Focus & Scope ENDLESS: International Journal of Futures Studies is a globally-oriented, trans-disciplinary refereed journal. Its mission is to develop high-quality, future-oriented research and thinking, based on the evolving knowledge base of Futures Studies / Foresight. The Journal’s approach is: - Trans-disciplinary; - Epistemologically diverse, seeking articles from empirical, interpretative, critical and action learning research traditions, and; - Multi-methods based, including, for example, methods such as emerging issues analysis, scenario and alternative futures development and analysis, age-cohort analysis, causal layered analysis, visioning and backcasting. As well as refereed articles, the Journal publishes essays, book reviews, symposia, and art on the following topics: - Epistemologically focused futures studies on the construction of possible, probable and preferable futures; - Methodological innovation in futures studies, including not only integrated, layered, and critical approaches, but also empirical, interpretive, or action-learning based approaches; - Applied Futures (for example, case studies in using and practicing futures thinking for organizational change, development, and transformation); - Alternative futures on a variety of subjects (see topic categories below). Transmigration development is an effort to bring together human resources and natural resources through population movement and space utilization. The implementation of transmigration is a long-term process within the framework of creating a productive, advanced, and independent community in a harmonious, dynamic, and prosperous life. The implementation of transmigration is a system for developing regions through a process of structuring population distribution as well as regional development with the ultimate goal of achieving the welfare of transmigrants and the surrounding community. The implementation of transmigration has the potential to contribute in overcoming some of the national problems, including continuing regional development, increasing food production, expanding job opportunities, and business opportunities for the economically weak and alleviating poverty.

La formation continue à la santé est une stratégie organisationnelle qui vise à améliorer les compétences professionnelles du personnel et la qualité des soins. Cependant, l'évaluation d'impact n'est pas une pratique organisationnelle générale. L'absence d'étude de l'impact de la formation sur l'organisation se traduit par la perte d'informations essentielles pour l'évaluation de la stratégie de formation et la prise de décision future. Afin d'analyser les possibilités méthodologiques de l'évaluation d'impact, cet article présente le processus de conception et de mise en œuvre d'un modèle d'évaluabilité dans un programme de formation en santé. L'indice d'évaluabilité proposé fournit des informations précises sur les effets de l'intervention de formation sur l'organisation et améliore la conception des programmes de formation.

The Directorate General of Corrections has the task of guiding and fostering convicts. Prisons and detention centers carry out this task. Self-reliance development is grouped into agribusiness, manufacturing, and service activities. Prisoners who participate in independent development activities are expected to have the provision after being released to find a job or be self-employed. By working, the welfare level of prisoners increases. The method used is qualitative. The research question posed is how is the implementation of fostering independence to increase the welfare of convicts and the obstacles encountered in independent activities and when free convicts want to get a job? This study aims to find out the implementation of self-reliance coaching to increase the welfare of convicts and the obstacles faced by independent activities. The problems convict face when looking for work or entrepreneurship. The results showed that several obstacles were found, such as inadequate infrastructure, non-specific activity budgets, low employee ability for E-commerce, low motivation of prisoners to participate in activities, and when free from prisoners, it is also difficult to get a job. The complexity of the problems faced must be overcome immediately, and it requires the involvement of all parties. One solution to help prisoners who need funds to become self-employed is through productive Zakat.

This research was motivated by the growth of modern stores in the city of Surabaya which can increasingly be seen in everyday life. Minimarket as one type of modern store in the city of Surabaya. Even according to the Surabaya City Spatial Planning Office in 2014 there were 488 minimarkets with retail status spread across 31 districts in the city of Surabaya. The purpose of this study is to explain how the City Apparatus Work Unit is related to controlling the arrangement of minimarkets in the city of Surabaya. This study uses Ricky W. Griffin's theory of control measures or Levels of Control about four steps in control, namely: establishing standards, measuring performance, comparing performance against standards, and considering corrective action. The research method used is a qualitative research method that aims to understand, analyze, and explain the aspects that exist in controlling the arrangement of minimarkets in the city of Surabaya. Data collection techniques are carried out by means, observation, interviews and documents. And to validate the data the authors used the source triangulation technique. The results of this study show that the control of minimarket arrangement in Surabaya City has not run in accordance with applicable regulations. Violations that occur range from licensing problems, to spatial planning discrepancies. In addition, there is supervision that is not followed by reports. Until there is still weak enforcement against violating minimarkets. Although there is a Moratorium Letter, the Moratorium Letter is not a solution to minimarket violations in the city of Surabaya. Because the Moratorium Letter only solves the problem of issuing new minimarket permits in the city of Surabaya.

A growing body of research identifies the impact of leader characteristics on the strategy and results of organizations. This article, after carrying out a review of the literature on leadership, and in particular on the contributions of the literature on leadership in public management, concludes that the effects of leadership have been studied from a static perspective, in most cases. In order to overcome this limitation and include a dynamic and longitudinal analysis, it proposes to apply the concept of life cycle to the mandate of public managers, a topic that until now has not been addressed in the literature on public management. In the first place, it deals with the analysis of the horizontal career of the public manager throughout his term, as opposed to a traditional, vertical approach, of analysis of career promotion. That is, the life cycle during the management mandate. Secondly, the document identifies the key dimensions and stages in the public manager's life cycle during his mandate and makes the following proposals for the construction of an analysis model: 1) The public manager, at the beginning of his mandate , focuses its attention on achieving the objectives defined by its result indicators, with initial support from the political environment that appointed it. 2) In a second stage, he begins a period of exploration after having shown some achievements and not having endangered political trust. 3) It is in the third stage when the public manager can select the narrative by which his mandate in the organization will be recognized. To do this, he weaves internal information networks to develop a legitimate and feasible, long-term vision for the organization. 4) In the convergence stage is when the maximum results of the public manager are produced, since an inverted U-shaped relationship is manifested between the duration of the mandate and the results. 5) In the stage of dysfunction with the organization or managerial sclerosis, the power of the manager is maximum, as is the knowledge of the task. However, if the mandate is not limited in duration, the consequences for the organization can be lethargy or crisis. Finally, the article builds a research proposal that combines questionnaires based on scales recognized by the literature and semi-structured interviews for the exploratory analysis of the conceptual model and its propositions.

This study had two formulated objectives. First, this study wanted to evaluate the achievements of the digital transformation process in licensing services to start a business in Pekalongan City, Central Java, Indonesia. Second, this study also expected to identify the factors that influenced the achievement of the digital transformation process in licensing services to start a business in Pekalongan City. This study used qualitative approach to answer the problem formulation through a case study. Data and information were analyzed using chronological time series analysis techniques. The informants of this research were selected through the snowball method. The results of data and information analysis showed that Pekalongan City was at the e-government stage. Three reasons that justified that the achievement was not at the digital government stage. First, users or citizens had not voiced demand in the digital transformation process. Second, the transformation of internal work processes had not yet taken place. Third, there had not been a shared database sharing process between related agencies either within the Pekalongan City government environment or with central government agencies. The analysis also showed that five factors that influenced the process of digital transformation in licensing services to start a business in Pekalongan City, those were: strategic factors, digital cultural factors, leadership factors, human resource capacity factors, and the role factor of central government organizations.

This article aims to find out about the application of the legality principle in the criminal justice system. Legality is a legal principle that states that there is no criminal act without a clear legal basis. The research method used in this study is a literature study with a normative analysis approach to analyze and interpret laws and regulations related to the principle of legality in the criminal justice system, case studies, and analyzed through comparative studies. Based on the research results, it can be concluded that the principle of legality has a crucial role in ensuring justice and protecting human rights in the criminal justice system. Although there are several challenges in applying this principle, efforts to strengthen adherence to the legality principle must be continued through training, supervision, and evaluation of criminal law policies. In the study of literature and normative analysis, it was found that the principle of legality has a strong legal basis and is the main basis for forming criminal law policies.

Sur la base d'une revue de la littérature académique, cette étude identifie certains des facteurs et indicateurs les plus fréquemment mentionnés dans le domaine de la compétitivité d'une destination touristique pour concevoir une enquête menée par la suite auprès des touristes à Cancun, au Mexique. Une analyse factorielle exploratoire a été réalisée avec les données collectées ; le résultat a été la réduction de douze facteurs de compétitivité les plus couramment mentionnés dans la littérature académique à cinq : marketing et attractions de la destination, gestion et sécurité de la destination, patrimoine culturel, adoption des TIC et transport. L'étude confirme les apports de plusieurs travaux sur le sujet alors que certaines autres hypothèses communes trouvées dans la littérature n'ont pu être corroborées.

Along with the development of MSMEs in Indonesia, small and medium enterprises are required to survive in the face of competition. This can trigger MSMEs to create new businesses and be different from other SMEs with better performance. MSMEs have a strategic role in realizing national economic development because MSMEs can absorb labor and contribute to economic growth in Indonesia. According to data from the Ministry of Cooperatives and Small and Medium Enterprises (MSMEs), in 2019 there were 119.6 million workers, an increase of 2.21% compared to the previous year. Many MSMEs lack insight and knowledge so they lack a long-term orientation. Lack of knowledge in the field of management makes efforts to improve performance tend to be conventional. This study aims to determine how the influence of human resource competence on the performance of MSMEs, and the influence of financial aspects on the performance of MSMEs. This research is a comparative causal research which is a research with the characteristics of the problem of a cause and effect relationship between two or more variables. The sample from this study were 30 MSME respondents located in the Cirendeu sub-district. The data analysis used in this study included validity tests, reliability tests, classic assumption tests and partial hypothesis testing (t) with the help of SPSS version 23. The results of this study indicate that HR competence has no significant effect on MSME performance. that the first hypothesis is rejected. The accounting aspect has a significant effect on the performance of SMEs. Accounting knowledge has a smaller significance and t count is greater than t table.

This article seeks to examine how the implementation of moral education is presented in elementary schools (SD, SMP, and SMA) in the midst of a society that has changed from an agricultural society to an industrial society. This study aims to understand how the cognitive, affective, and psychomotor aspects of students in the implementation of religious moral values are presented in schools. This study uses a qualitative method with a descriptive approach. The data collection technique taken was observation, interviews with students from primary schools (elementary, junior high and senior high schools) in the Sumberjaya District, Majalengka Regency. This study found that the religious moral values presented in schools were still transfer of knowledge and religion in the aspect of cognition, only a small portion were in the affective and psychomotor aspects. Second, the socio-economic conditions of the family are part of the background for moral value education which is not optimally absorbed into the affective and psychomotor aspects. Third, the condition of the social environment has a big contribution in shaping student orientation, where religious moral values do not become a control rope for students in carrying out social interactions in society. This study concludes that the implementation of religious moral values in education in schools has a clash with family awareness in supporting education, learning models that are still limited to the transfer of knowledge, and the social environment of society.
