Tamalanrea: Journal of Government and Development (JGD) is a government and development studies journal for the theoretical and practical discussion of government, public institutions, public policy, and development. Our journal, in association with the Department of Government Science, Faculty of Social and Political Sciences, Hasanuddin University, prioritizes a local and global approach to public policy and development. Irrespective of empirical orientation, all papers should have wider theoretical, comparative, or practical significance. Aims and Scope The journal aims to develop and disseminate government and development literature that provides linkages among government research, government education, government policy and practice, and government development at the local, national, and international levels, in all regions. It contributes to understanding key government problems and trends in any context, as well as to providing forums of effective strategies responding to these emerging challenges. The journal invites various types of original contributions related to the government and development, including empirical research, theoretical and historical analyses, and critical reviews of policies, programs, legislations, organizations, and practice interventions. Abstract

Employee work motivation is an important organizational factor that influences employees’ willingness to exert effort, develop their abilities, and contribute to organizational goals. In the context of PT. Japfa Comfeed Indonesia, Tbk Purwakarta Branch, preliminary observations indicated issues related to employee motivation, transformational leadership, and work environment, highlighting the need to examine the relationships among these factors. This study aims to analyze the partial and simultaneous effects of transformational leadership and work environment on employee work motivation. A descriptive-verificative research design was employed using multiple linear regression analysis. Data were collected through questionnaires from 74 employees selected using simple random sampling. The findings demonstrate that transformational leadership has a positive and significant effect on employee work motivation, with a regression coefficient of 0.358 and a significance value of 0.012. The work environment also has a positive and significant effect, with a regression coefficient of 1.007 and a significance value of 0.000. Simultaneously, transformational leadership and work environment significantly influence employee work motivation (F = 168.670; p < 0.001), explaining 82.6% of its variance. The work environment is the more dominant predictor, as indicated by its standardized beta coefficient of 0.758 compared with 0.191 for transformational leadership. These findings suggest that strengthening workplace conditions alongside transformational leadership practices is important for improving employee work motivation.

Abstract

Investment in natural resource-based industrial areas has become a key strategy for regional governments to stimulate economic growth and enhance competitiveness. However, investment policies often prioritize capital inflows without sufficient governance mechanisms to ensure environmental sustainability and equitable socio-economic benefits. This study examines investment governance in the Bantaeng Industrial Estate (KIBA) and proposes a Green Investment Governance framework for sustainable regional development. Using a qualitative case study approach through literature review and document analysis, the research analyzes government regulations, policy documents, official reports, and academic publications related to Foreign Direct Investment (FDI), investment governance, and sustainable development. The findings show that investment governance in KIBA remains predominantly growth-oriented, focusing on investment realization, employment generation, and regional revenue. Although this approach has improved investment attractiveness through infrastructure development and regulatory facilitation, it has not fully optimized local economic spillovers or addressed environmental and social risks. The study proposes a Green Investment Governance framework based on sustainability performance-based incentives, life-cycle investment governance, integrated investment monitoring, and strengthened transparency and public participation. This framework offers a policy direction for balancing economic competitiveness, environmental sustainability, and inclusive regional development in resource-based industrial areas.

Abstract

Local budget planning is a fundamental component of public governance because it determines how development priorities are translated into fiscal decisions and public service delivery. Despite Indonesia's decentralisation reforms, many local governments continue to encounter administrative challenges arising from the timing of central government policy guidance during the budget planning process. This study examines how policy timing influences local budget governance in Kupang City, East Nusa Tenggara, Indonesia. A qualitative case study design was employed, using semi-structured interviews, document analysis, and direct observation. Data were collected from officials of the Regional Development Planning Agency (Bappeda) and analysed using thematic analysis. The findings reveal that delayed issuance of technical guidelines from the central government compressed the planning schedule, reduced opportunities for proposal verification and stakeholder consultation, and increased administrative pressure during the preparation of the Regional Government Work Plan (RKPD) and the Regional Revenue and Expenditure Budget (APBD). The study further demonstrates that effective local budget governance depends not only on regulatory compliance but also on synchronised policy schedules, intergovernmental coordination, and organisational adaptability. Although Bappeda Kupang successfully adopted several adaptive strategies to complete mandatory planning documents, these responses were primarily reactive and constrained opportunities for strategic planning. This study contributes to the public administration literature by positioning policy timing as an important determinant of local budget governance and highlights the need for stronger coordination between central and local governments to improve the effectiveness, predictability, and quality of regional budget planning.
