Abstract

Developed and developing nations around the world yet are recognizing that democracy depends on a free flow of information. International trends toward transparency encourage these nations to provide the legal and regulatory framework, the structures and condition required to guaraantee the right of access to information of their citizens. These nations aware that access to information wheter in the hands of the state of private companies providing public services, help to increase accountability and allow citizens to more fully participate in public life.

Abstract

Indonesia has been attemping to develope democratic political system throught the country. One among instruments to achieve this is through implementing direct vote. Direct vote is expected to be able to promote democratic local governance as well as prime public service. In implementation, direct vote should be conducted so as not to upset the ultimate goals of autonomy policy. This is due some potential threats which may intervene, or even destroy the process. The threats are comprised of three forms: fisrt, the transition state of local people toward democracy without reliable political structure and political figures; second, plural societies in terms of ethnics, race, languange and religion—yhis may trigger internal conflict; and third, excessive political marketing – a local public figure may publicly be voted for his/her ”engineered appeals” not for his/her competence. Despite these, if political societies are able to manage the three unfavorable environments wisely, the ultimate goals of local autonomy may eventually be achieved.

Abstract

By the end of 2016, the societ of Aceh have held a local democracy party to chose local leader that is a direct election. Election of regional leader is the directly arranged in law 11 year 2006, about governance of Aceh and Qanun (Perda) No 7 year 2006 with implementor KIP (Independent commision of Electio) or a kind of KPUD (Commission of General Election Area). Implementor of Pilkada in Aceh represent unique something that in Indonesia, because candidate of permit from independent, and implementor also the monitoring Uni Europe.

Abstract

Indonesia hitherto is still looking for a right model in managing rural government auntonomy. Currently rural i s a spearhead and also a regency government’s spearhead in rural’s service and developments, thus is existence is needed and comprehended. However, rural government typically has not get recognizable position in National Administration System. Rural often recognized only as an institution of society, not an official institution, then again all matters dealt with are official matters. These problems must be elucidated before establising rural government in the future, therefore profesisionalism and accountabilities of a rural government could be assured.

Abstract

The era of local autonomy, along with laws 32 and 33 – which become effective in 2004 – has resulted in new rights and responsibilities for each local government. One of the rights and responsibilities of each local government is to manage its own resources. In this new era of local autonomy, resource management to be more efficient, each local government must implement a quality control system. A quality control system must utilize: human, facility, technological resources, plus sound procedural practices.

Abstract

Most of the local official more concerned with the financial aspects than the assets of the organization, even one rupiah than the million worth of one asset. Lannd, buildings and islands stay ian peace until they get lost or damaged. The procurements do not always backed up by the maintenance and repair budget sufficiently. Most of the new officials who are posted in new regions have difficulties in housing problems. Are pointed out by NAO (National Audit Office), the main problems faced by public institutions in assets management are: weakness in assets management, poor commercial sense in the existing assets and poor project management.
