Tamalanrea: Journal of Government and Development (JGD) is a government and development studies journal for the theoretical and practical discussion of government, public institutions, public policy, and development. Our journal, in association with the Department of Government Science, Faculty of Social and Political Sciences, Hasanuddin University, prioritizes a local and global approach to public policy and development. Irrespective of empirical orientation, all papers should have wider theoretical, comparative, or practical significance. Aims and Scope The journal aims to develop and disseminate government and development literature that provides linkages among government research, government education, government policy and practice, and government development at the local, national, and international levels, in all regions. It contributes to understanding key government problems and trends in any context, as well as to providing forums of effective strategies responding to these emerging challenges. The journal invites various types of original contributions related to the government and development, including empirical research, theoretical and historical analyses, and critical reviews of policies, programs, legislations, organizations, and practice interventions. Abstract

The wave of regional expansion in Indonesia has created new dynamics in the evolution of local government bureaucracy, especially in the balance between procedural formalization and organizational adaptability. This study analyzes the comparison of procedural rigidity versus bureaucratic adaptability between new autonomous regions (DOB) and parent regions in the context of the expansion of Buton Regency. Using a mixed methods design with a comparative case study approach, involving 270 respondents from Buton, South Buton, and Central Buton Regencies. Data were collected through structured surveys, in-depth interviews, participant observation, and document analysis. The results showed that the Buton Regency showed the highest formalization (4.12) but the lowest adaptability (3.52), while both DOBs showed superior adaptability (3.94 and 3.87) with more moderate formalization. The parent region experienced a strong negative trade-off (r=-0.48) between formalization and adaptability, while DOB showed a more complex and less linear relationship. As a result, DOB managed to achieve a more optimal balance through fresh start advantage, while the parent region experienced institutional lock-in that hampered adaptability. This finding challenges the assumption that institutional maturity always contributes positively to organizational effectiveness.

Abstract

This study examines the effect of implementing an e-government system on the accessibility of public health services at the BPJS Kesehatan Ambon Branch. The research is motivated by the need to transform public services digitally, particularly in archipelagic areas like Ambon, which face geographic obstacles in service distribution. Digital platforms such as Mobile JKN, PANDAWA, and the official BPJS Kesehatan website have been developed to extend service coverage and efficiency. Using a quantitative method with a simple linear regression analysis, this study collected data from 70 respondents who actively use BPJS Kesehatan's digital services. The findings reveal that the implementation of the e-government system has a statistically significant positive impact on health service accessibility. The regression results show a determination coefficient (R²) value of 0.378, meaning 37.8% of the variation in accessibility can be explained by the implementation quality. This confirms the proposed hypothesis that improved e-government implementation enhances access to health services. The regression coefficient for e-government implementation is 0.425. These results underscore the relevance of improving digital infrastructure and educating users to optimize the use of BPJS Kesehatan's e-services, ensuring more inclusive, responsive, and efficient public health service delivery—particularly in regions where physical access remains a challenge due to geographical dispersion.

Abstract

News coverage related to corruption is news that captures the public's attention, as is the case of the sugar import corruption case accused of the former Minister of Trade in the Jokowi era, Tom Lembong. The purpose of this study is to analysis sentiment on the news of Tom Lembong's corruption case in online media. The research method uses a descriptive qualitative approach with sentiment analysis techniques in online media with the Brand24 application. The data used are posts crawled from June 22 to July 22, 2025. The results showed that news related to the Tom Lembong case was dominated by the largest negative sentiment on July 19, 2025, the day after the 4.5-year sentence by the Corruption Court Judge against Tom Lembong. The accounts that have a large influence in influencing negative sentiment are the TikTok account of  Inibukanniko and the YouTube account of warganet id, both of which have a perfect influence score of 10/10.

Abstract

This study examines the implementation of e-government principles and the conditions of e-government success factors in Tamalate District, Makassar City. A qualitative research methodology was employed, utilizing observation, interviews, literature review, and documentation for data collection. Both primary and secondary data were analyzed through data reduction, presentation, verification, and conclusion drawing processes. Results indicate that e-government principles enforcement and success factor achievement remain below ideal standards. Key principles, including transparency, accessibility, efficiency, effectiveness, and information security face significant obstacles. Transparency implementation remains incomplete, public accessibility is limited, system deployment is partial, and information security measures are inadequate. The critical success factors—human resources and ICT infrastructure—also present challenges. Employee capabilities in operating e-government systems are inconsistent, and preventive measures against ICT equipment damage are insufficient for maintaining reliable electronic government operations. This study concludes that e-government implementation in Tamalate District requires substantial improvement across all dimensions. Comprehensive reforms targeting these identified weaknesses, the district's electronic government system will continue operating below its potential effectiveness in serving public needs.

Abstract

This study examines the role of village institutions in improving the welfare of tobacco farmers in Ganti Village, Central Lombok. Tobacco is a strategic commodity that supports the rural economy, but it still faces structural inequalities in distribution, market access, and the dominance of middlemen.Using a qualitative approach, this study describes the dynamics of village institutions such as farmer groups, village-owned enterprises (BUMDes), and the role of customary institutions in intervening in the local economy. The findings indicate that village institutions have the potential to act as facilitators, protectors, and liaisons between farmers, markets, and the government. However, institutional challenges such as weak capacity, conflicts of interest, and structural oligarchization also remain obstacles. Therefore, strengthening village institutions in a democratic and participatory manner is key to creating a just, transparent, and sustainable agrarian system. This study concludes that adaptive local institutional-based development is a crucial foundation for the economic independence of tobacco farmers in Central Lombok.

Abstract

School absenteeism remains a persistent challenge in the education sector. This study explores the relationship between the feels-like temperature and school absenteeism in the selected schools in Trishal Upazila of Mymensingh district. Following a mixed-method design, it considers only perceived temperature variables for absenteeism and incorporates quantitative data from publicly available temperature records and daily school attendance data from school registers. Additionally, it draws insights from the qualitative inputs from teachers and education officers. Spearmen's correlation and regression analysis revealed no statistically significant relationship between feels-like temperature and school absenteeism. The Man-Whitney U test, following the summer and winter groups of months, showed that the students from secondary school are likely to be more absent during the hotter days. However, the regression coefficient tables for both schools revealed that the students from secondary schools have a tendency tobe absent more often, even when all other factors are constant. Thematic analysis from qualitative findings focused on other prominent factors, such as parental supervision, socioeconomic conditions, and administrative practices for scholarship eligibility for absenteeism. School absenteeism is less influenced by temperature factors and more influenced by structural and behavioral patterns. This study recommends targeted interventions addressing socioeconomic conditions, data manipulation, and age-specific motives. Future studies should consider a wider array of geographic coverage, focusing on climate-adverse locations and broader climatic variables.

Abstract

In the digital era, public services, governance, and civic engagement have undergone significant transformations driven by rapid technological advancements and evolving citizen expectations. To illustrate the emerging trends, challenges, and opportunities in digital governance, this study presents a comprehensive systematic literature review combined with quantitative bibliometric analysis. By integrating powerful bibliometric tools such as VOSviewer with rigorous systematic review methodology, this study identifies key issues and technological advancements shaping the evolving landscape of digital public administration. The findings reveal two sides of digitalization: while it significantly improves service efficiency, transparency, accountability, and citizen satisfaction, it simultaneously raises critical concerns related to cybersecurity threats, complex regulatory adaptation, digital inclusion gaps, and equity in access. To ensure a responsive, sustainable and inclusive digital transformation in public service delivery, this study emphasizes the urgent need for a coherent policy framework that supports robust digital infrastructure development, continuous capacity building of public officials, and enhanced multi-stakeholder collaboration among government, private sector, and civil society. The study also discusses practical implications and future research directions to support governments in navigating the complex digital governance environment effectively.
