Kajian Ilmiah Mahasiswa Administrasi Publik (KIMAP)
KIMAP: Kajian Ilmiah Administrasi Publik, dengan nomor terdaftar ISSN 2746-0460 (Online), adalah jurnal peer-review, akses terbuka yang diterbitkan enam kali setiap tahun atau sekali dalam dua bulan, yakni Februari, April, Juni, Agustus, Oktober, Desember oleh Program Studi Ilmu Administrasi Negara Fakultas Ilmu Sosial dan Ilmu Politik Universitas Muhammadiyah Makassar. Jurnal ini bertujuan menjadi wadah akademik bagi para peneliti, akademisi, praktisi, dan pembuat kebijakan dalam mengeksplorasi isu-isu strategis serta inovasi dalam tata kelola pemerintahan dan pelayanan publik. Cakupan utama jurnal ini mencakup kebijakan publik, manajemen publik, governance, desentralisasi, pelayanan publik, serta pembangunan berkelanjutan dalam konteks administrasi publik.

ABSTRACTThe purpose of this study was to determine bureaucratic ethics in the administration of social security (BPJS) in Gowa Regency. This type of qualitative descriptive research is to describe, describe and explain according to the problem of the results of research and objective history, qualitative methods are also referred to as artistic methods, because the research process is more artistic in nature and is referred to as interpretative methods and is very relevant to the research location taken. The informants in this study amounted to 5 people. Based on the results of observations, interviews and documents, the research results are in accordance with the theory of Jay M. Shafritz (2012:99) which the author uses in looking at bureaucratic ethics at the Social Security Organizing Agency (BPJS) in Gowa Regency. In the discussion of the results of this study will be described in accordance with the formulation of research problems that will be adapted to the theory of bureaucratic ethics according to Jay M. ABSTRACTThis research aims to find out the quality of public services in the Office of The Village of Tunggaliru Subdistrict Ujung Pandang Makassar City. The type of research used is qualitative research. The data sources used are primary and secondary. The number of informants is 5 people. Data collection is done using observation, interview and documentation techniques. Data analysis techniques using data reduction measures, data presentation, data verification, and using the application of triangulation data, namely source triangulation, technique and time. The results showed that the quality of public services applied in the Village Office of Tunggaliru Subdistrict of Ujung Pandang Makassar City is still less qualified when viewed from several indicators of the main dimensions in the quality of public services according to Parasuraman (2012): the only dimensions of physical appearance (tangibles) such as office facilities that are still less comfortableKeywords: Quality of Public Service, Village.

ABSTRACTThis study aims to analyze and describe the implementation of public services through SAMSAT Drive Thru in Makassar City and to find out the supporting and inhibiting factors for implementing public services through SAMSAT Drive Thru in Makassar City. This type of research uses a qualitative descriptive type of research. Data collection techniques using observations, interviews, and documentation related to the object being studied related to the Implementation of Drive Thru Motor Vehicle Tax Payments (PKB) in Makassar City. The number of informants in this study were 9 people. The results of the study show that: Communication, Resources, Disposition, and Bureaucratic structure it can be said that it is good in the Makassar City Regional SAMSAT. Supporting factors contained in the SAMSAT Drive Thru service are the existence of adequate facilities and infrastructure such as a suggestion box, competent human resources and information technology that uses an electronic file system and inhibiting factors contained in the SAMSAT Drive Thru service is not all types of four-wheeled vehicles can be served and the lack of socialization related Conclusion Drawing / Verification. ABSTRACTThis study used qualitative research with type of research used evaluative. This study purposed to determine the effectiveness, adequacy, equity and accuracy in the evaluation of promotion policies. namely 1) effectiveness was still not in accordance with the policy because the promotion of positions carried out from the technical competence and managerial competence possessed by the promoted employee, 2) the adequacy was in accordance with the previous rank so that they got promotion to their new position and also if seen from the years of service carried out the duties of the previous position, the average promoted employee had exceeded the policy provisions so that they could be promoted, 3) equal distribution was in accordance with applicable policies, both from ethnic groups from various regions, the implementation of promotions obtained by employees who had religion 4) accuracy, there were still many employees who were promoted due to lack of compensation, but some employees were already in accordance with the existing career path in the applicable policy. ABSTRACTThis study aims to determine the development of the state civil apparatus in improving the quality of work of employees at the Department of Population and Civil Registration of North Luwu Regency. This type of research is qualitative by using descriptive type. Collecting data through observation, interviews and documentation. The results of this study indicate that the implementation of bureaucratic responsiveness in the Population and Civil Registry Office of Enrekang Regency can be said to have been implemented well, this is in accordance with data showing that the implementation of bureaucratic responsiveness in the Regency Population and Civil Registry Office Enrekang is in the high category. There is an important aspect that needs to be considered, namely the aspect of placing service users as customers whose interests must always be prioritized. Keywords: Job promotion, work motivation

Abstract The purpose of this study is to show the working culture of the police in service to the community in Enrekang Police. The research method used is qualitative. The number of informants is seven. Data collection techniques through observation, interviews, literature studies. The results showed that the Enrekang Police Department in the implementation of the task of giving attention to habits, where the Enrekang Police Police always pay attention to the small details of errors in carrying out their duties. This is in line with the principle of obedience to the procedures for carrying out police duties. Enrekang Police Regulation as a party that provides public services to the community in order to provide maximum service, guided by the Code of Professional Ethics of the Police and Tri Brata and Catur Prasetya as the main duty of the police is to protect, serve and enforce the law and work in accordance with the Standards of Oprasional Procedures. Enrekang Police Department carries out tasks oriented to the values carried out by adjusting methods to the socio-cultural conditions of the community and providing examples first, be it institutionally, personally and close family of the Police so as to have a significant impact in the results of socialization and education to the community. ABSTRACTThis study aims to determine the respondents' responses to the influence of education on employee performance at the Pangkep District Education Office. The type of research used is quantitative research with descriptive research type. The sampling technique used is a saturated sample with the measurement of the research instrument, namely; likert's scale. The data analysis techniques used are descriptive statistical analysis techniques and simple regression analysis techniques with the help of SPSS software applications.Based on the results of research with descriptive statistical analysis, the results of respondents' responses were 88.20% which showed that the level of education in the assessment was very good and respondents' responses to employee performance obtained results of 88.5% which showed that the performance of employees at the Pangkep Regency Education Office was classified as very good. The results of the regression equation can be interpreted based on the t value, it is known that the t value is 60,612 t table 2,024, so it can be concluded that the education level variable (X) has an effect on employee performance (Y) at the Pangkep Regency Education Office.Keywords: Education, Performance, Employees

ABSTRACTThe purpose of this study was to find out the horizontal career pattern, vertical career pattern and diagonal career pattern in the Agency for Personnel and Human Resources Development Jeneponto Regency. This study used phenomenological types to find out what problems occurred and the development of information and data acquisition was obtained by researchers during in-depth interviews. The results of this study indicated that the career pattern at the BKPSDM office in Jeneponto Regency had not run well, both from job mutation. Mutations according to position clumps, experience, rank, job training, as well as the expertise of a civil servant and in accordance with the Jeneponto Regent's Regulations had not run properly. Horizontal career patterns in terms of shifting employees to the same position clump, some were appropriate, some were not appropriate, vertical career patterns in terms of rank and training for positions that had not been carried out properly due to the track record of employees and the positions occupied were not appropriate, and motivation or employee encouragement was not present in conducting education and training. While the diagonal career pattern in improving the skills of civil servants in occupying a position in order to improve the quality of employees because basically Civil Servants' work should not refer to regulations.Keywords: Career Pattern, Civil Servant Position

ABSTRACTThe purpose of this research is to find out how the implementation of the Inventory and Use of Goods management at the West Sulawesi General Bureau and Equipment. The number of informants is 5 people. The research method used is qualitative with a descriptive type. Data collection techniques through observations, interviews, and documentation. The results of this research showed that there are several problems that make its implementation not optimal namely in the management of State Property is that there is still poor communication of policies for the management of State Property lack of apparatus resources, there are still unscrupulous users os state property who do not have a posstive attitude. Which do not good in managing state property and the bureaucratic structure that still needs to be improved needs to be rearranged in order to optimize the performance and division managing state property at the Office of the General and Equipment Bureau of West Sulawesi.Keywords : Implementation, inventory of management.

ABSTRAK The purpose of this study was to find out the effect of occupational health and safety on employee performance at PT. Pelni Labuan Bajo. This study used quantitative research type with causal associative quantitative research type, namely for causal relationships between two or more variables from several populations for the sample. With a population of 40 employees. The data were analyzed using a simple linear regression formula. The results showed the testing indicators of occupational health and safety variables on employee performance partially had a positive and significant influence. The results of this study indicated testing the variables of health and work safety on employee performance simultaneously. It showed the t count value of 3,143. This showed that the t count value was greater than the t table value of 1,687 which was obtained from (n -3 = 40-3 = 37 ) with a significant level of a = 0.05. It concluded that tcount ttable (3.143 1.687) So it that the H1 decision was accepted, this meant that the occupational health and safety variable had a positive and significant effect on the employee performance variable.Keywords: Effect, occupational health and safety, employee performance
