Tanggon Kosala is a peer-reviewed journal that publishes high-quality research and review articles on police science from various academic perspectives. The journal aims to contribute to the theoretical and practical development of policing by addressing key issues in law enforcement, crime prevention, and public security. The journal covers research related to the five technical functions of policing, including: Preemptive Function – Studies on crime prevention through education, community outreach, and public awareness programs to foster legal consciousness and social order. Preventive Function – Research on patrol strategies, crime risk management, security measures, and the role of technology in crime prevention. Repressive Function – Analysis of law enforcement actions, criminal investigations, interrogation techniques, and methods for handling offenders. Abstract

Thievery is becoming the highest incidence on criminal cases in Indonesia up to December 2022. Surakarta is the most populated city in Central Java. Highly densed population together with many activities on the region caused a rising diversity of problems of economic, cultural, politic, and public security. According to the Statitical Bureau (BPS) of Central Java on the year of 2021, Surakarta is ranked the second highest criminal cases in Central Java. The most common crimes in Surakarta is thievery. Motorcycle thievery in Surakarta is due to its economic value and highly used transportation in Surakarta. Police criminal Investigation unit whom bear the task to overcome motorcycle theft is General Investigation unit (Resum). This research is aim to identify and to describe the management application and competency on general criminal investigation unit police officers in order to overcome motorcycle theft. Several problems occured such as impairment on technology, officers’ quantity and quality, impairment on facilities, thief whos still in quest or recidivist, lack of supervision, and the inability to set standard operational procedure when on duty to reveal the theft. A number of solutions and innovations related to the problems found are to have collaboration with another institution like Dukcapil, Dishub, Universities, and local goverment of Surakarta. This study is hoped to be able to help enforcing the law in this institution. Moreover, this can be added as suggestions to the higher leader to make a better policy for Polresta Surakarta.

Abstract

The circulation of liquor is a problem which is often found in the jurisdiction of Surakarta Resort Police. The lack of intelligent information and the awareness of society to report the liquor distribution activities caused the liquor dealers and drinkers dared to do the action. In 2022, still increased as in previous years. The purpose of this writing is to describe and analyze the implementation and form of optimization Samapta Patrol Unit of in preventing the circulation of liquor in the jurisdiction of Surakarta Resort Police. The type of research used is research with a qualitative approach with descriptive analysis methods. This method describes the factual conditions that exist in the field and is analyzed using related theories. The theory that the writer uses is POAC management theory and Organizational Resource theory. The author also uses the concept of optimization and patrolling. In order to find out the causes and solutions to existing problems, the author carried out research in the jurisdiction of the Surakarta Resort Police. From theresults of the study, Samapta Patrol Unit is still not optimal in carrying out patrols to prevent the circulation of liquor in the jurisdiction of the Surakarta Resort Police. It was found that there were still deficiencies in the planning, organization, actuating, and controlling of the Patrol Unit and the aspects of human resources, budget, facilities and infrastructure and methods of conducting patrols were not yet optimal. The problems in this final project are solved by using theories and concepts in accordance with the hope that the Samapta Patrol Unit can be optimal and the number of liquor circulation in the jurisdiction of the Surakarta Resort Police can be reduced.

Abstract

Traffic accidents can happen anywhere and anytime. This study aims to describe the implementation and Organizational resources of Dikmas Lantas, Kamsel Unit in minimizing traffic accidents at the Batang Police. In conducting an analysis of implementation, researchers used POAC management theory consisting of Planning, organizing, implementing, and Controlling. Meanwhile, to describe Organizational resources, researchers used 4 aspects of assessment, namely people, Money, Materials, and Methods. The concept of optimization referred to here is how to make the steps taken by the Kamsel Unit of the Batang Police can reduce the number of accidents in the jurisdiction of the Batang Police. In addition, researchers also use the SWOT theory to identify problems internally and externally. This type of research is field research with a qualitative approach with data collection techniques in the form of interviews, document studies, and observations focused on the Batang Police jurisdiction, Central Java, which has traffic accident cases during January-November 2022. Based on the analysis that has been carried out , it is known that in discussing the implementation of Dikmas Lantas, Kamsel Unit, at the Planning stage many activities were carried out spontaneously without careful Planning, besides that in terms of Organization the number of personnel they had was still lacking. During the Dikmas Lantas, Kamsel Unit implementation stage, it seemed that what was important was just running without clear targets or goals. For the control stage, it is carried out with monthly meetings and LHP reporting, but the writing of the LHP that is made is not in accordance with Perkap No 1/2019. Regarding the management of Organizational resources managed by Dikmas Lantas the quantity of personnel is still not ideal, then in terms of the budget when compared to demands and targets it is relatively limited, the Methods used are quite varied apart from conducting direct guidance to the community, Dikmas Lantas also puts up banners and billboards in accident-prone areas.

Abstract

The goal of this study is to answer the writer's problem, why Satuan Samapta's Temanggung Police two-wheel patrol in order to prevent vehicle theft wasn't optimal. In this research, the writer will describe the implementation and patrol method of Satuan Samapta’s two-wheel patrol in order to prevent vehicle theft in Temanggung police jurisdiction. This study uses a qualitative approach. qualitative methode used as a procedure to generate descriptive data such as words written or verbal from people and behavioral observed. The focus of this research is the preventive implementation optimization by Satuan Samapta’s Unit Turjawali through twowheel patroli in order to prevent vehicle theft in Temanggung police jurisdiction. Primary data was gathered by doing interviews with 6 people and secondary data was gathered by scripts. Data validation uses source, method, and theory triangulation. The results of this study indicate that the management of four-wheel patrol analyzed with management theory and prevention crime theory wasn’t optimal. The lack of implementation in two-wheel patrol and from un-done patrol method causes Satuan Samapta’s two-wheel patrol wasn’t optimal.

Abstract

In 2021 according to the calculations of the Central Statistics Agency, Indonesia will experience a population increase of 1.13% with a total of 275,770,000 people. This increase was accompanied by an increase in the economy and community needs, so that the mobility carried out by the community was increasing. To support this mobility, people use transportation. The more transportation people use, the number of traffic violations and accidents also increases. This study aims to analyze the performance of the Turjagwali Sat Traffic Unit of the Pati Police in preventing traffic accidents in the blackspot zone through patrols. In writing this final assignment, the author uses concepts and theories which are used as an analytical knife for discussing the problems found and providing problem solving for the Turjagwali Satlantas Polresta Pati Unit. From the results of research conducted by the author, many factual conditions in the implementation of patrols by the Turjagwali Satlantas Polresta Pati Unit are not in accordance with the rules, namely Perkabaharkam No. 1 of 2017 concerning Patrols. This discrepancy was influenced by both internal and external factors so that during the implementation of the patrol there were many obstacles and problems faced by the Pati Polresta Polresta Turjagwali Unit. The implementation of patrols to prevent traffic accidents in the blackspot zone by the Turjagwali Satlantas Unit of the Pati Police is expected to comply with the rules in carrying out tasks and remain guided by Law no. 2 of 2002 concerning the National Police and Law no. 22 of 2009 concerning Road Traffic and Transportation. Therefore, the author provides several problem solving discussed in this final project. In the end, the authors can conclude that the performance of the Turjagwali Satlantas Polresta Pati Unit through patrols in preventing traffic accidents in the blackspot zone is not optimal. Problem solving and suggestions provided by the authors discussed in this final project are expected to have a positive influence on the implementation of patrols by the Turjagwali Unit so that traffic accidents in the blackspot zone can be reduced and the realization of traffic monitoring in the jurisdiction of the Pati Police.

Abstract

The author's final project raises the issue of "How to Optimize the Four-Wheeled Patrol Unit of the Samapta Unit in order to Prevent Theft with Aggravation in the Sukoharjo Police Jurisdiction". This Final Project aims to identify the method of implementation of the Sukoharjo Police Samapta Unit Four-Wheeled Patrol and the quality of human resources of the Sukoharjo Police Samapta Unit Four-Wheeled Patrol. This research uses a qualitative approach with the type of field research through limited observation, interviews, and document studies. The data sources used were also obtained from relevant articles, books, journals, and online media news. This research uses Management Theory, SWOT Theory and Competency Theory as well as four concepts relevant to the problem, namely the concept of patrol, the concept of kamtibmas, the concept of theft with weight and the concept of optimization in accordance with Perkabaharkam Number 1 of 2017 concerning Patrol. The results of the study found that the crime of theft with aggravation is the highest crime in the jurisdiction of Sukoharjo Police Station. The implementation of patrol activities carried out has problems in planning, organizing, implementing, and supervising. Based on the results of the study, the author suggests mapping vulnerable areas, coordination with police ranks, and direct supervision by the leadership of patrol implementation in accordance with Perkabaharkam Number 1 of 2017 concerning Patrols. To improve their human resources, it is necessary to increase the ability and insight of patrol members through discussion forums and training held by Sukoharjo Police Station so that the implementation of patrols can be optimal.

Abstract

Each year, many individuals fall victim to internet fraud, but few opt to report it. The number of reported instances of fraud has increased, yet this trend persists. This study aims to find and examine how officers in the Boyolali Police Satreskrim region handle fraud cases via social media, as well as the obstacles they experience in doing so. In order to obtain a clear and relevant image of criminal policy on the role of the police in combating criminal acts of fraud over the Internet, interview data and all other data were evaluated using qualitative analytical techniques to address the defined challenges. The optimization of Polri's social media fraud case management has not been completed successfully. This problem emerges because HR departments lack the knowledge and resources essential to achieve their goals and objectives. Due to the fact normally, only a few numbers of employee has had official training in IT, it is evident that investigators' expertise in cybercrime disclosure tactics and methods is significantly weak at this time. Challenges include the fact that the Boyolali Polda Criminal Investigation Unit's budget is not yet sufficient for operational activities of investigation and investigation of criminal acts, including uncovering cyber crimes, and that Satreskrim lacks the infrastructure to process data from Check Position, Call Detail Record (CDR), and SMS (Short Message Service), as well as the know-how to perform such tasks.

Abstract

This research aims to obtain an overview of the role of performance that has been carried out by The Temanggung Police Intelligence Unit, especially in preventing disturbances caused by community organizations. In addition, an overview of how the implementation of prevention and what faktors influence it. In writing this research, the researcher uses management theory and organizational resources theory as a means for researchers to analyse and process data obtained when conducting research, as well as several concepts and understandings to clarify understanding related to this writing. The data was collected by using a qualitative approach, a field research using observation techniques, interviews with sources, and document review and data triangulation as a means of validating the data obtained. Based on the results of research that has been carried out, the implementation of patrols in the jurisdiction of the Temanggung Police Station is still far from expectations because the expected real change is a significant reduction in the number of disturbances to security and social order by mass organizations. In addition, the increase in state security unit has not gone well because it still cannot meet the indicators of the effectiveness of an activity, namely understanding the program, achieving goals, and real changes. It can be concluded that the role of state security Unit in improving early detection is still not maximized based on the theory and analytical methods used by researchers and also the faktors that influence it, especially in the internal scope of human resources and the methods used in the planning, implementation, as well as supervision and control stages.

Abstract

Enforcement of traffic violations through the Electronic Traffic Law Enforcement system is one form of effort to reduce traffic violations. Regarding this matter, this research aims to optimize law enforcement of traffic by the Gakkum Unit of the Traffic Unit of the Pemalang Police Resort through the ETLE system, especially the Mobile Hand Held type, towards traffic violations in the jurisdiction of the Pemalang Police Resort. Additionally, the Mobile Hand Held ETLE system is based on the ANPR (Automatic Number Plate Recognition) method. This research uses a qualitative approach and field research type. Conceptually, the analysis tool used in this research is the use of management theory, law enforcement theory, and SWOT theory. The concepts used are optimization concept and ETLE concept. The results show that the ETLE system has an influence on the dynamics of the number of traffic violations in the jurisdiction of the Pemalang Police Resort, as shown in the data of traffic violations in 2020 (before the implementation of the ETLE system in the jurisdiction of the Pemalang Police Resort) and in 2021 (the first year of the implementation of the ETLE system), which decreased by 5,916. Despite this, there are several obstacles faced in using the ETLE system, such as budget limitations, infrastructure, technical issues, and societal patterns. Based on the results of this research, it is recommended that the Gakkum Unit of the Traffic Unit of the Pemalang Police Resort can optimize the ETLE system as an effort to enforce traffic violations and develop more accurate ANPR methods.

Abstract

The city of Surabaya is one of the largest metropolitan cities in East Java Province, and is one of the most populous cities. As one of the largest and most populous Metropolitan Cities, Surabaya has a high crime rate. Several forms of high criminality in Surabaya are theft, cheating and stealing. Motor vehicle theft (curanmor) is one of the highest numbers among the three with the latest data in 2023 there were 544 thefts. This research aims to examine the implementation and performance efforts of Satsamapta Quick Response Patrols to prevent criminal acts of theft in the jurisdiction of the Surabaya Police. This research method is qualitative research using interview instruments, observation and document study. Several things show that efforts to implement Respatti patrols at the Surabaya Police can still be improved. This research concludes that communication with the Head of Samapta is needed to improve several things such as; (1) Standard stages, (2) Random inspections or inspections, (3) More sophisticated technology, (4) Further attention to the results of audits related to the discovery of theft.
