Abstract

The application of information technology in public services is a strategic step in improving the efficiency and quality of services, including in the education sector. The Education and Culture Office of Sidoarjo Regency has implemented technology through APE MUDIK (Aplikasi Pelayanan Mutu Pendidikan), which is used internally by employees to support administrative services in the field of education quality. This study uses a qualitative descriptive approach to analyze how this technology is implemented and how it impacts the service process. Data collection techniques are carried out through interviews and observations of employees and interns involved in system operations. The results of the study indicate that APE MUDIK contributes to increasing employee work effectiveness and neatness of data management. However, this system cannot be used directly by the community and still faces technical obstacles such as network disruptions. From a Socio Informatics perspective, the use of APE MUDIK has changed work patterns and social interactions in the education bureaucracy environment.

Abstract

Food is everything that comes from biological sources and water, whether processed or unprocessed for human consumption in the form of food and drink. Food availability is very important. Especially the availability of rice as the community's staple food. The Tomohon City Government has a role in maintaining the availability of rice as a staple food for the community through the Regional Food Service. This research uses qualitative research methods with a descriptive approach. The results of this research reveal the role of the government as a regulator in forming regulations which become a permanent legal basis for maintaining the availability of rice, the role of the dynamist is to encourage community participation to actively participate in maintaining the availability of rice through several programs such as cheap food programs, food villages and increasing the capacity of farmers and the role of facilitator. The government facilitates the farming community, such as providing modern facilities and infrastructure such as tractors and rice shedding machines and fertilizer to farmers, apart from that, the role of agricultural extension workers is to provide direct intervention to farmers to improve the quality and production of rice. Abstract

The dynamics of state institutions in Indonesia are interesting to study. The change from an Agency to a Ministry or from a Ministry to an Agency is part of the dynamics of state institutions. This article aims to examine the dynamics of state institutions as an instrument of government, using a descriptive qualitative analysis approach. To support governance, the government requires government instruments, including government facilities/infrastructure, institutions, and policy instruments. Government instruments are the tools or means used by the government or government administration in carrying out its duties. As a welfare state that governs its people from upstream to downstream, the dynamics of state institutions are unavoidable in the context of accelerating certain government affairs, both technical and functional.

Abstract

The announcement of the 2024 PPPK Phase I selection has been announced and can be declared a decision that meets the legal requirements, as announced simultaneously in December 2024 . The purpose of this study is to explain information that produces legitimate decisions, because it already has the requirements for legitimacy according to the provisions of applicable laws and regulations, and it turns out that the level of legitimacy is questionable, which in this study identified a lot of commotion that occurred after the announcement. It is a legitimacy crisis, it does not mean canceling the results of the decision or illegitimate, but it is a characteristic that shows the lack of credibility of a decision issued by the authorities, that the implementation of the first stage of the PPPK selection in 2024 has been carried out properly with the completeness of the requirements that have been set and regulated according to the same provisions for all selection participants based on their respective levels/levels of education and formation, so it is reasonable to call it a legal and rational decision, although it has been declared to have legality and has provided relief for those who have passed, but in terms of ethical legitimacy and sociological legitimacy, of course, there are still problems because it can be linked to a sense of justice and assessment of moral principles that are still being questioned by many parties, especially the dissatisfaction of those who have been declared to have failed or a number of observers for various reasons.

Abstract

This study aims to evaluate the implementation of the Rural Empowerment and Agricultural Development Scaling Up Initiative (READSI) as a model for strengthening village government capacity in the entrepreneurial education of millennial farmers based on Islamic values in Kalibamamase Village, Luwu Regency. This research uses a qualitative approach with the CIPP evaluation model (Context, Input, Process, Product) to assess the relevance of the program, the readiness of resources, and the effectiveness of village governance in integrating Islamic values into entrepreneurial practices. Data were collected through in- depth interviews, observations, and documentation, then analyzed using the interactive model of Miles and Huberman. The results show that, from the context aspect, the READSI program is relevant to the socio- economic needs of rural communities, particularly in improving financial literacy and the entrepreneurial culture of millennial farmers. In terms of input, the success of the program is influenced by the institutional support of the village government, the competence of facilitators, and community participation, although there are still challenges in adjusting training materials and post-program sustainability strategies. The integration of Islamic values such as ṣidq (honesty), amānah (responsibility), and ʿadl (justice) has proven to strengthen collective ethics and transparency in village business management. This study concludes that the READSI program not only contributes to the economic well-being of farmers but also strengthens public morality, participatory village governance, and justice.

Abstract

The management of educational facilities plays a crucial role in supporting effective teaching and learning processes in schools. It is essential for optimizing available resources to ensure that these facilities are fully utilized, even with existing limitations. This study aims to investigate the optimization of educational facility management at SMK YPLP PGRI 1 Makassar, with a focus on the library, the computer lab for the MPLB program, and classroom XII MPLB 1, as well as to identify the supporting and inhibiting factors in the management of these educational facilities. This research employs a descriptive qualitative approach, with data collected through observations, interviews, and documentation, and analyzed using data collection, data condensation, data presentation, and conclusion drawing. The findings show that the optimization of facility management at SMK YPLP PGRI 1 Makassar has been effectively implemented, as it is carried out systematically with clear optimization efforts. Planning is conducted annually in a participatory manner by various school stakeholders and is based on needs and priority scales. Procurement is carried out according to plan and in stages based on urgent needs. Organization is managed through inventory, storage, and maintenance with active involvement from all parties. The use of facilities is effective and in accordance with their functions, with a scheduled and orderly system, while disposal is carried out functionally by removing damaged items from the inventory list, although it lacks oficial administrative documentation. Key supporting factors include cooperation among stakeholders, student participation, and budget support. Challenges include space limitations and security issues. Therefore, the optimization of facility management is not solely determined by the availability of resources but also by the school’s ability to maximize the utilization, organization, and maintenance of these resources despite limitations.

Abstract

Entrepreneurship education plays a strategic role in developing human resources (HR) that are adaptive, creative, and competitive, making it an important instrument for long-term economic development. This article aims to analyze the interrelation between entrepreneurship education, HR investment, and long-term economic development through a literature review approach. Research data were collected using documentation techniques, by examining indexed international journal articles, academic books, and oficial reports from international institutions. The findings indicate that entrepreneurship education serves as a foundation for building entrepreneurial competencies, which subsequently encourages greater investment in HR through education, training, health, and financial literacy. Such investment produces competitive, productive, and adaptive HR, thereby contributing to sustainable long-term economic development. The novelty of this study lies in the development of an integrative conceptual framework that connects entrepreneurship education, HR investment, and long-term economic development in the context of developing countries.

Abstract

This study aims to analyze the effectiveness of agricultural machinery assistance (alsintan) in increasing corn production in Belu Regency, East Nusa Tenggara Province. Corn, as a key commodity, has experienced productivity fluctuations in recent years. The local government, through the Department of Agriculture and Food Security, has distributed various types of alsintan, such as tractors, corn planters, and power threshers, to improve farming eficiency. This research uses a qualitative approach with a phenomenological method. Data were collected through in-depth interviews, observations, and documentation. The results of the study indicate that the assistance of alsintan is effective in accelerating planting and harvesting processes and reducing reliance on manual labor. However, the effectiveness of this assistance is influenced by training, inter-agency cooperation, and limited infrastructure. This study recommends enhancing continuous training for farmer groups to optimize the use of alsintan.

Abstract

The purpose of this study was to determine the economic activities of the Sayyid indigenous community, not only as an effort to maintain the uniqueness of their customs that require high costs but also in pursuing the ideals of achieving a better standard of living and government policies both national, regional, and local/village related to the economic development of the Sayyid indigenous community. This study is descriptive and uses qualitative research methodology to collect information. Data were collected through interviews, observations and documentation. Data analysis includes data reduction, data display and drawing conclusions (verification). The results of the study indicate that the economic activities of the Sayyid indigenous community are no different from those of society in general, they work not only to get a better quality of life, but also in order to preserve their traditional traditions. The village government policy is not only to build road infrastructure in the context of economic development in Cikoang Village, but also to provide equipment to the Sayyid indigenous community in order to support their economic activities.
