Abstract

The rapid growth of the digital economy has increased online commercial activities while simultaneously amplifying the risk of online fraud, amid ongoing challenges in the effective enforcement of existing legal frameworks. This study examines the criminal law provisions under the Electronic Information and Transactions Law and Law No. 8 of 1999 on Consumer Protection, as well as the role and responsibility of business actors and online marketplaces in protecting victims of online fraud. The research employs a normative juridical method using statutory, case-based (Decision of the Bantul District Court No. 168/Pid.B/2015/PN.Btl), and conceptual approaches, supported by primary, secondary, and tertiary legal materials and qualitative descriptive analysis. The findings indicate that, at the normative level, the ITE Law and the Consumer Protection Law provide a basis for repressive and corrective legal protection; however, their implementation remains inadequate, as law enforcement tends to prioritize the punishment of offenders without effective restoration of victims’ rights, electronic evidence and forensic capacities are still limited, and the operational responsibility of online marketplaces has not been consistently applied. Therefore, regulatory harmonization, strengthening of law enforcement capacity, and the establishment of clear restitution mechanisms are necessary to ensure substantive legal protection for victims of online fraud.

Abstract

The conflict arising between small-scale fishers and fisheries law enforcement authorities represents a persistent socio-ecological dilemma within the framework of coastal governance, particularly in policy environments that prioritize environmental conservation through the enforcement of strict fishing regulations. This study investigates the complexities of public perceptions surrounding disputes between fishers and the Ministry of Marine Affairs and Fisheries (KKP), focusing on how law enforcement practices, environmental sustainability discourses, and fishers’ livelihood interests are articulated and contested within digital public arenas. This research adopts a field research approach, with data analyzed using NVivo 15, drawing on 211 public narratives related to fisheries law enforcement incidents. The findings indicate that public reactions are shaped not only by issues of regulatory compliance but also by perceptions of injustice, surges of social emotion, and the structural vulnerabilities faced by small-scale fishers. While concepts of environmental protection and sustainable fisheries management are acknowledged within public discourse, such themes are often subordinated to livelihood security imperatives and demands for social justice. This study argues that fisheries conflicts cannot be comprehensively understood solely through an institutional legal framework; rather, they must be examined as social phenomena intrinsically linked to collective emotions, identity, and public trust in governmental institutions. These insights enrich the discourse on socio-ecological governance by underscoring the need for participatory, communicative, and socially legitimized law enforcement practices that reconcile marine conservation objectives with the socio-economic resilience of coastal communities.

Abstract

The development of information technology and the high level of internet penetration in Indonesia have contributed to the increasing prevalence of online gambling, giving rise to legal issues concerning the legal status and criminal law enforcement against online gambling players and operators. This phenomenon is regulated under the Criminal Code and the Electronic Information and Transactions Law, which normatively distinguish the role of players as passive offenders and operators as active offenders in the organization of online gambling. This study aims to analyze the differences in legal standing between players and online gambling operators, as well as to examine the implementation of criminal law enforcement against both parties in practice. The research employs a normative legal research method with a qualitative descriptive-analytical approach, conducted through literature review and analysis of law enforcement practices, including a case study of online gambling enforcement in the Special Region of Yogyakarta. The findings indicate that, normatively, operators are subject to heavier criminal sanctions due to their active and systematic roles, while players are positioned as offenders with a lighter degree of criminal liability. However, in practice, criminal law enforcement tends to focus more on players due to the ease of proof, jurisdictional limitations, and technical obstacles in reaching online gambling operators. The study concludes that there is a gap between normative legal regulation and the implementation of criminal law enforcement against online gambling offenses in Indonesia.

Abstract

The development of social media, especially Facebook, has not only facilitated communication but also had a negative impact in the form of misuse for the dissemination of pornographic content, including incest content. The emergence of online incest groups has become a serious concern because it violates moral norms, damages the social order, and has the potential to involve children as victims. This study aims to analyze the legal responsibility of perpetrators who create, manage, and disseminate incest group content on Facebook, as well as to examine law enforcement against such actions based on Law Number 11 of 2008 concerning Electronic Information and Transactions and other related regulations. The research method used is normative legal research with a regulatory approach, a case approach, and a conceptual approach, supported by criminology theory. The results of the discussion show that the act of distributing incest group content fulfills the elements of pornography and indecency as regulated in the ITE Law, the Pornography Law, and the Criminal Code. Perpetrators, including content creators and group administrators, can be prosecuted criminally and civilly. However, law enforcement still faces technical and institutional obstacles, requiring regulatory strengthening, collaboration with digital platforms, and increased digital literacy among the public.

Abstract

This study aims to analyze the influence of local government capacity on the effectiveness of primary health care services at Community Health Centers (Puskesmas) in Surabaya City. This research employs a qualitative descriptive approach to obtain an in-depth understanding of institutional capacity and its role in health service delivery. Data were collected through in-depth interviews, observations, and document analysis involving officials from the Health Office, heads of Puskesmas, health workers, and service users. The findings indicate that the capacity of the Surabaya City Government reflected in human resources availability, health budget allocation, policy support, and institutional governance contributes positively to the effectiveness of primary health care services. Most service indicators show favorable performance however, variations in service quality among Puskesmas remain evident, particularly in responsiveness and managerial implementation. These differences suggest that effectiveness is influenced not only by resource availability but also by the ability to manage and implement policies consistently at the service level. In conclusion, strengthening local government capacity is essential to improving the effectiveness and equity of primary health care services, especially through enhanced human resource management, optimized budget utilization, and stronger coordination and supervision mechanisms.

Abstract

Salted fish is a food product made from fish meat preserved by adding salt. Through this preservation method, fish meat, which would normally spoil within a short time, can be stored at room temperature for several months, although it usually needs to be tightly sealed. The purpose of this study is to determine the financial analysis and business feasibility of Mr. Aris’s household-scale salted fish industry located in Sumber Jaya Village, Kampung Melayu District, Bengkulu City. The research method used is a descriptive qualitative and quantitative approach by applying financial and business feasibility analysis. The results show that Mr. Aris’s household salted fish industry is feasible to be continued. The financial analysis of the salted fish processing business in Sumber Jaya Village, Kampung Melayu District, Bengkulu City indicates that the business generated total revenues in 2021, 2022, and 2023 of Rp 187,300,000; Rp 250,900,000; and Rp 409,750,000, respectively, while the total costs in 2021, 2022, and 2023 amounted to Rp 145,728,000; Rp 192,156,000; and Rp 302,510,710, respectively. The feasibility levels differ each year, with a Benefit–Cost Ratio (B/C) of 1.28 in 2021, 1.30 in 2022, and 1.35 in 2023. Since the Benefit–Cost Ratio is greater than one (B/C > 1), the project is considered feasible to implement in each of these years. The business feasibility analysis of the salted fish industry in Sumber Jaya Village, Kampung Melayu District, Bengkulu City also shows positive Net Present Value (NPV) results each year, namely Rp 45,728,742.71 in 2021, Rp 71,084,220.716 in 2022, and Rp 142,738,306.934 in 2023. Since the NPV values are greater than zero (NPV > 0), the project is considered feasible to be implemented. The Internal Rate of Return (IRR) value is 62.71%, indicating that the annual rate of return on the total invested capital in the project is 62.71%. This value is higher than the established discount rate of 10%; therefore, based on the IRR criterion, the project is declared feasible to be implemented.

Abstract

Population administration services are a form of public service that directly addresses the fundamental needs of citizens, making their quality highly dependent on the performance of government officials at the village level. This study aims to analyze the performance of employees at Lidah Wetan Sub-District, Lakarsantri District, Surabaya, in providing population administration services, as well as to identify the supporting and inhibiting factors affecting their performance. This research employs a descriptive qualitative approach. Data were collected through in-depth interviews, observation, and documentation involving the village head, administrative staff, and community members as service users. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, supported by triangulation techniques to ensure data validity. The findings indicate that the performance of village employees in delivering population administration services is generally adequate, particularly in terms of productivity and service quality. However, challenges remain in the aspects of responsiveness and responsibility, mainly due to limited human resources, high service demand, and the need for adaptation to digital-based service systems. Supporting factors include employee motivation, leadership support, and adequate facilities, while inhibiting factors consist of limited staff numbers, insufficient technological competence, and high public expectations regarding service speed. This study is expected to serve as an evaluative reference for village governments in improving employee performance and enhancing the quality of population administration services in a sustainable manner.

Abstract

 This aims to public opinion regarding Indonesian strategic instrument for financial sovereignty and economic digitalization. Using a descriptive quantitative survey method, this study collected data from 107 respondents, the majority of whom reside in urban areas with high digital access. A structured online questionnaire was used to measure levels of understanding, convenience of use, security perceptions, and the challenges faced by the public. The findings indicate a very high level of knowledge and adoption of QRIS among respondents, with 89.7% stating they are very familiar with it and 96.3% using it due to its practicality. User satisfaction is also exceptionally high, with an average score of 4.52 out of 5. However, the primary challenge identified is the uneven availability of merchants, which 84.1% of respondents cited as the greatest obstacle. While there is general trust in its security, specific concerns about fraud persist. Respondents also demonstrated strong support for QRIS's role in reducing dependence on international payment networks (average score of 4.14 out of 5). This study concludes that while QRIS has been well-received, the expansion of merchant reach and ongoing security education are key to optimizing its full potential.

Abstract

Character design plays a significant role in strengthening visual identity, particularly for local brands rooted in cultural values. This study aims to design reinterpretative characters of Surabaya’s Sura and Baya to reinforce the identity of Ondomohen 1896 and connect it with Generation Z. The research employs a mixed methods approach using the Double Diamond framework, with data collected through interviews, questionnaires, and literature review. Findings show that 63.9% of respondents value unique local-themed design, while expressive and high-contrast visuals are preferred by young audiences. Based on these insights, contemporary characters were developed to combine local identity with a modern visual approach. The results indicate that character design can effectively strengthen local brand identity while remaining relevant to current visual trends.

Abstract

This study aims to examine the practice of au pairing in China through non-agency channels as a form of global mobility developing outside of formal mechanisms. This study uses a qualitative approach with autoethnography methods, where the author's experience as an au pair serves as the primary data source to understand the process, relationship dynamics, and challenges faced during the program. The results show that the process of becoming an au pair through non-agency channels is carried out independently through the use of digital networks, such as host family search platforms and social media. The selection process and employment agreement take place directly between the prospective au pair and the host family through informal communication. In practice, aspects such as work duration, pocket money, and accommodation facilities are part of the agreement, which is negotiated personally. This study also found that various challenges arise, including language differences and cultural differences, as well as the process of adapting to a new environment. Furthermore, legal aspects are a concern due to the lack of specific regulations regarding the au pair program in China. In these conditions, individuals are required to have adaptability and initiative in managing various needs during the program. The relationship between the au pair and the host family is dynamic, with role negotiations occurring in daily interactions. In the absence of institutional support, au pairs develop protective mechanisms through social networks and preventative strategies to maintain safety and comfort during their stay in the destination country. Overall, this study provides an overview of the practices of non-agency au pairs and demonstrates how individuals navigate informal global mobility independently.
