Journal of Indonesian Health Policy and Administration is a journal that presents scientific articles mainly in the field of health policy, programs, and administration. This journal is intended to disseminate research from students, lecturers, or researchers in general who are concerned about improving health efforts through program evaluation and preparing policy recommendations. The articles or manuscripts contained in the Journal of Indonesian Health Policy and Administration include the realm of research, case studies, or conceptual, and limited to literature review. It is an online open-access, blindly peer-reviewed journal that is published every 4 (four) months or 3 (three) times a year, usually in January, May, and September. This journal is published by the Department of Health Administration and Policy, Faculty of Public Health, University Indonesia . Journal of Indonesian Health Policy and Administration is also supported by the Indonesian Public Health Association / Ikatan Ahli Kesehatan Masyarakat Indonesia (IAKMI).

Abstract

. In achieving Universal Health Coverage in 2019, it is necessary to increase access and quality of health services to the community. Puskesmas accreditation is a method of improving the quality of service and patient safety as well as a condition to do collaboration with BPJS. According to Donabedian, quality of services needs to be supported by standardized structures, processes and outcomes which are oriented to internal and external customers. This study aims to analyze the readiness of Puskesmas in accreditation implementation as an effort to improve the quality of health services in Sumbawa Regency. This effort is an implementation act of Health Minister Regulation number 75/2014 on Puskesmas and number 46/2015 on FKTP accreditation by comparing it to those successful accreditation implementation of basic health services in various countries. This study design is a qualitative research uses the Rapid Assessment Procedure design, through in-depth interviews combined with literature review studies sourced from online data bases. This study result showed that the readiness of accredited Puskesmasin Sumbawa district wasseen from three aspects: (1) Structure: resources not yet fulfil the Permenkes 75/2014 standards, (2) Process: stages of the accreditation preparation process is in accordance with the guidelines, but the implementation was not optimal. (3) Outcomes: the accreditation implementation has positive impact on improving the quality of health services. It is necessary to evaluate the implementation of Puskesmas accreditation by involving the Community, the Health Office and the Regional Government.

Abstract

Indonesia has entered an aging population as showed by the number of elderly population which has reached more than 7% of the population. Basically, the increase in the elderly population will also increase the number of illnesses, because the more a person ages, the physical condition will decrease and be more susceptible to disease. This research is a quantitative study that aims to determine the determinants of outpatient health service use for Indonesian elderly in 2017. This research used secondary data from the 2017 National Socio-Economic Survey (Susenas) results with the unit of analysis is people aged ≥ 60 years who had health complaints. The analytical method used is logit regression analysis. The results showed that gender, education, employment status, residential area, health insurance ownership, economic status, and disruption of activity due to illness had a p-value of 0,000 < 0,05 which meansthat it was significantly associated with the utilization of outpatient health services. The most dominant variable is the disruption of activity due to illness. The government can issue policies related to efforts to register each elderly person into health insurance through optimizing a healthy Indonesian program with a family approach. The government is expected to be more assertive in monitoring and evaluating elderly health services by considering factors that support the elderly in utilizing health services to achieve healthy aging and active aging.

Abstract

Diphtheria is a contributor to an outbreak (KLB) for some regions in Indonesia, included West Java Province. Diphtheria cases had increased through 2015 - 2016, the cases increased from 59 cases to 153 cases. Depok City became one of the contributors of diphtheria cases that have fluctuating incidents. Disease trends have decreased in 2013-2015 but then increased in 2016 to 8 cases. This study discusses policy implementation, viewed from policy sources, resource arrangements, the characteristics of implementing agencies, bureaucratic structures, communications, the influence of dispositions and socio-economic and political circumstances in control of Diphtheria Outbreak and Outbreak Response Immunization (ORI) in Depok City in 2017. This type of research is qualitative research with descriptive design, through in-depth interviews and document review. The results showed that the limited resources, especially human resources, the lack of cross-sectoral concern and social environment factors, including the rejection of some community for vaccination, became a challenge in controlling the Diphtheria Outbreak and Outbreak Response Immunization (ORI) in Depok City. It is expected that policy implementers can commit to working together, and taking into the influential factors in policy implementation, as well as government support in providing halal and safe vaccines and research on bioterrorism can also be done as solving cases of diphtheria fluctuating annually.

Abstract

Pictorial health warnings already implemented for more than two years since June 24, 2014, however, there are no changes made following the Minister of Health Regulation No. 28 of 2013 until now. According to the results of the National Survey of Assessment of the Implementation of Pictorial Health Warning (PHW) in Indonesia in 2015 towards the compliance of the tobacco industry, it is known that the cigarette industry has not yet adhered to pictorial health warnings. The Government hopesthat the existence of the Minister of Health Regulation No. 28 can reduce the prevalence of smokers, but data from 2016 SIRKERNAS shows that the prevalence of smoking is increasing. The purpose is to dig deeper towards the implementation of the inclusion of health warnings and health information policy on cigarette packaging, henceforth it can be input into the formulation of tobacco control strategies. This study uses descriptive studies with qualitative analysis through in-depth interviews and document review. Aspects of the process (communication, bureaucratic structure and disposition), aspects of the actor (commitments and relationships) aspects of the content (level, benefits and policy objectives) as well as aspects of the context (political culture and socio-economic) are interrelated and influence each other in the implementation of the inclusion of warnings and health information on the cigarette packs. The implementation of the inclusion of warnings and health information on cigarette packaging has been carried out, and the level of industry compliance in including the PHW at the retail level has reached 99.91%. However, the cigarette industry is not compliant in fulfilling the provisions because the size is not appropriate, PHW images covered by excise tapes, and some terms indicate quality, superiority, security, and imaging.

Abstract

The health development strategies for 2015-2019 is about improving the availability, affordability, equity and quality of pharmaceuticals and medical devices. Since the enactment of national health insurance (JKN) on January 1, 2014, the availability of drug at the public health center become a very important aspect in primary health care services. Drug logistics management is an important aspect that influences accessibility to health services including the availability of essential drugs and vaccines. The aim of this study is to explore the trend of availability indicator drugs and vaccines in public health center for the period of 2016-2017 and drug logistics management factors that can affect the availability. The study was conducted using secondary data analysis. Data were obtained from data on the availability of indicator drugs and vaccines in public health center for the period of 2016-2017. This research is a quantitative study with an analytical observational approach. The Vector Auto Regression(VAR) conducted provides forecasting trends in indicator drugs and vaccines in public health center close to 80%. The 80% figure shows appropriate availability, but there are a number of things that need special attention including planning, procurement, pharmaceutical competency, financing, and management information systems.
