Abstract

ABSTRACTImplementation of the Student Work Lecture program, the implementation of which is that students only use Student Work Lecture activities as formal activities to fulfill academic requirements. The goals that are expected to solve community problems and advance community welfare are not properly considered and actualized. As for identifying the problem, what is the effectiveness of the Student Work Study program as a form of the Tridharma of Higher Education as stated in Law Number 12 of 2012 concerning Higher Education in advancing community welfare? and What are the obstacles to the effectiveness of the Sultan Ageng Tirtayasa University Student Work Lecture program as a form of the Tridharma of Higher Education in advancing community welfare based on Law Number 12 of 2012 concerning Higher Education? The theories in this research are, Legal Effectiveness Theory and Welfare Theory. The research method is empirical juridical. The research specification is descriptive analysis. The data source is primary data supported by secondary data. The data collection technique is interviews. Data was obtained and analyzed descriptively using a qualitative approach method. The results of the research are based on the indicators mentioned by Soerjono Soekanto, namely, Legal Factors, Regulations governing Tridharma are clearly regulated in the Law, Law Enforcement Factors, supervision of implementation has not been carried out properly, Means or Facilities Factors, the process of fulfilling the facilities for students who are looking for , determining and even financing it yourself, Community Factors, the implementation of work programs created by students is still far from achieving community prosperity, Cultural Factors, the cultural culture of students who still do not have legal awareness. The obstacles faced are; Constraints on student performance, lack of supervision of the implementation of Student Work Lectures, Failure to Provide Facilities. The conclusion is that, based on the 5 (five) indicators, only 1 (one) is effective, namely Legal Factors, then 4 (four) are ineffective, namely Law Enforcement Factors, Community Factors , Facilities and Facilities Factors, Cultural Factors. It can be concluded based on this that Student Work Lectures have not been effective for the past 3 (three) years. Suggestions: It is necessary to carry out good supervision and make efforts to increase students' self-awareness regarding the implementation of the Student Work Lecture program, and facilities and facilities must be provided.Keywords: Tridharma of Higher Education, Student Work Study, Public Welfare. ABSTRAKPelaksanaan program Kuliah Kerja Mahasiswa, pelaksanaannya mahasiswa hanya menjadikan kegiatan Kuliah Kerja Mahasiswa sebagai kegiatan formalitas pemenuhan syarat akademis. Adapun identifikasi masalahnya, Bagaimana efektivitas program Kuliah Kerja Mahasiswa sebagai bentuk dari Tridharma Perguruan Tinggi yang tertuang dalam Undang- Undang Nomor 12 Tahun 2012 Tentang Pendidikan Tinggi dalam memajukan kesejahteraan masyarakat? dan Bagaimana kendala efektivitas program Kuliah Kerja Mahasiswa Universitas Sultan Ageng Tirtayasa sebagai bentuk Tridharma Perguruan Tinggi dalam memajukan kesejahteraan masyarakat berdasarkan Undang-Undang Nomor 12 Tahun 2012 tentang Pendidikan Tinggi?. Teori dalam penelitian ini yaitu, Teori Efektivitas Hukum dan Teori Kesejahteraan. Metode penelitian yaitu, yuridis empiris. Spesifikasi penelitian yaitu deskriptif analisis. Sumber data yaitu data primer yang ditunjang oleh data sekunder. Teknik pengumpulan data adalah wawancara. Data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian berdasarkan Indikator yang telah disebutkan oleh Soerjono Soekanto yaitu,  Faktor Hukum, Peraturan yang mengatur Tridharma sudah diatur secara jelas didalam Undang-Undang, Faktor Penegak Hukum, pengawasan pelaksanaan belum dilakukan dengan baik, Faktor Sarana atau Fasilitas, proses pemenuhan fasilitas Mahasiswa yang mencari, menentukan bahkan mebiayai sendiri, Faktor Masyarakat, pelaksanaan program kerja yang dibuat oleh mahasiswa masih jauh dalam mencapai kesejahterakan masyarakat, Faktor Kebudayaan, kultur budaya mahasiswa yang masih belum memiliki kesadaran hukum. kendala yang dihadapi yaitu; Kendala kinerja mahasiswa, kurangnya pengawasan pelaksanaan Kuliah Kerja Mahasiswa, Tidak Diberikannya Fasilitas Kesimpulannya yaitu, berdasarkan dari 5 (lima) indikator hanya 1 (satu) yang efektif yaitu Faktor Hukum, kemudian 4 (empat) tidak efektif, yaitu Faktor Penegak Hukum, Faktor Masyarakat, Faktor Sarana dan Fasilitas, Faktor Kebudayaan. disimpulkan berdasarkan hal tersebut bahwa Kuliah Kerja Mahasiswa belum efektif selama periode waktu 3 (tiga) tahun belakang, Saran, Perlunya melakukan pengawasan dengan baik dan melakukan upaya meningkatkan kesadaran diri mahasiswa mengenai pelaksanaan program Kuliah Kerja Mahasiswa, serta harus dipenuhinya sarana dan fasilitas. Kata Kunci: Tridharma Perguruan Tinggi, Kuliah Kerja Mahasiswa, Kesejahteraan Masyarakat.

Abstract

The tourism industry has proven its role as an alternative economic activity that can improve community welfare and contribute to regional income. Identify the problem, how is the role of the Serang City regional government implemented in developing the potential of culinary tourism as an increase in local revenue? and What are the obstacles and solutions for the regional government of Serang City in developing the potential of culinary tourism as an increase in local revenue? The theories used are authority theory and tourism management theory. The method used is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews and secondary data. The results of the research show that the implementation of the role of regional government has not been fully implemented. The construction and development plans for the culinary specialty area have not yet been fully realized, because the management is still in the process of structuring and adjusting. Regional government support in dealing with obstacles and solutions for developing culinary tourism potential is not yet optimal, because the budget is not focused on culinary center development activities. In conclusion, the government's efforts in managing tourism are carried out by carrying out development in strategic places such as utilizing government land and involving outside parties to contribute to facilitating the development of culinary specialty areas. Regional government constraints include budget, unfocused central location and minimal efforts to accelerate government land use. Suggestions, the regional government is expected to carry out new innovations in culinary productivity in Serang City.

Abstract

ABSTRACTPublic service is a basic right of every human being which must be fulfilled by the state, as mandated by the 1945 Constitution of the Republic of Indonesia, Article 34 paragraph (3). The first identification is what is the authority of the Tangerang Regency Communication and Informatics Service in handling online-based public complaints via the SP4N-LAPOR application! on the quality of public services based on Tangerang Regent's Regulation Number 20 of 2021 concerning Management of Public Service Complaints?. Second, what are the obstacles for the Tangerang Regency Communication and Informatics Service in handling online-based public complaints via the SP4N-LAPOR application! on the Quality of Public Services?. The theories used are the theory of authority and the theory of public service. The research method used is empirical juridical with analytical descriptive research specifications. The results of this research are that the Tangerang Regency Communication and Informatics Service has the authority to coordinate in handling and resolving public complaint reports on SP4N-LAPOR! and the implementation of Tangerang Regent Regulation Number 20 of 2021 concerning Management of Public Service Complaints, but it is not optimal. The conclusion is the accumulated number of completed incoming reports for 2021-2023 via SP4N-LAPOR! reached 39.1% of the predetermined completion target and the lack of Human Resources (HR) and incomplete facilities and infrastructure became obstacles in the process of completing the report. The suggestions in this research are increasing socialization to the public regarding SP4N-LAPOR!, increasing the number of handling officers, as well as providing proper and adequate facilities and infrastructure. Keyword: Tangerang Regency Communication and Information Service, Management of Public Service Complaints, SP4N-LAPOR!. ABSTRAKPelayanan publik merupakan hak dasar setiap manusia yang harus dipenuhi oleh negara hal ini sebagaimana amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 Pasal 34 ayat (3). Identifikasi pertama yakni Bagaimana Kewenangan Dinas Komunikasi dan Informatika Kabupaten Tangerang dalam Penanganan Pengaduan Masyarakat Berbasis Online melalui Aplikasi SP4N-LAPOR! terhadap kualitas pelayanan publik berdasarkan Peratuan Bupati Tangerang Nomor 20 Tahun 2021 tentang Pengelolaan Pengaduan Pelayanan Publik?. Kedua, Apa Kendala Dinas Komunikasi dan Informatika Kabupaten Tangerang dalam Penanganan Pengaduan Masyarakat Berbasis Online melalui Aplikasi SP4N-LAPOR! terhadap Kualitas Pelayanan Publik?. Teori yang digunakan yaitu teori kewenangan dan teori pelayanan publik. Metode penelitian yang digunakan adalah yuridis empiris dengan spesifikasi penelitian deskriptif analitis. Hasil dari penelitian ini yaitu Dinas Komunikasi dan Informatika Kabupaten Tangerang memiliki kewenangan melakukan koordinasi dalam penanganan dan penyelesaian laporan pengaduan masyarakat pada SP4N-LAPOR!. Terlaksananya Peraturan Bupati Tangerang Nomor 20 Tahun 2021 tentang Pengelolaan Pengaduan Pelayanan Publik, tetapi belum maksimal. Kesimpulannya adalah akumulasi jumlah penyelesaian laporan masuk tahun 2021-2023 melalui SP4N-LAPOR! mencapai 39,1% dari target penyelesaian yang telah ditentukan serta kurangnya Sumber Daya Manusia (SDM) dan tidak lengkapnya sarana dan prasarana menjadi kendala dalam proses penyelesaian laporan. Saran dalam penelitian ini yaitu meningkatkan sosialisasi kepada masyarakat mengenai SP4N-LAPOR!, penambahan jumlah petugas penanganan, serta penyediaan sarana dan prasarana yang layak dan memadai. Kata Kunci: Dinas Komunikasi dan Informatika Kabupaten Tangerang, Pengelolaan Pengaduan Pelayanan Publik, SP4N-LAPOR!.

Abstract

The implementation of the merit system in Cilegon City Government is to find out whether the 8 (eight) important aspects used in the merit system assessment are properly implemented and are able to produce professional apparatus or not. The method used in this study is a review of 8 (eight) important aspects of the merit system assessment based on the mandate of law number 5 of 2014 concerning State Civil Apparatuses also based on KASN assessments through Regulation of the State Civil Apparatus Commission Number 9 of 2019 concerning Procedures for Assessment Mandiri Merit System in the Management of State Civil Apparatuses in Government Agencies that apply to the problems discussed in this study. Research that uses a statutory approach is often referred to as normative legal research. The results of this research are that the City Government of Cilegon has not fully implemented the 8 important aspects of the merit system assessment as mandated by Article 51 of Law Number 5 of 2014 concerning State Civil Apparatuses that ASN management is organized based on a merit system.

Abstract

The social stigma that persons with disabilities cannot work as effectively as ordinary employees makes the government have to guarantee the rights of persons with disabilities which aim to provide equal opportunities, respect, fulfillment and protection of the rights of persons with disabilities in social life, including in job training. The purpose of this study is what are the authorities and constraints of the Tangerang City Employment Service in implementing the Social Empowerment Policy for Job Training for Persons with Disabilities in Tangerang City based on Tangerang City Regional Regulation Number 3 of 2021 concerning Respect, Protection and Fulfillment of the Rights of Persons with Disabilities? The method used in this research is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews with Manpower Office officials and secondary data. The results of this research are that the social empowerment authority for persons with disabilities is carried out by the Manpower Office in the form of job training at the UPT BLK of the Employment Service which has not been implemented optimally where the Disability Service Unit has not yet been implemented. In conclusion, the authority of the Department of Manpower in empowering persons with disabilities, which is a source of authority for delegations, has not been fully implemented. The obstacles faced are the inactivity of the Disability Service Unit, the socialization of job training for persons with disabilities is still lacking, the factor is the lack of job training education for the community, especially persons with disabilities, and facilities and infrastructure that meet disability standards are still lacking.

Abstract

In the 1945 Constitution it is explained that the government of the Republic of Indonesia recognizes the existence of villages and customary rights and respects diversity and provides constitutional protection to all village communities. The village government is responsible for managing village finances independently as stipulated in Law Number 6 of 2014 concerning Villages. The responsibility given is not only for village financial management but also includes assets owned and village income in order to improve the quality of life of village communities. The problem that will arise in the use of village finances is the emergence of fraud and corruption committed by village officials or the village government. Therefore, it is necessary to know how the position of village finance is in supervising state finances and the implementation of supervision of villagefinancial management based on village financial regulations in Indonesia. This study uses a descriptive analysis method, using a normative juridical approach and a case study. The results of the research show that currently there is no law or legal provisions that regulate precisely which explains that village finances are part of state or regional finances. Related to village finances, it is only regulated in the source of funding obtained for the benefit of the village. Regarding village financial funding sources, it is regulated in article 72 of Law Number 6 of 2014. In order to make it clearer that village finances are part of state finances, new legal encouragement and provisions are needed which explain precisely that village finances are part of state finances. Arrangements for the implementation of supervision of state financial management are contained in Permendagri no 73 of 2020 through several stages, namely planning, implementation, reporting and follow-up supervision.

Abstract

ABSTRACTThis research examines the management and role of the Cultural Heritage Protection Center (BPCB) in preserving cultural heritage at the Banten Girang Site. Cultural heritage is a valuable legacy that needs to be safeguarded and preserved for the enjoyment of present and future generations. BPCB has the primary responsibility for managing and protecting cultural heritage, including the significant historical and cultural value of the Banten Girang Site. The aim of this study is to analyze the approaches and strategies employed by BPCB in managing and protecting the Banten Girang Site. The research methods used include document analysis, interviews with relevant stakeholders, and a literature review on cultural heritage management. The findings of the study indicate that BPCB has implemented various efforts to ensure effective protection of the Banten Girang Site. The role of BPCB in the protection of the Banten Girang cultural heritage site includes monitoring, control, and surveillance of activities that could potentially damage the site. Additionally, BPCB conducts socialization and education to raise awareness among the community about the importance of preserving cultural heritage. This research provides a better understanding of the management and role of BPCB in the protection of the Banten Girang cultural heritage site. These findings can serve as a basis for enhancing strategies and policies in safeguarding cultural heritage in the future.Keyword: Banten Girang Site, BPCB, Cultural Heritage, Management. ABSTRAKPenelitian ini mengkaji pengelolaan dan peran Balai Perlindungan Cagar Budaya (BPCB) dalam melindungi cagar budaya di Situs Banten Girang. Cagar budaya merupakan warisan berharga yang perlu dijaga dan dilestarikan agar dapat dinikmati oleh generasi sekarang dan mendatang. BPCB memiliki tanggung jawab utama dalam pengelolaan dan perlindungan cagar budaya, termasuk Situs Banten Girang yang memiliki nilai sejarah dan budaya yang signifikan. Penelitian ini bertujuan untuk menganalisis pendekatan dan strategi yang dilakukan oleh BPCB dalam mengelola dan melindungi Situs Banten Girang. Metode penelitian yang digunakan meliputi analisis dokumen, wawancara dengan pihak terkait, dan studi literatur terkait pengelolaan cagar budaya. Hasil penelitian menunjukkan bahwa BPCB telah melaksanakan berbagai upaya untuk memastikan perlindungan yang efektif terhadap Situs Banten Girang. Peran BPCB dalam perlindungan cagar budaya Situs Banten Girang meliputi pengawasan, pengendalian, dan pemantauan terhadap kegiatan yang berpotensi merusak situs tersebut. Selain itu, BPCB juga melakukan sosialisasi dan edukasi kepada masyarakat mengenai pentingnya pelestarian cagar budaya. Penelitian ini memberikan pemahaman yang lebih baik tentang pengelolaan dan peran BPCB dalam perlindungan cagar budaya Situs Banten Girang. Temuan ini dapat menjadi dasar untuk meningkatkan strategi dan kebijakan dalam melindungi cagar budaya di masa depan.Kata Kunci: : Situs Banten Girang, BPCB, Cagar Budaya, Pengelolaan.

Abstract

The problem of reclamation in Kramatwatu, Bojonegara, and Pulo Ampel sub-districts is an action that can result in food security not being realized. The problem of reclamation in Kramatwatu, Bojonegara, and Pulo Ampel sub-districts is an action that can result in food security not being realized. The purpose of this study was to analyze the implications of coastal reclamation for food security in the fisheries sector according to Law Number 18 of 2012 concerning Food and to analyze the targets for food security in the fisheries sector in Serang Regency achieved by the existence of the Food Security and Fisheries Service. The method used in this researchis normative juridical and sociological juridical, with analytical descriptive research type. Collection of research data from secondary data which is the main data source in research, and primary data as a source of supporting data in the form of interviews with the Head of the Food Sector of the Food Security and Fisheries Service of Serang Regency. Analyzed qualitatively normative. The result of the research is that the issuance of reclamation permits that conflict with the welfare of coastal communities in the Pulo Ampel, Kramatwatu, and Bojonegara Districts has an impact on not fulfilling the availability of fish. not in accordance with the mandate in Article 12 paragraph (2) and paragraph (4) of Law Number 18 of 2012 concerning Food which states that the government and regional governments are responsible for the availability of food in the region. The consequences of reclamation greatly affect fish production and catches of fishermen. This means that the Serang Regency Food and Fisheries Service has not achieved food security targets in the sub-districts that were fully affected by the reclamation. The problem of food security should be taken seriously. So that synergy is needed between policies and laws and regulations.

Abstract

Overcoming the poor is a policy and program for both the government and local governments as one of the manifestations of the welfare state as stipulated in Article 28C paragraph (1) and Article 34 of the 1945 Constitution of the Republic of Indonesia. Both articles mandate the state's obligation to care for the poor and abandoned children. Data from the Central Bureau of Statistics of Serang City explains that the poor or those under poverty in Serang City as of March 2022 fell from 6.79 percent to 6.12 percent. The number of poor people fell from 47,000 in 2021 to 43,000 in March 2022. There was a decrease of 4,000 people. This indicates that there is an overcoming and fulfillment of the basic rights of the poor carried out by the government and also the Seran City Social Service. The research method used in this research is empirical juridical analysis with data analysis through a qualitative approach using primary data in the form of interviews with Serang City Social Service Officials in the Poor Handling Division. The result of this research is that the Social Service of Serang City in the Poor Handling Division has carried out its authority well as mandated by the Serang City Regional Regulation Number 3 of 2011 concerning Poverty Reduction.

Abstract

Currently eels are still in the form of enlargement and cannot be cultured. So it is very vulnerable for fishermen to make excessive fishing effort on the glass eelphase. This condition made the government make a policy of limited protection of eel with the Ministerial Decree, Kepmen KP No. 80/KepmenKP/2020. The purpose of this study is to identify the implementation of the Kepmen No. 80/Kepmen-KP/2020, to identify the knowledge of fishers, collectors, and eel rearing units towards the policy, and to identify the perceptions of fishers in the Cimandiri River on the glass eelresources. The method used in this study is normative juridical which focuses on Ministerial Decree Number 80/Kepmen-KP/2020..The results of the study show that the implementation of the Ministerial Decree No. 80/Kepmen-KP/2020 has not been effectively implemented by fishers and collectors. All fishers are not aware of the policy, while 88% of collectors and enlargement all fishers units are aware of it. As many as 60% of fishers stated that there was a change in the decline in glass eeland 67% stated that glass eelresources would not over fishing because fishers did not catch adult (mature) eels. The government needs to increase the internalization and education regarding the importance of preserving eel in nature to stakeholders in Cimandiri River.
