Abstract

Territorial expansion is a significant phenomenon in Indonesia's administrative and political context, often emerging as a response to the public's need for better public services and more efficient resource management. This study describes the processes and challenges in the effort to establish Cibaliung Regency as a concrete example of local autonomy aspirations. Through an analysis of territorial coalitions and political dynamics, this research highlights the role of political actors, such as local community organizations and regional governments, in forming alliances to achieve territorial expansion goals. The desire of the Cibaliung community to become an autonomous region is driven by several factors, including challenges in accessing public services and perceptions of unequal development. The region's significant economic and tourism potential also serves as a major incentive for territorial expansion. However, the expansion process faces significant obstacles, including the national moratorium that has halted most expansion proposals in Indonesia, as well as bureaucratic challenges and complex political competition. This study identifies that while territorial expansion promises substantial benefits for more effective local governance, this approach also poses risks to the economic stability of the parent region and social integration in the newly formed area. The social, economic, and legal implications of territorial expansion must be carefully managed to minimize negative impacts and maximize positive benefits for all stakeholders involved.

Abstract

Banten was one of the leading port cities in Southeast Asia in the 17th centuries. However, since the early 19th century, the city has lost its primary function, leaving only the ruins of various important buildings at the Banten Lama archaeological site. For nearly three decades, the government has built public facilities, but the results have not been optimal for the utilization of cultural heritage. This study aims to understand cultural heritage preservation policies and their relationship to the revitalization program of the Banten Lama area. To address this issue, library data collection and field observations have been conducted at the Banten Lama site. Using descriptive-analytical methods, cultural heritage preservation policies at both the national and regional levels will be analyzed and compared with each other. Archaeological and historical analysis of urban sites, buildings, structures and other cultural objects such as palaces, fortifications, mosques, settlements and canals in Banten Lama confirms the implementation of this policy.. This study is expected to produce dominant factors that will inspire the implementation of Cultural Resource Management, as has been applied to several archaeological sites in Indonesia. With cross-sectoral site management, the CRM model can become a standard guideline for the sustainable development and utilization of the archaeological site of Banten Lama.

Abstract

Serang Regency has a Regional Medium-Term Development Plan target that will end in 2026. This study attempts to determine whether the four macro-indicator targets in the Regional Medium-Term Development Plan (RPJMD) can be achieved as planned: the Human Development Index, Economic Growth Rate, Poverty Rate, and Unemployment Rate. This study aims to analyze the projected achievement of macroeconomic indicators in the 2021-2026 RPMJD in Serang Regency. Using the Exponential Trend Smoothing method to calculate indicator projections, the study found that the Human Development Index (HDI), the Economic Growth Rate (LPE), and the Unemployment Rate are projected to exceed the targets, while the Poverty Rate remains below the target set in the 2021-2026 RPJMD. The Serang Regency Government needs to prioritize the preparation of the next RPJMD to address poverty issues..

Abstract

Climate change, rapid urbanization, and land-use conversion have disrupted Indonesia’s hydrological balance, leading to frequent floods during the rainy season and water scarcity during dry periods. Infiltration wells have emerged as a technical solution for water conservation, yet their implementation remains suboptimal. Previous studies have primarily focused on technical aspects, while integrated evaluations covering regulatory, institutional, and socio-economic dimensions are still lacking. This research addresses that gap by comprehensively evaluating infiltration well policies to support national water resilience targets. The study aims to analyze regulatory frameworks, identify technical and institutional challenges, and formulate sustainable development strategies. Using a qualitative approach, the research combines literature review of laws, standards, and academic journals with a Focus Group Discussion (FGD) involving 15 participants from water agencies in five provinces. Three key findings emerged: (1) infiltration wells are not yet integrated into regional planning documents such as RPJMD and spatial plans; (2) technical quality and maintenance systems are weak and inconsistent; and (3) cross-sectoral coordination and community involvement are minimal. Policy recommendations include harmonizing national-local regulations, mandating basic hydrogeological assessments, establishing inter-agency task forces, and offering incentives for developers and communities. The study highlights the urgency of collaborative, region-specific approaches to scale up infiltration well development in Indonesia.

Abstract

The background of this study highlights a significant gap between the strict formal regulations of Government Regulation Number 94 of 2021 and the reality of high levels of indiscipline at the Department of Agriculture of Banten Province, manifested in issues such as tardiness and low accountability in task completion. This study aims to empirically demonstrate the influence of organizational work culture as a primary determinant of State Civil Apparatus (ASN) discipline. Employing an explanatory quantitative method, the study involved 100 ASN respondents selected via purposive sampling. Data analysis was conducted using simple linear regression. The results reveal that organizational work culture contributes a positive and significant influence of 56% to the variance in work discipline ($R^2 = 0.56$), while the remaining 44% is influenced by other factors. A crucial finding of this study confirms that work culture functions effectively as a "soft control" mechanism capable of fostering voluntary compliance and professional ethics, surpassing the effectiveness of mere external supervision. Practically, this study advocates shifting away from punitive management patterns that rely solely on sanctions, moving instead toward a more humanistic "Culture Based Management" approach. Leadership role modeling is recommended as a pivotal element of bureaucratic reform, transforming fear driven compliance into consciousness driven discipline, to realize excellent and accountable public service.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Produk Domestik Regional Bruto (PDRB) per kapita dan pertumbuhan ekonomi terhadap tingkat kemiskinan di Sulawesi Tengah. Pendekatan penelitian yang digunakan adalah kuantitatif dengan data sekunder yang diperoleh dari Badan Pusat Statistik (BPS) Sulawesi Tengah selama periode 2014-2022. Analisis data dilakukan menggunakan teknik regresi berganda untuk menguji pengaruh kedua variabel independen tersebut terhadap variabel dependen, yaitu tingkat kemiskinan. Hasil penelitian menunjukkan bahwa PDRB per kapita memiliki pengaruh negatif dan signifikan terhadap tingkat kemiskinan, yang berarti bahwa peningkatan PDRB per kapita cenderung mengurangi tingkat kemiskinan di Sulawesi Tengah. Sebaliknya, pertumbuhan ekonomi memiliki pengaruh positif dan signifikan terhadap tingkat kemiskinan, yang menunjukkan bahwa pertumbuhan ekonomi yang tidak merata dapat meningkatkan tingkat kemiskinan. Secara keseluruhan, penelitian ini menyimpulkan bahwa meskipun PDRB per kapita efektif dalam menurunkan kemiskinan, pertumbuhan ekonomi perlu diarahkan untuk lebih inklusif agar dapat mengurangi ketimpangan pendapatan dan kemiskinan.

Abstract

Infrastructure limitations and low community participation have resulted in suboptimal public service quality and citizen satisfaction in Mayoa, Poso. This study aims to examine the influence of community participation in development and the quality of public services on community satisfaction in Mayoa Village, South Pamona Subdistrict, Poso Regency. The selection of Mayoa Village as the research location is based on its characteristics as a rural area with strong community participation dynamics and ongoing challenges in public service delivery. The relevance of this topic is significant in the context of rural development, as community participation is a key to achieving inclusive development, while the quality of public services reflects the effectiveness of village governance. This research uses a quantitative approach with a survey method. A purposive sampling technique was employed to select 41 respondents from 743 households in Mayoa Village. The sample size calculation considered the representation of community members actively involved in development and direct users of public services. Data were collected using questionnaires and analyzed through multiple linear regression. The results show that both community participation and the quality of public services have a significant effect on community satisfaction, both partially and simultaneously. These findings have practical implications for the formulation of village development policies and provide theoretical contributions to the literature on the relationship between participation, public services, and community satisfaction in rural areas.
