Abstract

This study aims to empirically examine the twin deficit and Feldstein-Horioka puzzle in the case of Indonesia period 1972-2017 and main factor that affect current account deficit in Indonesia for the last ten years. Granger’s causality is used to know the influence of budget deficit against current account balance. The Autoregressive Distributed Lag-Error-Correction Model (ARDL-ECM) approaches are applied to estimate the long run and short run relationships. The estimation results that the budget deficit is not have impact on the current account deficit in Indonesia. Meanwhile, does not occur long run cointegration based on THE ARDL. ECM results that budget deficit and investment have a short term influence the current account deficit. Based on the ARDL-ECM results, it can be concluded that the theory of Feldstein-Horioka Puzzle in the period 1972-2017 proved to occur in Indonesia. The main factor that influences the current account balance in Indonesia generally is the increase in primary income payments due to financial transactions that are always surplus and will appear forwards as payments. The condition of the current account is sustainable in a weak form means financed by financial transactions needs to be wary of negative risks in the future. The Foreign Direct Investment (FDI), Other Investments, and particularly the Portfolio Investments to prevent the occurrence of the risk of abrupt reversals which is crisis prone. So that the focus of the direction of government policy should be able to carry out stimulus to increase domestic direct investment, especially those are export oriented or substitute for domestic import needs and deepening the domestic financial market in portfolio sub-investments also other investments.

Abstract

The commitment of the Indonesian government in improving education is done by allocating education expenditure at least 20 percent from APBN and APBD. Although it has been in effect since 2003, this commitment needs to be evaluated from the perspective of human resource quality improvement, especially in underdeveloped areas. Underdeveloped areas are preferred because these areas are less developed than other regions. These areas have high poverty incidence, low economic development, and low quality of resurces.This study examines the impact of education spending on the quality of human resources in remote areas as measured by net enrollment rates and the average length of schooling/mean year school by 2015. The results show that the increase of education spending has not been able to improve the quality of human resources in remote areas. The allocation of education spending that is not in line with the number of people in disadvantaged areas has been pointed out as one indication that the utilization of education spending has not been optimal to achieve better quality of human resources.

Abstract

The regional autonomy realized in the allocation of village funds has not been able to reduce the existing inequality in Indonesia, especially if it concerns the disadvantaged areas. This study examines the impact of village funds on the economic condition of the community; quality of human resources; and local financial capacity for three years the enactment of village funds for disadvantaged areas. The results show that the village funds have no impact on the economic condition of the community, quality of human resources, and regional financial capacity in disadvantages areas. This can happen if the community empowerment is still weak. As long as the village funds are in place, the focus of the village is still on improving infrastructure development, not on community empowerment, if done, will have an impact on increasing the economic level of the community. This condition occurs even though in the mandate of legislation has been mentioned that the focus of village funds is not only on infrastructure development but also community empowerment. Balancing the utilization of village funds by the villages themselves need to be enforced, because the development of infrastructure without empowerment will have an impact on the higher inequality in the village itself.

Abstract

This research purpose to look at the impact of fertilizer subsidy subsidies on farmers' welfare and the competitiveness of commodity crops for paddy, corn and soybeans. The study used Policy Analysis Matrix (PAM) Agriculture to assess the impact of price policies and investment policies. Based on these findings the fertilizer subsidies are able to improve the welfare of farmers and create competitiveness of food crops in rice, corn and soybeans. It is hoped that the government will be able to improve the management of fertilizer subsidies since the fertilizer subsidies has not been fully impacted by rice, corn and soybean farmers.

Abstract

This study aims to determine the government affairs concurrent in Act Nomor 23 year 2014 and its comparation with Act Nomor 32 year 2004 regarding The Authorities of Middle Education will be transferred From District To Province. This research used method of Qualitative Descriptive Research. The results showed The Authorities Transfer of Middle Education to Province will make impact in order to uniform middle education policy in Province, to lessen the work load in District and efficiency of region allocation budget (APBD). Yet, it can reduced the significance of autonomy that potentially disadvantageous the constitutional rights. Coordination amongst government needed thus mitigate the overlap in authorities/discrepancy between regions.

Abstract

The purpose of this research is to analyze the impact of fiscal space, General Allocation Fund (DAU) and Revenue Sharing Fund (DBH) to Human Development Index (HDI/IPM) in provincial level. The reseach used data of IPM, fiscal space, DAU, and DBH for the period of 2006-2015 from Central Agency of Statictic (BPS), Ministry of Finance, and other related institutions. Reseach methology used Regression of Data Panel with Fixed Effect Model and Ordinary Least Square estimation. The results of the reseach show that the fiscal space, DAU and DBH variables significantly influence the HDI of provincial government with negative direction.

Abstract

Debt is the part of the government's fiscal policy which also being the part of the financial management policy. The financial management itself aims to improve people's welfare through the increase of economic growth, poverty reduction, and job creation. The purpose of this study is to analyse the impact of government debt on national economy including economic growth, proverty and unemployment rate. The study used data series of Indonesian economy including government debt, economic growth, poverty level and unemployment rate data from 2000 to 2016. The analytical method used was Granger causality and regression analysis. The result shows that there is a positive relationship between government debt and economic growth.

Abstract

Energy plays an important role in the growth of economic. On the other hand, the increase of economic growth will also trigger the occurrence of degradation of environmental quality derived from CO2 emissions. CO2 emissions are caused by oxidation process of fossil fuel energy. Many studies have attempted to look for causality between energy consumption, economic growth and CO2 emissions mainly on developing countries. This study therefore analyze the relationship between energy use, economic growth, and CO2 emissions in Indonesia during 1980-2019. It applies granger causality methods to examine the relationship between energy consumption, economic growth, and CO2 emission. The findings of this study indicate that there is no causality or unidirectional relationship between energy consumption and economic growth. There is no causal relationship between economic growth and CO2 emission and there is a unidirectional relationship from energy consumption to CO2 emission. Based on the result of analysis, it recommends that the government need to develop energy-efficient infrastructure, transform low carbon technologies aimed to reduce emissions and improve the use of renewable energy in all sectors.

Abstract

Considering the high level of dependence on transfer funds from the central government, underdeveloped regions need a separate policy approach that is not only based on capacity and fiskal needs alone, but also policies to cover all effort to increase the degree of decentralization of underdeveloped regions to manage their economy independently. The purpose of this study is to analyze the effect of General Allocation Funds (DAU), Revenue Sharing Funds (DBH) and Degrees of Decentralization on Fiskal Space Index in 112 underdeveloped regions for 2012-2016 period. Data used taken from BPS, the Ministry of Finance, and other relevant agencies. Analysis tools using Data Panel regression with Fixed Effect Model. The results of the analysis shows that all variables have a significant positive effect on fiskal space.

Abstract

The share of village funds distribution with a proportion of 90:10, which refers to the Minister of Finance Regulation Number 93 of 2015, inclines to still not convene the principles of justice for most needed villages, especially from the indicator of the number of poor and the status of village progress. Since its implementation beginning in 2015, the village funds have not been able to improve the welfare of the villagers as reflected in the high rates of rural poverty and rising gap levels. Moreover, the data of Desa Membangun Index shows that almost 62 percent of villages comprise of very less and less dveloped villages. These villages are in fact still not getting a larger priority than better-performing villages. In future, the village fund policy should place these villages as the main priority of allocation by considering the variables of the poor and the progress of the village. On the other hand, villages should be given greater flexibility in determining their priorities according to their needs.
