Abstract

Indonesia's persistent struggle through the Juanda declaration has succeeded in obtaining juridical recognition regarding the boundary of Indonesia as an intact archipelago in the UN III Convention on the International Sea Law (UNCLOS) 1982, although the United States as a superpower country does not admit it. Nevertheless, in International forum, The Unitary State The Republic of Indonesia (NKRI) has had territorial sovereignty and additional zones, Exclusive Economic Zone (ZEE) in a national sphere with all its natural wealth content belonging to the nation in the dimension of Nusantara. This paper intends to show that the Republic of Indonesia ia an arcipelagic country characterized by an archipelago with territory and rights stipulated in law.

Abstract

The problem examined in this study is the role of civil society in intelligence activities for national security, while the purpose is to determine the role and form of civil society can play in intelligence activities. Theories that researchers use include theories of intelligence, national security, institutions and sociology. The research approach used in this study is a qualitative approach and the type of descriptive qualitative research using a case study model. Researchers used interview techniques, document studies and observations. Then the data is analyzed with an interactive analysis model and validated. There are two roles that can be bound by civil society in intelligence activities, namely the role of collecting information and the role of covert action. The first role is in the form of providing information and data to national security intelligence organizations, while the second role is in the form of outreach and de-radicalization activities.

Abstract

Espionage is an information gathering methode conducted by intelligence services both in intelligence acivities or closed/clandestine operations using open or closed tactics With its huge valuable resources, Indonesia becomes attractive for great powers intervention. Such a condition creates a threat to Indonesia national resiliency, especially threats from espionage activities. These threats should be seriously handled by the Indonesian government. Empirical cases of strategic surprises have suggested the role of foreign intelligence in Indonesia. Despite the fact that Indonesia has several intelligence agencies and some of them have conducted counter intelligence activities, Indonesia has yet had specific agency that deals with espionage activties. This theses is aiming at evaluating the need to establish such an agency. Using scenario building method and combined with threat analysis, this theses finds that the current capability of Indonesian intelligence agencies in dealing with espionage activities is less than ideal while the threat of foreign espionage activities is high.

Abstract

The incident management framework is a tools that can be used as an early warning system to overcome problems in the implementation of information technology. This Framework also used for measuring the maturity level of incident management that has been carried out by institutions in Indonesia. We can used it as an open intelligence of information source. Within national scope, this framework used for knowing Indonesia’s ability to deal with cyber incidents. Therefore, it is necessary to conduct a threat analysis on the implementation of incident management framework. Author used mix-methode research, which is the combination between qualitative and quantitative research. The result of this research is coefficient value of threat analysis to the implementation of incident management is 15.86. This value is included in high category.

Abstract

Women's leadership became public issues are always discussed, and has provoked polemics and debate between the pros and cons of women leaders in the country. The issue of women's leadership also always interesting to demand, even today more and more scientists or researchers focused more on the assessment of women's leadership in particular. As in this study examine further how permpuan instituted legislative leadership style. The purpose of this study was to identify and analyze the role of leadership and political participation Rospita Sitorus at the legislative, as well as to analyze the leadership of women in Parliament Simalungun before her.The results of this study found that the lack of involvement of women both in the political infrastructure as well as in the political superstructure. And this, influential in gender policy and still attached to the patriarchal culture in Simalungun. Then, Rospita Sitorus is a transformsional leadership.These results indicate the need to increase women's leadership in the legislature, with the hope to provide a positive influence in the decision making for the community especially those of women's interests.

Abstract

Dispute in the South China Sea (SCS) is one of the important issues in the last five years. The unilateral claim made by China caused a strong reaction from ASEAN countries, including Indonesia. The rejection of ASEAN countries against China's claim is based on the UNCLOS international law of the sea. Amid efforts to resolve territorial disputes in the SCS, recently the United States has emerged as a third party trying to reduce tensions in the SCS. However, the US move received a cold response from China. The US presence has actually made China show its military presence in the SCS through troop titles and construction of military installations. Such a situation in the LCS has the potential to create a military conflict involving two major powers. If a military confrontation takes place, it is certain that ASEAN countries will be directly involved in order to protect their national sovereignty. This research is a qualitative study that seeks to explain the root causes of territorial disputes in the SCS followed by US-China rivalries and their impact on Indonesia.

Abstract

Cybersecurity governance in Indonesia is still partial and sectoral, resulting in the handling of cybersecurity problems not yet integrated. This makes cyber threats even more real, especially when linked to threats to cybersecurity for government and private institutions. Therefore, cybersecurity management must be carried out in an integrated manner to prevent cyber threats in all aspects of national and state life. In 2017, the National Cyber and Crypto Agency (BSSN) was formed based on the Presidential Regulation on BSSN which states that BSSN is tasked with implementing cyber security effectively and efficiently by utilizing, developing and consolidating all parties related to cybersecurity. The establishment of the BSSN considers that the cybersecurity sector is one of the areas in government that must be strengthened and encouraged in order to realize national security, increase economic growth, ensure the implementation of government policies and programs in the cybersecurity sector. BSSN was formed based on urgent needs in the midst of various challenges and problems related to the implementation of cybersecurity and encryption. BSSN is a government institution that is under and responsible to the President. The formation of BSSN is expected to be able to face problems and challenges in the present and future cyber era. This research is a descriptive type of research using a qualitative approach that seeks to explain the strategy of the National Cyber and Crypto Agency (BSSN) to increase commitment in the field of cybersecurity in dealing with cyber threats in Indonesia.
