Abstract

Pelaksanaan pembangunan di awali dengan perencanaan yang di sebut dengan Musyawarah Perencanaan Pembangunan (Musrenbang). Musrenbang adalah wadah atau forum masyarakat untuk menampung aspirasi sesuai dengan kebutuhan masyarakat. Dari hasil pengamatan kegiatan terealisasi di tahun 2015, serapan usulan kegiatan yang berasal dari Musrenbang hanya mencapai sebagian. Proses perencanaan pembangunan daerah yang berlangsung secara umum masih memiliki beberapa kekurangan.Yang menjadi kekurangan dalam hasil pelaksanaan perencanaan pembangunan adalah (1) faktor anggaran. (2) sumber daya masyarakat yang umumnya masih lemah. (3) sumber daya organisasi atau perangkat daerah yang belum memadai. (4) pergeseran usulan kegiatan. Serta faktor lainnya seperti mekanisme penyampaian usulan kegiatan yang belum baku  dan peran aktor perumus kebijakan publik yang signifikan.Untuk mengoptimalkan keberhasilan perencanaan hingga ke tahap implementasi perlu upaya serius untuk membenahinya sejak proses pengajuan usulan kegiatan, penyusunan dokumen perencanaan dan anggaran hingga realisasi. Tujuan penelitian ini ialah untuk mengetahui dan mendeskripsikan (1) bagaimana pelaksanaan perencanaan pembangunan di Kelurahan Sei Putih Tengah terhadap infrastruktur, berupa pembangunan jalan dan perbaikan di bidang fisik. (2) faktor-faktor yang menjadi kendala tidak berjalannya pelaksanaan perencanaan pembangunan tersebut. Penelitian ini menggunakan metode deskriptif kualitatif. Yang menjadi sampel dalam penelitian ini berjumlah 11 orang. Pengumpulan data di peroleh dari wawancara, dokumentasi dan observasi. Setelah data di peroleh kemudian di analisis dengan menggunakan reduksi data, penyajian data dan verifikasi

Abstract

The dynamics of regional income has attracted the attention of practitioners, scholars and academics. A critical issue in development for the past and current decades is the disparity or inequality of income distribution among regions. The disparity of income distribution, in this case, refers to the convergence theory of the Solow-Swan model developed by Barro and Sala-i-Martin. Accordingly, the study will identify and analyse several prepositions. The contribution of this work for the next step will provide an additional wealth of knowledge in regional economics and regional development, especially with regard to the convergence of regional income disparities. This study also will contribute to the local governments to accelerate the convergence of income disparities in the Province of North Sumatera. Later, the authors' work will provide input to local governments on the variables that converge or diverge in the process of income disparity convergence so that recommendations can be taken based on the estimated study results.

Abstract

The objectives of this study are (1) to analyze the effect of the General Allocation Fund on the development of the Regency/City of North Sumatra Province. (2) Analyzing the influence of the Special Allocation Fund on the development of the Regency/City of North Sumatra Province. (3) Analyzing the effect of the Revenue Sharing Fund on the development of the Regency/City of North Sumatra Province. (4) Analyzing the influence of Regional Expenditures on the development of Regency/City of North Sumatra Province. (5) To analyze together the influence of the General Allocation Fund, Special Allocation Fund, Revenue Sharing Fund and Regional Expenditure on the development of the Regency/City of North Sumatra Province. The method of analysis can be grouped into quantitative data. The results of this study are (1) the General Allocation Fund (DAU) has a negative and insignificant effect on the development of districts/cities in North Sumatra Province, North Sumatra Province. (2) The Special Allocation Fund (DAK) has a negative and significant effect on the development of districts/cities in North Sumatra Province, North Sumatra Province. (3) Revenue Sharing Fund (DBH) has a positive and significant impact on the development of districts/cities in North Sumatra Province, North Sumatra Province. (4) Regional Expenditures (BD) have a positive and significant effect on the development of districts/cities of North Sumatra Province, North Sumatra Province. (5) DAU, DAK, DBH and Regional Expenditures simultaneously have a significant effect on the development of districts/cities in North Sumatra Province, North Sumatra Province.

Abstract

This study aims to assess the impact of special autonomy on the convergence of regional economic growth in Aceh, as well as factors that affect the convergence of economic growth before and after the enactment of special autonomy in Aceh. The independent variable in this study is the initial GDP per capita, working population, poor people, school duration, life expectancy, gross fixed capital formation, local revenue, equalization fund, and total receipts. The dependent variable is economic growth. The data used is secondary data in the form of panel data of the 23 districts / cities in Aceh from 1991 to 2012. The model used is panel data regression model which are grouped into two part of analysis which is before special autonomy (1991-2001) and after special autonomy (2002-2012). The estimation results indicate that there is sigma convergence of Aceh's regional economic growth which is shown by the decreasing value of standard deviation from 0.7698 before special autonomy to 0.5411 after special autonomy. In absolute terms, it is also ensued that there is a significant convergence of regional economic growth in Aceh in which the value of half-life of convergence to non-oil is about 27 years. While the speed of convergence after the special autonomy is increased. Conditionally, the exogenous variables that have a significant effect was only local revenues and school duration. Entire period takes 30 years half-life convergence with the speed of convergence on average 2.30 percent per year towards a steady state. The development program in the future should be oriented in creating many more employment opportunities, reducing poverty significantly, the enhancement of life expectancy, increasing people’s education to a higher level, as well as reducing the development gap in each district in Aceh. Keywords: Convergence, Speed of Convergence, Half-Life of Convergence, Special Autonomy, the Regional Economic Growth

Abstract

This study aims to describe the facts about the level of accommodation of community proposals through data on the proposed realization of the results of the musrenbang in the priority scale of sub-districts in the physical field, in accordance with the mandate of the law, which aims at implementing development planning that is oriented to the interests of the community. (Botoom-up planning). However, the opinion that developed in the community considered that musrenbang was considered merely a formality of the government in carrying out the mandate of the law. Departing from the public opinion, the researcher was interested in raising and researching this problem with the object of musrenbang research in Medan Tuntungan sub-district. This study analyzes the problems related to the implementation with qualitative descriptive methods. From the results of the study, it can be concluded that the concept of regional development planning is appropriate, but the real problem is the implementation of the results of the musrenbang in the Medan Tuntungan sub-district which is less accommodated by the government.

Abstract

This study is intended to answer the effect of land use, community participation and their relationship toflooding. The result states that land use has a direct effect to flooding with value of about -0.323, all of the land use does not have an indirect effect, therefore the total score is -0.323. Community participation for flood control has a direct effect of about 1.640. The participation does not have an indirect effect, therefore the total effect is 1.640. Community participation has a direct effect to flooding with score of -0.416. The indirect effect is 2.322, while the total effect is 1.906. Land use for flood control has no direct effect and indirect effect. Land use has a direct effect to flood with score of a bout -0.323. It does not have an indirect effect, while the total effect is -0.323. Flood control effect on flooding has a direct effect of 1.416. It does not have indirect effect, thus the total effect is 1.416. The study reveals that the land use and community participation related to flood variables have significant effect. Moreover, flood control effort also has significant effect to reduce flooding.

Abstract

Ten years after rehabilitating and reconstructing some coastal areas of Banda Ache struck by the tsunami, and the city is currently repopulated, with most of its open land and community ponds converted into settlements. This rise in population needs to be controlled to minimize damages and casualties, assuming the tsunami hits again. Presently, the Banda Aceh City spatial plan for 2029 does not have a clear concept of tsunami mitigation, specifically in the spatial pattern of coastal areas. Therefore, this research aims to remap the vulnerability level of the Banda Aceh City coastal area from the tsunami hazard and determine alternative strategies based on the tsunami level in achieving safe, comfortable, productive, and sustainable spatial planning goals. This starts by analyzing the wave height generated by the earthquake that triggered this natural disaster and mapping the spatial distribution of the area and the tsunami's inundation height. The results showed that the proportionate regions prone to Level-2 tsunami were worse than the 2004 disaster based on the water level markers built in the city. The spatial planning strategies for the coastal area of Banda Aceh City are carried out by determining the level of tsunami-prone and the potential of the area's resources through a new approach of the multi-layer tsunami defence systems by combining sea dike, greenbelt, silvo-fishery, and the elevated road.

Abstract

Regional economic growth influence by internal or external factors. Economicgrowth as indicated by the capabilities of a region to supplied various economic goods forthe resident on the long run period. Various problem raised on conjuction with regionaleconomic growth. Regional disparities and equally development distribution becoming mainproblem on regional growth.This research used the panel data (time series and cross section data) from various region.Data analysis aid by the use of GLS (Generalized Least Square). This methode consist of twomodels, as commonly recommended, ie : Fixed Effect Model (FEM) and Random EffectModel (REM). The research result show that coefficient of determination (R2) 0,79 %, meaningthat 79 % of independent variable could explain it influence on dependent variable, whilethe rest of 21 % explained by the other variable outside of the model. Estimation result showthat investment (domestic investment) give positive influence on economic growth, governmentdevelopment expenditure positively influence economic growth, the total high school positivelyinfluence economic growth, roads network negatively influence economic growth, populationdensity positively influence economic growth, and etnic heterogeneity also positively influenceeconomic growth with significant level of 95 %

Abstract

Penelitian ini betujuan untuk mengkaji secara empiris beberapa variabel yang mempengaruhi nilai perusahaan yang terdiri dari kepemilikan institusional, ukuran perusahaan dan profitabilitas melalui Struktur Modal. Populasi penelitian ini adalah perusahaan sektor industri kepariwisataan yang terdaftar di Bursa Efek Indonesia dan aktif sejak tahun 2010-2014 sebanyak 19 perusahaan, keseluruhan populasi menjadi sampel dengan tehnik pengambilan sample menggunakan total sampling. Pengujian hipotesis menggunakan analisis regresi berganda dengan pengolahan data menggunakan program SPSS. Hasil penelitian menunjukkan bahwa kepemilikan institusional, ukuran perusahaan dan profitabilitas berpengaruh signifikan terhadap struktur modal.
