Abstract

Implementation of Regional Regulation Policy No.03 of 2016 concerning Non- Smoking Areas in the Paser District Health Service (supervised by Prof. Dr. H. Adam Idris, M. Si as supervisor I and Mohammad Taufik, S. Sos, M. Si as lecturer supervisor II). The aim of this research is to determine the implementation of Regional Regulation Policy No.03 of 2016 concerning No-Smoking Areas in the Paser District Health Service. Search data obtained from interviews and observations. Meanwhile, The research methodology used is qualitative, specifically using the phenomenological approach. Primary and secondary data are the two main types of research data sources. There were a total of six research informants. The used analytical method involves data manipulation, data representation, and the derivation of findings, followed by their validation. The research results show that the implementation of regional regulation policy no. 3 of 2016 concerning No- Smoking Areas in the Paser District Health Service uses the Soren implementation model. C. Winter, is already running even though implementation is not yet optimal. Therefore, Efforts such as socialisation and counselling by government agencies, including the Paser District Health Service, in collaboration with other relevant institutions, are imperative. However, the implementation of the Regional Regulation on No-Smoking Areas has proven to be unsuccessful.

Abstract

Studi ini menganalisis dinamika politik di balik munculnya calon tunggal dalam Pemilihan Umum Daerah Kutai Kartanegara tahun 2020. Penelitian ini menggunakan pendekatan studi kasus kualitatif, dengan pengumpulan data melalui observasi, wawancara, analisis dokumen, dan tinjauan literatur, serta interpretasi data menggunakan model interaktif Miles dan Huberman. Untuk kerangka analisis, teori koalisi pilihan rasional Michael Laver (1998) digunakan, yang menyoroti perhitungan strategis aktor politik dalam membentuk aliansi. Temuan menunjukkan bahwa pembentukan koalisi partai tidak didasarkan pada keselarasan ideologis atau platform kebijakan bersama, melainkan pada kepentingan pragmatis yang berpusat pada pelestarian kekuasaan. Partai-partai politik bersatu untuk memastikan akses ke sumber daya, memperkuat posisi tawar mereka, dan memanfaatkan kekuatan elektoral petahana serta jaringan patronase yang sudah mapan. Koalisi strategis ini secara efektif menekan kemungkinan munculnya calon alternatif, sehingga menghasilkan pencalonan tanpa lawan dalam pemilihan. Studi ini berkontribusi pada pemahaman politik koalisi dalam pemilihan lokal Indonesia dengan menunjukkan bagaimana perhitungan rasional dan kepentingan kekuasaan jangka pendek mendominasi pertimbangan programatik atau ideologis. Temuan ini menyoroti orientasi pragmatis politik partai lokal, di mana strategi koalisi berfungsi utama sebagai alat untuk mempertahankan dominasi politik daripada mendorong agenda kebijakan substansial.

Abstract

The purpose of this study was to determine the prevention, handling, and recovery of violence against women at the Samarinda City Women's Empowerment and Child Protection Service (DP2PA). The research method used is descriptive qualitative. Data collection techniques used are observation, interviews, documentation. The data analysis technique used is Miles and Huberman in Sugiyono. The results of the study indicate that the Prevention of Violence Against Women by the Samarinda City DP2PA is carried out through direct and indirect socialization. Handling of Violence Against Women at the Samarinda City DP2PA begins with receiving reports through various channels with the aim of determining the needs of victims, including protection, legal assistance, or psychological assistance. Recovery of victims of violence against women by the Samarinda City DP2PA includes health and psychological services, in collaboration with health centers, hospitals, and the police to provide medical care and post-mortems, as well as psychological support.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis inovasi layanan pajak kendaraan bermotor melalui aplikasi SIGNAL (Samsat Digital Nasional) di Kantor Samsat Kolaka, dengan fokus pada implementasinya dan kendala yang dihadapi dalam praktik. Menggunakan metode kualitatif deskriptif dengan data yang dikumpulkan melalui observasi, wawancara, dan dokumentasi, analisis dipandu oleh lima indikator inovasi Suwarno, yaitu pengetahuan baru, metode baru, objek baru, teknologi baru, dan penemuan baru. Temuan penelitian mengungkapkan bahwa aplikasi SIGNAL memberikan pengetahuan baru kepada wajib pajak dan petugas mengenai layanan pajak berbasis digital, memperkenalkan metode baru sebagai alternatif proses konvensional, berfungsi sebagai objek baru dalam layanan publik berbasis teknologi, dan memanfaatkan platform seluler yang terintegrasi dengan pangkalan data nasional sebagai bentuk teknologi dan penemuan baru. Meskipun memiliki keunggulan tersebut, implementasinya belum optimal karena keterbatasan infrastruktur, kurangnya sosialisasi yang terstruktur, dan rendahnya literasi digital di masyarakat. Studi ini menyimpulkan bahwa SIGNAL memiliki potensi yang kuat untuk meningkatkan aksesibilitas layanan, efisiensi, dan kepatuhan, tetapi memerlukan jangkauan yang lebih kuat, edukasi pengguna yang lebih baik, dan infrastruktur yang lebih andal untuk memastikan adopsi yang lebih luas dan manfaat yang berkelanjutan.

Abstract

Sea level rise is one of the most common and obvious and significant impacts of global warming. This phenomenon occurs due to two main mechanisms, namely the melting of ice sheets and glaciers, and the thermal expansion of sea water. Rising global temperatures cause melting of polar ice and glaciers in mountainous areas, which increases the volume of water in the oceans. On the other hand, warming sea water experiences expansion, thereby increasing sea level. These two processes reinforce each other and contribute to the acceleration of global sea level rise. The impact not only threatens coastal areas, but also has broad implications for the ecosystem, infrastructure and socio-economic life of the community. Globally, sea water rose by 11.1 cm from 1993 to 2023 and the rate of sea water rise increased from 2.1 mm per year in the early 1990s to 4.5 mm per year at the end of 2023. Indonesia itself has sea levels rising by 1.2 mm per year which can threaten coastal communities such as in one location such as North Jakarta which has a sea wall or giant sea embankment that has the potential to collapse due to not being able to accommodate the rising water level. sea. The purpose of this research is to inform readers about how urgent global warming is and how to prevent it. The research method uses a qualitative approach by conducting a study of existing documents. The documents obtained were analyzed and explained for research purposes in this study.
