Journal of Indonesian Health Policy and Administration is a journal that presents scientific articles mainly in the field of health policy, programs, and administration. This journal is intended to disseminate research from students, lecturers, or researchers in general who are concerned about improving health efforts through program evaluation and preparing policy recommendations. The articles or manuscripts contained in the Journal of Indonesian Health Policy and Administration include the realm of research, case studies, or conceptual, and limited to literature review. It is an online open-access, blindly peer-reviewed journal that is published every 4 (four) months or 3 (three) times a year, usually in January, May, and September. This journal is published by the Department of Health Administration and Policy, Faculty of Public Health, University Indonesia . Journal of Indonesian Health Policy and Administration is also supported by the Indonesian Public Health Association / Ikatan Ahli Kesehatan Masyarakat Indonesia (IAKMI).

Abstract

Health worker productivity problems due to suboptimal institutional management still often occur, including at the dr. H. Marzoeki Mahdi Mental Hospital (RSJMM). Nurses are the most significant number of health workers in hospitals with a high level of patient intervention; inappropriate treatment risks decreasing work productivity. This research aims to analyze the effect of financial compensation, non-financial compensation, and work discipline on nurse productivity at RSJMM. The research study used a quantitative approach by distributing questionnaires to 205 nurses. The results showed partially (1) financial compensation has no significant effect on nurse productivity (Sig. value 0.953 > 0.05, β=0.002); (2) Non-financial compensation has a positive and significant effect on nurse productivity (Sig. value 0.016 < 0.05, β=0.073); (3) Work discipline has a positive and significant effect on nurse productivity (Sig. value 0.000 < 0.05, β=0.293). The work discipline variable (0.293) most dominantly affects nurse productivity. Simultaneously, the three variables have a moderate effect on nurse productivity of 0.576 or 57.6%, while other variables influenced other variables influenced the remaining 42.4%. These results have limitations that are based on respondent's perceptions. It is suggested that hospitals need to optimize nurse productivity by improving hospital facilities, training, educational opportunities, transparency and fairness of compensation systems, recognition and feedback for employee performance, and compliance with work discipline.

Abstract

The community's need for BPJS services at Primary Health Facilities (FKTP) can be well met if adequate service capacity is available. This research aims to analyze the gap between the needs and capacity of BPJS services in FKTPs in Bandung District. This quantitative study uses secondary data owned by Dinas Kesehatan Provinsi Jawa Barat and BPJS Kesehatan Kantor Cabang Soreang. The calculation of needs uses the number of BPJS participants registered in each FKTP, and the calculation of service capacity is based on the duration of service and the number of general practitioners in the FKTP. Out of the 187 FKTPs analyzed, 125 FKTPs are experiencing overcapacity, 58 FKTPs are under capacity, and 4 FKTPs are optimal. FKTPs with optimal conditions have an average ratio of doctors to BPJS participants of 1:6250. The gap between needs and capacity will impact the quality of service and the financial health of these FKTPs. This issue needs to be addressed by redistributing the number of BPJS participants registered in FKTPs so that the primary healthcare needs of the community in Bandung District can be met.

Abstract

The number and types of hospitals in Jakarta are constantly increasing, causing competition for customers or patients. Hospitals owned by the DKI Jakarta provincial government face challenges in providing specialist doctor services with the best performance for the community, this is closely related to the rewards offered to specialist doctors. One of the regional government's efforts to improve the performance of specialist doctors is by issuing regulations on remuneration for hospitals. This research aims to determine the relationship between remuneration policy and the performance of specialist doctors at Kramat Jati Regional Hospital. The research was conducted using a case study method with a qualitative approach. The research was conducted on 11 specialist doctors using questionnaires and in-depth interviews with informants. The results of the study found that the implementation of the remuneration policy at Kramat Jati Regional Hospital increased the average income of specialist doctors by 42.9% of the income of specialist doctors before the implementation of remuneration. This study also found that the implementation of remuneration policies at Kramat Jati Regional Hospital was related to the quantity performance of specialist doctors.

Abstract

This research uses the Theory of Planned Behavior as the theoretical framework to analyze the relationship between the implementation of green hospital policy and energy-saving behaviors of employees in the hospital environment. The study's sample consists of 150 permanent employees, and the statistical data are analyzed using the Structural Equation ModelingPartial Least Square (SEM-PLS) technique. The analysis results indicate that implementing the green hospital policy influences the supportive factors of behavior: attitudes, subjective norms, and perceived behavioral control. However, the tests also reveal that subjective norms do not positively correlate with the energy-saving behaviors of employees at the hospital. The mediation analysis shows that attitudes and perceived behavioral control mediate between the green hospital policy and the intention to save energy. In contrast, subjective norms do not significantly mediate the relationship. As organizations strive for sustainability, these insights offer valuable guidance for refining policies and interventions that promote energy conservation among management and hospital staff.

Abstract

One of the shortcomings of manual patient registration systems is the procedures that affect the efficiency of service care to patients. Therefore, researchers are interested in designing a computerized patient registration application using Microsoft Access software. The type of research used is Research and Development (R&D). This research was conducted at Tanjung Pati Community Health Center, with in-depth interviews with two registration officers. The research results show that the data elements needed to design the patient registration application system, sourced from the Patient Registration Book, will be developed by creating an application system using UML modeling. The application system undergoes Black Box Testing with the result that all components run well. The application system is efficient, with an average comparison of manual patient registration time to system patient registration of 420:180 seconds for new patients and 360:33 seconds for existing patients. The application system is efficient according to the results of interviews with informants. Therefore, the design of the computerized patient registration application system using Microsoft Access meets the needs of the community health center and is efficient in terms of patient registration time. It is recommended that the patient registration application be used continuously in the medical records unit at Tanjung Pati Community Health Center.
