Abstract

This study investigated the level of civic engagement and social responsibility among public Senior High School (SHS) teachers in Santa Rosa City during the Academic Year 2025–2026 as a basis for the development of a proposed Civic Consciousness Program. Specifically, the study examined the demographic profile of respondents in terms of age, sex, civil status, teaching experience, and assigned SHS strands or tracks. It further assessed the level of civic engagement in relation to active participation in governance and community life, as well as the level of social responsibility concerning ethical duties and accountability to society. A quantitative descriptive-correlational research design was employed, utilizing a researcher-made questionnaire administered to 207 public SHS teachers selected through stratified random sampling from a population of 241 teachers across ten public secondary schools in Santa Rosa City. Data were analyzed using frequency and percentage distribution, weighted mean, t-test, one-way analysis of variance (ANOVA), post hoc analysis, and Pearson Product-Moment Correlation Coefficient. Findings revealed that public SHS teachers demonstrated high levels of civic engagement and social responsibility, indicating strong participation in civic-related activities and commitment to ethical accountability. Significant differences were observed when grouped according to selected demographic variables, while a statistically significant positive relationship existed between civic engagement and social responsibility. The study concluded that teachers serve as vital agents of civic consciousness and social transformation. Consequently, the findings served as the basis for a proposed Civic Consciousness Program aimed at strengthening teachers’ participation in civic and socially responsible initiatives.

Abstract

This article explores how the practical and professional legal competence of future teachers can be improved through a differentiated approach. It focuses on pragmatization—turning legal knowledge into usable skills—and works through the related ideas of diversification, integration, concept, and tendency. The author shows how grouping learners by level and need, linking law with other fields, and emphasising practical readiness all matter, arguing that legal competence is shifting from a fixed body of knowledge into a dynamic, person-centred skill.

Abstract

This article examines how a linguistic-logical approach can be used in the analysis of legal texts, based on Articles 370-377 of the Tax Code of the Republic of Uzbekistan. The study focuses on the sentence structure, syntactic scope, internal textual links, and practical interpretation of the rules related to individual income tax. The analysis uses semantic, propositional, pragmatic, and counterfactual methods. The results show that some provisions may lead to different interpretations because of open categories, reference words, the scope of conjunctions, and implicit semantic grounds. The article presents the linguistic-logical approach not as a replacement for linguistic expertise, but as an integrated way of examining the logical and pragmatic aspects of a normative text more deeply.

Abstract

This article examines the priority areas for enhancing the governance efficiency of educational institutions in response to global transformations and the demands of the digital economy. The research explores a transition from traditional, rigid administrative monitoring toward an agile, strategic leadership model that maximizes human capital. Through a comprehensive systemic framework, the author details six foundational pillars of modern school administration: strategic leadership, data-driven management, instructional mentorship, financial sustainability, socio-emotional well-being, and digital transformation. The study highlights that integrating artificial intelligence and electronic management platforms mitigates bureaucracy, while anchoring executive decisions in empirical metrics (KPIs) ensures organizational proactivity. Furthermore, within the educational landscape of Uzbekistan, harmonizing these administrative dimensions elevates the institutional mission, transforming schools from mere service providers into innovative, high-performing intellectual hubs. Ultimately, the paper concludes that a leader's strategic vision, coupled with collective solidarity and localized mentorship, serves as the primary mechanism for a sustainable trajectory of academic advancement.

Abstract

Research remains one of the most important functions of tertiary institutions because it provides evidence for solving educational problems and improving policy decisions. Departments of Educational Planning and Management in Nigerian universities, colleges of education, and other higher institutions generate numerous research findings on educational finance, school administration, policy implementation, quality assurance, teacher management, leadership, and institutional development. Despite the growing volume of research outputs, many of these findings are not adequately utilized by public and private organizations responsible for educational planning and administration. This situation has created a persistent gap between educational research and policy implementation. This paper reviews factors that can enhance the effective utilization of research findings generated from Departments of Educational Planning and Management in Nigerian tertiary institutions. The review identifies university-policy maker collaboration, effective dissemination mechanisms, knowledge transfer structures, accessibility of research outputs, policy-relevant research agendas, capacity building for educational administrators, adequate funding, and evidence-based decision-making culture as critical factors for improving research utilization. The paper argues that educational development can be accelerated when research findings are systematically integrated into policy formulation, planning processes, programme implementation, and institutional management. The study concludes that strengthening the linkage between researchers and educational stakeholders will improve the contribution of tertiary institutions to educational transformation and national development.

Abstract

This study examined the relationship between technology proficiency development and Business Educators' job effectiveness in public universities. Specifically, it investigated the relationship between web searching skill acquisition, digital problem-solving skill acquisition, and job effectiveness. The study was guided by two research questions and two null hypotheses tested at a 0.05 level of significance. A correlation survey design was adopted, and the population consisted of 72 Business Educators in public universities, with a census sampling of all respondents used for the study. Data were collected using two structured questionnaires titled “Technology Proficiency Development Questionnaire (TPDQ)” and “Job Effectiveness of Business Educators Questionnaire (JEBEQ)”. The instruments were validated by experts in Business Education and showed high reliability coefficient, with Cronbach Alpha coefficients of 0.93, 0.98, 0.98 for web searching skills, digital problem-solving skills, and job effectiveness respectively, and an overall reliability of 0.96. The questionnaires were administered with the assistance of one research assistant, and all 72 copies were returned and used for analysis. Data were analysed using Pearson Product Moment Correlation to answer the research questions and test the null hypotheses. Findings revealed moderate positive relationships between web searching skills and job effectiveness, as well as between digital problem-solving skills and job effectiveness. Business Educators proficient in web searching were found to be more efficient and resourceful in their academic tasks, while those with strong digital problem-solving skills demonstrated higher productivity and adaptability in their work. The study indicates that technology proficiency development, particularly in web searching and digital problem-solving, enhances the job effectiveness of Business Educators. Based on these findings, it was recommended that Business Educators should continually improve their technology proficiency to optimise the use of digital learning facilities, and that digital learning tools and training should be incorporated into the Business Education curriculum to improve professional competence and teaching outcomes.

Abstract

The study investigated the extent to which the extent to which teachers’ job satisfaction predict effective implementation of the National Policy on Education in public junior secondary schools in Rivers State, Nigeria. The study was based on two objectives, two research questions and two hypotheses tested at 0.05 level of significance. Herzberg's Two-Factor Theory served as the foundation for the study. The design used was a correlational design. The population comprised 1,122 administrative heads in the 374 Public Junior Secondary Schools in Rivers State. A sample of 561 administrative heads representing 50% of the population. Two instruments developed by the researcher titled “Teachers’ Job Satisfaction Questionnaire and Effective Implementation of the National Policy on Education Questionnaire” were used to collect data. The instruments consisted of 50 items designed based upon modified four-point Likert-type rating scale. Research questions were answered using simple regression analyses, and t-tests associated with simple regression were applied to test hypotheses 1-6 at 0.05 level of significance. The results showed that, to a moderate extent, teachers' adequate remuneration predict effective implementation of the National Policy on Education. To a low extent, teachers' recognition, predict effective implementation of the National Policy on Education. In conclusion, teachers' adequate remuneration is the most significant predictors, showing to a moderate extent of prediction. Conversely, teachers' recognition, was found to have a low extent of prediction. Among others, the researcher recommended that Rivers State Government and Universal Basic Education Board should ensure that their teachers are paid promptly to reduce distraction and financial stress to be able to focus on implementation policy directives.
