Abstract

This study aims to analyze and describe the forms of e-government utilization at the Guntung Lurah Office, analyze and describe the use of e-government in facilitating the work of employees at the Guntung Lurah Office and identify the driving factors and inhibiting factors for the use of e-government at the Guntung Lurah Office. The type of research used is descriptive qualitative. The data collection technique used was library research and field research using observation, interviews and documents. In this study using data analysis developed by Miles and Huberman. The results of the study show that the use of e-government in the Guntung Lurah Office has various forms of use in various fields, namely there are seven forms of e-government, the use of e-government in facilitating the work of employees seen from indicators of efficiency, effectiveness and transparency has been fulfilled. For the driving factors seen from the successful elements of e-government development, namely support/support, capacity/ability, value/benefits, and local culture/local culture to produce supporting elements so that e-government can be implemented. However, in the implementation, there are still obstacles that hinder the use of e-government, such as the internet network which plays an important role, in fact it is still experiencing problems, the lack of socialization carried out to the public in the field of services and application development has not been carried out optimally.

Abstract

This study aims to find out and describe the effectiveness of the "Labanan Makmur" application-based public service in Kampung Labanan Makmur. This study uses five focuses, namely efficiency in service, responsiveness of officers, facilities and infrastructure, spirit of cooperation, and the relationship between leaders and subordinates as well as to find out the supporting and inhibiting factors for the implementation of application-based services. The data collection techniques used were purposive sampling and accidental sampling. The results of the study show that in general the "Labanan Makmur" application-based public service in Labanan Makmur Village runs quite effectively because three of the five focuses have been running optimally. This application-based service is not efficient because only 30% of the residents of Labanan Makmur Village use this application-based service. The responsiveness of officers at the Kampung Labanan Makmur office was fast because it was in accordance with the competence of village officials. Facilities and infrastructure are adequate in supporting the running of application-based services for both the community and village officials, but the main obstacle lies in the absence of a service server belonging to the village itself. Then the spirit of cooperation seen in the Kampung Labanan Makmur office is very high and the relationship between leaders and subordinates is well established. Supporting factors in supporting the implementation of application-based public services are telecommunication networks, human resources, supporting tools/equipment and services based on village administrative platforms. Meanwhile, the inhibiting factors faced by Labanan Makmur Village were that the community was not yet familiar with online services, the mindset of the people who considered online services more difficult and the servers were down.

Abstract

The results of this study indicate that the effectiveness of online services as a form of implementing electronic government for making family cards at the Department of Population and Civil Registration in the Covid-19 Era in Berau Regency is classified as effective and can be carried out quite well in society, there are aspects of achieving goals, integration and adaptation making the measurement of its effectiveness included in a good achievement to be called effective where convenience for the community as a goal has gone according to the wishes to be achieved, as well as the aspect of integration where the socialization process has gone quite well even though it has not been evenly distributed and there are still obstacles, next namely the aspect of adaptation that can be known by both the apparatus and the community have tried their best to adapt to changes in services at the Office of Population and Civil Registration of the Berau Regency, the last is the obstacle factor experienced so that they will always try to improve and find a solution so that the implementation of electronic government .political marketing lies in the minimal and limited funds used in a series of political marketing processes.

Abstract

This study aims to determine and analyze the level of effectiveness in managing Village Fund Allocations in Mekar Jaya Village, Sebulu District, Kutai Kartanegara Regency in 2021 and to identify the inhibiting factors. This type of research uses qualitative research and data collection, namely through interviews, observation and documentation, while the technique of determining informants uses a layered random sampling technique with a disproportionate stratified random sampling approach as informants, namely the people of Mekar Jaya village based on their level of education, This study focuses on measuring the level of effectiveness in the field of development and empowerment based on James I Gibson's theory consisting of (1) Clarity of purpose; (2) strategy clarity; (3) The process of analysis and formulation of policies; (4) careful planning; (5) preparation of programs that are right on target; (6) Availability of facilities and infrastructure; (7) control and supervision system. The results of the study show that the management of Village Fund Allocations is in the ineffective category. This can be seen from the discrepancy between the use of Village Fund Allocations and the Regulations and the benefits of implementing Village Fund Allocations have not been felt by the community. The ineffectiveness of the Village Fund Allocation is due to factors that affect both internal factors such as incompetent human resources, lack of closeness to the community, lack of community support and external factors such as uncertainty in the process of disbursing funds, the Covid-19 pandemic and changing policies which are then analyzed through SWOT.

Abstract

This study aims to analyze and describe the work benchmarks of civil servants or state civil servants in improving the quality of service to the community at the Sempaja Selatan Sub-District Office and then the community's opinion of community services at the Kelurahan Office. The location of the research was carried out at the South Sempaja Village Office, North Samarinda District, Samarinda City. This type of research uses descriptive qualitative. Data collection was carried out through library and field research using observation, interview and documentation methods. Data were analyzed by descriptive qualitative. Based on the data developed by Miles, Huberman and Saldana, the authors did several things, namely collecting data, summarizing the data, then presenting the data, then drawing conclusions according to the theory of interactive data analysis. The results of this study indicate that the benchmark for the work of state civil servants or civil servants in improving the quality of service to the community at the Sempaja Selatan Village Office has been going quite well. This was obtained based on the results of research through actions taken by employees or state civil servants who carry out policies in providing services to residents of the South Sempaja Village, North Samarinda District, Samarinda City, as measured using dimensions/indicators Tangible, Reliability, Responsivenes, Assurance and Empathy. Furthermore, there are also several factors that influence the work benchmarks of state civil servants or apparatus in the implementation of services to the community at the Sempaja Selatan Village Office, namely the factor of the use of assistive devices and the factor of the place of service.

Abstract

Revolusi industry 4.0 terus berkembang dikalangan masyarakat dan ini jelas menuntut birokrasi harus terus bertransformasi, agar birokrasi tetap bisa selalu eksi ditengah cepatnya arus digitalisasi. Penelitian ini menggunakan pendekatan Weberian untuk memberikan penekanan yang kuat pada mesin birokrasi untuk mengimplementasikan aturan-aturan yang telah ditetapkan untuk memastikan kesinambungan kelembagaan dan birokrasi yang ideal. Adapun metode yang digunakan yakni kualitatif deskriptif dengan melakukan identifikasi dan analisi atas kondisi birokrasi pada era orde baru serta birokrasi pasca era reformasi. Penelitian ini menemukan bahwa kualitas e-government Indonesia masih perlu pengembangan, terlebih sebenarnya sudah diimplemntasikan di beberapa daerah provinsi di Indonesia, bahkan menjadi discource bagi tata Kelola pemerintahan menuju smart city.

Abstract

The problem in this study is how the Lempake Village community views online-based birth certificate services.This type of research is qualitative research with a descriptive statistical approach that aims to provide a description of the phenomenon under study. The data analysis technique uses a frequency distribution analysis technique, which is an analytical technique that produces descriptive data which is percentaged to produce valid concluding data. The sampling technique used in this study was accidental sampling and snowball sampling with a research focus on public perception indicators in the form of: Service Procedures, Completion Time, Service Fees, Service Products and Service Supporting Facilities and Infrastructure. The results of this study indicate that the service procedures that have been determined according to the Lempake Village community through the official website sarpras are easy with a percentage of 86.73%. Via e-mail 2.04% think it's easy. While the service procedure via whatsapp, 81.63% thought it was easy. The service time that has been set is in accordance with the provisions that have been set with a percentage of 79.59%. The service fee specified in the online-based birth certificate service is in accordance with the provisions with a percentage of 77.56%. The service products that have been produced have good quality in terms of pronunciation to service product materials with a percentage of 90.81%. 9.19% there are still errors. Supporting infrastructure for online-based birth certificate services is easy with a percentage of 77.54%.

Abstract

This research aims to understand and describe the online-based innovation of Pantai Balikpapan conducted by the Department of Population and Civil Registration of Balikpapan City. It also aims to identify the inhibiting and supporting factors in the implementation of the Pantai Balikpapan innovation at the Department of Population and Civil Registration of Balikpapan City. The research results indicate that the Public Service Innovation through the "Pantai Balikpapan" Application at the Department of Population and Civil Registration of Balikpapan City, based on Rogers' theory (2003) that suggests relative advantage indicators providing many benefits for application users, can be seen in terms of budget savings and faster processing time that can be done at home. Pantai Balikpapan Innovation aligns with the needs of the community, and users find it easy to operate without complexities. Prior to the deployment of the Pantai Balikpapan Innovation, trials and socialization were conducted to the public.Pantai Balikpapanis easily accessible and observable by the public, anytime and anywhere. The supporting factor in implementing online services is having sufficient human resources and adequate equipment. However, the inhibiting factors in this public service innovation include network disruptions and uneven socialization.

Abstract

This study aims to determine how the implementation of the Domestic Apprenticeship Programme is carried out in accordance with the indicators of successful policy implementation according to George Edward (III). The research was conducted in North Kalimantan Province using descriptive qualitative methods and data collection techniques were carried out by means of observation, interview and documentation research, provided by the North Kalimantan Provincial Manpower Office. The sources of this research were the Head of the Training and Placement Division, the Head of the Training and Productivity Section of the Manpower and Transmigration Office, the HRD of PT. IDEC AWI and HRD of PT. Tarakan Elektrik Brother, 8 apprenticeship participants in 2018-2021. The results showed that the implementation of the Domestic Apprenticeship Programme in North Kalimantan Province has generally gone well. With four indicators of successful implementation that are well implemented and optimal which can be seen through communication between the government and the Apprenticeship Network Communication Forum (ANCF) companies, human resources, budgets and facilities, the attitude of the Government that is committed to implementing the Apprenticeship Programme and Standard Operating Procedures (SOP) that are carried out according to the mechanism of implementing the Domestic Apprenticeship Programme. Suggestions from the author that the Government is expected to direct participants to take the professional certificate competency test from the National Professional Certificate Agency (NPCA) after participants take part in the Domestic Apprenticeship Programme in North Kalimantan Province.

Abstract

The purpose of this research is to know and describe Community Economic Empowerment in Sangkima Village, South Sangatta District, East Kutai Regency. As well as to identify the obstacles found in Community Economic Empowerment in Sangkima Village, South Sangatta District, East Kutai Regency.This type of research is a qualitative descriptive research. Data collection techniques were carried out by means of library research and field research. By using the method of observation, interviews and documentation. The results of this study indicate that the economic potential in Sangkima Village, South Sangatta District is agriculture, plantations, fisheries, tourism, and MSMEs.Economic empowerment carried out by the district government is as a planner, facilitator, supervisor, and evaluator. The sub-district government acts as a facilitator between the district and village governments. And the village government includes making the community the subject and object of development, increasing community participation and carrying out empowerment such as providing training/education to the community, providing capital assistance. Constraints that occur in economic empowerment are limited capital, facilities and infrastructure and low community participation.
