Abstract

This research was carried out in Sungai Mempura Village, Siak Regency. This research aims to determine the role of the Tourism Awareness Group (Pokdarwis) in developing tourist villages in Sungai Mempura Village, Siak Regency. The type of research used is descriptive qualitative where descriptive data from answers from research informants describes the phenomena found in the field. The data collection techniques used included observation, interviews, and documentation with informants, the Head of Sungai Mempura Village, the Tourism Awareness Group, Sungai Mempura Village, as well as the community and tourists. Based on the results of research on the development of the Kampung Melayu Sungai Mempura tourist village using the indicators of Attraction, Accessibilities, Amenities, and Ancillary Services, the following results were obtained: The Kampung Melayu Sungai Mempura tourist village has several attractive attractions for people with diverse potential. The natural beauty is still preserved, with good natural potential and a very beautiful environment, and is the center of the Greater Malay Kingdom, commitment to preserving culture is the main magnet. By referring to several indicators used in this research, namely Attraction, Accessibilities, Amenities, and Ancillary Services in the development of the Kampung Melayu Sungai Mempura Tourism Village, it looks quite optimal. However, there are still inhibiting factors seen from several indicators of Accessibility (Accessibility), Amenities (supporting facilities) Ancillary Services (Supporting Services), namely inadequate infrastructure, facilities and infrastructure that are not yet optimal, self-help allocation of funds, and limited human resources.

Abstract

This research was motivated by complaints from patients using BPJS Health that the author found at the Regional General Hospital (RSUD) Dr. Suhatman, MARS Dumai City who were not satisfied with the health services provided by officers, so this research aims to analyze the quality of service for users of the Health Social Security Administering Body (BPJS) at the Regional General Hospital (RSUD) dr. Suhatman, MARS Dumai City. The method used is qualitative and is explained descriptively. The data sources used in this research are primary data and secondary data. The techniques used in collecting data are observation, interviews, and documentation, and then analyzed using an interactive model. Miles and Huberman, this model starts from collecting raw data, displaying data, reducing data, and arriving at data verification and conclusions. There were 10 informants interviewed in this study, namely 4 officers and 6 BPJS Health patients. The results of this research based on Tangibles, Reliability, Responsiveness, Assurance, and Empathy are classified as "Good enough" because there are still inhibiting factors in providing services such as infrastructure, lack of specialist doctors, medical equipment is still lacking, electricity is out, referrals are not online, mics are still not strong enough to match the sound of busy patients.

Abstract

This research aims to find out how the duties and functions of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD-PPA) are implemented in protecting child victims of violence in Dumai City. The research method used in this research is qualitative research where a case study was conducted in the city of Dumai. Data collection techniques are carried out through observation, interviews and documentation. The results of this research indicate that the implementation of the duties and functions of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD-PPA) in protecting child victims of violence in Dumai City has not been fully implemented. This is proven by the existence of several indicators whose implementation has not been good. Meanwhile, the obstacle in implementing cases of violence against children in Dumai City is the difficulty of handling cases because the number of reports received exceeds the number of available workers. As a result, the case handling process becomes slow due to a lack of personnel to handle all incoming reports and a lack of public knowledge and awareness.

Abstract

One of the ways the Pekanbaru City government handles flooding is by carrying out River Normalization, the management of which collaborates with various parties, but the collaboration carried out by both parties has not yet had a significant impact. For this reason, an analysis of collaboration in managing flood management in Pekanbaru City is needed. This research aims to find out how Collaborative Governance is implemented in flood management in Pekanbaru City and find out the obstacles to implementing Collaborative Governance in flood management in Pekanbaru City. This research uses the Ansell and Gash theory with the indicators used, namely, Initial Conditions, Institutional Design, Facilitative Leadership, and Collaboration Process. The results of this research show that there has been collaboration for flood management in Pekanbaru City. The implementation of collaboration can be said to be quite good or quite effective, but not yet optimal, this is proven because there are still several indicators that are not optimal. On the other hand, the coordination carried out still has weaknesses, namely that there is still no clear agreement between several agencies, so there are no binding regulations and sanctions.

Abstract

This article investigates the role of civil society organizations (CSOs) in the decision-making process in a district in the southern Philippines. The study used a descriptive analysis to assess CSO involvement in policy formulation, local development planning, program implementation, and monitoring and evaluation. The findings reveal that while there is limited engagement of CSOs in policy formulation, they make significant contributions to development planning, ensuring consensus-based decision-making that caters to diverse community sectors. CSOs also actively participate in program implementation and monitoring progress. However, the study admits some limitations, including a small sample size and potential redundancy of information due to statement correlation. Nonetheless, the study emphasizes the potential of CSOs to enrich the decision-making process within districts. To enhance CSO involvement, district officials should forge stronger partnerships with NGOs and private sectors, and CSOs should innovate solutions for emerging challenges. Future research should address identified limitations and involve district officials to gain a comprehensive understanding of decision-making processes.

Abstract

This research aims to describe what factors influence the achievement of the Clean and Serving Bureaucratic Regional Integrity Zone (WBBM) Predicate at the Pekanbaru City Land Agency Office. Data collection techniques using observation, interviews, and documentation. Clean and Serving Bureaucratic Area (WBBM) is a predicate aimed at a work union that has accumulated most of the criteria for the improvement process in the leverage components to create an accountable government and excellent service as regulated in the Minister of State Apparatus Empowerment and Bureaucratic Reform Regulation Number 52 of the Year 2014. To achieve the goal of a Clean and Serving Bureaucratic Area (WBBM), the quality of development and management of integrity zones in work units must be improved. The bureaucratic reform program must be immediately implemented in work units. In a government agency environment, integrity in serving the public must be built. Government agencies are given the title of Integrity Zone (IZ) for the realization of Corruption Free Areas (WBK) and Clean Serving Bureaucratic Areas (WBBM) using bureaucratic reform, especially related to reducing corruption and improving the quality of public services. The results of this research concluded that to achieve the Predicate for a Clean and Serving Bureaucratic Area, there needs to be a collective will from all stakeholders who agree, from leadership to members/employees, they must have the commitment to give their best to get the Predicate for a Clean and Serving Bureaucratic Area (WBBM).

Abstract

This study examines how the selected barangay local government units (BLGUs) in the Southern Philippines are implementing meaningful child participation in governance. It focuses on three key aspects: informing children of their rights, actively hearing their perspectives, and involving them in decision-making. The study found a diverse group of respondents, with a majority from Gen Z and Millennials. Many are college graduates and actively involved in organizations, showcasing their potential as future leaders. A significant effort is put into ensuring children are well-informed about their rights under the UN Convention on the Rights of the Child (UNCRC). This highlights a commitment to both inclusivity and upholding children's rights. The research also found a positive perception towards "hearing" children's voices. This suggests a cultural shift towards participatory governance, where children's perspectives are valued in decision-making. This empowers them, communicates the importance of their opinions, and leads to policies that better reflect their needs. The study concludes that meaningful child participation is not only achievable but essential for sustainable development and good governance. It's an investment in the future, fostering a generation of informed, engaged, and responsible citizens. These findings offer valuable insights for local governments in Southern Philippines and contribute to the global discussion on empowering children as active contributors to society. Secure spaces for participation and formal structures within schools, communities, or local government, like the Sangguniang Kabataan (SK), can further empower children to effectively engage in governance.

Abstract

Performance management is a critical component of effective human resource management, particularly in the public sector, where accountability and service excellence are paramount. The Philippine government has taken a major step to improve performance management procedures in the public sector with the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). Using a qualitative case study methodology, the study focuses on important provincial stakeholders, such as the heads of Agencies, the Provincial Human Resource Management Office (PHRMO), and Rank and File Employees. According to the results, the Province of Bukidnon has made great progress in adhering to the PRIME-HRM performance management regulations and guidelines established by the Civil Service Commission (CSC). Key elements of the program, including goal-setting, performance evaluation, feedback, and performance improvement planning, have been implemented successfully, improving employee performance and work satisfaction. The report also emphasizes how PRIME-HRM performance management has improved decision-making on career advancement, incentives, and promotions. The province has demonstrated its commitment to SHRM priorities by integrating performance management approaches with organizational goals. The importance of these findings for the Province of Bukidnon and other public sector organizations looking to improve their performance management procedures is emphasized in the study's conclusion. The results offer insightful information about the effective execution of PRIME-HRM and a road map for coordinating performance management with strategic objectives and cultivating an excellence culture in the public sector.

Abstract

This research aims to determine the influence of organizational climate and coordination on employee performance. This research uses primary data obtained from respondents through questionnaires. The population in this study were employees who worked at the Riau Provincial General Election Commission office. The sample research method used the census method, while the analysis method used in this research was the multiple linear regression analysis method and was processed using the SPSS version 26 program application. The number of respondents in the sample in this study was 36 respondents. From the research results, it was found that the multiple linear regression analysis equation Y = 13,419 + 1,268 X1 + 0.923 research concludes that organizational climate and coordination simultaneously have a significant influence on employee performance at the Provincial General Election Commission with a calculated f value (51,201) > f table (3.27) and Sig. (0.00) < 0.05, this means Ha is accepted and Ho is rejected. Meanwhile, the value of R Square in the coefficient of determination (R2) is 0.756. This shows that the organizational climate and coordination variables as a whole have an influence of 75.6% on performance, while the remaining 24.4% is influenced by other variables not examined in this research.

Abstract

The aim of this research is to determine the smoothness of the Community-Based Drinking Water and Sanitation Provision Program in Nagari Pangian, Lintau Buo District, Tanah Datar Regency so that the Pamsimas program can provide optimal distribution to the community. The type of research used is qualitative research with a descriptive approach. Data was obtained from this research by interviews, observation and documentation. Based on the results of studies in the field and then analyzed using indicators, the planning process has not run optimally, where the goal setting and actors involved have not been planned and implemented well, and there has not been a policy made by the village regarding empowerment. Pamsimas, the collection of resources in the management of Pamsimas in Nagari Pangian has not gone well, seen from the lack of human resources, there are still people who do not participate in paying monthly fees and there is damage to Pamsimas facilities and infrastructure. , the management of Pamsimas has not been carried out well, namely under supervision. There is no written report on the management of Pamsimas and guaranteeing community participation in monitoring the Pamsimas program. And there are still inhibiting factors that cause the program not to run as expected.
