Abstract

The Resik lan Aman village program is the flagship program of the Serang City Government, with the aim of providing awareness to the people of Serang City, so that they can create a clean and safe environment, so that the habits and behavior of littering in the Serang City community can change. The research objectives were used to answer the following questions: 1) How much influence does the implementation of the clean and safe village program have on increasing awareness of a clean environment, 2 What is the impact of the implementation of the clean and safe village program on improving environmental conditions in Serang City. This research method uses a quantitative approach. Data collection techniques were carried out through questionnaires to obtain data. The data analysis was carried out using multiple linear regression to see how much contribution was given by the Kampung Resik lan Aman program of Serang City to the awareness of the people of Serang City in terms of cleanliness and environmental safety. The results of this study indicate The implementation of the Kampung Resik lan Aman program of Serang City has an effect on increasing awareness of a clean and safe environment by 0.765 or 76.5% and has an impact on the reduction of slum areas in Serang City.

Abstract

The Covid-19 pandemic that hit the world throughout 2020 has changed various aspects of life, especially in the use of Information and Communication Technology facilities due to changes in various human activities from offline to online. However, it turns out that there are still people who live with little or no access to technology (digitally poor). This study aims to calculate digital poverty according to Barrantes, its distribution and linkages to economic poverty in regencies/cities in Banten Province during the Covid-19 pandemic. The research method used is descriptive with data sourced from the BPS National Socioeconomic Survey in March 2020 and 2021. Data were analyzed using the digital poverty index and economic poverty index, as well as the GIS Quadrant. The results of the study show that in 2021 the digital poverty rate for districts/cities in Banten Province will generally decrease compared to the previous year. Two of the eight districts/cities in Banten have high digital poverty rates as well as high economic poverty rates, namely Pandeglang Regency and Lebak Regency. For this reason, the regional government of Banten province should be able to prioritize improvements to these two aspects in these two districts.

Abstract

Small Medium Industries (SMI) play a very important role in efforts to recover the economy after the Covid-19 pandemic. This study aims to analyze competitiveness and formulate strategies to increase the competitiveness of SMI in Sidoarjo Regency in supporting economic recovery. This study uses a quantitative approach with SWOT analysis. The results of the analysis show that 83.5% of SMIs in Sidoarjo Regency are competitive at the local/regional level, 15.5% of SMIs are at the national level, only 1% have global competitiveness. The Sidoarjo Regency Government needs to implement various strategic policies in order to increase the competitiveness of SMIs so that they can make an optimal contribution to economic recovery. Strategies that can be taken start from mentoring, establishing cooperation with the banking sector, to formulating regulations that are able to protect SMIs in Sidoarjo Regency.

Abstract

Micro and small businesses have an important role in alleviating community poverty at the village level. This study aims to identify the potential and problems of micro and small enterprises, formulate strategies for developing micro and small enterprises, and develop models for strengthening business institutions for poverty alleviation at the village level. This research use desciptive qualitative approach. The research was conducted in Sragen Regency, Central Java Province. Sragen Regency has 51 poor villages, 208 kelurahan/village. This study uses primary data obtained from structured interviews and FGDs. Structural interviews were conducted with micro and small business actors in poor villages to obtain in-depth results. FGDs were conducted with Village Leaders, Community Leaders, District Leaders, and regional organozation regarding the development of micro and small businesses in Sragen Regency. Data analysis used descriptive analysis and content analysis. The results of the analysis show that poor villages in Sragen Regency have various potentials that can be developed as natural tourism villages and pre-employment villages. The strategy for developing micro and small businesses in poor villages can be carried out through increasing the promotion of tourism destinations as well as developing a creative economy and developing tourist area amenitie; increasing the production and marketing of micro and small enterprises; and increased production and productivity of the agricultural and fishery and animal husbandry sectors. The model for developing micro and small businesses in poor villages should be carried out through strong institutional strengthening involving all relevant stakeholders, namely universities, local governments, business actors, associations/societies, and community leaders.

Abstract

Development agendas related to improving welfare in developing countries often face failure. In post-authoritarian Indonesia, the development and policy model patterns are still very elite, centralistic, and clientelist. It even often negates the value of local wisdom as one of the failure’s root causes. This study examines how development programs integrate noble values or social capital as the Development Engine. In the context of village development in NTB, to achieve the vision contained in Governor’s NTB Gemilang Program, the village (Trade and Distribution Center) TDC program is designed, namely the distribution program and Trade Center in the village through the Village-owned Enterprise (BUMDes-Badan Usaha Milik Desa) business scheme. This scheme aims to modernize and digitize the village by fulfilling the basic needs of the village population. This program also is expected to contribute to the village’s domestic income (PADes). However, in the development of BUMDes in Indonesia, this policy model is often distorted for political and development interests that are partial and short-term. This study examines and critically studies the loss of social capital in implementing the TDC program. Modernization and digitalization in the village development agenda, in general, have a good purpose. But it will also damage the values of village Wisdom when development removes an important aspect of existing social capital. Through an exploratory qualitative approach, this study focuses on the pilot project TDC in West Lombok NTB, which implicitly found that social capital is not reproduced in the development agenda because it is deemed as entirely political and elite both in the making and implementation.

Abstract

During the COVID-19 Pandemic, transfer funds were significant in helping the regions respond to the situation. The use of transfer funds, especially the Regional Incentive Fund (RIF), is interesting to study, considering that regions applied creativity at the beginning of the COVID-19 pandemic in various ways. This study aims to obtain information on different regional reactions to the utilization of the RIF budget in the early period of the COVID-19 pandemic, to find out the development problems funded by the RIF from the regions with the best Regional Development Awards (RDA), and to obtain input for more adaptive RIF planning. The research method used is descriptive quantitative with data collection techniques through focus group discussions (FGDs with participants from each of the three Provincial, City, and Regency Development Planning Agencies that won the Regional Development Award/RDA) in 2020. The analysis used a combination of literature. The results showed that RIF in the early period of the COVID-19 pandemic provided significant benefits for the regions in policies that adapted to the local situation of development in the health sector and economic recovery. Furthermore, this research find that the field implementation of RIF had not been comprehensively successful in promoting regional independence in general, the regions late received information on the budget ceiling, and the diverse regional characteristics and the availability of resources are fundamental factors in achieving quality spending.

Abstract

In 2022 Sukabumi City experienced a significant increase in TB cases from 1,256 to 1,602 cases. In addition, there is still a negative stigma from the community towards TB and its sufferers. To overcome TB cases, the Sukabumi City Government has attempted to implement a TB control program policy, namely the Find, Treat Until Cured Tuberculosis Patients (TOSS-TB) program. This study aims to determine the implementation of the TOSS-TB Program from prevention to cure at the Selabatu Health Center in Sukabumi City with the research process carried out referring to the theory of policy implementation with analysis indicators namely policy accuracy, implementation accuracy, target accuracy, environmental accuracy and process accuracy. The research method used was descriptive qualitative using purposive sampling technique and the number of respondents was six informants. The results of this study are in the implementation of the TOSS-TB program in the Selabatu Health Center area of Sukabumi City both from the accuracy of the policy, the implementation carried out and the accuracy of the planned targets, as well as the environmental accuracy of the implementation then the process carried out is still not quite in accordance with the TOSS-TB program policy in its implementation. Recommendation suggestions for the implementation of the TOSS-TB program include increased cooperation with stakeholders or cross-sectors such as special hospitals for TB treatment and community organizations to break the chain of TB spread, in addition to increasing the provision of information to the public about TB and TB patients along with optimizing mass media publications to socialize about TB prevention.

Abstract

Residential property or house is a basic need for humans. The increase in population causes the need for residential properties also increased. Because availability does not increase while demand increases, a shortage occurs which causes property prices, especially houses, to increase. Residential property is not only used as a necessity, but can also be used as an investment. So it is important for the holder policies and housing developers and the public to find out current and future conditions of the property sector, especially residential property which will come. Residential property is divided into three types based on area soil, namely small type, medium type, and large type. Property Price Index Residential is one of the economic indicators that provide information on residential property developments on a quarterly basis current and future quarters. IHPR data obtained from surveys Residential Property Prices conducted by Bank Indonesia. The aim of this research is to predict the value of the residential property price index in Bandung City. Applying the ARIMA forecasting method, this study found that the value It is predicted that the IHPR in the city of Bandung from the first quarter of 2023 to the fourth quarter of 2023 has increased, so it is known that the residential property sector in the City Bandung is moving in a positive direction.

Abstract

Sedimentation caused by erosion in the Lesti Sub-Watershed and the upstream part of the Brantas Watershed as a whole has an impact on disrupting the role of the Sengguruh Dam in supporting economic activity in East Java. Reducing erosion in upstream areas during their development requires an environmental science approach that harmonizes economic, social, and environmental aspects. This study aims to: Assess the influence of population pressure, community behavior, and land use on erosion in the Lesti Sub-watershed; Predict erosion in the Lesti Sub-watershed; and Provide an environmental science-based conservation strategy for the Lesti Sub-watershed in the context of sustainable development.. The research method used was mixed methods, both through GIS assistance for the Modify Universal Soil Loss Equation erosion formula and also through questionnaires and interviews with communities in the Lesti sub-watershed area. From research on the Lesti sub-watershed, the average erosion rate obtained is 153,868 tons/ha/year, which means it exceeds the minimum tolerance limit. Of the 12 sub-districts in the Lesti sub-watershed area, 6 (six) sub-districts have problems from the environmental aspect through the condition of several sub-districts with high erosion hazard levels. Erosion is correlated with people's knowledge, attitudes, and behavior in the economic aspects through population pressure and social conditions through land use patterns. Based on environmental science, conservation priority recommendations are for these 6 (six) sub-districts by improving soil and water conservation efforts, both vegetatively and civil-technically (environmentally), environmental education (social), and community economic empowerment (economy).

Abstract

Village tourism is currently one of the alternative destinations for nature tourism. This is also the case with the Wargasara Tunda Island tourist village in Serang Regency. Wargasara Tunda Island tourist village was established by the Decree of the Regent of Serang in 2021. However, in its implementation, there are still several problems, namely limited accessibility constraints, low public understanding of tourist villages and hygiene problems at tourist attractions. This study aims to describe and analyze how the policy implementation is using Charles O Jones' policy implementation theory, namely organizational structure, interpretation and implementation. The research method used is qualitative with a case study approach. Data analysis according to Miles and Huberman with research informants determined by purposive informants. The results showed that the implementation of the policy on the establishment of Wargasara Tourism Village on Tunda Island has run optimally with some emphasis. From the organizational, institutional and human resource dimensions of the Tourism Village, it is good with the formation of Pokdarwis Jalatunda, which consists of village youth with tourism interests. The element of interpretation is interpreted variously by the village government who realizes that there are accessibility and electricity network constraints for more advanced tourism development, while from the community side, there is an increased understanding that the potential of the Wargasara area is a tourist destination. The dimension of policy implementation has not gone well where the application of Sapta Pesona has not gone well, especially cleanliness and beauty. Therefore, it is necessary to build synergistic collaboration between parties to overcome barriers to accessibility and electricity networks and increase public understanding of sustainable tourism so that tourism runs and the environment is maintained.
