Abstract

Cybercrime is becoming a very serious threat to Indonesia's national security. The pervasive nature of cyberattacks raises questions about the effectiveness of current regulatory measures. This research aims to analyze how the government addresses security challenges in cyberspace in a sustainable manner. A descriptive qualitative method was used to evaluate the impact of cybercrime in Indonesia and its relationship with highly interrelated regulations. The results show that the threat of cybercrime and cyber-terrorism, in both physical and digital forms, has increased alarmingly in recent years. The impact of universal access to all relevant information has several consequences, including the spread of false information and the development of cybercrime networks. Significant measures are needed to disrupt the cyber terrorism industry to create a safe environment in Indonesia. The success of regulatory measures in Indonesia relies on a holistic approach involving the active participation of the government, society, and the private sector.

Abstract

This study compares human resource management (HRM) characteristics between Indonesia's public and private sectors in the context of digital transformation. Both sectors face increasing complexity due to digitalization and changing work paradigms. The private sector contributes 58.2% to GDP, while 68% of 4.2 million civil servants face a mismatch between competencies and job demands. The study aims to analyze the differences, challenges, and opportunities in HRM, focusing on regulatory aspects, management practices, and their impact on organizational performance. The novelty lies in the comparative approach that integrates digital transformation in HRM analysis, which has been underexplored in previous studies. Using a qualitative methodology, the research analyzes academic literature and policy documents from 2019-2024, with constant comparative analysis and source triangulation for validity. The findings reveal significant differences in organizational orientation, regulation, recruitment, motivation, and accountability. The public sector focuses on stability and regulatory compliance, while the private sector prioritizes flexibility and adaptability. This study offers theoretical implications for a new conceptual framework in comparative HRD studies and practical recommendations for optimizing HRD in the digital era, such as developing an integrated talent management system, reforming compensation policies, and strengthening cross-sector collaboration. Limitations include the study's geographic and temporal scope, suggesting further research with mixed-methods and longitudinal approaches to explore HRD practices and technological evolution. This study contributes to understanding HRD dynamics and informs the development of adaptive HRD policies in the digital age.

Abstract

Kashmir, a strategic region in the Himalayas, has long been a centre of historical, cultural, and political significance. Its geopolitical complexity stems from its contested status between India and Pakistan, with additional international involvement shaping the ongoing conflict. This research aims to provide a comprehensive analysis of the Kashmir conflict by examining its historical background, key political events, and the broader implications of territorial disputes. The study employs a literature review approach to identify significant themes, including the historical evolution of Kashmir, the impact of the 1947 partition and Maharaja Hari Singh's accession to India, as well as contemporary challenges such as human rights violations and international diplomatic efforts. The findings reveal that the conflict is deeply rooted in historical grievances, political manoeuvring, and competing nationalistic ideologies. The study concludes that achieving a resolution requires sustained diplomatic efforts and a commitment to addressing the socio-political concerns of the Kashmiri people. This research contributes to the broader discourse on regional conflicts and international mediation by offering insights into the historical and political dimensions of the Kashmir dispute.

Abstract

This study examines the relevance of religious moderation in Indonesia by analyzing Sulh-e-Kull and Din-e-Ilahi, policies of Sultan Akbar during the Mughal Dynasty. Using a qualitative-descriptive approach, it explores how Akbar’s tolerance policies—such as abolishing the jizyah tax, establishing interfaith spaces, and promoting interfaith marriages—fostered social and political integration. The findings highlight that religious moderation not only preserves societal harmony but also strengthens political legitimacy. However, challenges arise from misconceptions equating moderation with absolute pluralism. Learning from Akbar’s successes and criticisms, Indonesia can adopt tolerance-based governance while upholding religious principles. This study concludes that effective religious moderation requires respecting diverse beliefs without compromising core faith values. Policymakers should implement inclusive policies, encourage interfaith dialogue, and promote historical awareness to sustain national unity in a pluralistic society.

Abstract

This narrative review examines strategies, policies, and lessons learned in crisis management within public administration, focusing on institutional resilience, governance structures, communication, cyber resilience, and technology integration. The purpose of this review is to synthesize current evidence and identify the main factors influencing effective crisis responses. A systematic search of peer-reviewed literature was conducted using databases including Scopus, PubMed, and Google Scholar, employing keywords such as crisis management, public administration, emergency response, disaster management, resilience, and risk communication. Inclusion criteria emphasized studies addressing governance, policy, and institutional practices in crisis contexts, while irrelevant or non-peer-reviewed sources were excluded. Findings reveal that institutional resilience, supported by managerial capacity, emergency planning, and adaptive responses, is essential for sustaining services during crises. Governance structures that balance centralization and decentralization, coupled with strong coordination, are more effective than rigidly centralized or fragmented systems. Transparent communication fosters citizen trust, as demonstrated in Taiwan and Singapore, while communication failures, such as in Brazil, undermine compliance. Emerging evidence highlights the critical role of cyber resilience, with cyberattacks disrupting public services globally during COVID-19. The integration of advanced technologies, supported by administrative capacity, further enhances crisis responsiveness. However, disparities between developed and developing countries underscore the role of systemic inequalities in shaping outcomes. The review concludes that future policies should strengthen institutional capacity, promote participatory governance, and invest in digital resilience, while further research is needed on long-term and cross-context evaluations.
