Abstract

The implementation of the Electronic-Based Government System (SPBE) requires civil servants, particularly Internal Government Supervisory Apparatus (APIP), to possess adequate digital competence and strong work motivation in order to support effective and accountable supervisory performance. The Metro City Inspectorate, as a regional APIP institution, still faces challenges related to digital adaptation and work motivation that affect employee performance. This study aims to analyze the effect of digital competence and work motivation on employee performance at the Metro City Inspectorate, both partially and simultaneously. A quantitative research approach was employed using a survey method involving all 52 employees of the Metro City Inspectorate. Data were collected using questionnaires and analyzed using the Structural Equation Modeling–Partial Least Square (SEM-PLS) method. The results show that digital competence has a positive and significant effect on employee performance, with a path coefficient of 0.418, a t-statistic value of 4.389, and a p-value of 0.000. Work motivation also has a positive and significant effect on employee performance, with a path coefficient of 0.512, a t-statistic value of 5.275, and a p-value of 0.000, and is identified as the most dominant variable. Simultaneously, digital competence and work motivation are able to explain 78.0% of the variation in employee performance, with an R-square value of 0.780, This result indicates that digital competence and work motivation play a very important role in determining employee performance. This study concludes that improving employee performance at the Metro City Inspectorate requires strengthening digital competence and work motivation simultaneously.

Abstract

Doctor retention is a critical issue for regional hospitals in ensuring sustainable healthcare services. This study aims to analyze the factors influencing the retention of doctors and specialists at RSUD Ragab Begawe Caram, Mesuji Regency. A qualitative case study approach was employed, with data collected through in-depth interviews, observation, and document analysis. Data were analyzed using thematic analysis. The study is grounded in Herzberg’s Two-Factor Theory, Job Embeddedness Theory, and Social Exchange Theory. The findings indicate that doctor retention is influenced by both intrinsic and extrinsic factors. Intrinsic factors include work meaning, professional responsibility, and commitment to service, while extrinsic factors involve workload, incentive systems, work facilities, organizational support, and policy certainty. Doctor embeddedness is reflected through the dimensions of fit, links, and sacrifice, which are shaped by work relationships, environmental suitability, and personal considerations. Social and regional environmental conditions, such as access to facilities and distance from family, also affect doctors’ decisions to remain. The study concludes that intrinsic motivation plays a key role in doctor retention; however, it must be supported by adequate organizational systems and environmental conditions. Strengthening human resource policies, improving organizational support, and enhancing doctors’ welfare are essential to ensure sustainable retention in regional hospitals.

Abstract

Doctor retention is a critical issue for regional hospitals in ensuring sustainable healthcare services. This study This study aims to analyze the effect of human resource planning and training on the improvement of the capability of the Government Internal Supervisory Apparatus (Aparat Pengawasan Intern Pemerintah/APIP) at the Inspectorate of Mesuji Regency, Lampung Province. The research problem focuses on the need to further strengthen APIP capability in supporting the effectiveness of internal supervision within local government. The research approach is based on a conceptual framework integrating Human Capital Theory, the Resource-Based View, and Organizational Capability Theory, which emphasize the importance of human resource management and training as strategic factors in enhancing organizational capability. The research employed a quantitative approach with a survey design, and the data were analyzed using multiple linear regression supported by classical assumption tests, t-tests, F-tests, and the coefficient of determination. The results indicate that human resource planning and training have a positive and significant effect on APIP capability, both partially and simultaneously. The conclusion of this study confirms that improving APIP capability requires integrated human resource planning accompanied by well-structured, relevant, and sustainable training programs.

Abstract

In response to increasing demands for fast, effective, efficient, and transparent public services, the Lampung Veterinary Center, as an animal disease laboratory, has implemented digital transformation through the utilization of data-driven technologies, automation systems, and digital integration. The success of this transformation requires the organization’s ability to continuously learn and adapt to change, commonly referred to as a learning organization. However, pressure to meet service demands within a relatively short time frame, combined with the requirement to continuously learn and adapt, may increase workload and work-related stress among civil servants if not supported by adequate systems, human resource capacity development, and a conducive work environment. These conditions may ultimately affect employees’ work motivation. This study aims to analyze the effect of digital transformation on the work motivation of civil servants at the Lampung Veterinary Center, to examine the effect of a learning organization on work motivation, and to assess the simultaneous effect of digital transformation and learning organization on work motivation. This study employs a quantitative approach using multiple linear regression analysis. The results show that digital transformation has a positive and significant effect on the work motivation of civil servants at the Lampung Veterinary Center, learning organization has a positive and significant effect on work motivation, and digital transformation and learning organization simultaneously have a positive and significant effect on the work motivation of civil servants.

Abstract

The Regional Government, as the administrator of government, plays a crucial role in implementing development for the benefit of its people. The performance of employees at the Regional Disaster Management Agency (BPBD) of East Lampung Regency is suboptimal, influenced by a lack of facilities and infrastructure to support disaster management and victim care, a lack of outreach, and a lack of competent human resources in the field of disaster management.The purpose of this study is to analyze the collective influence of Competency, Training, and Work Discipline on the Performance of Employees at the Regional Disaster Management Agency (BPBD) of East Lampung Regency. This research is quantitative with a descriptive correlational approach. The population in this study was all 166 employees of the East Lampung Regency Regional Disaster Management Agency (BPRD) using proportional random sampling. Data analysis used multiple linear regression analysis.The results showed that competence had a positive effect on employee performance. Training had a positive effect on performance. Work discipline had a positive effect on employee performance at the East Lampung Regency Regional Disaster Management Agency. Competence, training, and work discipline simultaneously had a positive effect on employee performance at the East Lampung Regency Regional Disaster Management Agency.

Abstract

The main problem in education today is the suboptimal implementation of character education in schools, particularly at the Vocational High School (SMK) level. This has resulted in low graduate quality, particularly in terms of attitudes, behavior, and work readiness. Various forms of student behavioral deviations indicate that character education has not been managed systematically and sustainably. This study aims to describe the implementation of character education to improve graduate quality at SMKN 8 Bandar Lampung. This study used a qualitative approach with a descriptive research type. Data collection techniques were conducted through observation, interviews, and documentation studies involving the principal, teachers, and related parties. Data analysis used an interactive model that included data reduction, data presentation, and conclusion drawing. Data validity was tested through triangulation techniques. The research results indicate that the implementation of character education at SMKN 8 Bandar Lampung has been carried out through the planning, implementation, and supervision stages, but has not been optimal. Obstacles identified include weak program organization, unclear task allocation, and suboptimal supervision. Nevertheless, character education has contributed positively to improving the quality of graduates, particularly in fostering discipline, responsibility, work ethic, and religious behavior in students. Therefore, strengthening the management of character education in an integrated and sustainable manner is necessary to improve the quality of graduates who have character and are ready to face the world of work.

Abstract

This study aims to analyze the influence of work motivation, work discipline, and organizational culture on employee performance using the grand theory of Ability–Motivation–Opportunity (AMO). The AMO theory emphasizes that performance is determined by individual motivation, the ability to carry out tasks, and the opportunities created by the organization. The problem addressed is the suboptimal employee performance, making it necessary to empirically test the role of these three factors. This research provides empirical evidence of the relationship between those variables and performance. The study employs a quantitative approach using multiple linear regression analysis based on questionnaire data collected from employees. Testing is conducted through the t-test to examine partial effects and the F-test to examine simultaneous effects. The model is also tested using classical assumption tests to ensure the validity of the analysis. The results are used to explain the strength of the influence of each variable. The findings show that work motivation and work discipline have a positive and significant effect on employee performance. Organizational culture has the most dominant positive and significant influence in improving performance. Simultaneously, all three variables have a positive and significant effect on employee performance. These results support the AMO framework that the combination of motivation, ability, and opportunity produces optimal performance. The implication is that performance improvement must be carried out integratively through strengthening motivation, enforcing discipline, and developing a supportive organizational culture. Organizations need to create systems that enable employees to be capable and have the opportunity to demonstrate their best performance. An AMO-based approach makes human resource management more focused and sustainable. Ultimately, this leads to improved performance and better public service quality.

Abstract

This study aims to analyze the implementation of healthcare workforce competency development programs in improving service quality at Graha Husada Hospital, Bandar Lampung. The background of this study is based on the importance of improving human resource quality as a key factor in determining healthcare service quality and patient satisfaction. This research employed a descriptive qualitative approach. Data were collected through in-depth interviews, observation, and document review. The research informants consisted of the Hospital Director, Head of General Affairs and Human Resources, Head of Medical Services, one physician, and two patients. Data analysis was conducted through data reduction, data display, and conclusion drawing. The results show that the implementation of competency development programs at Graha Husada Hospital has been carried out through various training activities and continuing professional education. However, program planning has not been fully based on a systematic Training Needs Analysis (TNA). Program implementation has also not been optimal due to limited training budgets, high workload of healthcare workers, and insufficient post-training monitoring and evaluation. The competency development program has a positive impact on improving service quality, particularly in the dimensions of reliability and assurance. However, improvements in responsiveness and empathy have not been optimally perceived by patients. Therefore, more structured, sustainable, and balanced competency development programs focusing on both technical skills and service behavior are required in order to comprehensively improve hospital service quality.

Abstract

This study aims to analyze and test the influence of budget efficiency policy implementation and APBD management accountability on employee performance at the Regional Financial and Asset Management Agency (BPKAD) of Pesawaran Regency. The focus of this research is crucial following the issuance of Presidential Instruction (Inpres) Number 1 of 2025 concerning Expenditure Efficiency, which resulted in the adjustment of non-monetary incentives for employees. The research method used is quantitative with a causal associative design. The population in this study consisted of 60 employees of BPKAD Pesawaran Regency, where the sampling technique utilized total sampling (census). Data were collected through questionnaires with a Likert scale and analyzed using multiple linear regression via SPSS software. The results showed that simultaneously, budget efficiency and accountability had a significant effect on employee performance with a coefficient of determination (R2) of 66.6%. Partially, APBD management accountability has a positive and significant effect on employee performance (Sig. 0.000). However, the implementation of budget efficiency policy has a positive but not significant effect on employee performance (Sig. 0.083 > 0.05). This indicates that the performance of BPKAD Pesawaran Regency employees is more driven by the demands of system compliance and reporting transparency rather than budget saving policies. Organizational leaders are advised to formulate non-monetary motivation strategies to maintain performance stability amidst strict fiscal efficiency policies

Abstract

This study aims to analyze the influence of education level on job placement within the Human Resources Bureau of Lampung Regional Police (Biro SDM Polda Lampung). Appropriate job placement is a crucial aspect of human resource management in supporting organizational effectiveness and performance within the police institution. However, in practice, there are still indications of mismatches between personnel education levels and the positions they occupy. This research employs a qualitative approach using a case study method. Data were collected through in-depth interviews with informants directly involved in personnel planning and placement at the Human Resources Bureau of Lampung Regional Police, supported by documentation review of relevant regulations and policies. Data analysis was conducted through data reduction, data display, and conclusion drawing. The findings indicate that education level plays an important role in job placement; however, it has not yet become the primary consideration in placement practices. Job placement is still influenced by organizational needs and pragmatic considerations, resulting in mismatches between educational qualifications and certain positions. Normatively, placement policies have referred to the merit system principle as stipulated in Police regulations, although its implementation in practice still requires further strengthening. This study concludes that optimizing job placement based on education level and competence needs to be enhanced through stronger implementation of the merit system, in order to achieve more effective, fair, and performance-oriented personnel management within the police organization.
