While studies that put the structure as an autonomous actor explaining that problem of shift in the role and political support of kiai turns laced with systems or structures that surround the life of kiai. Kiai is no longer a mere accused or suspect. Compared with the two previous perspectives, the study which makes a link of kiai and structure as a determinant actor of crisis of political agency of kiai or shifting political roles of kiai from cultural broker to political broker either to political player in the reform era is look more able to explain the problem in a comprehensive manner. The explanation which is given is also open awareness that the problem of shifting political roles or crisis of political agency of kiai in the reform era was not only related to the quality of the kiai alone, but also by the growing structure and surrounding kiai life. Abstract

Terrorism emerged as serious security problem inIndonesia since a network of terrorist group rockedthis country, started from the Bali bombing (2002)followed by other consecutive bombings, such as, J.W. Marriott Hotel bombing (2003), the AustralianEmbassy bombing (2004), and the Ritz Carlton Hotelbombing (2009). This article attempts to examinethe ways in which the government responded towardsthe problem. What sort of policies did theIndonesian government take to respond to terrorismduring the 2002—2009 period? This study uses aqualitative research method. The data used in thisresearch are derived from official documents, directinterviews with government officials and the secondarysources (books and journals) on terrorism andcounterterrorism. This article shows that the governmentadopted the legal approach or law-enforcement(“hard approach”) by issuing the anti-terrorismlaw as a legal framework and by reorganizingthe police force to strengthen its counter-terroristcapability. It also adopted an “ideological” approach(soft approach) to battle religious extremism. Thissort of approach is mainly aimed at defusing andneutralizing the religious extremism of terrorist groupsand preventing it from spreading into the wider community. This article shows that the government hasused effectively both approaches in destroying problemof terrorism in Indonesia.Key Words: Indonesia, policy, terrorism, counterterrorism, legal approach, “ideological”approach.

Abstract

The dramatic shift in the management of local governmentin Indonesia, from the centralised, authoritarianNew Order Era to the more democratic ReformationEra since 1996, met public demands for, among other things, more accountability.Decentralised local government requires a systemthat allows the Central Government to supervise and,at the same time, gives local governments the capacityto carry out their duties. This paper comparesthe institutional capacity of three regencies inLampung using a ten-part inter-sector performanceevaluation method developed by the SustainableCapacity Building for Decentralization , projectfunded by the Indonesian Ministry of Home Affairs.Three separate surveys between 2007-2011 used thedata from a 10% sample of all civil servants ineach rank. We show that local government institutionalcapacities in Lampung Province differ not onlyregionally, but also within inter-sectors functions. Allthree regencies performed poorly in the inter-sectorfunction of information and communication, andall three performed best in procurement of goodsand services. In terms of local autonomy, the singlerecipe of symmetric decentralization which appliessimilarly all over Indonesia, needs to be replaced,we suggest, with asymmetric decentralization, whichis more suited to the local governments’ varied institutionalneeds. Keywords: local autonomy, inter-sector performancebased governance

Abstract

The relations between Indonesia and Malaysia are always full of dynamics. Indonesia is always known as old brother of Malaysia since it has similar history, religion also socio cultural background. Some decades show that the decline of relationship of both countries. Another time, as ASEAN members, the two countries devote their nationalities to purify their collective identities as Eastern nations. The objective of the research is to extricate the construction of Kompas online and Utusan online toward news coverage of the borders dispute between Indonesia-Malaysia in 2010. This research is proposed to examine central issues which reported by Kompas online and Utusan online consistently. As a media, Kompas coverage dominates circulation nationally. Kompas.com was the pioneer of online news in Indonesia and was born in reformation era. Utusan is a prominent media industry in Malaysia that was conducted by UMNO as the ruling party in Malaysia for some periods. The method used in this research is framing method by Robert N. Entman’s which consists of four steps identification: defining problem, diagnosing causes, moral judgment and a treatment recommendation. This research found that Kompas news covered the border dispute must be negotiated as recognition of Indonesia dignity. On the contrary, Utusan’s spectacle focused on the Indonesian demonstrators anarchism during the dispute. Abstract

For more than two decades, Public Private Partnerships(PPP) had developed worldwide as an instrumentto procure public infrastructure where governmentfunds are limited. This practice supports thecovergent theory of the public and private sector.Indonesia experience with PPP follows most of whathad been done by countries overseas with somedeviations. The main reasons for going for PPP forIndonesia government is to fill the gap in financeand capability in procuring the infrastructure. Unofficialreason such as for off-balance sheet and ideologicalis not relevant. Up to now, the Governmentonly allow investment in hard economic infrastructure.Instead of using pure private finance, IndonesiaGovernment facilitates public funds either fromCentral Government or Local Governments to financePPP projects. In most cases, this involvementis because of marginality of the project. This resultsin the condition where the Government still hasdominant role in the existing PPP projects. Comparedto the PPP framework in other countries likein the UK, Indonesia PPP lacks of attention on outputspecification and risk transfer. This may be becauseof lacking of experiences as well as due tohigh degree of Government involvement. Rigorouspolicy is needed in this area to ensure Governmentto achieve better value for money. Keywords: Public-Private Partnerships, Public InfrastructureProcurement, International PPP, IndonesiaPPP, value for money mechanism
