Abstract

The evolving socio-political, economic, and technological landscapes of the 21st century demand a critical reassessment of governance theory to ensure its relevance in addressing complex and dynamic challenges. This study aims to revisit classical and contemporary approaches by examining their strengths, limitations, and applicability to modern public administration. Employing an integrative literature review, the research synthesizes conceptual and empirical insights from governance paradigms including network governance, collaborative governance, and adaptive governance sourced from leading academic databases. The analysis reveals that while classical hierarchical models provide structural stability and clear authority, they are increasingly inadequate for responding to transnational issues such as climate change, pandemics, technological disruption, and global inequality. Conversely, contemporary paradigms highlight the importance of flexibility, stakeholder collaboration, and evidence-based decision-making supported by digital transformation. The findings indicate that effective governance in the 21st century requires an integrated framework that balances normative ideals of transparency, accountability, and inclusivity with practical imperatives of responsiveness, resilience, and innovation. This synthesis underscores the necessity of feedback mechanisms, organizational learning, and multi-level coordination to navigate uncertainty and create sustainable public value. The study concludes that the future of governance lies not in discarding classical theories entirely, but in reconfiguring them through a comprehensive model that harmonizes structural order with adaptability, thus equipping institutions to manage global complexities while preserving legitimacy and public trust.

Abstract

ABSTRACT Nikah gantung is a marriage practice that is religiously valid, yet the couple does not live together or fulfill domestic obligations such as financial support. This phenomenon is commonly found in several traditional communities in Indonesia, primarily as an effort to preserve family honor, avoid premarital sex, or due to economic reasons. However, behind this practice lies a serious discrepancy between religious norms, customary law, and state legal regulations—particularly in terms of marriage registration, legal protection, and minimum marriage age. This study aims to critically analyze the tension among religious, customary, and state institutions in defining the legality of nikah gantung. It also explores how the power relations among these three institutions shape the meaning of what constitutes a "valid" marriage, and how this affects the protection of women's and children's rights. The method used is a qualitative literature study with a critical discourse analysis approach. Data were obtained from previous studies on nikah gantung, Islamic family law, civil law, and anthropological research on customary practices. The analysis applies Michel Foucault’s theory of power, particularly the concepts of governmentality, regime of truth, and symbolic discipline. The findings reveal that marriage legality in the context of nikah gantung is not neutral, but rather the result of competing discourses: the state demands administrative certainty, religion emphasizes sacred legitimacy, and customary norms operate through shame and honor. This research concludes with a call for a more integrative, just, and rights-oriented approach to family law that respects cultural diversity.

Abstract

Patriotism, as a form of collective loyalty to the nation, is a complex phenomenon shaped by competing cultural and philosophical frameworks. Contemporary debates often contrast multiculturalist perspectives, which promote inclusivity and civic values, with ethnoculturalist views that emphasize homogeneity rooted in ethnicity, language, or cultural heritage. This study aims to examine patriotism within these contrasting paradigms and to explore their implications for national identity, social cohesion, and political life. Employing a systematic literature review (SLR) methodology, the research synthesizes theoretical insights from anthropology, sociology, political science, and philosophy. The analysis highlights that multiculturalist approaches view patriotism as inclusive, fostering unity through diversity and shared civic responsibility, while ethnoculturalist perspectives tend to reinforce exclusivity, privileging dominant cultural groups and marginalizing minorities. Findings further reveal that extreme forms of cosmopolitanism and nationalism each pose challenges, potentially weakening cohesion by drawing citizens toward polarized positions. Between these poles, patriotism is understood as a socially constructed sentiment mediated by rituals, symbols, and collective memory, requiring both integrity and responsibility. The study concludes that a balanced form of patriotism integrating civic values with cultural recognition offers a more sustainable framework for pluralistic societies. By navigating between multiculturalism and ethnoculturalism, this research underscores the importance of moderation in cultivating national solidarity without erasing cultural differences.

Abstract

Indonesia’s airspace security represents a strategic dimension of national sovereignty, given its position as the world’s largest archipelagic state with vast airspace intersected by dense international flight routes. The transfer of the Jakarta Flight Information Region (FIR) from Singapore to Indonesia created opportunities for strengthening sovereignty while also posing significant challenges in coordination, regulation, and technological readiness. This study aims to analyze the existing conditions of stakeholders, evaluate the effectiveness of their roles, and propose an ideal governance model for safeguarding Indonesia’s airspace. Employing a descriptive qualitative method with a case study approach, the research collected data through literature review, in-depth interviews, and documentation from relevant institutions, analyzed inductively with source and theory triangulation to ensure validity. The findings indicate persistent issues such as overlapping authority, limited radar technology, and weak inter-agency communication, which reduce the responsiveness of cross-agency coordination to airspace violations. Nonetheless, positive developments are observed through the establishment of inter-agency coordination forums and central government commitment to sovereignty reinforcement. The study concludes that an effective governance model requires multi-level collaboration that integrates military, civil, and international diplomatic dimensions supported by modern technology and robust regulation. Recommendations include enhancing inter-agency coordination, developing an integrated radar system, improving human resources through international-standard training, and institutionalizing a sustainable governance framework responsive to global aviation dynamics. This research contributes both academically and practically to public policy formulation in managing Indonesia’s national airspace.

Abstract

Traditional performing arts in rural tourism destinations are increasingly threatened by declining participation, limited institutional support, and weak digital visibility, creating an urgent need for adaptive strategies that sustain cultural continuity in the digital era. This study examines how digital storytelling can enhance cultural resilience and empower local communities in revitalizing the Can-Macanan Kadduk performance, a centuries-old traditional art from Arjasa Tourism Village, East Java. The research aims to analyze the role of narrative-driven digital media in strengthening community participation, intergenerational knowledge transfer, and cultural identity. Employing a qualitative descriptive case study design, data were collected through in-depth interviews with cultural practitioners, Pokdarwis members, and local digital creators, supported by observations and content analysis of Instagram, TikTok, and YouTube. Findings reveal that digital storytelling increases cultural visibility, fosters cultural pride, improves collaboration between youth and elders, and transforms traditional performances into dynamic cultural narratives accessible to wider audiences. The study also shows that participatory digital practices encourage shared ownership of heritage, bridge gaps between tradition and modernity, and support community-driven governance of cultural tourism. These results demonstrate that digital storytelling functions not only as a communication tool but also as a mechanism of empowerment that strengthens cultural resilience by enabling communities to adapt, innovate, and sustain their intangible heritage. The study concludes that integrating digital literacy, collaborative governance, and creative content development is essential for ensuring the long-term sustainability of traditional performing arts within Indonesia’s evolving digital tourism landscape.
