Tanggon Kosala is a peer-reviewed journal that publishes high-quality research and review articles on police science from various academic perspectives. The journal aims to contribute to the theoretical and practical development of policing by addressing key issues in law enforcement, crime prevention, and public security. Abstract

The rampant street racing activities in Tulungagung Regency raise concerns within the community. This paper discusses the law enforcement of street racing activities by the Tulungagung Police Department to realize road safety and traffic order (Kamseltibcarlantas), along with the influencing factors. The discussion encompasses the concepts of traffic, street racing, violation enforcement, and road safety. Qualitative methods employing data triangulation from primary, secondary, and tertiary sources involve data collection, reduction, presentation, and verification. The research findings indicate that law enforcement against street racing in the jurisdiction of the Tulungagung Police Department is carried out through a combination of non-penal (preventive and preemptive) and penal (repressive) approaches. Non-penal approaches include initiatives like "Police goes to school" and patrols, while penal measures involve law enforcement actions such as fines and criminal sanctions. Factors influencing traffic law enforcement against street racing include legal aspects, law enforcement agencies such as the Tulungagung Police Traffic Unit, infrastructure and facilities aiding law enforcement efforts, public response, and cultural alignment with regulations. The enforcement of traffic law against street racing activities in the Tulungagung Police Resort involves both non-penal and penal approaches. Factors such as laws, law enforcement officers, infrastructure, community, and culture influence its implementation.

Abstract

Motorcycle theft is a crime that causes concern for the community. The rampant incidents of motorcycle theft that occur in the jurisdiction of the Dau Police, Malang Police, are a disturbance to public order that is very disturbing to the community. The police are the guardians of the community who are obliged to maintain public order through the Binmas function by carrying out bimluh activities as a form of real action to increase public awareness regarding motorcycle theft. This study aims to describe the phenomenon of motorcycle theft, analyze the role of bimluh activities by Bhabinkamtibmas, analyze the factors that influence the role of bimluh and reviewing relevant theories and concepts in preventing motorcycle theft. This study concludes that the role of the bhabinkamtibmas bimluh in preventing motorcycle theft has not been appropriately implemented. 2 factors influence the role of the bhabinkamtibmas bimluh, namely internal factors, including the lack of quality and quantity of personnel and external factors, such as the lack of public awareness of preventing motorcycle theft. This study suggests that the methods and targets of the Bhabinkamtibmas bimluh must be more appropriate in preventing motorcycle theft and that the Bhabinkamtibmas work together with related parties in preventing motorcycle theft.

Abstract

The crime of motorcycle theft is one of the criminal cases that is in the public spotlight. City Kediri Because between Action Criminal 3C, motorcycle theft, which owns several reports in 2021, there were 17 cases; in 2022, there were 21 cases; and in 2023, there were 30 cases of motorcycle theft. If there is no effective active patrol, especially dialogic patrols, the security and comfort of the people of Kediri City will be disrupted. This study aims to determine the implementation and inhibiting factors and support active patrol dialogic units in press number criminal act motorcycle theft use, guard public order, and security in regional law police station Kediri City. This study uses SWOT theory and POAC management theory and uses the concepts of effectiveness, patrol concept, and criminal crime. The author also applies a descriptive qualitative method in this study by collecting data through observation, interviews, and document studies. The data was then tested using various sources, techniques, time, and theories of triangulation. The results and conclusions of the study indicate that the implementation of patrols, especially dialogical patrols of the Satsamapta Polres Kediri City, cannot be said to be effective because several things have not been appropriately implemented. Good guidelines for operational police, among them, quality And the number of human resources owned, the implementation of dialogic patrol activities, and direct supervision from leaders to reduce the number of motorcycle theft crimes to maintain public order and security in the jurisdiction of the Kediri City Police.

Abstract

The crime of theft with aggravation (Curat) is a type of crime that ranks first of all categories of crimes that occur in Indonesia. Based on data from the Kediri Police investigation unit, the number of Curat crimes from 2020 to July 2023 has reached 313 cases. This Kamtibmas disturbance situation also occurred in the city of Kediri. Repressive law enforcement has an essential role in the eradication of criminal acts, however, preemptive and preventive measures as prevention are far more critical so that people Do not become victims or even perpetrators of cheating crimes. However, the rampant crime in the jurisdiction of the Kediri Regional Police proves that preventive measures carried out through Dialogical Patrols by prioritizing the Polmas have not brought optimal results. In this writing, the author applies a qualitative descriptive method with the consideration that the problems raised by the author are more than a study of a case. In this study, the author uses a type of case study research, namely understanding, studying, and researching the obstacles faced in the implementation of Community Policing Dialogical Patrols in the Samapta Unit to prevent curat crime and maintain the situation of Kamtibmas in the jurisdiction of the Kediri Regional Police. The author of this study will examine a variable with other variables to produce an explanatory statement. The obstacles faced by the Samapta Unit are related to the limited number of members who must reach a broad jurisdiction. The materials and techniques applied in message delivery have not been updated. Data on potential crime risk in various areas has not been updated, so members obtain little information. Efforts to increase Community Policing in the Dialogical Patrols of the Samapta Unit to prevent fraudulent crimes to realize the maintenance of Kamtibmas in the jurisdiction of the Kediri Police. The competency development of Samapta Unit members includes educational programs designed to expand skills and knowledge.

Abstract

Gresik Regency has various crime cases; one of the cases that has increased significantly is aggravated theft. The Objective study is a description of the general implementation of wheel patrol 2 units in reducing criminal acts of aggravated theft in the jurisdiction of the Gresik Police and what the factors that influence the implementation of 2-wheeled patrols in reducing criminal acts of aggravated theft in the jurisdiction of the Gresik Police. The study used draft optimization, Samapta, the Patrol Concept, and the concepts of theft and aggravation. This study used that the management theory and SWOT theory (Strength, Weakness, Opportunities, and Threads). The method of this study was qualitative research with the type of field research. The data sources used are primary data and secondary data. The informants in this study were the KaPolres, Kasat Samapta, KBO Samapta, Kanit Patrol, Sat Samapta Members, and the Community. Data collection techniques in this study are interview and observation and technique analysis data, which used data reduction, data presentation, and conclusion. Implementation of the performance of the Gresik Police Samapta unit in handling the number of theft cases with weighting Not yet effective because of source Power man Still Not yet by list of personnel so that the quality of personnel is not evenly distributed. Another obstacle is the lack of facilities and infrastructure to support such damage. However, the Gresik Police Samapta unit has made several efforts to ensure that performance continues to run, namely by cooperating with the local police in conducting routine patrols and creating reports related to damaged facilities and infrastructure so that they can be reported and repaired.

Abstract

There was a decrease in the percentage of solving theft crimes with aggregation compared to the previous year; in 2021, there were 32 cases, with 25 cases solved or 78.2%; in 2022, there were 38 cases, with 27 cases solved or 71.1%. In 2022, there was a decrease in the percentage of case completion, which was 7.1%. This research used a qualitative study approach because it aligns with the understanding of the qualitative approach above. The research is closely related to a dynamic society, which is poured with descriptive data that can be observed and definite by the reality that occurs in the field. The results of observations made by the author found differences in mechanisms between regulations in perkap and implementation related to reporting. Officers do not immediately make people who come to report a crime to SPKT a Police Report. Only reports that have met two sufficient pieces of evidence will be made a police report by the officer, while reports that have not met two enough pieces of evidence will be made a certificate of receipt of the report. In addition, there are findings related to operational members who do not make Investigation Results Reports, which can hinder the investigation process. The performance of Criminal Investigation Unit investigators in disclosure theft crimes has not been optimally reviewed; it is still found that members who carry out investigation and investigation activities are not according to predetermined laws and procedures.

Abstract

This research aims to describe the phenomenon of mobbing, explain the role of extension guidance activities by Bhabinkamtibmas, identify factors that influence extension guidance activities, and examine relevant theories and concepts to optimize extension guidance activities. This research uses a qualitative approach with field research methods. Data analysis by data reduction, data presentation, and concluding. The results of the research show that cases of beatings in the last 3 years still have a tendency to increase, so the role of Bhabinkamtibmas through counseling and guidance activities is expected to reduce the number of cases of pre-emptive beatings that occur in the jurisdiction of the Nganjuk Police. This research examines the application of Management theory with elements of POAC and 6M and SWOT analysis based on factual conditions, including information from intelligence regarding problems, rules, and regulations related to activities, organizational resources, and internal-external factors.

Abstract

This final project is compiled based on the importance of the role of Bhabinkamtibmas in preventing drug trafficking in Traditional Communities. The theories used are the Collaborative Leadership theory and the Program Implementation theory. The results of this study show that the Empowerment of Bhabinkamtibmas has never been carried out related to the problem of increasing drug trafficking in Traditional Communities in the Tuban Regency Area. Bhabinkamtibmas has a strategic role as the front guard of the Police to prevent drug trafficking in traditional communities. However, there are still several obstacles to its implementation, such as the lack of coordination between Satnarkoba and Satbinmas regarding the prevention of drug trafficking in Traditional Communities at the Tuban Police. So it is hoped that there will be good vertical and horizontal coordination between the Narcotics Unit and the Binmas Unit owned by the Tuban Police and the Empowerment of Bhabinkamtibmas so that it is appropriately implemented followed by the fulfillment of the needs of the number of Bhabinkamtibmas members themselves.

Abstract

This research is motivated by the high incidence of fraud in the jurisdiction of the Kediri Kota Police Resort, which requires preventive efforts to anticipate the issue. The study aims to analyze the implementation of guidance and counseling activities of Bhabinkamtibmas to prevent fraud, as well as the competence and communication of Bhabinkamtibmas in preventing fraud in the area. The theories and concepts used include management, competence, social communication, optimization, role, and the Bhabinkamtibmas concept, with a qualitative method. The results show that although the guidance and counseling activities of Bhabinkamtibmas have been implemented with good operational performance management, there are still limitations in community involvement, lack of impact of the activities, and issues in information dissemination. The competence of Bhabinkamtibmas appears to be good in terms of knowledge, skills, and attitude, but is hindered by heavy workload. Communication by Bhabinkamtibmas in guidance and counseling activities is well-implemented. However, fluctuations in the number of uncovered fraud cases are still found, indicating challenges that must be addressed in fraud prevention efforts.

Abstract

One of the areas that has a high tendency for drug distribution and abuse is Sidoarjo. Sidoarjo has the largest population after Surabaya, with a total population of 2,267,000. Therefore, the high use of narcotics in the Sidoarjo area is due to the large population. The Sidoarjo Police use preemptive efforts through counseling to overcome the problem of abuse of drugs in Regency Sidoarjo. Study This is included in the category of field research, which is conducted directly in the field to provide an objective picture of the reality of the problem being studied. This type of research seeks to interpret various aspects such as observed conditions or relationships, developing opinions, processes, consequences or effects, and emerging trends. This type of research will provide a detailed explanation of how Bhabinkamtibmas optimizes counseling in efforts to prevent drug abuse in the jurisdiction of the Police Sidoarjo. The constraint or obstacle found by member Public Order Officer Police Station Sidoarjo is the performance of Bhabinkamtibmas Polresta Sidoarjo is still inefficient and ineffective. Inefficient due to minimal organizational input and inability to produce high output, productivity is low, and individual performance is still lacking. While not practical, because from the objective approach, it is proven by the inequality between the implementation of counseling.
