Abstract

Infrastructure limitations and low community participation have resulted in suboptimal public service quality and citizen satisfaction in Mayoa, Poso. This study aims to examine the influence of community participation in development and the quality of public services on community satisfaction in Mayoa Village, South Pamona Subdistrict, Poso Regency. The selection of Mayoa Village as the research location is based on its characteristics as a rural area with strong community participation dynamics and ongoing challenges in public service delivery. The relevance of this topic is significant in the context of rural development, as community participation is a key to achieving inclusive development, while the quality of public services reflects the effectiveness of village governance. This research uses a quantitative approach with a survey method. A purposive sampling technique was employed to select 41 respondents from 743 households in Mayoa Village. The sample size calculation considered the representation of community members actively involved in development and direct users of public services. Data were collected using questionnaires and analyzed through multiple linear regression. The results show that both community participation and the quality of public services have a significant effect on community satisfaction, both partially and simultaneously. These findings have practical implications for the formulation of village development policies and provide theoretical contributions to the literature on the relationship between participation, public services, and community satisfaction in rural areas.

Abstract

Hypertension is one of the main causes of non-communicable diseases that can reduce the quality of life in the community. To prevent hypertension, serious attention is needed and the role of health cadres is very important. This study aims to examine the contribution of health cadres in preventing hypertension in East Belitung Regency. The method used in this study is a qualitative descriptive approach. This approach aims to obtain in-depth information related to the role of health cadres in the hypertension prevention and control program in the East Belitung Regency health center area. Health cadres in the community have responsibilities including as coordinators, community mobilizers, monitors, health promotion, providing basic assistance, and documenting activities. The results of the study showed that several factors that influence the role of health cadres in efforts to prevent hypertension include supporting factors such as knowledge and attitudes, reinforcing factors in the form of behavior, support from the village government and family, and enabling factors including health services and access to health services. In carrying out their role, the usefulness of health cadres in preventing hypertension can be divided into three categories, namely primary prevention which includes data collection, health education, and health screening; secondary prevention which includes identification of individuals with risk factors for non-communicable diseases and measurements for early detection; and tertiary prevention which provides support to communities to undergo regular health checks and receive treatment.

Abstract

Official vehicle procurement is vital to supporting local government operations. The Cilegon City Government faces challenges in choosing an efficient procurement strategy between purchase and lease. This study aims to assess the financial feasibility of both methods using the Net Present Value (NPV) approach over seven years with a 6.88 percent discount rate. Cash flow data include purchasing costs, maintenance, taxes, leasing, fuel, and resale value. The results show that the purchase method yields a less negative NPV than leasing for both echelon II and echelon III vehicles. However, leasing remains relevant for short-term needs and transitional conditions, such as during vehicle replacement processes. Thus, purchase is recommended for long-term use, while leasing is suitable for temporary requirements. These findings are expected to support policy decisions regarding official vehicle procurement in Cilegon

Abstract

Poverty is a problem that occurs throughout the world, especially in developing countries such as Indonesia. With a very dense population, especially in big cities, Indonesia faces various social problems. The poverty rate in Cilegon City in the last six years has fluctuated. However, the poverty line has consistently increased from IDR 428,867 in 2018 to IDR 663,533 in 2024. In 2023, the poverty rate in Cilegon City reached 3.98%, an increase of 0.34% compared to 3.64% in 2022. However, in 2024, the poverty rate decreased slightly to 3.75%.Consolidation of Targeting Data for the Acceleration of the Elimination of Extreme Poverty (P3KE) & Integrated Social Welfare Data (DTKS) by going through a data matching process using NIK (Population Identification Number) and Name data. The process is carried out by involving the SIKS -NG Operator (Next Generation Social Welfare Information System), which then after the matching results are known, they are then processed in Microsoft Excel Working paper to facilitate analysis and updating, so that the intersection between P3KE and DTKS data will be known. In the context of P3KE (Targeting the Acceleration of the Elimination of Extreme Poverty) data, ranking refers to the grouping of households based on welfare levels.

Abstract

Slum settlements remain a significant challenge in the development of coastal and industrial areas, including Pulomerak District, Cilegon City. Rapid population growth driven by urbanization and labor migration has exerted intense pressure on basic infrastructure and the availability of decent housing, leading to the emergence of twelve slum locations across three urban villages. This study aims to identify the actual conditions of these slum areas and formulate appropriate strategies for their improvement using a descriptive qualitative approach and SWOT analysis. Data were collected through document review, field observations, and in-depth interviews with residents and key stakeholders. The findings indicate that most slum areas suffer from inadequate housing conditions, poor sanitation and drainage Slum settlements in Cilegon City, particularly in Pulomerak District, are spread across 12 neighborhoods in three sub-districts and are categorized as light slums according to the Ministry of Public Works and Housing Regulation No. 14 of 2018. The main issues include uninhabitable housing conditions, poor sanitation and drainage, limited access to clean water, and inadequate waste and wastewater management systems. Social factors such as low human resource capacity, weak inter-agency coordination, and limited public awareness further exacerbate the situation. The WO (Weaknesses–Opportunities) strategy is identified as the most effective approach by leveraging external opportunities—such as national programs, corporate social responsibility (CSR), and collaboration with NGOs and universities—to address internal weaknesses. To ensure the success of this strategy, strengthening multi-stakeholder partnerships and encouraging active community participation are recommended.

Abstract

The gap in human development achievements between regions in Banten Province indicates the need for special strategies for areas like Cilegon City to accelerate the improvement of the Human Development Index (HDI). This research aims to analyze the Human Development Index (HDI) achievement of Cilegon City, evaluate its constituent components, identify influencing factors, and formulate strategies for HDI improvement based on SWOT analysis. The HDI achievement of Cilegon City in 2024 is 78.83, categorized as "high," but it has not yet reached the "very high" level like some other cities in this province. Analysis of the HDI dimensions shows that the standard of living (per capita expenditure) has the highest contribution, followed by health (life expectancy), while the education dimension, particularly the expected years of schooling, remains the main challenge. The inhibiting factors include disparities in access to basic services between regions, the low quality of educators and healthcare providers, and minimal cross-sector synergy. Through SWOT analysis, the WO (Weakness–Opportunities) strategy is considered the most relevant because it emphasizes strengthening local capacity and utilizing external partnership opportunities. With an integrated, participatory, and data-driven approach, it is hoped that the improvement of Cilegon City's HDI can occur sustainably and equitably.
