Abstract

Poverty as a multidimensional problem, is a fundamental challenge to development, necessitating policies that go beyond temporary assistance and strengthen the quality of human resources. The Indonesian government has implemented the Family Hope Program (PKH) as a form of conditional social protection. This study aims to analyze the implementation of PKH as a public policy tool to reduce poverty and identify factors influencing its effectiveness. The study employed a Systematic Literature Review (SLR) method with a descriptive qualitative approach through an examination of various related scientific articles. The findings indicate that PKH contributes significantly to improving the welfare of the poor, particularly in education and health, and serves as a social safety net during crises. However, its effective implementation remains hampered by communication, resources, disposition, and bureaucratic structure. The main obstacles identified are inaccurate targeting of beneficiaries, limited capacity of facilitators, and weak inter-agency coordination. Therefore, PKH is an effective short-term policy, but requires improved governance and integration with economic empowerment programs to achieve sustainable poverty alleviation. This research contributes to the enrichment of public policy implementation studies through a synthesis of literature findings

Abstract

Industrial disaster risk has not been fully incorporated into the Detailed Spatial Plan (RDTR) of Cilegon City due to constraints in the availability of industrial risk data and information, limited local government capacity, and the relatively recent emergence of industrial disaster management as a policy issue at the regional level. This study seeks to provide evidence-based recommendations to support local governments in strengthening industrial disaster risk reduction strategies, enhancing regional resilience, and promoting safe, resilient, and sustainable industrial development. The research employs a root cause analysis approach, with data collected through focus group discussions, interviews, observations, and document analysis. The study recommends the establishment of a Mayor Regulation on the Prevention and Management of Chemical Emergency Conditions. In addition, industrial disaster risk should be incorporated into the assessment of the Regional Resilience Index (IKD) and supported by the development of government guidelines regarding buffer zones, evacuation routes, and evacuation sites for industrial disaster management. These efforts are expected to strengthen regional resilience and support safe and sustainable industrial development in Cilegon City.

Abstract

The use of official local government websites as a channel for disclosing public information is one way that the advancement of information and communication technology has fueled the digital transformation of governance. Due to Indonesia's high internet usage, local governments must make public information readily available, quick, and transparent in order to uphold the values of public accountability and good governance. However, there are still a number of challenges to the adoption of digital-based public information disclosure, including subpar information updates, inconsistent website management, and a lack of interactive public communication services. The purpose of this study is to examine how public information management on official local government websites can enhance public accountability through digital transparency. This study combines descriptive techniques with a qualitative methodology. Observation of local government websites, paperwork, and literature reviews were used as data gathering methods. Data reduction, data display, and conclusion drawing are all part of the interactive paradigm used in data analysis. The findings demonstrate the importance of digital transparency via local government websites in promoting public information disclosure and enhancing local government accountability. Websites run by local governments have been used to disseminate information about public services, government activity reports, and government programs. However, due to the influence of poor public information management, a lack of human resources, and poor public communication feature optimization, the deployment of digital transparency has not been operating at its best. This study suggests that the government's commitment to handling public information in an open, accurate, and sustainable manner is just as important to the success of digital transparency as the presence of a local government website.
