Abstract

This study aims to determine the Application of the Personnel Management Information System (SIMPEG) in the process of mutation / transfer of state civil apparatus in BKPSDMD Makassar City. This research includes descriptive Qualitative Research with data collection techniques through observation, interviews, and documentation. Data analysis techniques consist of data reduction, data translation and conclusions.The results showed that the application of the Personnel Management Information System (SIMPEG) in the mutation / transfer of the state civil apparatus in the BKPSDMD Makassar City. With  the presence of the Personnel Management Information System (SIMPEG) at the Regional Human Resources and Management Personnel Agency (BKPSDMD) Makassar City provides good benefits to all BKPSDMD employees who use SIMPEG. By changing the Manual Pattern to an all-Digital one. This will help reduce the risk of errors and speed up the overall ASN mutation process. When viewed from several dimensions of Rivai Personnel Information System Criteria (2009), namely Timely, Accurate, Relevant, and Complete. However, it needs to be optimized on  the Just-in-Time  Dimension because with the problem of the network / server can inhibit the ASN mutation process. For this reason, BKPSDMD prioritizes having a reliable network infrastructure so that the Mutation / Transfer of State Civil Apparatus in BKPSDMD Makassar City runs smoothly.

Abstract

This study aims to determine the Innovation of the Integrated Personnel Information Management Application System (E-Pinisi) in BAPPELITBANGDA, South Sulawesi Province. This research includes descriptive qualitative research with data collection techniques through observation, interviews and documentation. Data analysis techniques consist of data reduction, data presentation and conclusions.The results showed that the Innovation of the Integrated Personnel Information Management Application System (E-Pinisi) in BAPPELITBANGDA South Sulawesi Province has provided innovation in realizing Good Governance, this is evidenced by Roger's (2003) innovation characteristic indicators, namely: 1) Relative Advantage, 2) Compatibility, 3) Complexity, 4) Triability, 5) Observability. that in general, the innovation of the integrated personnel information management application system (E-Pinisi) in BAPPELITBANGDA South Sulawesi Province is good, but it needs to be optimized on the Complexity indicator.

Abstract

This study aims to find out how the Transparency of Booty Auctions at the Jeneponto State Attorney's Office. To achieve the objectives of the study, researchers used data collection techniques through observation, interviews, and documentation. Data obtained from the results of the study were then processed by using qualitative analysis. The results of this study illustrate that transparency in the auction of loot at the Jeneponto District Attorney's Office has reached a good level, although there are still some aspects that require improvement. This assessment is based on the evaluation of indicators of openness of service processes and complaint mechanisms that have been running effectively. However, one aspect that requires more attention is related to the ease of access to information. There is low public awareness regarding the implementation of loot auctions, which is an indicator that efforts to increase public knowledge need to be improved. Therefore, the Jeneponto District Attorney's Office is advised to introduce innovations in disseminating information related to loot auctions, including the use of online-based platforms, to achieve wider openness and allow more people to be involved and file complaints related to the conduct of auctions. This will help strengthen transparency, participation, and accountability in the loot auction process.

Abstract

This study aims to determine the Empowerment of Coastal Communities in Lakkang Island Tallo District Makassar City and the supporting and inhibiting factors for Empowering Coastal Communities in Lakkang Island, Tallo District, Makassar City. This study uses a qualitative approach. Data collection is done through observation techniques, interviews, and documentation. The data analysis technique used in this study is interactive data analysis through the stages: data condensation, data presentation, and conclusion testing.The results of this study indicate that the empowerment of coastal communities has been carried out and in accordance with the existing implementation stages and standards. This can be seen from several programs, namely socialization by the provincial and district governments initiated by the village government to improve the welfare of coastal communities. The impact of empowerment on community independence aims to build the independence of coastal communities on Lakkang Island and reduce community dependence on the government. As for the supporting factors in empowering the coastal communities of Langkakan Island, namely the concept of awareness has been built in carrying out all kinds of activities in accordance with existing laws. The inhibiting factors for the empowerment of the coastal community on Lakkang Island, Tallo sub-district, Makassar City, include limited capital, natural factors, facilities and infrastructure, lack of enthusiasm for tourism, lack of regular income, and lack of knowledge about the use of facilities.

Abstract

This study aims to determine the supervisory function of the environmental service in handling environmental pollution in the city of Makassar. The type of research used in this study is descriptive qualitative, namely problem-solving procedure investigate by observing a current state of the object of research based on visible fact or as they are. The result of this study indicate that the Makassar City Environmental Service has the main tasks of formulate, foster, coordinate and controling policies in the environment sector including environment impact analysis, environment impact recovery and compliance with environmental law. Besides that, the Supervision Function of the Environmental Service in Handling Environmental Pollution in Makassar City. The Department of the Environment has not maximized in supervising the management of Domestic waste, especially plastic waste with consideration of factors, including the lack of understanding by the industry regarding plastic waste. The government's supervision strategy in the management of domestic waste, especially plastic waste, requires continuity between the government, industrial entrepreneurs and NGOs to achieve the objectives of good supervision and management of domestic waste, especially plastic waste.

Abstract

This study aims to find out how the role of the Office of Women's Empowerment and Child Protection in Handling Violence Against Women in Mamuju Regency and what supporting and inhibiting factors are faced in its optimization. This research uses a qualitative approach. Data collection is done through observation, interview, and documentation techniques. The data analysis technique used in this study is interactive data analysis through stages: data collection, data reduction, data presentation, and conclusion testing. The results of this study show that the Role of the Office of Women's Empowerment and Child Protection in Handling Violence Against Women in Mamuju Regency is seen from the results of research conducted by researchers that overall the role of DP3A has run well based on programs successfully run by DP3A such as the anti-violence campaign program carried out by DP3A by means of socialization to each village by campaigning that all forms of discrimination This should not be done especially for women and other programs such as improving gender equality by providing skills to improve welfare through trainings held by DP3A. The additional research results are supported by an assessment of several indicators and theories used, namely there are 5 indicators which include: 1. Stabilizers that have run well such as the implementation of appropriate SOPs, 2. Innovators that have not run well seen from the lack of innovation regarding violence prevention, 3. Modernizers that have not run well because they only make updates regarding the handling of cases against victims in terms of facilities and lack of updates related to prevention, 4. Pioneers that have run well based on successful collaboration with several agencies that have correlations in certain cases, 5. The implementation itself that has been running well can be seen from the many services offered to the community in order to minimize and eradicate violence against women. This is evidenced by the results of observations and interviews that have been conducted. Suggestion: The Office of Women's Empowerment and Child Protection can conduct regular socialization in an effort to identify, prevent, and handle violence against women in Mamuju Regency.

Abstract

This paper aims to determine the Implementation of Digital Archives in Supporting Accountability of Accountable ASN Data in the Information System at the BKPSDMD Makassar City. This research uses a qualitative approach and produces descriptive data. Data collection is done by observation, interviews and documentation. Data is processed using interactive model analysis, namely data condensation, data presentation and conclusion testing. The results showed that the implementation of the State Civil Apparatus (ASN) data information system at the Makassar City BKPSDMD in this case regarding digital archives has been implemented but is still not optimal. There are 4 indicators that are taken into consideration in looking at the implementation of the policy, namely in terms of communication, resources, disposition and bureaucratic structure. Of the four indicators, the obstacles in implementing and implementing digital archives are resources because first, the availability of staff within the scope of the BKPSDMD Makassar City is still very lacking and indeed until now there are several contract and honorary workers employed at the BKPSDMD Makassar City Office because of the many jobs that are the main duties and functions of employees,  and secondly regarding the facilities and infrastructure in the BKPSDMD Makassar City office is still very minimal due to the lack of supporting devices in applying digital archives for staff and complete equipment is only provided in certain parts.

Abstract

This research includes descriptive qualitative research with data collection techniques through observation, interviews, and documentation. Data analysis techniques consist of data collection, data condensation, data presentation and conclusions. The results showed that the Effectiveness of Rental Flats Management carried out by the Rusunawa Regional Technical Implementation Unit has not been effective. The management of Rental Flats in Mariso District, Makassar City has not been effective in terms of the dimensions of goal achievement, integration, adaptation and can be seen from the aspects of planning, organizing, implementing and supervising. In the aspect of planning the management of Rusunawa, good management effectiveness is needed so that the objectives of Rusunawa Development are in accordance with the designation of development. Related to the aspect of organizing still requires awareness from the manager regarding their respective duties and functions. The implementation aspect still requires coordination between the management of Rusunawa and residents of Rusunawa related to handling problems and complaints of each occupant unit. The supervision aspect of Rusunawa requires improved management related to security conditions, improving the physical condition of buildings and physical conditions of the environment, so that the purpose of Rusunawa Development is in accordance with the designation of its development.

Abstract

Quality of Health Services at the Tamalanrea Community Health Center Makassar City. Thesis, State Administration Study Program, Department of State Administration Sciences, Faculty of Social Sciences and Law, Makassar State University, supervised by Mrs. Herlina Sakawati and Mr. Didin.This study aims to determine the Quality of Health Services at the Tamalanrea Community Health Center in Makassar City. This type of research is qualitative and produces descriptive data. With data collection techniques carried out by observation, interviews, documentation. The data analysis techniques used consist of data reduction, data presentation and conclusions.The results showed that the quality of service at Puskesmas Tamalanrea showed that the comprehensive dimension was not fully in accordance with the expectations of the community in providing services at Puskesmas Tamalanrea. The quality of Puskesmas services that are considered not in accordance with community expectations can be seen in the tanggible dimension (physical appearance) facilities such as waiting rooms and toilets still need improvement so that patients feel uncomfortable with the situation. In addition, the reliability dimension (ability) shows the length of the registration process at the counter makes patients complain because the medical record data filling system still uses the system. The quality of health services that are considered to be in accordance with community expectations is in the dimension of assurance, where the health apparatus has fully provided good and quality service, and empathy where the health apparatus provides personal treatment or attention to the community served, so as to create an atmosphere of harmony and mutual understanding between those who serve and those served.
