Abstract

Disaster-Resilient Village (Destana) is a flagship program of the East Java Provincial Disaster Management Agency (BPBD) aimed at villages with high disaster risks. One of the selected villages for this program is Talun Village in Ngebel Subdistrict, Ponorogo Regency. Talun Village is prone to disasters such as landslides, forest fires, and strong winds. Before the Destana program, the residents of Talun Village managed disaster mitigation independently. The Destana program aims to provide structured knowledge and guidance to the community on pre-disaster and post-disaster management through facilitator assistance.This study aims to explain the partnership approach utilized by BPBD Ponorogo Regency in creating a Disaster-Resilient Village in Talun Village. The research employs a qualitative descriptive method, which investigates field phenomena in depth through the collection of primary and secondary data. Primary data were obtained through in-depth interviews with key informants, while secondary data were sourced from relevant documents. Data collection techniques included participant observation, interviews, and documentation. Key informants in this study comprised the Head of BPBD, the Talun Village government, and the FPRB (Disaster Preparedness Forum).The data analysis was conducted systematically through data reduction, data presentation, and conclusion drawing. The findings indicate that the establishment of the Destana program incorporates five main concepts: accountability, participation, efficiency, effectiveness, and a participatory approach. This program not only enhances the community's capacity to cope with disasters but also strengthens the collaboration between BPBD and the residents of Talun Village in fostering resilience against disasters.

Abstract

The increasing urbanization and expansion of built-up areas in Riau Province have led to significant changes in land use patterns and population distribution. This study analyzes urbanization patterns and built-up land distribution in 12 districts/cities for the years 2020 and projected 2030, utilizing GHSL-SMOD data and the ClockBoard zoning system. GHSL is used to identify urban centers, population density, and built-up area characteristics, while ClockBoard provides a uniform geometric zoning framework to facilitate spatial analysis.The results reveal varied urban growth patterns across regions. Pekanbaru and Dumai show high density and significant expansion, while Bengkalis, Rokan Hulu, and Indragiri Hilir demonstrate clustered and linear growth patterns. Some districts, such as Siak and Kepulauan Meranti, exhibit urban sprawl. The development of urban centers does not always correspond to administrative size but is influenced by zoning structure and land-use density. The integration of GHSL-SMOD with ClockBoard proves effective in mapping urbanization variations and provides a solid foundation for more accurate, structured, and sustainable regional development planning.

Abstract

Flooding is one of the major issues in urban areas, including in Pekanbaru City, caused by inadequate drainage systems and ineffective solid waste management. This study aims to dFlooding is one of the major issues in urban areas, including in Pekanbaru City, caused by inadequate drainage systems and ineffective solid waste management. This study aims to design an efficient, durable, and environmentally friendly urban drainage system through a tiered channel design approach equipped with trash grates. The research method used is quantitative-descriptive, consisting of literature review, field surveys, technical design using CAD software, and simulations of flow and blockage scenarios. The results show that the proposed drainage system, with a width of 100 cm, a depth of 120 cm, and a bottom slope of 0.18%, can accommodate peak discharge flows of up to 0.645 m³/s. The tiered drainage system using this garbage grill provides an increase in water flow rate of up to 35%, and reduces the potential for inundation at flood-prone points by 45%. The application of garbage grills and tiered systems has proven effective in reducing the potential for blockages and facilitating maintenance. This approach aims to achieve sustainable drainage development and adaptive flood mitigation in other urban areas. Abstract

The signaled intersection of Jalan Parit Indah in Pekanbaru City is one of the significant congestion points due to the high volume of vehicles and the suboptimal timing of signals. This study aims to evaluate the performance of intersections based on the Indonesian Road Capacity Manual 1997 (MKJI) method and to prepare recommendations for more effective signal timing. The research was conducted for three days during the peak hours of morning, noon, and evening, with the collection of primary data in the form of vehicle volume, speed, and intersection geometry. The data were analyzed using the 1997 MKJI approach to calculate the saturation current, degree of saturation, queue length, and delay in existing conditions and conditions after alternative signal settings were applied. The results of the analysis showed that in the existing conditions, the intersection was within the LOS F service level, with high queue lengths and delays. After modifying the signal time based on the MKJI method, there was a decrease in the average queue length by 20 meters and an improvement in traffic delays. This study provides evidence that signal time optimization based on MKJI 1997 can be the basis for the formulation of technical policies for urban traffic regulation, especially at intersections with high traffic flow. The recommendations of the results of this study are expected to be input for the Pekanbaru City Transportation Agency in making decisions related to improving the efficiency of signaled intersections.

Abstract

The policy of prohibiting the planting of commodities that absorb large amounts of water is a strategic step taken by the local government in order to control the rate of environmental damage. This research aims to: 1. Knowing people's perceptions related to Regional Regulation (PERDA) Number 8 of 2020 concerning the Regional Spatial Plan of the Meranti Islands Regency RTRW, and 2. Analyzing the socio-economic impact of PERDA RTRW concerning the Regional Spatial Plan of the Meranti Islands Regency RTRW. This research used a qualitative descriptive method with data collection techniques through surveys and interviews and data analysis using Likert Summated Rating (LSR). The results of the study found that 1) 46.66 percent of people agree with the existence of PERDA RTRW concerning the Regional Spatial Plan of the Meranti Islands Regency RTRW, because it is able to protect the environment from damage arising from oil palm planting in the Meranti Islands Regency area. While 30.00 percent of the community chose strongly disagree with the existence of this policy because it was considered an obstacle to grow and rise from the economic downturn in the coastal area 2). The social impact of this policy is 46.66 percent of the community stated that the existence of this policy has caused differences in views between residents, especially the pros and cons of the prohibition of oil palm planting. Changes in social structure occur when community groups are divided into those who are adaptive to policies and those who are economically marginalized. The economic impact of the ban on oil palm planting in the Meranti Islands Regency area is that 50 percent of the community experienced a decrease in income potential because they could not continue their plans to plant oil palm. The palm oil ban eliminates the potential for new livelihoods that are considered promising.

Abstract

Merebaknya pandemi COVID-19 memengaruhi setiap lapisan masyarakat tanpa terkecuali, termasuk penyandang disabilitas. Penelitian ini bertujuan untuk mengetahui layanan rehabilitasi sosial dan kondisi tunanetra di Rehabilitasi Sosial Bina Netra Malang selama pandemi dan setelah COVID-19. Responden penelitian ditentukan sebanyak 30 responden tunanetra, 10 staf panti tunanetra, dan 10 tokoh masyarakat. Metode penelitian menggunakan pendekatan metode campuran (mixed method). Permasalahan yang diajukan adalah bagaimana kondisi Tunanetra di RSBN selama dan setelah pandemi COVID-19. Hasil penelitian mengungkapkan bahwa pelayanan dan kondisi sosial tunanetra di Rehabilitasi Sosial Bina Netra di Malang sangat baik, ditinjau dari aspek kesehatan, hak pribadi dan penghasilannya, hal itu dibuktikan dengan partisipasi penyandang disabilitas dalam masyarakat, mampu memenuhi kebutuhan sehari-hari, dan adanya dukungan sosial keluarga dalam rehabilitasi. Pada saat pandemi COVID-19, Dirjen Bina Rehabilitasi Sosial mengeluarkan kebijakan untuk memulangkan tunanetra ke keluarganya, mengingat tunanetra harus membutuhkan bantuan orang lain dan panti yang begitu padat, sehingga kebijakan social distancing tidak bisa dilaksanakan bagi tuna netra, oleh karena itu kebijakan yang diterapkan adalah dengan memulangkan tunanetra kepada keluarganya untuk selama enam bulan, dan setelah pandemi boleh kembali lagi ke panti. Di RSBN Malang mereka mendapatkan ketrampilan memijat yang selanjutnya digunakan untuk menghasilkan pendapatan dari memijat. Masyarakat sekitar panti sering menggunakan jasa pijat mereka, hal itulah yang menyebabkan mereka dapat berinteraksi dan berpartisipasi dengan masyarakat dan lingkungan sekitar. Berdasarkan hasil penelitian, dapat disimpulkan bahwa penyandang tunanetra di RSBN (Rehabilitasi Sosial Tunanetra) berhasil menyesuaikan diri dengan situasi selama dan setelah pandemi COVID-19 serta mematuhi seluruh protokol yang dianjurkan oleh pemerintah.
