Abstract

This research using a qualitative descriptive method and was conducted at the Population and Civil Registration Office of Samarinda City. The aim of this research is to analyze the Disdukcapil Innovation in Empowering Persons with Disabilities through the Direct Document Service Program in collaboration with Disabilities (Pak Dola Kadis) by measuring its success through the innovation characteristics indicators proposed by Rogers, which are Relative Advantage, Compatibility, Complexity, Trialability, Observability, as well as conducting an analysis of the inhibiting and supporting factors in the implementation of the innovation. The research results that Pak Dola Kadis is a successful innovation significant advantage. The formation of Pak Dola Kadis is highly compatible with the needs of the public and courier who do not have employment or income. There is a level of complexity, which includes difficulties in providing basic delivery material guidance, transportation difficulties, and the milage. Some members of the public may also have limited understanding of the conditions of courier with disabilities. The trialibility, indirectly conducted by Disdukcapil at the beginning of employment, has proven to be effective. The innovation is easily observable in its implementation by both Disdukcapil and the public general. Supportive factors for the innovation include the equipment provided to couriers, motivation from Disdukcapil, and the support from the Central Government and the public. On the other hand, inhibiting factors for the innovation include the condition of three-wheeled motorcycles, which are prone to more frequent breakdowns, and difficulties in navigating through poorly maintained roads.

Abstract

This study aims to determine the extent to which Bontang City Regional Regulation No. 03 of 2019 has been implemented to address slum areas in Bontang City. In this study there is a formulation of the problem, namely how to implement the implementation of the Regional Regulation No. policy. 3 of 2019 concerning Plans for Development and Development of Housing and Residential Areas in the City of Bontang.This study used a qualitative approach with a case study method on several research subjects including the community, the Bontang City Lurah, and the Bontang City Housing and Agriculture Office. Data collection was carried out by means of observation, documentation study, interviews, literacy studies and field notes, then data analysis was carried out using data reduction, data presentation, triangulation and drawing conclusions.

Abstract

This study aims to determine the quality of passport making services at the Samarinda Class I TPI Immigration Office, and to find out the obstacles faced by the Samarinda Class I TPI Immigration Office in providing services to passport applicants. This research was conducted at the Immigration Office Class I Immigration Checkpoint (TPI) Samarinda. This type of research is descriptive qualitative. Data collection is done by means of library research and field research with qualitative descriptive analysis. By basing on existing data, the author describes systematically, factually and accurately about the facts, characteristics and relationships between existing phenomena. The results showed that the quality of passport-making services carried out by the Samarinda Class I TPI Immigration Office was already going well, starting from the beginning of the process of implementing passport-making services, the officers worked quite well and were able to direct passport applicants. However, in terms of online registration there are still obstacles such as difficulty entering or difficulty downloading proof of payment to centralized network disruptions that sometimes hinder the passport making process at the Samarinda Class I TPI Immigration Office, then the facilities and infrastructure are quite good as seen from the availability of waiting rooms such as chairs, tvs, children's playgrounds, toilets that are quite clean, then prayer rooms but there are still shortcomings, especially in the parking area which is inadequate as evidenced by the fact that there is still a lot of parking space.

Abstract

The purpose of this study was to determine and describe the increase in family income through Micro, Small and Medium Enterprises (MSMEs) in Pulung Sari Village, Rantau Pulung District, East Kutai Regency, as well as to identify the inhibiting factors in increasing family income through micro, small and medium enterprises (MSMEs) in the Village. Pulung Sari, Rantau Pulung District, East Kutai Regency. This type of research is a qualitative descriptive research. Data collection techniques were carried out by means of library research and field work with observation, interview, and documentation techniques. The results of this study indicate that increasing family income through micro, small and medium enterprises (MSMEs) in Pulung Sari Village, Rantau Pulung District, East Kutai Regency is still not optimal. needed in producing or in marketing the products of MSME actors, and there is no routine training.

Abstract

The research aimed to determine the effectiveness of public services at the Population and Civil Registration Office in Berau Regency, with a focus on goal achievement, integration, and adaptation. The research method used was descriptive and qualitative, and data was collected through observation, interviews, and documentation. The study found that the three stages of public service implementation were effective. The achievement of goals for the issuance of birth certificates, e-KTP, and child identity cards (KIA) was high and evenly distributed among the community. The community found it easy to manage their population administration documents and did not have to wait long according to the standard operating procedure (SOP), which is one day. Integration in public service implementation was effective as the Population and Civil Registration Office in Berau Regency worked well with other cross-sector organizations such as the Department of Education, BPS, Banking, and Hospitals. The issuance of birth certificates, e-KTP, and child identity cards was evenly distributed among the community. Adaptation in public service implementation was effective because it met the needs of the community, was easy, and fast. The search results provide additional information related to the Population and Civil Registration Office in Berau Regency, including a strategic plan for the office1 the main goal of fulfilling population administration documents for the community and studies on the implementation of e-KTP policies in Berau Regency

Abstract

This research is a descriptive qualitative research using the Miles and Huberman method, including data reduction, data presentation, and conclusion drawing. In this study the authors used observation, interview and document recording methods. Based on the results of the study, regional leaders in improving employee performance at the Muara Wahau District Office of East Kutai Regency have not been fully implemented. Decision making by the deputy regent goes well, with the participation of the apparatus so that in making decisions it is still taken into account, but only verbally, not in writing and not in the formulation of policies. In addition to flattery, the regent also pays more attention to the disbursement of compensation and salaries that should be paid because they come from the local government. Communication is also good, the deputy regent communicates in two directions and sometimes uses local language so that staff can understand and accept. However, the responsibility cannot be said to be good because of the lack of direct supervision from the deputy regent, so it is handed over to Secretary Camat and heads of departments and heads of offices despite coordination. However, when handling, regional leaders only give verbal warnings or do not impose sanctions. The inhibiting factor is the lack of responsibility of employees due to lack of understanding of using technology and frequent absences from work. Supporting factors are the availability of facilities to support work and work allowances as well as salaries as a form of appreciation.

Abstract

This study aims to determine the obstacles faced by the Government and the police in enforcing criminal law against people who violate the function of the road according to Regional Regulation No. 10 of 2012 dam to find out the efficiency of the Government in implementing Regional Regulation No. 10 of 2012. The conclusion of the study stated that the legal arrangements for the use of public roads for the transportation of mining products in the Tenggarong Seberang District area. The research method that the author uses is qualitative with an analytic descriptive approach, with data collection techniques using three ways, namely observation, interviews and documentation. In collecting data sources, the authors used a purposive sampling technique. The results of the study show that the provisions regarding road access for the transportation of coal and palm oil are still not strict because public road use permits are still being issued. And the legal consequences for the use of public roads for the transportation of mining products in the Tenggarong Seberang District area are still not very clear and firm, however, if an accident occurs which causes harm to other public road users, the transporter must be responsible for the losses incurred.

Abstract

This research aims to identify the factors influencing community participation in the election of the Village Head in Lempake in 2021 in the Biatan Subdistrict, Berau Regency. The study was conducted in the Biatan Lempake Village in the Biatan Subdistrict, Berau Regency. The research design used was qualitative descriptive. The research involved several stages, including field research through observation, interviews, and documentation as a supporting element for the study. The qualitative descriptive analysis involved examining the data obtained based on real-life situations and connecting them with theories that support the discussion. This approach allowed for an exploration of the cause-and-effect relationships influencing political participation in the village. The descriptive analysis included data collection, data presentation, data analysis, and, ultimately, drawing conclusions. The indicators in this study were categorized as follows: Due to Stimulus, Due to Individual Characteristics, Due to Social Characteristics, and Due to Situational and Environmental Factors. The research findings demonstrated that stimuli, individual characteristics, social characteristics, and situational/environmental factors influenced community participation in the village head election held in Lempake Village, Biatan Subdistrict, Berau Regency.

Abstract

This research analyzes the presentation of research data in the reportof the 2021 Village Chief Election in Mahakam Ulu Regency. The focusof this research is on the stages of preparation and nomination in thesimultaneous election of village leaders. The preparation stages includethe final delivery of the village leaders' term and the formation of theelection committee. The nomination stages involve announcements,registration of prospective candidates, research on administrativerequirements, clarification, designation, and announcement ofcandidates. Challenges were found, such as the low number ofcandidate registrants that need further socialization to the community.The research results indicate that the presentation of research datathrough the stages of preparation and nomination involves theimportant role of the election committee. The committee is responsiblefor planning, supervising, and executing all stages of the election. Theencountered challenge is the low number of candidate registrants,requiring intensive socialization efforts. To enhance the presentationof research data in the future, steps need to be taken, such as expandingcommunity participation in nominations, improving understanding ofthe nomination process and requirements, and strengthening the roleof the election committee. This is expected to support a more effectiveand inclusive implementation of village democracy.

Abstract

The purpose of this study was to find out how the implementation of public services was implemented at the Sungai Kunjang District Office, Samarinda City and what were the inhibiting factors in the implementation of public services at the Sungai Kunjang District Office, Samarinda City. Service is the essential main task of the figure of the apparatus, as a servant of the state and a servant of society. The government has an important role to provide excellent public services for all citizens. Along with the implementation of the regional autonomy policy, government bureaucracy officials in the regions can manage and provide public services that are more concerned with the needs of their local communities. Based on the results of research conducted at the Sungai Kunjang District Office, Samarinda City, the implementation of public services by the Sungai Kunjang District Office, Samarinda City, is in a fairly good category. inhibiting factors in the implementation of public services at the Sungai Kunjang District Office, Samarinda City, namely: lack of work discipline such as problems of late working time and completion of work, lack of service transparency and outreach to the community, lack of employee ability to carry out the tasks assigned to them and lack of employee awareness of responsibilities.
