Abstract

This research aims to determine and describe the effectiveness of the food security program in Tengin Baru Village, with a special focus on the fish seed provision program in RT.03, RT.06, RT.12, RT.19, and RT.22. This research highlights efforts to strengthen food and nutrition security which includes several main aspects, namely accuracy of program targets, program outreach, program objectives, and program monitoring, through policies from the Ministry of Villages in the form of a food security program. Apart from that, this research also identified factors that hampered Tengin Baru Village's efforts to implement the program. The data collection technique used in this research is purposive sampling, which allows researchers to select samples deliberately according to the research objectives. The research results show that the implementation of the food security program in Tengin Baru Village has been carried out as well as possible in accordance with existing provisions. Various efforts have been made, including through socialization of the program to the community and regular monitoring to ensure the success of the program. However, this research also revealed several inhibiting factors in developing this program. These factors include the lack of education provided to the community regarding the importance of food security, population habits that do not fully support this program, and limited availability of land for fish cultivation. In addition, this research emphasizes the importance of the active role of various parties, including the village government, community and related institutions, in overcoming these obstacles.

Abstract

This research will focus on examining the Samarinda City Government's efforts to realize good governance through the Samarinda Santer application as a whole in accordance with the mandate of Bureaucratic Reform, namely implementing good governance through the main indicators, namely accountability, transparency and efficiency. Good Governance is a form of government system where the road conditions can run cleanly, efficiently, openly and can fulfill everything that society needs. Governance is the mechanisms, practices, procedures of government for managing resources and solving public problems. The implementation of Good Governance in Indonesia began with the emergence of Law of the Republic of Indonesia Number 32 of 2004 concerning Regional Government Article 20 Paragraph 1 and was strengthened by Law of the Republic of Indonesia Number 14 of 2008 concerning Openness of Public Information so that the public can receive open public information regarding the administration of the State. everything that has an impact on the public interest. In dealing with maladministration in society, the Samarinda City government is trying to realize Good Governance through the Samarinda Santer Application. The Samarida City government's efforts to realize good governance through the Samarinda Santer application have three indicators used in its realization, namely accountability, transparency and efficiency.

Abstract

This research aims to understand and describe the management of Village Funds in physical development in Bumi Etam Village, Kaubun District, covering the stages of planning, implementation, administration, and accountability reporting. Additionally, this research identifies the supporting and inhibiting factors in the management of village funds for physical development in the village. The data collection technique used in this research is Purposive Sampling. The results of the study indicate that the management of village funds for physical development in Bumi Etam Village, Kaubun, has complied with the applicable regulations. The stages of planning, implementation, and administration have been carried out well, with funds being systematically recorded in various financial documents, including SISKUEDES, after going through the coordination and verification processes by the village head and secretary. The inhibiting factors for development in Bumi Etam Village include the uncertainty of natural conditions during project implementation and the limited local human resources. Conversely, the supporting factors include favorable geographical conditions for access to construction tools and materials.In conclusion, the management of Village Funds has complied with the applicable regulations. The stages of planning, implementation, administration, and reporting have been carried out well. However, to enhance transparency, the village government is advised to facilitate community access to village financial reports. The policy for using Village Funds should remain based on existing regulations to prevent misappropriation. Development practices should be in favor of community interests and be sustainable, with full participation from the community and high cooperation.

Abstract

This research aims to understand and describe the innovation and implementation of the National Precision Driver’s License Service called SINAR at POLRESTA Samarinda through the innovation characteristics indicator according to Rogers (2003): Relative Advantage, Compatibility, Complexity, Trialability, and Observability. It also seeks to identify and describe the benefits of this innovations to the local community of Samarinda City. This research uses a qualitative descriptive research type. The data sources consist of primary and secondary data. The data collections techniques include library research, field research involving observation, interviews, and documentation. Data analysis techniques involve data collection, data reduction, data presentation, and drawing conclusions. The research was conducted at POLRESTA Samarinda. Based on the research findings, the SINAR innovation offers a relative advantage in terms of time, energy, cost efficiency, and meets the digital needs of the Samarinda community. This innovation is easy, fast, and economical (Compatibility), but is hindered by unstable internet connections (Complexity). Limited social media outreach reduces its dissemination effectivenee (Triability). Nonetheless, SINAR features a simple and user friendly interface (Observability).

Abstract

This research aims to find out and describe the perceptions of MAN 1 Samarinda residents regarding religious radicalism. This research uses three indicators, namely perception, effort and inhibiting factors to determine whether to be wary of and reject the involvement of groups that carry religious radicalism at MAN 1 Samarinda. The data collection technique used was purposive sampling. The research results show that MAN 1 Samarinda has adopted various proactive strategies to overcome religious radicalism, including improving the religious education curriculum which emphasizes moderation, tolerance and diversity. The school is also active in holding extracurricular activities, such as seminars, discussions and workshops, which aim to increase students' awareness and understanding of the dangers of radicalism. Apart from that, MAN 1 Samarinda also works closely with students' parents and the local community to build strong partnerships in monitoring and preventing potential radicalism. This collaboration is important in creating a safe and supportive school environment for all members of the school community. This research concludes that a holistic approach involving various stakeholders, such as students, teachers, school staff, parents and the community, is key in efforts to be aware of and reject the involvement of groups that carry religious radicalism at MAN 1 Samarinda. The implication of this research is that moderate and tolerant education needs to continue to be encouraged as part of a strategy to prevent religious radicalism in schools.

Abstract

The implementation of Regional Regulation No. 19 of 2001 aims to regulate and guide street vendors. Through this regulation, it is hoped that street vendors (PKL) will be better organized and contribute to regional revenue. The implementation of this policy is evaluated using indicators such as communication, commitment, organizational structure, and resources. This research aims to determine the extent to which the implementation of this regulation is effective in regulating and guiding street vendors. The data collection technique employs the 3P approach (People, Place, and Paper).The research findings indicate that the regulation has not been well implemented, as evidenced by the continued presence of street vendors trading on streets and sidewalks. Communication, including socialization efforts, has not been effective. The resource that needs improvement is human resources, while financial resources should be used more efficiently. Obstacles to the implementation of this regulation include the lack of awareness among street vendors about the regulation, their continued operation in prohibited areas, and insufficient facilities and infrastructure. Supporting factors include the dynamic development of regional law, effective communication, and support from various parties.

Abstract

This study aims to determine the causes and efforts to resolve land conflicts on the Ringroad Jalan Pangeran Suryanata Samarinda. The method used in this study is descriptive qualitative. Data collection techniques used are observation, interviews and documentation. The results of this study indicate that the cause of land conflicts on the Ringroad Jalan Pangeran Suryanata Samarinda City is due to the lack of communication between the community and the government and the existence of previous conflicts that have not been resolved where this conflict has existed since 12 years ago. In an effort to resolve land conflicts on the Ringroad Jalan Pangeran Suryanata Samarinda City, the government uses the mediation method. Compensation payments are made by the government to landowners who have complete land documents and have been decided by the court. The role of the government is very much needed and important in resolving land conflicts on Jalan Ringroad, Samarinda City. The government carries out compensation payments according to its promise. Landowners appreciate the government's actions because they have paid in full the rights of residents who were previously neglected.

Abstract

The purpose of the research is to analyze and describe the Implementation of Kutai Kartanegara Regency Regional Regulation No.23 of 2016 concerning Prevention and Control of Commercial Sex Practices in Warung Kopi Pangku Area, Bukit Raya Village, Kutai Kartanegara Regency. The method used in the research is descriptive qualitative with primary data sources conducted by means of observation, interviews and documentation and secondary data sources obtained from journals, articles and others related to the research conducted. The results showed that the Implementation of Kukar Regional Regulation No.23 of 2016 concerning Prevention and Control in the Pangku Coffee Shop Area, Bukit Raya Village, Kukar Regency has not been fully implemented by the Kukar Social Service and Kukar Satpol PP, until now the practice of prostitution in the pangku coffee shop area still continues to occur. Of the total 6 indicators in the prevention and control listed in the Regional Regulation, only 2 have been implemented. This happens because there are still some obstacles and constraints in implementing the regulation. One of the obstacles in the implementation of the local regulation is the unclear content of the local regulation, because the local regulation does not mention clearly and in detail about who are the authorized parties in the local regulation, resulting in confusion of policy implementers in taking steps.

Abstract

The strategy carried out by the Samarinda City Manpower Department in overcoming unemployment refers to the Samarinda City Manpower Department's Strategic Plan (Renstra) for 2021-2026. The Samarinda City Manpower Service aims to increase employment opportunities with the target of reducing the level of open unemployment. In achieving this goal, the Samarinda City Manpower Office uses three strategies. First, increase the competitiveness of the workforce and create new jobs by carrying out Job Training and Workforce Productivity programs. Second, job expansion through data collection on job seekers which will later be distributed to companies that need workers through inter-work programs. Third, the Samarinda City Manpower Office brings together job seekers and labor users or companies directly with the aim of facilitating job seekers to get jobs according to their talents, interests and abilities through a job fair/job fair program.

Abstract

This study aims to explain what the implementation of Mayor Regulation Number 8 of 2018 concerning Smart City Masterplan in the implementation of Digital-Based Government System in North Samarinda Sub-district is like and to identify things that hinder the implementation of Mayor Regulation Number 8 of 2018 concerning Samarinda Smart City Masterplan in the implementation of Digital-Based Government System in North Samarinda Sub-district. The method used is descriptive qualitative by collecting data through interviews, observation, and documentation. The results showed that policy communication in some areas faced challenges in transmission, clarity, and consistency, causing confusion and limited understanding and involvement of policy actors and the community. Limited trained human resources, budgets and facilities also hamper policy implementation, making careful budget planning, technology training and investment in equipment essential. However, the government's proactive and collaborative stance, supported by the private sector through CSR, has accelerated policy implementation, encouraged digital infrastructure development, and improved the quality of public services.
