiaSadar Administrasi Kependudukan) innovation. GISA innovations have been implemented invarious regions in Indonesia, ranging from Provinces, Regencies/Cities, Districts to Village. Oneof the innovations implemented by the Dukcapil Office of Pinrang Regency is Ketuk Pintu Kuburpolicy, which is a policy applied to the issuance of death certificates. The purpose of this study wasto determine the level of effectiveness of the Ketuk Pintu Kubur Policy in issuing death certificatesin Mamminasae Village, Paleteang District, Pinrang Regency. The method used is a qualitativeresearch method. Mamminasae sub-district is one of the Village that implements this policy todiscipline people in order to complete death certificate documents. In 2020 only 3 people out of 25death reports already have death certificates, while others only have Letter of Death.

Abstract

The state budget is said to be healthy when it has a lower budget deficit even towards a surplus andpositive primary balance. From 2010 the Indonesian State Budget shows a budget deficit and theprimary balance has also shown a negative trend since 2012. In the case of the primary balanceand the State Budget experiencing a deficit, it can be indicated that a country’s spending exceeds itsrevenue. This expenditure issued by the government is closely related to economic growth, where theeconomic growth of a country can be measured by GDP. Keynes theory assumes that governmentintervention in the economy determines economic development can run optimally. Based on thetheory as well as previous research, it is known that there is a relationship between the primarybalance deficit on economic growth. If a country experiences a primary balance deficit, it is certain that state spending will be greater than state revenue. This means that the government is intensivelycarrying out development and stimulus to several sectors in the context of economic growth. It ishoped that the increased economic growth will reduce unemployment, increase the competitivenessof domestic products and attract investors to invest their capital. In addition to fiscal policy, there ismonetary policy adopted by Bank Indonesia in an effort to increase GDP through various monetaryinstruments, such as open market operations and standing facilities. The primary balance deficitis not a good thing because there is interest debt that must be paid and the nominal interest debtincreases every year if the budget is in deficit. In an effort to reduce the primary balance deficit,there are several steps that can be applied, including maximizing the potential of state revenueand state expenditures, saving operational costs, strict supervision of budget use, enforcement ofsecurity and order and applicable laws to restore investor confidence.

Abstract

Referring to Law No. 26 of 2009 concerning green open space, ideally the area of green open space is 30% ofthe total area calculated from the area of the city as a whole, so it seems that the Makassar city governmenthas problems in meeting the demands of developing green open space towards a green city. What is expected(Green government), there are several basic assumptions that become references, including the level ofpublic awareness that is still very low to carry out reforestation independently and voluntarily, in additionto the absence of enforcement of rules through regional regulations related to the urgency of reforestationarrangements as per the Regional Regulation. No. 4 of 2015 concerning the Makassar City Spatial Plan2015-2035 which has not been implemented properly, not to mention one of the tough challenges faced inrealizing Makassar as a Green city is the incessant development of infrastructure in several road expansions.is a demand for the needs of the community, even though they have to sacrifice trees or even green openspaces that have existed before, both on the median road and on the road and even city parks that havea function as a buffer for urban green lanes. In such conditions, the role of the government becomes verydominant in determining the direction of city development towards the coveted green city.

Abstract

This study aims to analyze the relationship between land tenure and profit sharing patterns with the povertylevel smallholder farmers using a quantitative approach. Data obtained by questionnaire. The respondentswere 396 farmers who were taken by proportionate random sampling technique. Data analysis using SPSSapplication version 23. Test the hypothesis with Spearman Rank statistics. There is a significant relationshipbetween land tenure and profit sharing patterns with poverty levels. With the current land tenure and productionsharing patterns, it turns out that most of the tenants in Maros Regency are vulnerable to poverty. For thisreason, it is necessary to have regulations and policies that enable these vulnerable poor tenants not to becomepoor with the use of available land, as well as mutually beneficial profit sharing schemes between land ownersand smallholders.

Abstract

Coronavirus disease 2019 (COVID-19) pandemic period is a good momentum for Village Owned Enterprises(BUM Desa) to reorganize their orientation. Not only as a business unit that only pursues economic benefits,but also carries out social functions by playing a more role in social safety nets for the community. In addition,this period is also an important momentum to improve themselves in order to be able to face the complexproblems faced by BUM Desa due to the COVID-19 pandemic. The economic problems faced by both BUMDesa and the community are increasingly complex due to the COVID-19 pandemic. These problems includethe decline in the village economy due to the difficulties experienced by farmers to market their products,the decline in MSMEs, a decrease in people’s purchasing power, and an increase in the economic burdenof the village due to the large number of homecomers returning to the village with problems due to workin the city. This study uses qualitative research conducted through librarians to compare the managementof BUM Desa in various regions. Results of research and management of BUM Desa Overall from variousregions in Indonesia that managing BUM Desa starts with planning, to monitoring the BUM Desa sothat they continue to run as regulated in the regulations and based on the articles of association that havebeen set. And there are also ways to open businesses such as Livestock, LPG gas sales and granulatedsugar distributors and the management of BUM Desa can be done by implementing digitalization so thatmanagement can run more optimally

Abstract

Empowerment is currently being intensively carried out by the Government. In this article, the authorfocuses on empowering farmers with the aim of developing and optimizing farmers’ skills in managing theiragricultural production. The author uses a qualitative descriptive method with inductive research. Thismethod describes aspects related to the observed and studied focus. The data collection methods used wereobservation, interviews, and document studies. The results showed that the efforts to empower farmers inMattanete Bua Village had been carried out well but there were still some shortcomings such as the regulationscarried out by the Government were not yet fully optimal, the quality of human resources was inadequate,and the participation of the farming community was still very low related to socialization, counseling,agricultural education and training by the Mattanete Bua Village Government. Suggestions from the authorare that the farming community in Mattanete Bua Village should get attention from all related parties, boththe Government and other communities, the empowerment innovations carried out by the Government so thatfarmers can actively participate in the empowerment program implemented, the regulation of agriculturalland and settlements as well as infrastructure that needed by farmers need to be considered.

Abstract

This article discusses the organization as a vehicle (arena) in political power. Organization andpolitics become one unit in the use of power in Indonesia. In essence, the use of power in politicsaims to regulate the interests of the community as a whole, not for personal or group interests.For this reason, the limitation of power is very necessary in order to grow public trust in those inpower and create justice and comfort in life. Seeing organizational activities as political activitiesis a refresher on the understanding of organizational life which has always been dominated by aninstrumental perspective, whose analysis ignores the motives and interests of the actors involvedin the organization.

Abstract

The measurement of quality of life is different because there is no concept of quality of life agreedupon by experts because quality of life is seen as complex and does not apply as a whole, includingcultural factors. Therefore, to determine the quality of life of a country, United Nation DevelopmentProgram (UNDP) measures the quality of life through the Human Development Index (HDI), whichmeasures the quality of life objectively, however, the World Health Organization (WHO) and theHappiness Index has tend to measure the quality of life subjectively. This discussion tries to revealthe dimensions in measuring the quality of life such as government organizations, internationalinstitutions including the results of research by experts in various countries.

Abstract

The results of the study indicate that it can be concluded how low the quality of service in the South SulawesiProvincial Government is, even though the demand for the quality and quantity of public services by usersis increasing. The use has paid for public services, but the desired quality and quantity have not been met.Transparency of accountability in public services is needed to overcome the gap between the parties involvedin public services, so that regulators are also required to be able to allocate existing resources and there isa balance between the parties involved in public services. Apart from the use of public services (non-users),it is necessary to pay attention to its importance, especially the demands of the strategic environment.Until now, public services still have various weaknesses, including: less responsive, less informative, lessaccessible, lack of coordination, and bureaucracy where licensing services are generally carried out througha process consisting of various levels so that it is too long. In addition, public services are also less willingto listen to community complaints/suggestions/aspirations and are inefficient
