Abstract

The implementation of the new regulations, Law of the Republic Republic of Indonesia No. 32 of 2009, Law of the Republic of Indonesia No. 11 of 2020, and the Government Regulation of the Republic of Indonesia No. 22 of 2021 has an impact on the regulations and regulatory mechanisms for licensing the Management of Toxic Hazardous Waste, particularly the Collection of hazardous waste. The One-Stop Integrated Investment and Licensing Service of Sumatera Utara Province are responsible for issuing this licensing. Following the issuance of the license, the relevant agencies need to monitor it to avoid violation as in Court Decision Number 1872/PID.B/:H/2015/PN.LBP. The research uses normative juridical, which refers to applicable laws and regulations covering legal principles, legal history, and legal comparisons. This study uses interviews with related parties and secondary data from analyzing decision-making and literature reviews to collect data. The study shows that the simplification of laws and licensing processes with Law No. 11 of 2020 alters numerous provisions in Law No. 32 of 2009. The alteration requires the investors to submit a license via the Online Single Submission Risk-Based Approach (OSS-RBA). Second, criminal law enforcement should be considered the final action in the event of a violation of the management of toxic, hazardous materials waste. Third, supervision for the company's toxic, hazardous materials waste collection should be both direct and indirect to reduce the number of violations in managing toxic, hazardous materials waste.

Abstract

Aquaculture is an industry that has a tremendous opportunity. Indonesia's aquaculture prospects are rising. Langkat Regency is a region in Sumatera Utara Province located in the East Coastal Region with good options for brackish water aquaculture. There are four goals in this study. This study aimed to analyze the distribution of shrimp aqua farm locations in the Secanggang District, investigate the type of shrimp aquaculture in the district, analyze the economic aspects of shrimp aquaculture in Secanggang District and study the optimal aquaculture strategy as a priority for developing coastal areas in Secanggang District. This study uses a quantitative approach to conduct a descriptive study. Three steps are applied to analyze the data: Regional distribution, economic, and analytical hierarchy. The study shows that the aqua farms in Secanggang District are located in the production area, converted forest area, wildlife nature reserve, and production forest. There are four types of Shrimp aquaculture in Secanggang District: intensive, semi-intensive, traditional, and natural/organic. The study also shows the economic analysis of costs, income, and the efficiency of R/C ratios per cycle on four types of aquaculture. This study also indicates that shrimp aquaculture using the intensive technique is the most appropriate and priority for shrimp aqua farming development in Secanggang District.

Abstract

The current condition of the Deli Watershed (Daerah Aliran Sungai/DAS Deli) is in an appalling condition. This is indicated by several indicators experienced by the Deli Watershed, such as the decreasing amount of forests, polluted river water, slums along the river banks, silting of rivers, garbage dumped into rivers, so that all such conditions result in frequent floods in the City Field. This has become the author's interest to conduct a study entitled "Youth Participation in Management of Deli Watersheds (Daerah Aliran Sungai/DAS Deli) in Medan". This research use desciptive qualitative approach. The results showed that youth participation was still lacking in the planning/process of preparing and evaluating watershed management. While in terms of implementation, utilization and monitoring of youth, it is enough to participate. Abstract

The number of paddy production in Labuhanbatu Utara Regency, North Sumatera Province, Indonesia, continues to decline from year to year, partly due to the reduction in the area of paddy fields. This was caused by land conversion from paddy fields to non-paddy fields. This research aims to analyze the pattern of changes in the process of paddy fields to non-paddy fields in Labuhanbatu Utara Regency and its suitability on the regional spatial plan between 2017 and 2021. The research uses a descriptive qualitative method. The data was processed and analyzed using an overlapping method on biophysical data, existing conditions, and other thematic data, using Geographic Information System. The results showed that there had been a reduction in the area from paddy fields to non-paddy fields of 2,992.88 hectares from 2017-2021. It is dominated by conversion from paddy fields to oil palm areas of 2,795.58 hectares. The conversion suitability of paddy fields to non-paddy fields in 2017-2021 against Labuhanbatu Utara regional spatial plan is 21.92 percent, while 78.08 percent is not. To maintain food security in Labuhanbatu Utara Regency, the government should tighten supervision of the implementation of the regional spatial plan as well as increase the allocation of paddy fields.
