Abstract

The government faces quite big constrains in the implementation of rural development due to the aspects of Geography, Topology, Demography, infrastructure availability, poor human resources, and relatively low rural institutional capability. One of the very important attempts which needs to be carried out by Central Government and Local Government is to encourage, promote, develop and actualize the power and ability of the rural communities themselves. The power and ability sourced and found in the rural communities themselves is defined as “Community Participation”. This study  used the primary data obtained through interviewing the respondents (local community) and the secondary data obtained from the data of Subdistrict Government of Teluk Mengkudu, Statistic Coordinator of Teluk Mengkudu Subdistrict, Community Empowerment and Rural Government Board of Serdang Bedagai District. The result of this study showed that, based on the result of regression equation, the coefficient value of village competition was 0.6071 with sig.t = 0.000. Since the value of sig.t was < α (0.05), Ho was rejected and H1 was accepted. Thus, village competiton had a significant influence on the initiatives of the community in developing their village in Teluk Mengkudu Subdistrict. Then, from the other regression equation, it was found out that the coefficient value of village competition was 0.3278 with sig.t = 0.0156. Since the value of sig.t was < α (0.05), Ho was rejected and H1 was accepted. Thus, village competition had a significant influence on the active participation of the community in developing their village in Teluk Mengkudu Subdistrict. The positive sign of coefficient value of village competition showed that if Village Competition is increasingly enhanced, that intiative of the community in developing their village in Teluk Mengkudu Subdistrict is also increasingly increased or both variables had unidirectional relationship. The conclusion drawn from the result of this study is that Village Competition is one of the activities done by both Central Government and Local Government in theirn attempt to educate their people to increase their initiatives and active participation to develop their villages.

Abstract

The result of the research showed that Marindal I village fell under self-supporting village. The determinant factors of village typology indicated that Marindal I village tended to have the characteristic of urban life, viewed from the population density of 2.692 person per square kilometer. 98.59 % of the people’s livelihood at Marindal I village was non –agrarian. Education at Marindal I village made it a self-supporting village or developing village because 92,49 % of its people were SD (Elementary School)graduates. Custom at Marindal I village was no strict, were only three adat ceremonies. In village equipment and infrastructure, Marindal I village was in (3,11 %). The people’s social life at this village was not very good, and it seemed that it lacked of sense of togetherness. Netherless the deveolpment pattern of Marindal I village as the hinterland tended to be progressive

Abstract

The principles of Good Corporate Governance are important so that performance is increasing and beneficial to the stakeholders. The formulation of the problem of how Good Corporate Governance principles, obstacles, and actions to improve the principles of Good Corporate Governance in  PT. XYZ Finance Region of North Sumatra. Combined research (Mixed Methods Research) Respondent only leaders with supervisor level until general manager Questionnaire data collection, observation and interview of respondent Descriptive statistic analysis, triangulation technique credibility test and transferability. PT. XYZ Finance of North Sumatera region runs the principles of Good Corporate Governance with: The principle of openness: 3.7 good. Accountability: 4.1 good. Accountability 3.1 is not good. Independence: 2.6 less good. Fairness: 3.2 is not good. Total value: 4,026 on either area. Two factors that play the role of internal factors, as a driver of success and external factors, which affect the successful implementation of Good Corporate Governance. Beyond these two factors, the most strategic aspect of supporting the implementation of Good Corporate Governance effectively depends on the quality, skill, credibility, and integrity of the various parties that drive the companys organs. Performance improvement plan in order to realize the principles of Good Corporate Governance in order to deliver the results as expected must meet the criteria of practical, time oriented, specific and committed.

Abstract

The purpose of this study was to analyze the factors that influence the implementation of the Karo District Regulation number 2 of 2018 regarding the anniversary of Karo District. The method used is descriptive qualitative research methods. The results showed the implementation of the Karo District Regulation No. 2 of 2018 on the Anniversary of the Karo District could be said to have been running optimally. This is seen from the communication aspect in the form of socialization carried out by the Regional Autonomy Section of the Karo Regency Regional Secretariat to all Local Government Agencies and Communities throughout the Karo Regency. Judging from the non-human resources, the facilities in the activities of the anniversary were quite adequate for all of the activities of the anniversary. This is evidenced by the implementation of the anniversary on March 8, 2018 in Jambo Karo District with a variety of series of activities ranging from pilgrimage to the tomb of the hero to entertainment activities. The influencing factors, namely the inhibiting factors are the lack of human resources (HR), lack of budget and lack of some of the trust of the people of Karo. Supporting factors are support from the local government, inculcation of employee awareness as the State Civil Apparatus (ASN) and accessibility factors.

Abstract

As well as Factors that influence Service Quality in Recording AK I for job seekers in the Transmigration and Manpower Office of Aceh Singkil Regency. With the aim of this research is to find out the quality of service for recording I AK seen from Tangible (tangible) indicators, reliability (reliability), responsiviness (Assurance), Assurance (guarantee), and Emphaty (Empathy) in giving satisfaction to job seekers at the Transmigration and Manpower Agency Aceh Singkil Regency Work and Factors that Influence Service Quality in Recording AK I for job seekers in the Transmigration and Manpower Office of Aceh Singkil Regency. This research method uses descriptive qualitative research, to obtain an overview as the formulation of the existing problem and reveal the problem as it is in accordance with the existing reality through analysis of descriptive data from the results of interviews. The results of the study found several indicators of service quality that have not been well met, this was from the results of interviews and research observations at the research site. The reason is the lack of budget allocation and Allocation of Facilities and Infrastructure Supporting services from the Transmigration and Manpower Service to the Manpower sector which is responsible for the AK I. Recording service. Recommendations on the results of research are expected by the Transmigration and Manpower Service to establish AK I Registration Services Unit which has its own facilities and infrastructure. and fulfill human resources who are skilled in the field of services.

Abstract

The purpose of this study is to analyze the Implementation of the Indonesia Healthy Card Program (KIS) in Pasar Baru Sub-District, Sei Tualang Raso District, Tanjungbalai City and What are the factors that influence the Implementation of the KIS Program in Pasar Baru Sub-District, Sei Tualang Raso Subdistrict, Tanjungbalai City. By using a qualitative research method approach. The results showed that the implementation of the KIS Program in Pasar Baru Kelurahan, Sei Tualang Raso District, if viewed from the above aspects, it could be concluded that it had not been implemented optimally. The communication aspect shows that there are still many people who do not yet know of its existence and benefits. This is because the delivery of information / socialization has not been comprehensive. The aspect of resources shows, there are still human resources who do not yet have the expertise and authority. Funds are still inadequate, facilities and infrastructure are still lacking in supporting the implementation of the KIS program, aspects of the attitude of the implementers show good attitudes and responsibilities of the implementers in accordance with the main tasks and functions, aspects of the bureaucratic structure show that there is no cohesion between employees / officials in task implementation due to lack of coordination. Obstacles in the implementation of the KIS program, including inadequate health service facilities, the unpreparedness of Village Employees in making socialization to the community and the lack of accuracy of the implementing apparatus in carrying out the KIS program.

Abstract

The regulation of village existence through Law no. 6 of 2014 must be acknowledged as providing opportunities for the growth of village autonomy. A number of pressures in several articles provide discretion that allows village autonomy to grow along with several conditions that must be considered by the village government, village communities. UU no. 6 of 2014 at least encourages its autonomy to make all affairs that have been recognized and respected by the state, plus local scale affairs not just for display, but the accumulation of all assets that allow the village to get richer with the capital it has. This research uses a qualitative approach with case studies as a research strategy. Data were obtained from interviews and Focus Group Discussions (FGD) by presenting key informants and also supporting informants from the village government, community leaders and also traditional and religious leaders in Padangsidempuan City. The concept of village development, known as bottom-up development, places the village as a pillar of national economic development. This concept then forces the village to continue to prepare itself in order to achieve village autonomy and independence. Institutional strengthening can be seen from community institutions being given space in planning and implementing development in the village. This shows that Law no. 6 of 2014 has provided space for the community in determining the direction of village development.

Abstract

The purpose of this research is to analyze the implementation of the regulation of Minister of Home Affairs number 141 in the year of 2017 re the affirmation guidelines of territorial borders between Karo Regency and Dairi Regency. This research is conducted in the government of Karo Regency, the government of Dairi Regency and the government of North Sumatera Province. This research applies qualitative method with descriptive approach.  Data collection technique is conducted by observing, interviewing, intensive interview, and documenting. This research discovers that the implementation of territorial border regulations between Karo Regency and Dairi Regency has been applied following the regulation of Minister of Home Affairs number 141 in the year of 2017 re the affirmation of territorial boundaries. This is reflected in variable of communication, implementation of conflict management due to territorial borders has been running well enough by direct and indirect communication, although not all of the implementors among the government; variable of resources, implementation of conflict management due to territorial borders are not sufficient related to human resources, budgeting, equipment, information source and authority; variable of disposition, implementation of conflict management due territorial borders have not been applied successfully as a concrete commitment by all level of implementors; variable of  structural bureaucracy, implementation of conflict management due to territorial borders still have invisible cohesive rhythm and movement among the government of North Sumatera Province with the government of Karo Regency and the government of Dairi Regency.
