Abstract

Antusiasme terhadap teori Network Governance semakin meningkat dalam beberapa tahun terakhir. Lalu, bagaimana perkembangan implementasi teori network governance pada pelayanan publik? Penelitian ini bertujuan untuk memberikan pemahaman terkait teori network governance pada pelayanan publik melalui analisis bibliometrik perkembangan penelitian-penelitianl terkait selama 10 tahun terakhir. Analisis bibliometrik pada penelitian ini memanfaatkan databes jurnal Web of Science yang divisualisasikan menggunakan aplikasi VosViewer dan R Biblioshiny guna menganalisis 332 jurnal publikasi mengenai network governance dan pelayanan publik. Berdasarkan analisis yang telah dilakukan, salah satu penelitian dengan sitasi terbanyak menemukan bahwa teori ini relevan dalam menjawab kebutuhan publik. Penelitian terkait network governance pada pelayanan publik paling banyak diproduksi oleh Amerika Serkat. Berdasarkan analisis biblioshiny, beberapa sumber jurnal yang paling relevan terhadap topik penelitian ini dalam area penelitian Public Administration antara lain Public Management Review, American Review of Public Administration, International Journal of Public Sector Management, International Review of Administrative Science, dan Journal of Public Administration Research and Theory.

Abstract

The potential of the tourism sector offers opportunities to increase the competitiveness of a region. This prospect lies in implementing the leadership framework of the Triple Helix government. This research aims to establish the correlation between tourism's latent potential and collaborative synergies between local government, industry stakeholders, and the academic community at universities, all in an effort to drive the evolution of the tourism sector. The focus of this research is on leadership and the real results that come from government, embodied in the Triple Helix policy. This study uses a qualitative method to assess and analyze the Triple Helix. This approach includes analysis of underlying causal factors, evaluation of results, and analysis of interactive models. The results of the study show that the leadership aspect in the context of the Triple Helix government framework has not yet reached its peak, especially in the tourism industry, including (a) increasing the value of superior products, (b) regional income, (c) employment, (d) providing a tourism platform that is recognized in education, (e) offering unique memorabilia, and (f) strengthening the brand identity of the designated Tourism Area. However, this effort shows a suboptimal level of performance due to several deficiencies, covering issues such as (a) formal and informal institutions, (b) the world of work, (c) the domain of production technology, (d) the paradigm of corporate governance ( management), (e) access to market outlets, and (f) infrastructure.

Abstract

Public Policy in the COVID-19 era throughout Indonesia is experiencing changes, as is Central Kalimantan Province. Changes in Public Sector Management in Central Kalimantan occurred based on several regulations issued by the need for handling the COVID-19 virus. This research aims to analyze what policies have been implemented by Central Kalimantan Province in the COVID-19 era. The method used in this research is qualitative with literature study, with the data collection method being through documentation related to documents from magazines, newspapers, journals, etc., or through study books, as well as legal regulations related to research. The results of this research show that COVID cases in Central Kalimantan are increasing, resulting in large-scale social restrictions being implemented at all levels of government. After large-scale restrictions were implemented, public services and information were provided to the public on a limited basis and online by developing government applications and websites. Central Kalimantan Province has taken various measures to address the COVID-19 pandemic, but challenges continue. Efforts made during the pandemic must continue to be increased to maintain the health and welfare of the community and prepare ourselves to face similar situations in the future.

Abstract

Decentralization empowers local governments to tailor their budgets to meet specific local development needs. However, effective planning transcends mere identification of priorities; it also involves adeptly aligning resources with long-term sustainability. This research delves into the APBD realization report of Central Kalimantan Province for the 2021-2023 period, scrutinizing how the budget is harnessed to advance community welfare in alignment with the region's vision, mission, and developmental objectives. Leveraging a combination of literature review and interviews, this study reveals that the decentralization of budgetary resources by regional governments can significantly enhance community welfare and contribute to regional development. Nevertheless, the linchpin for success lies in bolstering regional government accountability in the utilization of the APBD.

Abstract

General elections are held with the intention of electing community representatives who can then form a government, continue the independence movement, and uphold the integrity of the Unitary State of the Republic of Indonesia. Political parties themselves are a forum for association and gathering of people to participate in government guaranteed by the constitution. In becoming election participants political parties and members of political parties must register through the Political Party Information System (SIPOL) created by the election organizers, namely the General Election Commission in order to help make it easier for political parties to register and assist the KPU in carrying out the stages of verification and determination of political parties participating in elections as well as creating more transparent and accountable parties and increasing orderliness of political parties in the registration stage. The purpose of this research is to describe the application of political party information systems, especially in Tegal City, as well as to describe the quality of political parties. This study uses a qualitative descriptive research method, with data analysis techniques using Nvivo analysis to obtain systematic analysis results. The results of the study show that the application of the Political Party Information System at the Tegal City KPU and the Tegal City political parties is said to be quite good. Where from the KPU and political parties they feel very facilitated by the existence of SIPOL as a tool for registering, verifying, and determining political parties participating in elections, as well as the level of transparency and accountability of political parties has increased since the existence of SIPOL

Abstract

The purpose of this study is to measure the community satisfaction index and analyze the gap between service performance and community expectations. The 9 elements used based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017 consist of requirements, systems, mechanisms & procedures, completion time, costs / tariffs, product specifications type of service, executive competence, executive behavior, handling complaints, suggestions & input and infrastructure. This type of research is descriptive with a quantitative approach while the population of this study is two-wheeled and four-wheeled vehicle taxpayers in the working area of UPTD PPD SAMSAT Tanjungpinang which amounted to 68,977 taxpayers and the number of samples of this study used sample calculations developed by Morgan and Krejcie with a sample of 382 respondents. Then the data analysis technique uses the Community Satisfaction Index, Importance & Performance Analysis and gap analysis (GAP). The result of this study is a Community Satisfaction Index of 87.55 with service quality B. Measurement of service elements using cartesian diagrams there is 1 indicator in quadrant I (top priority), 13 indicators in quadrant II (maintain achievement), there are 7 indicators in quadrant III (low priority) and no indicators are included in quadrant IV (excessive). Then based on the GAP analysis, there are 8 indicators that are still below the average GAP score.
