Abstract

Kemiskinan, khususnya di pedesaan, tetap menjadi tantangan struktural di Indonesia, dengan tingkat kemiskinan perdesaan mencapai 11,03% dibandingkan perkotaan 6,73% (Maret 2025). Koperasi, sebagai institusi ekonomi kerakyatan, memiliki peran strategis untuk mengatasi disparitas ini, namun efektivitasnya dalam penanggulangan kemiskinan masih suboptimal. Penurunan jumlah koperasi aktif dari 209.448 (2014) menjadi 130.119 (2023) mengindikasikan adanya masalah kelembagaan dan implementasi. Penelitian ini bertujuan menganalisis hambatan regulasi dan implementasi, serta merumuskan rekomendasi kebijakan untuk mengoptimalkan peran koperasi. Dengan mengadopsi analisis kebijakan dan kajian kelembagaan, temuan menunjukkan adanya diskoneksi antara regulasi koperasi yang lama (UU No. 25/1992) dan program pengentasan kemiskinan (Bansos, KUR) , kurangnya adopsi digital, dan lemahnya integrasi kebijakan di tingkat daerah. Rekomendasi strategis meliputi Harmonisasi Regulasi berpusat pada program Koperasi Desa Merah Putih, Transformasi Digital dan modernisasi tata kelola, Reorientasi Bantuan Sosial berbasis koperasi (bukan individu), serta implementasi Skema Pembiayaan Inklusif (KUR Kolektif). Penguatan peran Pemerintah Daerah sebagai orkestrator ekosistem menjadi kunci keberhasilan implementasi integratif ini.

Abstract

Dalam artikel ini mengeksplorasi peran model ekonomi mikro Islam sebagai alternatif yang layak bagi sistem ekonomi konvensional, khususnya dalam mengatasi masalah ketimpangan dan praktik yang tidak berkelanjutan. Saya mengidentifikasi pertanyaan yang belum terjawab tentang bagaimana prinsip-prinsip ekonomi mikro Islam berkontribusi pada ekonomi yang berkelanjutan dan berkeadilan, dengan berargumen bahwa model-model ini yang berakar pada prinsip-prinsip seperti keadilan, larangan bunga (riba), dan mekanisme redistribusi kekayaan seperti zakat menyajikan kerangka kerja yang berkelanjutan dan etis untuk praktik ekonomi. Melalui pemeriksaan terperinci terhadap prinsip-prinsip inti, instrumen redistribusi kekayaan, dan mekanisme keuangan Islam, saya menunjukkan bagaimana elemen-elemen ini mendorong kesetaraan dan mencegah perilaku eksploitatif. Lebih lanjut, saya menanggapi kritik mengenai skalabilitas dan adaptabilitas model-model ini dalam ekonomi modern, yang pada akhirnya menegaskan bahwa prinsip-prinsip ekonomi mikro Islam dapat secara signifikan mengurangi kesenjangan ekonomi global dan mendorong masa depan yang lebih adil.

Abstract

Penelitian ini bertujuan untuk menganalisis ketimpangan pertumbuhan ekonomi Indonesia periode 2010–2024 melalui kajian literatur ilmiah dan menelaah arah pembangunan ekonomi nasional dari perspektif keadilan dan pemerataan. Metode penelitian yang digunakan adalah   studi kepustakaan (library research)  yang sepenuhnya bersumber dari artikel-artikel jurnal ilmiah relevan. Hasil kajian menunjukkan bahwa meskipun pertumbuhan ekonomi Indonesia secara makro relatif stabil, pemerataan kesejahteraan belum tercapai secara optimal. Ketimpangan pendapatan dan keterbatasan akses terhadap sumber ekonomi masih menjadi persoalan struktural yang menghambat inklusivitas pembangunan. Temuan ini menegaskan bahwa pembangunan ekonomi Indonesia perlu diarahkan pada keseimbangan antara pertumbuhan dan pemerataan dengan menekankan nilai keadilan, tanggung jawab sosial, serta keberlanjutan ekonomi. Penelitian ini diharapkan dapat menjadi rujukan bagi pembuat kebijakan dan akademisi dalam mengembangkan strategi pembangunan yang tidak hanya berorientasi pada angka pertumbuhan, tetapi juga pada peningkatan kualitas hidup dan kesejahteraan masyarakat secara merata.

Abstract

Inclusive economic growth emphasizes not only economic expansion but also the equitable distribution of development benefits across society. This study aims to analyze the inclusiveness of economic growth in Manokwari Regency over the period 2016–2025. Inclusive growth is assessed by examining the relationship between economic growth and key welfare indicators, namely poverty, unemployment, and income inequality. This study employs a quantitative approach using secondary data obtained from the Central Statistics Agency (BPS) of Manokwari Regency. The data include Gross Regional Domestic Product (GRDP) at constant prices, poverty rate, open unemployment rate, and Gini ratio. The analytical method used is the Inclusive Growth Index (IGI). The results indicate that although Manokwari Regency experienced positive economic growth during the study period, the growth has not been fully inclusive. Economic growth has not consistently reduced poverty, unemployment, and income inequality. These findings suggest the need for development policies that prioritize employment creation, poverty reduction, and income distribution to ensure that economic growth benefits all segments of society.

Abstract

East Kalimantan represents a critical case study of resource-dependent regional economies struggling to achieve structural transformation despite substantial natural resource endowments. This research examines the paradox of persistent extractive sector dominance and limited economic diversification in Indonesia's wealthiest province. Employing qualitative methodology through document analysis and secondary data synthesis, this study analyzes economic structure evolution during 2023-2025, revealing that mining and extractive industries continue to account for 68.4% of regional GDP while absorbing only 12.3% of the workforce. The research identifies three primary barriers to inclusive development: premature deindustrialization patterns, asymmetric capital accumulation favoring resource sectors, and institutional frameworks perpetuating enclave economy characteristics. Analysis of 2024 provincial data demonstrates that despite per capita income reaching IDR 187.4 million, poverty rates in extractive-dependent districts remain 3.2 percentage points above provincial averages. The findings challenge conventional resource curse narratives by demonstrating that institutional design rather than resource abundance itself constitutes the fundamental constraint. This research contributes to development economics literature by documenting how subnational resource governance structures mediate national-level development outcomes. Policy implications emphasize the necessity of redistributive mechanisms, forward linkage development, and deliberate industrial policy coordination to achieve structural transformation objectives aligned with Indonesia's 2045 vision.

Abstract

East Kalimantan faces a critical development paradox as Indonesia pursues low-carbon transition goals while maintaining economic dependence on resource extraction. This study examines the tension between green growth imperatives and resource-based development strategies in East Kalimantan, Indonesia's coal mining and palm oil production hub. Employing qualitative methodology through document analysis, policy review, and secondary data synthesis, this research investigates how provincial development trajectories navigate competing priorities of environmental sustainability and economic growth. Findings reveal fundamental trade-offs manifesting in policy inconsistencies, investment patterns favoring extractive industries despite renewable energy commitments, and socioeconomic vulnerabilities for resource-dependent communities. Empirical evidence demonstrates that coal production reached 695 million tons in 2023, contradicting national carbon neutrality targets for 2060. The study contributes theoretical insights into resource curse dynamics within transition economies and practical implications for development policy in resource-rich regions undergoing decarbonization pressures.

Abstract

Berau Regency is one of the districts in East Kalimantan Province that has experienced an acceleration in population growth in the last decade, in line with its position as a buffer area for the Capital City of the archipelago (IKN). This article aims to analyse the population dynamics of Berau Regency and its implications for the sustainable development agenda towards 2045. The research uses a descriptive-quantitative approach based on secondary data from the Central Statistics Agency (BPS) of Berau Regency, One Data of Berau Regency, and SINTA-indexed scientific literature in 2023–2026. The results show that the population of Berau has increased from 248,035 people (2020 Population Census) to 288,943 people (BPS 2024 projection), with a population growth rate (CAGR) that accelerated from 2.19 per cent (2014–2019) to 4.46 per cent (2019–2024). The age structure of the population in 2024 is dominated by the productive age (67.01%), indicating that the demographic bonus window has not been fully utilised, reflected in the Open Unemployment Rate (TPT), which has actually risen to 5.15 per cent. Berau's Human Development Index (HDI) will reach 77.17 in 2024, in the high category, but still 1.62 points below the average of East Kalimantan Province. The author's three projected scenarios produce an estimated population in 2045 in the range of 455 thousand to 722 thousand people, while other literature projects a surge of up to 1.5 million people in 2044 due to inbound migration related to IKN. This article recommends strengthening population data governance, investment in education and job skills, anticipatory spatial planning, and mitigation of post-mining environmental risks so that Berau's population growth becomes a capital for sustainable development, not a burden.

Abstract

Economic leakage is a structural challenge that hinders the optimisation of development benefits for local communities, including in coastal and inland villages of Berau Regency, East Kalimantan. This article critically examines the pattern of economic leakage in the value chain of local resources of Berau Village, with Derawan Island Village as an illustration of the case of a leading marine tourism destination, and formulates optimisation strategies through strengthening the value chain and the application of appropriate technology (TTG). The research uses a descriptive-analytical qualitative approach based on literature studies and official secondary data analysis (BPS Berau Regency, BPS East Kalimantan Province, Satu Data Berau Regency) combined with a synthesis of SINTA- and Scopus-indexed literature published in 2021–2026. The results of the study identified four main points of economic leakage, namely the sale of raw materials without added value, the lack of local processing technology, the dominance of foreign ownership in the accommodation sector and tour operators, and tourist spending which is mostly absorbed outside the village. The novelty of this article lies in the conceptual framework of the "Village Circular Value Chain Model", which integrates MSME clustering, appropriate technology, Village-Owned Enterprises (BUMK) institutions, and digital marketing, accompanied by a proposed Local Leakage Index (LLI) indicator as a measurement instrument for advanced primary research.

Abstract

The economic independence of villages in Indonesia is still constrained by three interrelated structural problems: the potential of superior products that have not been optimally managed, unequal market access, and low adoption of appropriate technologies at the upstream value chain level. This research aims to develop an integrative model of synergy among Village-Owned Enterprises (BUMK), appropriate technology, and strengthening the value chain as an instrument of village-based economic independence, with a case study of Berau Regency, East Kalimantan. The novelty of the research lies in the formulation of the "Triple-Chain Convergence" model, which integrates three chains at once, namely the production chain (upstream), the technology chain (process), and the market chain (downstream), into one measurable SOE governance framework, different from previous studies that generally discussed the three aspects partially. The method used is a descriptive-analytical qualitative approach with document studies, triangulation of official secondary data (Ministry of Villages and Rural Development, BPS, Berau Regency Community and Village Empowerment Office), and systematic review of 18 Sinta- and Scopus-indexed journal articles published in 2022–2025. The results of the study show that BUMKs in Berau Regency, which totalled eight active pilot units at the 2024 East Kalimantan Bumdes Expo, face major obstacles to upstream value chain efficiency and digital literacy limitations, but show the potential for significant turnover increases when appropriate technology and digital platforms are adopted simultaneously. The theoretical contribution of this research is to expand the framework of Community-Led Development with a spiritual-ethical dimension from the perspective of economic Sufism, which positions BUMK not just as an administrative entity but as a testament (medium) of collective blessings. The practical implication is concrete policy recommendations for the Berau Regency Government in designing a roadmap for strengthening BUMK based on superior product clusters.

Abstract

Penelitian ini bertujuan untuk menganalisis pendapatan dan kelayakan usaha anggota Kelompok Pengolah dan Pemasar Hasil Perikanan (Poklahsar) “Terus Makmur Palaran” di Kelurahan Rawa Makmur, Kecamatan Palaran, Kota Samarinda, menggunakan pendekatan Revenue Cost Ratio (RCR). Penelitian dilaksanakan pada November 2025–Maret 2026 dengan desain deskriptif kuantitatif. Seluruh 10 anggota kelompok dijadikan responden melalui metode sensus. Data primer dikumpulkan melalui observasi langsung, wawancara terstruktur, dan kuesioner, sedangkan data sekunder diperoleh dari dokumentasi kelompok dan instansi terkait. Analisis pendapatan meliputi struktur biaya produksi, total penerimaan, pendapatan bersih, dan Revenue Cost Ratio. Hasil penelitian menunjukkan rata-rata pendapatan bersih anggota dari pengolahan ikan bandeng (Chanos chanos) menjadi amplang sebesar Rp1.212.600 per bulan, dengan kisaran Rp41.500 hingga Rp3.940.000 tergantung kapasitas produksi dan jangkauan pemasaran. Seluruh 10 anggota memperoleh nilai RCR lebih besar dari 1 (berkisar antara 1,03 hingga 4,58), yang menunjukkan bahwa usaha pengolahan amplang ikan bandeng layak secara ekonomi, menguntungkan, dan memiliki potensi kuat untuk terus dikembangkan sebagai sumber mata pencaharian masyarakat pesisir.
