Abstract

This study aims to describe the performance of the Food Security Service in efforts to strengthen food security in North Bengkulu Regency in terms of performance measurement theory according to Dwiyanto, 2008 (Bintang & Widowati, 2017), namely productivity, service quality, responsiveness, responsibility, and accountability. This type of research is qualitative research. The location of this research is the Food Security Service of North Bengkulu Regency. The informant selection technique for this research was informal snowball sampling. Data collection was carried out through author observation, in-depth interviews, and documentation studies. Data analysis was carried out through descriptive data analysis techniques. The results of this study indicate that the performance of the Food Security Service in an effort to strengthen food security in North Bengkulu Regency is carried out by distributing vegetable seeds for the use of yards. The people of North Bengkulu Regency, both individually and through organizations, can submit applications. The success of this effort is supported by productivity factors, service quality, responsiveness, responsibility, and accountability that are going well. Some of the obstacles in efforts to strengthen food security in North Bengkulu Regency are the lack of a socialization program, geographical constraints, and resource constraints to reach all areas of North Bengkulu Regency.

Abstract

This type of research is qualitative research with the research approach using Management and psychology. At the same time, the informants in this study are the Head of the Hajj and Umrah Organizing Section, the Staff of the Hajj and Umrah Organizing Section, namely: 1) How is the management of Hajj services at the office of the Ministry of Religion of North Bengkulu Regency. 2) What are the supporting and inhibiting factors in hajj services at the Office of the Ministry of Religion of North Bengkulu Regency? The results of the study show that the management of the services of pilgrims at the Office of the Ministry of Religion of North Bengkulu starts from planning, organizing, implementing, and supervising activities in collaboration with Government Institutions that help the successful implementation of the pilgrimage. The forms of services provided at the North Bengkulu Ministry of Religion Office include Hajj registration services, Hajj cancellation, proposals for elderly pilgrims, merging of mahrams who register separately, guidance on Hajj rituals, division of groups and groups as well as protection services for pilgrims. The inhibiting factors encountered can be overcome by having supporting factors in providing services to prospective pilgrims

Abstract

This study aims to evaluate the Regional Regulation of Bengkulu Province Number 02 Year 2018 regarding Public Order Management, Community Peace, and Community Protection, specifically in the context of street vendors in Panorama Traditional Market, Bengkulu City. The research was conducted using a qualitative approach and a case study method. Data were collected through observations, interviews, and documentation and then analyzed descriptively. The findings reveal that the socialization of the regulation has been implemented by the Regional Public Order Agency of Bengkulu Province, although not fully executed. Sanctions for violating the rules include warnings, written notices, cessation or dismantling of operations, and fines. The evaluation concludes that the Regional Regulation of Bengkulu Province Number 02 Year 2018 aligns with the principles of governance and does not conflict with legal perspectives. However, it is recommended that the Regional Public Order Agency of Bengkulu Province be more consistent and effective in enforcing the regulation. At the same time, the local government needs to enhance coordination with the agency. Furthermore, street vendors in Panorama Traditional Market, Bengkulu City, are expected to comply with the regulations by refraining from selling on the sidewalks.

Abstract

This research discusses the analysis of the Natural Resource Conservation Center in managing the Dusun Besar Lake Nature Reserve, Bengkulu City. Although the management area aims to preserve natural resources and the environment, human activities and management issues threaten sustainability. The Bengkulu Province strives to address these problems for fair and sustainable forest management. The research employs a qualitative method focusing on a case study to analyze the planning, organizing, movement, and supervision in the context of Nature Reserve management. The research findings indicate that   Bengkulu adheres to government regulations and long-term Dusun Besar Lake Nature Reserve management plans. The study also identifies crucial indicators in planning and organizing the three conservation sections in   Bengkulu and the importance of movement and supervision functions in activity implementation.

Abstract

The role of the government in preserving the Danau Dusun Besar Nature Tourism Park is crucial through the issuance of regulations, legal protection, funding, supervision, public education, and international cooperation to create sustainability and fairness and involve community participation. The park’s management includes providing infrastructure, empowering the local community, and ensuring the safety and security of visitors. As a result, Lake Dusun Besar Nature Tourism Park in Bengkulu City can be promoted as an iconic destination, a source of Regional Original Revenue, and recognized as a World Heritage Site by UNESCO.

Abstract

The KOTAKU program is a national program with clear goals and achievement targets that require funding sources that are complementary and timely. The KOTAKU Program aims to improve access to basic infrastructure and services in urban slum areas and support the realization of livable, productive and sustainable urban settlements. This research uses descriptive research methods with a qualitative approach. This is in line with the research objective to see how the KOTAKU program policy is implemented in dealing with the problem of slum areas in Medan Johor District. In this qualitative research method, researchers use the Van Horn Van meter implementation model which influences the implementation of public policy, namely: policy standards and targets, resources, inter-organizational relationships, characteristics of implementing agents, social, political, and economic conditions, and implementor dispositions. Based on the results of research that has been carried out, it shows that the City Without Slum Settlements (KOTAKU) program implemented in the Gedung Johor sub-district has not been fully effective and efficient because it has not yet reached the standards for infrastructure development and basic housing services as well as improving the welfare of urban communities.

Abstract

This research aims to determine the implementation of Regional Regulation Number 8 of 2015 concerning the Prevention and Control of HIV/AIDS (Case Study at the Karimun Regency AIDS Commission Office) and to find out what factors support and inhibit its implementation. that policy. Data collection methods in this research used field observation, unstructured interviews, and documentation. The data analysis used in this research is a qualitative data analysis method. The results of the research show that the Karimun Regency AIDS Control Commission has not succeeded in reducing or eliminating the spread of HIV/AIDS in Karimun Regency from 66 HIV cases, 19 AIDS cases with 1 death due to AIDS in 2020 to 69 HIV cases, 5 AIDS cases with a death rate due to There is zero AIDS in 2021, and of the 52 HIV cases, there are 3 AIDS cases with the number of deaths due to AIDS being 2 cases in 2022. Implementation of the HIV/AIDS prevention and control program in Karimun Regency has not run optimally due to the lack of public knowledge regarding regional regulations, limitations human resources and budget, as well as the lack of awareness of policy implementers in implementing them.

Abstract

Sharia pawnshops are a type of business entity where individuals can obtain funds to help meet their financial needs. Pegadaian Syariah provides a variety of products and services that can help people overcome their financial problems. One of its superior products is Ar Rum, a financing program to empower MSMEs that use BPKB as collateral. The BPKB guarantee will remain under the control of Pegadaian, so that customers can still use their vehicles. This study aims to investigate the impact of Understanding on Arrum BPKB loan applications at PT. Sharia Pawnshop. The results showed that there was a significant relationship between the level of understanding in the decision-making process. In other words, the greater a person's understanding of business and financial aspects, the more likely they are to be interested in applying for a loan to a Sharia Pawnshop.

Abstract

In realizing the improvement of the welfare of Civil Servants (PNS) as state officials and public servants who have the potential to greatly determine the smooth implementation of development, the government has established a system that can protect Civil Servants and improve the welfare of Civil Servants and their families. Namely with the issuance of PP. No. 10 of 1963 concerning Savings and Insurance for Civil Servants and pensions to guarantee and improve the welfare of Civil Servants in their old age. The method used in this study is a qualitative research method, so data analysis is carried out systematically, examining the problems under study, regulations, or programs that are related to the material and also using interviews and observations or observations by first making interview guidelines. The results of this research show that the Quality of Administration Services for Civil Servant Pension Payments PT. TASPEN (Persero) Pontianak Branch Office to participants and recipients TASPEN has been running well.

Abstract

This research is motivated by the implementation of e-procurement in the procurement of goods and services at the Karimun Regency Goods and Services Procurement Work Unit, which is still not optimal and has obstacles in the implementation process. The research aims to determine the implementation of e-procurement in the procurement of goods and services, to find out the supporting factors and inhibiting factors in the process of implementing e-procurement in the procurement of goods and services at the Karimun Regency Goods and Services Procurement Work Unit. The data analysis used is qualitative with data collection techniques, namely interviews, observation, and documentation. The sampling techniques used in this research were purposive samples and snowball samples. In this study, 7 people met the sample characteristics. This research uses the theoretical basis of policy implementation by George C Edward III. The results of this research show that the implementation of e-procurement in the procurement of goods and services at the Karimun Regency Goods and Services Procurement Work Unit is generally good but not yet optimal in terms of the number of human resources, equipment resources, budget resources, and fragmentation
