Abstract

The purpose of this study was to determine the development of heritage-based tourism in Bengkalis Regency. Geographically, Bengkalis Regency is a district directly facing the Malacca Strait and directly adjacent to neighboring Malaysia. This makes Bengkalis Regency one of the entry points for foreign nationals who want to make visits or tours to Bengkalis and its surroundings. The research method in this study is a descriptive analysis method with a qualitative approach. As a result, the tourism potential in Bengkalis Regency has not been properly explored, but it is very promising and should be developed. The geographical condition of Bengkalis Regency, which consists of islands and coastal areas as well as the atmosphere of community life and local culture that is typical of Malays, is one of the tourist destinations in Riau Province, especially in Bengkalis Regency. and the factors that influence its development include the strategic geographical location of Bengkalis Regency, the support of relevant agencies in the development and management of tourist objects, and Bengkalis Regency as a historical city with various kinds of areas and cultural heritage.

Abstract

The increasing number of internet users in Indonesia has resulted in an increased need for internet infrastructure. The city of Medan is one of those affected, where there are many chaotic internet infrastructures. The Medan City Public Works Service has overcome this phenomenon, but many violations are still found in the field. The purpose of this study was to determine the supervision of licensing management for fiber optic network infrastructure by the Public Works Department of Medan City. The research method used is a qualitative research method with an approach. The results of research in the field show that the supervision of licensing management carried out by the Medan City Public Works Service has not gone well. This can be observed from the many installations of internet network infrastructure in Medan City that are not in accordance with Medan Mayor Regulation Number 17 of 2020 concerning Guidelines for Structuring and Controlling Telecommunication Towers and Fiber Optic Networks. Among them are installations that do not get permission from the local community, disruption of access to and out of 4-wheeled vehicles, and construction toe points that are too close to the side of the sidewalk.

Abstract

Medan is one of the cities that has a serious waste problem. As a response to this problem, Regional Regulation Number 6 of 2015 was issued to manage waste in the city of Medan. The purpose of this study is to describe the implementation of waste management policies in Sari Rejo Village, Medan Polonia District, and Medan City. The research method used is descriptive research with a qualitative approach, collecting data, information, or knowledge through in-depth interviews. Determination of informants is done by purposive sampling technique. Data collection techniques included interviews, observations, and documentation related to the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City. From the results of the study, it is known that the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City is still not optimal. The reason is the absence of a mayoral regulation as a derivative of a regional regulation to serve as an executor in the field. The absence of a mayoral regulation makes the sanctions contained in regional regulations weak. In terms of resources, there are still various obstacles, such as a lack of human resources, equipment resources, and budget resources. Meanwhile, in terms of disposition and bureaucratic structure, it is quite good to promote the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City.

Abstract

This study focuses on evaluating the Prohibition of Beggars Policy in Medan City, implemented by the Medan City Social Service as stipulated in Regional Regulation No. 6 of 2003 concerning the prohibition of homeless people and beggars and the practice of prostitutes. The purpose of this study was to find out and describe in detail the evaluation of the prohibition of beggars policy in Medan City. This study uses a descriptive research method with a qualitative approach. Through this research it can be seen that the evaluation of the ban on beggars policy in Medan City has not run optimally. The problem is that facilities and infrastructure, enforcement related to sanctions which are an important aspect in evaluating the ban on beggars policy in Medan City, are not in line with the policy objectives, thus hindering the evaluation in achieving the goals of the ban on beggars policy in Medan City.

Abstract

M-Paspor was launched with the aim of making passport services more transparent, accountable, and fast. However, there are still problems with the implementation, namely that the application often has errors, the quota is limited, and there are still many people who do not know the M-Paspor application. Therefore, this study aims to describe the implementation of the M-Paspor Policy in passport applications at TPI's Medan Special Class I Immigration Office. The research method used in this study is qualitative with a descriptive approach. The results of the study indicate that the implementation of the M-Paspor Application Policy in passport applications at the Immigration Office Class I Khusus TPI Medan has been running in accordance with the specified objectives. In the organizational element, the available resources are sufficient, but since the COVID-19 pandemic, the budget can only be used by 60%, and the passport printer needs to be repaired or replaced so that passport issuance is not hampered. In addition, the organizational structure and methods are quite clear and simple.

Abstract

This study aims to prepare a new product in the process of learning English, especially for semester 1 students. The product to be prepared is a digital picture book-based learning medium (e-book). Digital picture books (e-books) are made specifically to guide students to become more skilled in learning English according to ethical norms and customary values. Digital picture books or e-books will be packaged more independently and can be used directly by students with the help of the teacher or personally. This research uses the development method by adapting the IDI model, which has three stages of development: planning, design, and development. All processes will be adjusted based on the students' needs in terms of English skills. Quantitative data were collected through questionnaires and testing, and qualitative data were collected through interviews. To develop learning materials to offer students, researchers sought to find needs analysis, effectiveness, and practicality of the products in designing and implementing. Based on the research findings, the study was considered valid and practical and could be used to improve the quality of English comprehension among students.

Abstract

The prisoner guidance programs are part of the correctional system, which is carried out in the penitentiary (Lapas). The problem that occurs is that most of the conditions in Lapas have exceeded capacity, so the guidance programs must also be carried out at the Detention Center (Rutan). This increased Rutan's function and caused Rutan to face a number of challenges. The purpose of this study is to describe the implementation of guidance programs for prisoners at the Labuhan Detention Centerlem that occurs is that most of the conditions in Lapas have exceeded capacity, so the guidance programs must also be carried out at the Detention Center (Rutan). This increased Rutan's function and caused Rutan to face a number of challenges. The purpose of this study is to describe the implementation of guidance programs for prisoners at the Labuhan Detention Center. This study uses a qualitative research method with a phenomenological approach. The obtained data were analyzed using the implementation theory put forward by Charles O. Jones, including organization, interpretation, and application. Through this research, it is known that the guidance programs for prisoners in Class I Detention Center Labuhan Deli are running quite well. It can be seen in the existence of an organizational structure and a clear division of tasks, adequate resources, work procedures, activity schedules, and good communication with other organizations. However, the socialization carried out by the detention center has not been optimal, and the marketing of products made by prisoners is still limited.

Abstract

This study aims to find out how collaborative governance is implemented to optimize village potential. Collaborative governance is a form of cooperation between government, private, and community parties. The methodology used in this research is a qualitative one. The qualitative method is a research method that aims to explore and understand social phenomena. This method is believed to be in accordance with the existing phenomenon of the availability of local potential that exists but has not been managed and utilized optimally to bring about people's welfare. Based on the data and findings during the research, it can be seen that the local potentials in the form of Koro swords and Aloe vera have been managed and utilized by the village community. The involvement of higher education in empowering the community to utilize the potential of the village is believed to be able to provide optimal benefits.

Abstract

Building an outstanding village is an activity of cultivating the values and productivity of the village community. Because the values instilled help explore existing productivity values so that they can improve the quality of thinking and feeling, as well as psychological quality and productivity. In order to develop values, moral attitudes, understanding, skills, and productivity products which are very essential related to personal and social issues in integrity, it is needed by individuals, family members, workers as well as members of society and democratic citizens. Building an outstanding village is emphasized on values and morals as well as intelligence and productivity.

Abstract

The people of Indonesia and even the world are faced with an outbreak of a dangerous, contagious, and deadly virus called Corona Virus Disease 2019 (Covid-19). Its presence has been around for quite a while, starting in 2019 and now having developed into the Omicron Variant, which was first detected in South Africa (https://www.bbc.com). This research uses a qualitative type of research with a focus on studies, especially on how the communication used by the Pekanbaru City COVID-19 handling task force improved community compliance to comply with health protocols. Qualitative methods are research procedures that produce descriptive data in the form of written or spoken words from people and observable behaviors. The results of this study indicate that the Task Force for Handling COVID-19 has a variety of strategies and patterns to perform functions both preventive and persuasive to residents. In addition to communicating with the community, the Task Force also formed an organizational structure to support the implementation of various programs, one of which was resilient villages. This structure involves the central government, local governments, in this case the mayor, and his ranks.
