Abstract

The focus of research in this final project is the optimization of the performance of the Political Unit in the Inteligence and security unit to create safe and orderly pilkades in the Kendal Police jurisdiction. This research focus is considered important because the election of village chief is a democratic party that is most prone to friction in the community. Therefore, Satintelkam of Kendal Police seeks to optimize the performance of the Political Unit so that its implementation is in accordance with Perkabik No.3 of 2013 concerning Police Intelligence Gathering. This research aims to: (1) describe the performance of the Political Unit's mobilization to realize safe and orderly village chief election, (2) find and describe efforts to optimize the performance of the Political Unit's gathering to realize safe and orderly village chief election in Kendal Police jurisdiction. In the conceptual literature to analyze the above problems, several theories are used in this study, namely; Management theory, organizational resource theory and SWOT Analysis theory. While the concepts used as a theoretical basis, namely; the concepts of Optimization, Performance, Rallying, Political Unit, Intelligence and security unit, village chief election and Community Security and Order. In this research, a qualitative method with descriptive analysis is used to process data and field research to obtain data directly by participant-observation. Primary and secondary data sources, using data triangulation to obtain data validity. xviii The results of the findings during this study are (1) The performance of the Political Unit is still not optimal, the implementation of the mobilization has not been fully adjusted to Perkabik No.3 of 2013 concerning Intelligence Gathering, such as not checking the daily mutation book, not being orderly in administration, not involving the police intelligence unit in the implementation of the mobilization and the supervision and control system that has not been maximized. (2) Efforts to optimize the performance of Political Unit in gathering are hampered due to the limited ability of personnel competence, adjusting the qualifications of members in the field that are not implemented due to the limited number of personnel. The conclusions in this final project, (1) The performance of the Satintelkam Political Unit's mobilization is still lacking, the implementation of the mobilization must comply with Perkabik No.3 of 2013. (2) Efforts to optimize the performance of the Political Unit have not been carried out properly due to limitations in terms of quality and quantity of members, inadequate tools and administrative processes and supervisory control that are not optimal.

Abstract

This thesis discusses the optimization of the performance of bhabinkamtibmas in carrying out extension guidance to prevent acts of youth violence at the Tegal Police. Writing this final project has two objectives. The first is to describe the organizational resources of the bhabinkamtibmas performance in binluh activities to prevent acts of youth violence. second, describing the optimization of the performance of bhabinkamtibmas in implementing binluh to prevent acts of youth violence at the Tegal Police Station. The background for conducting this research is the high vulnerability of youth acts of violence at the Tegal Police Station which is marked by the fatality of these acts of violence where victims of juvenile violence suffer losses to death and the increase in the number of youth violence at the Tegal Police Station drastically from the previous year. This research was conducted using a qualitative approach to the type of research field research. The data obtained comes from primary and secondary data. Primary data were obtained through interviews, observation, and focus group discussions (FGD). Meanwhile, secondary data was obtained from existing documents at the research location. The concepts used in this study are the concepts of optimization, performance, bhabinkamtibmas, and youth violence. The theory used is the theory of SWOT analysis, POAC, and 6M. The results of this study are that the organizational resources and performance system of binluh that have been carried out by bhabinkamtibmas have not been optimal. The conclusion from this study is that there are still many aspects that need to be optimized in extension guidance by bhabinkamtibmas in order to prevent acts of youth violence at the Tegal Police Station both from organizational sources and performance systems.

Abstract

The traffic unit is a functional technical unit for the Police which is tasked with maintaining and overseeing all activities that occur in traffic so as to create security and public order in traffic and handle the many traffic violations. Based on the accumulation calculations that have been carried out by the Pekalongan Resort Police in the jurisdiction of the Pekalongan Police, the number of traffic violations is still relatively high. the community to increase public understanding and awareness regarding traffic rules. Dikmas activities require active participation and contribution from the community so that the main objectives of Dikmas Then activities are compliance and obedience to traffic rules and suppressing the number of traffic violations so that security, safety, order and smooth traffic can be realized. However, in fact the performance of the Kamsel Unit through Dikmas Lantas in the Pekalongan Polres jurisdiction is still not optimal, so the authors are interested in examining why the Kamsel Unit's performance through Dikmas then in order to reduce traffic violations in the Pekalongan Polres jurisdiction is not yet optimal? This study uses a qualitative approach and the research focus is holistic. The author's research location is in the jurisdiction of the Pekalongan Police. The data collection technique used is data triangulation technique by means of interviews, observation, document study and data validity. so it will be analyzed using the constant comparative method Based on the results of the data analysis carried out, the Kamsel Unit in the activities of Dikmas Lantas in the jurisdiction of the Pekalongan Police has been carried out properly and in accordance with the standard operating procedures stipulated in the Pekalongan Resort Police Regulation Number 1 of 2022, but its implementation cannot be said to be optimal because there are still obstacles. so that if these matters are not immediately addressed it will affect the level of traffic violations.

Abstract

This research focuses on the optimalization of Traffic Enforcement Unit of Polres Sragen in tackling Over Dimension Over Loading violation in order to create security, safety, order, and smooth traffic. The objective of this research is to understand the management and optimalization method of Traffic Enforcement Unit of Polres Sragen in overcoming Over Dimension Over Loading (ODOL). The concept used are optimalization, Over Dimension Over Loading and Security, safety, order, and smooth traffic. The theory used are SWOT (Strength, Weakness, Opportunity, and Threat) theory analysis, 6M (Man, Money, Materials, Machines, Method, and Market) theory management, and POAC (Planning, Organizing, Actuating, and Controlling) theory management. The method used in this research is qualitative with field type of research. The data is collected through interview, observation, and document study. Interactive model which consists of data reduction, data presentation and conclusion is used as data analysis method. This research is conducted in Polres Sragen, Jawa Tengah. The high number of Over Dimension Over Loading violations in 2022 has disturbed the security, safety, order, and smooth traffic in Sragen. As the stakeholders in road traffic and transportation, the Traffic Enforcement Unit of Polres Sragen is in charge to handle ODOL violations in order to create security, safety, order and smooth traffic. The results of this research shows that the Traffic Enforcement Unit of Polres Sragen has carried out handling the ODOL violations in the jurisdiction of Polres Sragen, but it has not been carried out optimally. Some of the deprivations are lack of competent human resources, inadequate facilities and infrastructure, lack of budget, and method as well as non-optimal management. Therefore, optimalization of Traffic Enforcement Unit of Polres Sragen has to be done in tackling Over Dimension Over Loading. Things that are need to be improved are personnel competency, supporting facility and infrastructure, activity budget, and method of implementing activities according to the guidelines.

Abstract

The problem of traffic accidents, especially at the Sragen Police, continuesto increase from year to year. The number of traffic accidents at the SragenPolice Station is quite high in Central Java Province. In law enforcementSragen Police often use Restorative Justice. There is a need to optimize theperformance of the Satlantas Police Unit of the Sragen Police inimplementing Restorative Justice so that it can provide benefits to reducetraffic accidents at the Sragen Police. The issues to be discussed areregarding the performance of the Sragen Police Satlantas Unit and theorganizational resources of the Sragen Police Satlantas Unit inimplementing Restorative Justice. In order to be able to answer thisproblem, a research was carried out in the Sragen Police area usingmanagement theory, Organizational Resources, and SWOT. There areseveral findings in the research that has been conducted that theperformance of the Sragen Police Satlantas Unit in implementingRestorative Justice is still not optimal and the organizational resources ofthe Sragen Police Satlantas Unit in implementing Restorative Justice arestill not optimal. Abstract

The number of cases of motor vehicle theft (Curanmor) in the community of Kab. Kendal from year to year has increased in terms of quantity and has developed in terms of the motives. The Kendal Police as a state institution that has the main function and authority to enforce the law, is required to improve the performance of its staff in handling cases of “curanmor” in the community. Based on the results of the research conducted, the resolvement of “curanmor” cases by the general criminal unit of the Kendal Police Criminal Investigation Unit, so far has not been optimal, as there are still many unresolved cases of “curanmor”. There are still limitations on the condition of organizational resources, especially from the aspect of the quality of personnel competence and the implementation of investigative management that is not yet optimal, which is the cause of the non-optimal performance of solving the “curanmor” case by the Kendall Police. On this basis, it is necessary to make efforts to optimize the performance of the general criminal unit Satreskrim in solving the “curanmor” case through improving the quality of personnel competence, as well as improving aspects of investigative management, especially in the aspects of planning and implementation.

Abstract

The crime of ordinary theft is an act of a person to take someone else's property that does not belong to him, it is regulated in Article 362 of the Criminal Code. Based on the data, the number of ordinary thefts in the Mojosongo District area is still high, so it is still necessary to optimize prevention efforts by Bhabinkamtibmas through coaching and counseling. This writing uses a qualitative writing approach with a type of analytical descriptive research. The focus of research is on coaching and counseling activities carried out by Bhabinkamtibmas in the jurisdiction of the Mojosongo Police Station.Data sources are primary and secondary data sources with data collection techniques through interviews, observations and document studies. Furthermore, data analysis techniques are used by reducing data, presenting data and drawing conclusions. The coaching and counseling activities carried out by the Mojosongo Police Bhabinkamtibmas have not been good enough which starts from the planning process that the administration is not complete before carrying out activities, organizing with a lack of personnel, the implementation stage in the field in providing counseling to the community, to the control stage from superiors to members. Based on the facts found, the final result of this writing shows that the existing management system can still be optimized for the better, then also optimize efforts to approach crime prevention to the community by the Bhabinkamtibmas of Mojosongo Sector Police when conducting counseling. Therefore, it is expected that the activity management system implemented and the crime prevention approach can be improved and maximized.

Abstract

The writing of this final assignment is motivated by the number of crimes that have increased over the past few years, especially theft crimes and crimes against children. This crime often occurs because of the perpetrator's poor financial condition, bad environment and association. Criminals carry out their actions at night or in quiet places away from crowds. The purpose of writing this final project is : To describe the mechanism for implementing Blue Light Patrol Samapta Unit which is carried out in the Kudus Police jurisdiction To analyze the efforts of Blue Light Patrol Samapta Unit in realizing security and order maintenance To describe the influence of Blue Light Patrol Samapta Unit in creating security and order maintenance which safe and conducive The theory used in writing this thesis is the Management Theory of P.O.A.C. by George R. Terry and 5M Theory of Management by Harrington Emerson. While the concepts used are the Samapta Unit Concept, the Patrolling Concept, the security and order Concept, the Safe and Conducive Concept. The method of writing this final assignment is descriptive qualitative with data sources of interviews, observation and document studies. The results of this final project explain : The implementation of the Blue Light Patrol was not in accordance with the procedure Human resources less than standard None of the officers have received Education and Development The fuel budget is not transparent Lack of supervision for members Lack of seriousness and professionalism of members The Samapta Unit efforts of the Kudus Police are considered to be still not optimal, so it is recommended to make a map of regional vulnerability characteristics, regulate zone patrol activities, apply Whatsapp Share Locations, Timestamp Cameras and install Dash Cameras on patrol vehicles and make technical instructions for implementing Blue Light Patrol.

Abstract

The background of this research is that there are still radical groups who have not been able to accept Pancasila as the sole principle of nationhood and statehood and have broken the unity of the nation by inciting the people. The National Police, especially the Temanggung Police Station, must immediately take proportional and professional steps. One of the preventive measures used by the National Police is a pre-emptive effort with the Binmas technical function as one of the executors. One of the methods of delivering safety messages to the public is through the sambang Bhabinkamtibmas . The purpose of this research was to determine the competence of Bhabinkamtibmas and the implementation of sambang by Bhabinkamtibmas in preventing the development of radicalism in Temanggung Regency. The research method used is to use a qualitative approach. Data collection techniques by conducting interviews, observation, and document study. The use of POAC management theory by George R Terry as an analytical knife for the implementation of sambang activities, as well as competency theory by Busro to analyze the competencies of Bhabinkamtibmas. The results showed that the competence possessed by Bhabinkamtibmas and the implementation of sambang activities were not in accordance with standard operating procedures in accordance with Perkap Number 7 of 2021 concerning Bhabinkamtibmas and the 2018 Bhabinkamtibmas smart book. There were factors that influenced the initial conditions so that the implementation of Bhabinkamtibmas activities did not go well . From the results of this study, the solution to the problem given to Bhabinkamtibmas and Sat Binmas Polres Temanggung is to pay more attention to the competence of Bhabinkamtibmas and evaluate the implementation of active sambang in preventing the spread of radicalism in Temanggung Regency.

Abstract

Village Head Election (Pilkades) is a democratic party activity with high vulnerability. In the 2016, 2019, and 2022 elections, there were always kamtibmas disturbances, which raised indicators of problems in pre-emptive efforts, namely in the raising activities of the Satintelkam Political Unit of the Magelang Police. The research method used is a qualitative method that is using descriptive analysis, so that the data collection techniques used are interviews, observation, and document studies. The focus of this research is optimizing the formation of the Satintelkam Political Unit to realize security and order Pilkades in the jurisdiction of the Magelang Police. Primary data was obtained from interviews with members of the Political Unit of the Satintelkam and the Village Consultative Body who are carrying out the Pilkades. Secondary data was obtained through a review of documents related to the object of research. The results showed that the raising of the Satintelkam Political Unit related to the series of Pilkades activities was still not optimal. The implementation of raising by waiting for community reports has not been in accordance with intelligence activities which are a form of pre-emptive efforts.
