Abstract

Suatu yang paradoks ketika suatu bangsa yang kaya akan sumber daya alam dan manusia tetapi selalu tertinggal dibanding negara negara lain yang tidak memiliki sumber daya sebesar negara kita. Pendiri bangsa dan negara telah meletakan dasar dasar yang sangat baik dalam membangun yang tertuang ala Visi Negara yaitu menciptakan masyarakat yang adil dan makmur lahir dan bathin dengan misi melindungi kedaulatan bangsa dan negara, meningkatkan kesejahteraan umum, mencerdaskan kehidupan bangsa serta turut serta dalam perdamaian dunia.

Abstract

Upaya pemberantasan korupsi di Indonesia belum bersinergi dengan baik karena tidak didukung oleh kemauan politik yang tinggi, rendahnya kemauan untuk berubah dari dalam pemerintahan dan belum kuat serta kurang berpengaruhnya tekanan eksternal untuk mendorong perubahan diantara berbagai kelembagaan yang memiliki kewenangan untuk melakukan pemberantasan korupsi. Hal ini menyebabkan kinerja pemberantasan korupsi di Indonesia oleh beberapa pemberantasan korupsi masih rendah. Reformasi birokrasi dalam upaya pemberantasan dimasa mendatang harus diarahkan pada 3 aspek penting yaitu kelembagaan birokrasi pusat dan daerah, sistem kerja dan mindset, sikap serta perilaku birokratnya. Perlu dibangun mindset dari aparatur birokrasi terhadap pemberantasan korupsi dengan iklim investigasi yang tegas, keras, tetapi tidak menakutkan

Abstract

Corruption has existed since the earliest man started living in an organization. In Indonesia, corruption now wxists in all levels of government institutions, both in central and regional ones, even it now already spreads among the society. The world sees that it becomes a worldwide basic need to eliminate corruptions forms. Reformation of bureaucracy towards good governance must be enforced bearing 3 leverage points, such as: 1) the leader, the president, the government institutions leaders and the leaders of all political parties, must be all together have willingbness to do reform of government institutions. 2) government institutions must be organized and managed effectively and afficiently. 3) efforts to build democratic and desentralistic government system are considered as the leverage factors of the reformation.

Abstract

Various crisis in the fields of economy, social, and public service has attacked Indonesia since the last decade without strategic solutions as expected the society. Such condition represents one of indicators of bureaucracy incapability in anticipacing and handling the global problems as the signs of global ‘disaster’ have been indicated since 1990s. As we know, Osborne and Patrick (1997) wrote in their phenomenal book ‘Banishing Bureaucracy’ that the recent world had been characterized by rapid change, technological revolution, global economic competition, demassified markets, educated workforces, demanding customers, and severe fiscal. Thus, a strategic solution should be formulated, among others, by transforming the traditional bureaucracy leadership to be empowerment one. Through this leadership approach, it is expected that the profile of Indonesian bureaucracy will be characterized by creativities and inovations to solve the global problems.

Abstract

Angka pengangguran saat ini sudah tinggi, dan cenderung terus bertambah. Bila keadaan ini tidak diatasi, akan menimbulkan masalah sosial yang berat, dan kemudian dapat membahayakan negara. Dalam rangka menciptakan lapangan kerja, salahsatu kebutuhan Indonesia adalah investasi. Abstract

In general term, democracy involve people in government implementation reflected in phrase: “from the people, by the people, to the people”. There for, the government should develop the nation for the people’s concern. The policy making and administrative practice are carried out by executive and legislative bodies which later deals with implementation and control system. In democracy, there are also several issues to consider namely political policy and administration, administrative accountability, subjective and objective accountability, type of spezsialized mobility and democratic mechanism. These issues will be briefly discussed in this articles.
